How to Change Name Legally in Chandigarh

One of the highest-ranking guides for this search tells Chandigarh residents that there is no separate gazette office for their city and that everything must go to Delhi. That is wrong. The Chandigarh Administration runs its own digital gazette, publishes residents' name changes in it, and hosts its own instructions and form. This guide explains that route, the two other gazettes that also operate here, and how to tell which one is yours.

3Gazette administrations in this one city
1Of them is actually yours
30 to 45Days for Central Part IV publication
2States and a UT meeting across the tricity
Quick answer

If you live in Chandigarh and your records are local, the Administration publishes name change notifications in its own digital gazette at egazette.chd.gov.in, using a prescribed form, through the Deputy Controller (Printing). For a passport, a visa, a central Government post or anything outside the city, use the Central Gazette at Civil Lines, Delhi 110054, which publishes in Part IV in about 30 to 45 days.

What does changing your name legally in Chandigarh involve?

A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date and an entry number, passport offices, UIDAI, banks, boards, employers and foreign missions treat it as the legal record of your new name. No court order is involved at any point.

What makes Chandigarh different from every other city in this series is that there is a real choice of route here, and most guides do not tell you about it. They send everyone to Delhi.

And the choice is genuinely confusing, because three separate gazette administrations operate inside this one city. Getting that question right before you spend anything is the whole job.

At a glance

Does Chandigarh have its own gazette
Yes. The Administration runs a digital gazette at egazette.chd.gov.in, published online only
Does it take personal name changes
Yes. The Administration hosts a document titled Instructions regarding Change of Name to be published in e-Gazette
Is there a form
Yes, at egazette.chd.gov.in, headed Specimen for advertisement in newspaper
Who handles it
The Deputy Controller (Printing), through the Superintendent (Publication), at the UT Printing and Stationery department
What it costs
The office-use block on that form records Rs 50. Confirm the current total at the office before you plan around it
How many gazettes are in this city
Three. The UT's own, Haryana's Controller in Sector 18, and Punjab's department
When you need the Central Gazette

Key takeaways

  • Chandigarh has its own digital gazette, published online only by the Administration, and it carries residents' name change entries.
  • The Administration publishes its own instructions and its own form for this, both hosted on egazette.chd.gov.in. Anyone telling you the route does not exist has not looked.
  • The office-use block on that form records a payment of Rs 50. We could not establish whether that is the whole charge or has been revised, so confirm the current total at the office. It is a Government figure, and it is not Rs 999.
  • Three gazette administrations operate in this one city, because Chandigarh is a Union Territory that also serves as the capital of two states. Only one of them is yours.
  • For a passport, a visa or anything outside Chandigarh, use the Central Gazette: commonly Rs 1,100 adult, Rs 1,700 minor and Rs 3,500 from abroad, on bharatkosh.gov.in only.
  • No CD is required by the Central Gazette. The soft copy is an MS Word file.
  • There is no Department of Publication in North Chandigarh, and no Chandigarh address carries the pincode 110054, which is a Delhi pincode.
  • There is no rule that you must have no pending court cases. That condition is invented and appears on more than one page for this city.
  • Your route follows your address and your records, not the nearest gazette door. The Haryana Controller's office in Sector 18 is a real building that cannot help a Chandigarh resident.
  • A birth certificate mistake is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, not a gazette matter.

Does Chandigarh have its own gazette route for name changes?

This needs saying clearly, because a well-ranked page states the opposite in plain terms and it is costing people money.

Yes. The Chandigarh Administration operates a digital gazette, published online only. On its site it hosts two documents that settle the question by themselves.

1

The instructions

A document titled Instructions regarding Change of Name to be published in e-Gazette, hosted on the Administration's own e-Gazette site. An administration does not publish instructions for a route it does not run.

2

The form

A downloadable form headed Specimen for advertisement in newspaper, carrying the instruction that the matter is to be published in the Chandigarh e-Gazette notification, forwarded in original to the Deputy Controller (Printing) by the Superintendent (Publication).

And it demonstrably works, because you can read the results

The Administration's own gazette files carry ordinary name change entries from residents, in the standard form, each with a full address in the city: a resident of Hallomajra recording a change of name, a resident of Sector 15-D doing the same, and parents recording changes for their minor children.

These sit in the same digitally signed gazette as amendments to the Punjab and Haryana High Court Rules. They are not obscure and they are not hidden. They are simply not mentioned by services that would rather sell you something else.

What does the local route cost?

The office-use block on the Administration's own form records a payment of Rs 50 against a receipt number. That is a Government figure printed on a Government form, not a private estimate.

The honest caveat, which we would rather give than overstate the point. What we could not establish is whether Rs 50 is the entire charge or one component, whether it has been revised since, or what the newspaper notice costs on top. Confirm the current total with the office before you plan around it. But when a service quotes you Rs 999 while telling you the local route does not exist, you now know enough to ask a harder question.

What the competing page actually says

One of the pages ranking for this search states, in plain words, that there is no separate State Gazette office for Chandigarh and that all name change applications are processed through the Central Government Gazette. The same page opens by quoting a service price starting around Rs 999, and puts the Government fee at Rs 1,100 to Rs 1,500.

Two things are wrong there. The local gazette exists, with published instructions and a published form. And the Central fee is not a range topping out at Rs 1,500; it is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, with separate figures for applicants abroad. Check any claim like this against the Administration's own site, which takes about a minute.

What people find when they search for a gazette office in Chandigarh

This is the search that brings most readers here, and in this city it has a real answer rather than an empty one. There is a gazette office for Chandigarh residents, run by the Administration itself and operating online. What there is not is a Central Gazette counter in the city, or any office at the invented North Chandigarh address.

The two walkthroughs below cover the gazette office question and the address people are given, and then how a gazette notification is actually published. Watch both against one test: can the office being named be found on a Government website. egazette.chd.gov.in can. deptpub.gov.in can. Nothing at a Chandigarh address with a Delhi pincode can.

Gazette Office in Chandigarh, and the Address People Are Given चंडीगढ़ में गजट ऑफिस का पता

How to Publish a Gazette Notification for a Name Change in Chandigarh चंडीगढ़ में नाम परिवर्तन के लिए राजपत्र अधिसूचना कैसे प्रकाशित करें

Why are there three gazettes in one city?

Because Chandigarh is a Union Territory that also serves as the capital of two states.

As far as we can tell, Chandigarh is the only place in India where three separate gazette administrations operate in a single city. That is the direct consequence of its constitutional position, and it produces genuine confusion on the ground.

The three gazette administrations operating in Chandigarh, plus the Central route, and who each one is for
Which gazetteWhere it sitsWho it is for

What a Chandigarh file is built from: the affidavit, the newspaper notice and the Administration's own prescribed form.

The UT press really does work for everyone

This is worth knowing, because it explains why the confusion is reasonable rather than careless. The Chandigarh Administration's own page for the Government Press records that it handles Gazette Printing, and also the printing of ballot papers for the whole of Punjab State, the Chandigarh Administration and the Municipal Corporation, Delhi, the bills and starred and un-starred questions of the Punjab Vidhan Sabha Secretariat, and BBMB print work for the North Zone covering Punjab, Haryana, Himachal, Chandigarh and Delhi. The same page records that the department started an e-gazette instead of manual printing.

The mistake to avoid. Because the Haryana gazette office is a real building on Madhya Marg in Sector 18, a Chandigarh resident can easily walk in and be told, correctly, that it is not for them. It is Haryana's office; it simply happens to be located here. Likewise the UT press genuinely does Punjab's work, without that making it Punjab's counter for you.
So the first question is not where the nearest gazette office is. It is which administration holds the records you are trying to correct, and which institution you actually need to satisfy. Get that right and the address follows. Get it wrong and you make a journey to a real office that cannot help you.

Which route do you actually need?

Answer this before you spend anything. In this city it is the only question that matters.

Choosing between the Chandigarh e-Gazette and the Central Gazette by situation
Your situationRoute
Chandigarh resident, local records, school or employer hereThe Chandigarh Administration e-Gazette
Passport, visa, or work abroadCentral Gazette, Part IV
Central Government post, PSU or competitive examinationCentral Gazette, Part IV
Bank, board or employer outside ChandigarhCentral Gazette, Part IV
You live in Mohali, Zirakpur or KhararYou are in Punjab, not Chandigarh. Punjab's position applies to you
You live in Panchkula or PinjoreYou are in Haryana, which runs a state route through its own portal
A birth certificate errorNeither. Registrar correction under Section 15 of the RBD Act, 1969
That last group matters more than people expect. The tricity runs continuously across three administrations, and a great many people live on one side of a boundary and work on the other. Your route follows your residence and your records, not the sector you commute to. Check your address proof before you decide.

The UT route, step by step

For a Chandigarh resident whose records are local, this is the cheaper and closer answer.

1

Settle the exact name, then the affidavit

Decide the exact spelling, spacing and treatment of any middle name or initial before anything is drafted. Then get an affidavit prepared on stamp paper stating your old name, your new name, your father's or husband's name, your address in Chandigarh and a clear reason for the change, and have it notarised. Notaries practise across the sectors and around the district courts.

2

The newspaper notice

Publish the notice in a daily circulating in Chandigarh. The Administration's own form is headed as a specimen for a newspaper advertisement, so use that wording rather than inventing your own, and keep the printed page. Hindi, Punjabi and English all circulate here, so ask the office what it expects before booking.

3

The prescribed form

Obtain the form from the Administration's e-Gazette site at egazette.chd.gov.in, complete it exactly as your affidavit reads, and submit it with the affidavit, identity and address proof and photographs. The form is forwarded in original to the Deputy Controller (Printing) for publication in the Chandigarh e-Gazette notification, through the Superintendent (Publication).

4

Pay and confirm

The office-use block on the form records a payment of Rs 50 against a receipt number. Confirm the current total, the accepted mode of payment and the document list at the office before submitting, since we could not verify whether that figure covers everything or has been revised.

5

Download your notification

The UT gazette is published online only, and the issues are digitally signed. Once your entry appears, download the whole gazette PDF and keep several printouts, because every office you approach afterwards will want its own copy.

Read the Administration's own instructions first

Before anything else, open the document titled Instructions regarding Change of Name to be published in e-Gazette on egazette.chd.gov.in. It is the Administration's own requirement list, it takes a minute to read, and it beats any guide including this one where the two ever disagree.

Would it help to watch the process once first?

The steps above are the whole local filing, but the sequence sits better once you have seen somebody move through a gazette application from the affidavit to the published entry. The walkthrough below covers making a gazette notification end to end.

Two things to watch for while you do. Check whether the video is describing the Central route or a state one, because in this city that difference decides everything. And check any fee quoted against what the office publishes today, since figures are revised and a recording may be older than it looks.

How do the newspaper notices work in Chandigarh?

The notice is the step people rush and then pay for twice. It must be worded exactly as the affidavit reads, carrying your old name, new name, full address, age, parentage and the affidavit date. One letter or one space out of place and the file comes back on either route.

Chandigarh is easier than most cities on language, because Hindi, Punjabi and English all circulate here and the dailies carry classified name change columns daily. What still catches people is the artefact: keep the complete original printed page with the date visible, not a cutting, and buy two copies on the day so one stays at home. For the UT route, ask the office what it expects before booking, because its own form is headed as a specimen for exactly this advertisement.

The Central route, if you need it

For a passport, a visa, a central Government post, a PSU, or a bank or employer outside the city, the file goes to the Department of Publication, Civil Lines, Delhi 110054, and publishes in Part IV of the Gazette of India. That notification is valid across the country and recognised abroad.

Applications are entertained from the applicant personally or by post or courier only, and the Department's own guidelines name no other channel, agents and advocates included. So posting is the normal method and carries no disadvantage.

There is no Department of Publication in North Chandigarh. A widely shared page gives an address there ending in the pincode 110054, which is a Delhi pincode, with a private mobile number attached. The same publisher has printed the same fabricated arrangement for at least eight other places. There is one Department of Publication and it is at Civil Lines, Delhi 110054, behind the Delhi Vidhan Sabha Metro Station.

Two rules that catch people out

Keep every supporting document less than one year old, because a perfectly valid four year old address proof will fail that test. And documents once submitted are not returned, neither originals nor photocopies, so never post an original you could not obtain again.

Pay only through bharatkosh.gov.in, commonly Rs 1,100 for an adult, Rs 1,700 for a minor and Rs 3,500 for an adult applying from abroad, with Rs 250 added only where an adult adopts a name of another religion without changing religion. Revised each financial year, so confirm on deptpub.gov.in first. Publication follows in about 30 to 45 days, and you download the PDF from egazette.gov.in using Control and F to find your name.

What documents are required for a name change in Chandigarh?

For the Central file

  • Notarised name change affidavit stating old name, new name, parentage and address
  • Complete original newspaper pages of both notices, dates visible, not cuttings
  • Notice for the Gazette of India Part IV, showing parentage and residential address, forwarded in original
  • Signed undertaking with old and new name, full parentage and address
  • Prescribed proforma in two copies, computer typed and not handwritten, signed and attested, with two witnesses' details
  • Print matter without the witness portion, in MS Word, as a soft copy
  • Certificate signed by you that hard copy and soft copy contents are the same
  • Self-attested identity proof of the applicant and of each witness
  • Two passport size photographs
  • Request letter to the Controller of Publications, Civil Lines, Delhi 110054
  • Marriage certificate or the child's birth certificate, where the case calls for it
  • For an applicant abroad, the deed attested by the Indian Embassy or Consulate

What you do not need

  • A CD. Several guides for this city still require applicants to burn a digital CD with soft copies in docx format. The soft copy is submitted as a file, not on a disc
  • A clean court record. The condition about no pending legal issues or criminal cases is invented and appears on more than one page for Chandigarh
  • A lawyer. This is paperwork, not litigation, and no court is involved
  • A court order of any kind for an ordinary name change
  • A demand draft. Central payment is through BharatKosh only
  • A trip to Delhi, or to the Haryana Controller's office in Sector 18
  • Any personal appearance by a child, whatever a copied page says about bringing a minor to a Government office

And a point on witnesses

Two witnesses belong on the proforma, with their identity proofs enclosed. You swear the affidavit alone before a notary. Several pages in this niche confuse the two and send people back for nothing.

What documents does a Chandigarh name change actually need?

The two lists above are the whole requirement, and the useful part is what is absent from both: no CD, no court clearance, no lawyer and no personal appearance by a child. Anything a guide adds beyond the office's own list is somebody's invention, and it is worth knowing which is which before you start collecting paper.

Documents Required for a Name Change in Chandigarh चंडीगढ़ में नाम परिवर्तन के लिए आवश्यक दस्तावेज़

For the UT route the list is shorter and the office publishes it. Open the Administration's own instructions on egazette.chd.gov.in and work from that, rather than from any guide's version of it.

What does a name change cost in Chandigarh?

Put the two routes next to each other and the point makes itself.

Typical costs for a name change from Chandigarh on the UT route and on the Central route
ExpenseTypical amountNotes
Stamp paper and notaryRs 100 to Rs 500Notaries widely available across the sectors
Newspaper noticeRs 400 to Rs 4,000One for the UT route, two for a Central file
Chandigarh e-GazetteThe form records Rs 50Confirm the current total at the office before assuming
Central Gazette, adultCommonly Rs 1,100BharatKosh only, revised each financial year
Central Gazette, minorCommonly Rs 1,700BharatKosh only, parent or guardian applies
Central Gazette, adult from abroadCommonly Rs 3,500Plus embassy attestation and courier, budgeted separately
Realistic total, UT routeA few hundred rupees plus the noticeConsiderably less than any package price you will be quoted
Realistic total, Central routeRs 2,000 to Rs 6,000All stages included, excluding any service fee
The Government revises the Central figures each financial year, so confirm on deptpub.gov.in before paying rather than trusting any page, this one included. And confirm the Chandigarh figure at the office, for the reasons given above.

The arithmetic that settles a quote

A service quoting Rs 999 for a Chandigarh name change, on a page that says no local gazette exists, is charging roughly twenty times a Government fee for a route it has told you is unavailable. That is worth pausing on.

Ask any provider three things. Which gazette are you filing in. Is the Government fee included or extra. And have you read the Chandigarh Administration's own form. The third question is the one that separates a documentation desk from a reseller.

Is there Rs 250 extra for every additional name?

No, and this is a common error. One widely circulated draft says the Department charges Rs 250 per alias name. It does not. The Rs 250 applies in one narrow situation only, where an adult adopts a name of another religion without changing religion. It is not charged per alias, per extra name or per document.

How long does a name change take in Chandigarh?

Affidavit and notary

Usually the same day

Newspaper publication

2 to 7 days, depending on the booking

UT e-Gazette

Ask the office for the current turnaround

Central Part IV

30 to 45 days after the file reaches Delhi

On the Central route allow 2 to 4 days to prepare and send, then the publication window. The UT gazette is published online, so ask the office rather than assuming a figure we cannot verify.

Neither route sells expedited publication. If a passport appointment or a joining date depends on this, start early, because the Central route is the slower of the two and it is the one those processes need.

Is there a tatkal option?

No. No fee head exists for one on either route, so a promise of faster Government processing for a higher fee describes a company's own turnaround rather than anything an office offers. If a board or university correction follows, add that body's own timeline afterwards, because it runs separately and decides its own outcome.

Special situations in Chandigarh and the tricity

Living in the tricity

If your address is in Mohali, Zirakpur or Kharar you are in Punjab; if it is in Panchkula or Pinjore you are in Haryana. The routes differ, and Haryana in particular runs its own state service that its residents can use. Check your address proof before choosing, because the offices are close together and the administrations are not.

Government employees

Chandigarh has a high concentration of Government service households, serving the UT, Punjab, Haryana and central offices. Central Government employees follow Ministry of Home Affairs O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed executed and routed through the department, so the service book is updated alongside the gazette. State and UT employees should inform their own department too, because a record that does not match creates problems at promotion and pension stage.

Students and professionals from elsewhere

Panjab University, PGI and the technology and services sector draw people from across the north and beyond. If your original board certificate came from another state, use the Central Gazette, since it is valid everywhere and supports a correction application to that board, which then runs its own process. Ask the board what it accepts before choosing your route.

Passport applicants

Decide what goes in the given name and surname fields before the passport is issued or re-issued, since that split follows you onto every visa afterwards. This matters particularly for names carrying Singh or Kaur, where the field placement is a real choice to be made deliberately and not a correction of somebody's error.

Name change after marriage

The same stages apply with the marriage certificate attached. If you keep using your existing name and nothing on paper changes, you do not need a gazette at all, and nobody should sell you one.

Minors

A parent or legal guardian applies on the child's behalf, attaching the birth certificate. The Administration's own gazette carries such entries, so the UT route accommodates them. On the Central route the minor fee applies, commonly Rs 1,700 with the usual revision caveat, and both parents signing avoids objections later.

Applying from abroad

Indians abroad use the Central route with the deed attested by the Indian Embassy or High Commission, and the fee is commonly Rs 3,500 for an adult and Rs 5,100 for a minor. Family in Chandigarh can send the file provided the papers carry your signature. Budget attestation and courier separately.

Property and Estate Office records

Once the notification is published, update the entry held by the Estate Office along with everything else. Chandigarh property records are unusually consequential, and a name that does not match across the allotment record and your identity documents causes trouble at transfer, mutation or sale. Far easier to do it while you are updating the rest.

Correcting a father's name rather than your own

This is one of the commonest cases we see and it is not the same job as changing your own name. A father's name that appears differently across your Aadhaar, your passport and your birth certificate is usually three different clerks writing the same name three ways, not three different men.

Two things decide the route. If the error is in the birth certificate itself, that is a Registrar correction under Section 15 of the RBD Act, 1969, through the body that registered the birth, and no gazette is involved. If the birth record is right and the later documents drifted, you correct each of those records against it, usually with your father's own identity documents as the supporting proof. A gazette notification records a change of your name, so it is not automatically the instrument for a parent's name written wrongly on your paperwork. Ask the specific office what it accepts before assuming a gazette will settle it.

Adding a surname, or changing only the surname

Adding a surname where a document carries only a given name, or changing the surname alone, follows exactly the same three stages as a full name change. There is no shorter route and no lower fee for a partial change, which is worth knowing before somebody sells you one.

In this region the decision matters more than the process. Names carrying Singh or Kaur can legitimately sit in the given name field or the surname field, and single-name records are common on older documents. Decide the split before the affidavit is drafted and before a passport is issued, because the passport fields then follow you onto every visa application afterwards. This is a choice you make once, deliberately, rather than a correction of somebody else's error.

Adding a Name or Changing a Surname on Documents in Chandigarh चंडीगढ़ में नाम जोड़ें या उपनाम परिवर्तन

Changing your name on school and board records

A board or university runs its own correction process and decides its own outcome. The gazette notification supports that application; it does not replace it and it does not compel the board. Complete the gazette first, then apply with it attached, and expect the board's own timeline on top.

The route question returns here. If your board certificate came from another state, which is very common in Chandigarh given who studies and works here, use the Central Gazette, because a Part IV notification is valid everywhere and a Union Territory notification is not designed to be. Ask the board what it accepts before choosing your route, not after you have paid for one.

Reverting to your former name after divorce

No court order is needed for this, and the decree does not change your name by itself. The same three stages apply, with the decree attached as the supporting document and the reason stated plainly in the affidavit.

One practical point that saves distress. If you never changed your name on paper after marriage, there is nothing to revert and you need no gazette at all. Where records did change, work through them in the same order as any other update, starting with Aadhaar, so that each office sees a consistent set. Nobody at any counter is entitled to ask you why.

How to Change Your Name After Divorce in Chandigarh तलाक के बाद चंडीगढ़ में नाम परिवर्तन कैसे करें

Changing a minor child's name

A parent or legal guardian applies on the child's behalf, swearing the affidavit themselves and attaching the child's birth certificate. The Chandigarh Administration's own gazette carries such entries, so the local route accommodates minors, and on the Central route the minor fee applies, commonly Rs 1,700 with the usual revision caveat.

Two points worth having in advance. Both parents signing avoids objections later, particularly where a school or a passport office looks at the file years afterwards. And no personal appearance by the child is required anywhere in the process, whatever an older guide says about bringing a minor to a Government office. School admission is the usual trigger, so allow the full timeline rather than the optimistic one.

How to Change a Minor's Name in Chandigarh चंडीगढ़ में नाबालिग का नाम कैसे बदलें

If you are a Government servant in Chandigarh

This city has an unusually high concentration of Government service households, serving the UT, Punjab, Haryana and central offices, so this applies to a great many readers. Central Government employees follow Ministry of Home Affairs O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed executed and routed through the department, so the service book is updated alongside the gazette rather than years later.

State and UT employees should inform their own department too. Doing the gazette quietly and leaving the service record unchanged stores up a mismatch that surfaces at promotion or pension stage, when it is far harder and slower to fix than it would have been at the time. If you are in service, treat the departmental step as part of the job rather than as an optional extra.

What do the name change terms actually mean?

The words that appear on every name change website, in language people actually use.

Gazette notification
A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof. It is not a court order and needs no lawyer.
Chandigarh e-Gazette
The Union Territory's own digital gazette, published online only by the Administration's Printing and Stationery department at egazette.chd.gov.in. It carries Administration notifications and also residents' name change entries.
Gazette of India
The Central Government's official journal, published by the Department of Publication. A notification here is valid in every state and recognised abroad, which is the route a Chandigarh applicant needs for a passport or anything outside the city.
Part IV
The section of the Gazette of India carrying notices from private people rather than from Government. Part IV belongs to the Central Gazette only. A state or UT gazette has its own arrangement.
Deputy Controller (Printing)
The officer at the Chandigarh Administration to whom the prescribed form is forwarded in original, through the Superintendent (Publication), for publication in the Chandigarh e-Gazette notification.
Department of Publication
The Central Gazette office, at Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, a subordinate office of the Ministry of Housing and Urban Affairs. There is exactly one, and it is not in Chandigarh.
Controller of Publications
The officer heading that Department, to whom your Central request letter is addressed. This officer sits in Delhi, so a demand draft payable to a Controller of Publications in Chandigarh is payable to nobody.
Union Territory
A territory administered by the Central Government rather than by a state government. Chandigarh is one, and it also serves as the capital of Punjab and of Haryana, which is why three gazette administrations operate in the same city.
Proforma
The prescribed Central application format, which must be computer typed and not handwritten, submitted in duplicate, signed and attested, with two witnesses whose identity proofs are enclosed.
Affidavit
A written statement you swear is true, signed before a notary. You swear it yourself. Witnesses belong on the proforma, not on the affidavit.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central gazette fee. Demand drafts were discontinued and the fee is not refundable.
Registrar correction
A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered it, which within the city is the Municipal Corporation Chandigarh. Not a gazette matter.

After the gazette: update in the right order

The notification is the middle of the journey. Each office asks for the one before it.

The order in which to update records after a Chandigarh gazette notification, and what each one needs
OrderRecordHow it is done
1AadhaarAt an enrolment centre with the gazette copy and identity proof. So many systems read from Aadhaar that changing anything else first creates a mismatch
2PAN cardCorrection application, so the two stay linked and keep agreeing
3Bank accountsBranch request with the gazette. Doing this before Aadhaar and PAN agree creates a mismatch that is slow to unpick
4PassportA re-issue, with the given name and surname fields filled as you decided
5Voter ID and driving licenceBoth accept the gazette. The licence goes through the office that issued it
6EPFO or UAN, insurance policies and service recordsEmployer-linked records, which for a Government household is the one that matters most
7School, board, university and employer recordsEach runs its own correction process and decides its own outcome
8Property, Estate Office and business recordsWith the gazette as supporting proof, before any transfer, mutation or sale arises

Which record should you update first, and why does the order matter?

Aadhaar first, because so many other systems read from it. If PAN or a bank record is changed while Aadhaar still carries the old name, the two stop agreeing and the mismatch has to be unpicked before either will accept the other. The gazette itself never expires, so nothing justifies going out of order.

What does the first update actually involve?

Aadhaar is the one everything else waits on, and it is also the one people most often get turned away from for bringing the wrong proof. Take the gazette copy and an existing identity document to an enrolment centre, and do it before touching PAN or the bank.

How to Change a Name in an Aadhaar Card in Chandigarh चंडीगढ़ में आधार कार्ड में नाम कैसे बदलें

Then PAN, the passport and the driving licence

Once Aadhaar carries the new name, the rest follow in order and each one is a separate application with its own form. PAN comes next so the two stay linked, then the bank, then the passport as a re-issue with the given name and surname fields filled as you decided, then the driving licence through the office that issued it.

The passport is the one worth slowing down for, because the field split you choose there follows you onto every visa afterwards. The licence is the one people forget until a hire counter or a traffic stop asks for it. Neither accepts a gazette that disagrees with your Aadhaar, which is exactly why the order matters.

Keep several printouts, because every office wants its own copy. A digitally signed gazette PDF, whether the UT's or the Central one, needs no attestation or certification. Aadhaar rules are on uidai.gov.in and passport re-issue rules are on passportindia.gov.in.

Is a birth certificate mistake a gazette matter?

Usually not. If the error sits in a birth certificate, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered the birth, which within the city is the Municipal Corporation Chandigarh, or the relevant body in Mohali or Panchkula if the birth was registered there. The national framework is at crsorgi.gov.in.

For a plain clerical error that is usually the whole answer and much the cheapest one, so try it before assuming you need a gazette of any kind. A gazette records a change going forward; it does not amend a register that was filled in wrongly at the time.

Common mistakes in Chandigarh

Every one of these is something we have had to unpick for somebody.

Believing a guide that says Chandigarh has no gazette route of its own

It has one, and it is online. The Administration publishes both the instructions and the form on its own site.

Paying a package price without asking whether the UT route would have done

Ask which gazette they are filing in before you pay, not after.

Walking into the Haryana Controller's office in Sector 18

As a Chandigarh resident. It is Haryana's office and it is not for you, however close it is.

Assuming a Mohali or Panchkula address is covered by the Chandigarh route

It is not. Mohali is Punjab and Panchkula is Haryana. Your address proof decides, not your commute.

Burning a CD because a guide asked for one

No CD is required. The soft copy is submitted as a file. Guides still asking for a disc are years out of date.

Following a page that places the Department of Publication in North Chandigarh

With a Delhi pincode and a private mobile number. The same fabrication has been printed for at least eight other places.

Believing you must have no pending court cases

That condition is invented and appears on several pages. It is not part of any Government requirement.

Using the UT route when a passport is the reason

And then having to repeat the whole thing centrally. Decide what you need to satisfy before you choose the route.

Notice wording that does not match the affidavit

Even by one letter or space. A gazette publishes what you declare, and a mismatch sends the file back on either route.

Believing the Rs 250 is per extra name

It is not. That amount applies only where an adult adopts a name of another religion without changing religion.

Doing it yourself, or taking professional help

For a Chandigarh resident with local records, the UT route is genuinely something you can do yourself. There is a published set of instructions, a published form, an online gazette, and a Government fee that appears to be a small fraction of what services quote. We would rather tell you that than take the work.

Where help earns its fee here

The routing decision, which in this city is harder than anywhere else in India. Three administrations operate here, the tricity crosses two states and a UT, and the right answer depends on your address, your records and the institution you need to satisfy. Get that wrong and you pay twice.

The second is the Central file, where the fee is not refundable and one mismatch between the affidavit, the notices and the proforma costs weeks.

What a service can and cannot do

Since the Central Gazette accepts applications only from the applicant directly, or by post or courier, an honest service prepares and checks your file while you sign and send it. Nobody can lawfully hand it in on your behalf, whatever they charge.

And an honest service tells you plainly when the cheaper local route would have done the job, or when a Registrar correction was the whole answer. That is exactly how Documentadvisor works.

Your Trust and Security First

Your documents stay private

Papers are handled by our own desk in Burari, Delhi, used for your file and nothing else.

We name your administration first

UT, Punjab, Haryana or Central. In this city that is the whole decision, and we make it before quoting anything.

We work from the offices' own pages

The Chandigarh Administration's own instructions and form, and the Department of Publication's guidelines, rather than other people's blogs.

We tell you when the cheaper route is enough

Including when the local gazette would have done the job, and when a Registrar correction was the whole answer.

We check the file before it leaves

Proforma typed and in duplicate, soft copy matching the hard copy, documents inside the one year rule, nothing irreplaceable in the envelope.

We say what we could not verify

On this page, whether the Rs 50 on the Administration's form is the whole charge. We tell you to confirm, rather than inventing a total.

Everything You Need, In One Place

Documentadvisor is a documentation desk. These are the services we run for applicants across Chandigarh and the tricity.

Working out which gazette is yours

The routing decision for a region where a UT and two states meet, made from your address proof and the records you actually need to correct, before any money changes hands.

Name change and gazette filing

Settling the exact written form, drafting the affidavit, wording and booking the newspaper notice, and preparing the file for whichever route your case belongs to.

Central Gazette Part IV files

The full Delhi file prepared and checked before it travels, for passports, visas, central posts and any institution outside the city.

Affidavits and undertakings

Name change, address, date of birth declarations, single status and general purpose affidavits, drafted correctly the first time.

Birth and death certificate work

Registrar corrections under Section 15 through the Municipal Corporation Chandigarh or the body that registered the record in Mohali or Panchkula.

Aadhaar, PAN and record updates

The update sequence after publication, in the order that keeps every record agreeing with the one before it, including the Estate Office entry.

How It Works

1

Book

Call or WhatsApp us with your address proof and photographs of the documents you hold. The address is the first thing we look at.

2

Schedule

We tell you which administration your case belongs to, which written form should stand, and what the Government fee on that route will be.

3

Relax

We draft, book the notice and check the file. You sign and submit it, because on the Central route the rules allow nobody else to.

The questions Chandigarh applicants search for most

Does Chandigarh have its own gazette for name changes?

Yes. The Chandigarh Administration runs a digital gazette, published online only, and it carries personal name change entries from residents. The Administration hosts both an instructions document and a prescribed form for this on its own e-Gazette site, and the office-use block on that form records a payment of Rs 50.

But one guide says there is no state gazette office for Chandigarh.

That guide is wrong. The Administration's own site hosts a document titled Instructions regarding Change of Name to be published in e-Gazette, and its gazette files contain name change entries from residents of Hallomajra, Sector 15-D and elsewhere. The same page quotes a service price starting around Rs 999.

The Haryana gazette office is in Chandigarh. Can I use it?

Not as a Chandigarh resident. The Controller, Printing and Stationery Department, Haryana sits on Madhya Marg in Sector 18, but it is Haryana's office and serves Haryana residents. Its location here is an accident of Chandigarh being the capital of two states.

Which route do I need for a passport?

The Central Gazette. Part IV of the Gazette of India is what passport offices and embassies recognise, and it is the route to use if a visa or anything outside the city is involved.

Do I need to submit a CD?

No. The soft copy is a file, not a disc. Several Chandigarh guides still require a CD in docx format, which is years out of date.

Must I have no pending court cases to change my name?

No. That condition is invented and is not part of any Government requirement, though it appears on more than one page written for this city.

People also search for: gazette office in Chandigarh, Chandigarh e-Gazette name change, egazette chd gov in, name change procedure in Chandigarh, Haryana gazette office Sector 18 Chandigarh, Punjab e-Gazette name change, Municipal Corporation Chandigarh birth certificate correction, name change agent in Chandigarh, gazette notification fees Chandigarh, name change in Mohali and Panchkula.

Frequently asked questions on changing your name in Chandigarh

What exactly is the Chandigarh e-Gazette?

The Union Territory's own digital gazette, published online only by the Administration's Printing and Stationery department at egazette.chd.gov.in. It carries Administration notifications and also citizens' name change entries, and the issues are digitally signed, so a downloaded PDF needs no further certification.

How do I know it publishes name changes?

Because the Administration publishes a document titled Instructions regarding Change of Name to be published in e-Gazette on its own site, and because you can read the results. Its gazette files contain entries in the standard form from residents giving full Chandigarh addresses, including changes made by parents for minor children.

What does the local route cost?

The office-use block on the Administration's own form records a payment of Rs 50. We could not confirm whether that is the entire charge, whether it has been revised, or what the newspaper notice costs on top, so confirm the current total at the office. It is a Government figure printed on a Government form.

Why do services quote so much more?

Because a service price is not a Government fee. There is nothing wrong with paying for help, but you are entitled to know the official figure, and you should be sceptical of any page that tells you the local route does not exist while quoting you a package starting around Rs 999.

Which form do I use for the UT route?

The one published on the Administration's e-Gazette site, headed Specimen for advertisement in newspaper, which carries the instruction that the matter is published in the Chandigarh e-Gazette notification and is forwarded in original to the Deputy Controller (Printing) through the Superintendent (Publication).

Why are there three gazettes in one city?

Because Chandigarh is a Union Territory that also serves as the capital of Punjab and Haryana. The UT has its own gazette and Government Press, Haryana's Controller of Printing and Stationery sits on Madhya Marg in Sector 18, and Punjab's department operates here too with the Punjab Secretariat in the city.

I live in Mohali. Which route is mine?

Punjab's. Mohali, Kharar, Zirakpur and Dera Bassi are in Punjab, not Chandigarh, and the route follows your address rather than the sector you work in. Check your address proof before choosing, because the offices are close together and the administrations are not.

I live in Panchkula. Which route is mine?

Haryana's, and Haryana runs its own state service for its residents through its own e-Gazette. The Controller's office happens to be inside Chandigarh, on Madhya Marg in Sector 18, which is convenient for you and irrelevant to a Chandigarh resident.

When do I need the Central Gazette?

For a passport, a visa, a central Government post, a PSU, or a bank, board or employer outside Chandigarh. Part IV of the Gazette of India is valid across the country and recognised abroad, which the local route is not designed to do.

Do I need two newspaper notices?

Two for a Central file, with the complete original pages kept rather than cuttings, and the date visible. For the UT route, ask the office what it expects before booking, since Hindi, Punjabi and English all circulate here.

Is a CD required?

No. The soft copy is submitted as a file. Several Chandigarh guides still ask for a CD in docx format, which is out of date by years, and one still describes burning a digital CD as a separate step in the process.

Must I have no pending court cases?

No. That condition is invented and is not part of any Government requirement, though it appears on more than one page for this city. The Department of Publication's own guidelines contain no such eligibility rule.

Is there a gazette office in North Chandigarh?

No. A widely shared page gives an address there with the pincode 110054, which is a Delhi pincode, and a private mobile number presented as a Government contact. There is one Department of Publication and it is at Civil Lines, Delhi.

How do I pay the Central fee?

Only through bharatkosh.gov.in. Demand drafts are not accepted and the fee is non-refundable. A draft payable to a Controller of Publications in Chandigarh is payable to nobody, because that officer sits only in Delhi.

Will I get a printed gazette by post?

No. The UT gazette is published online only, and the Central Gazette stopped hard copies on 1 October 2015. You download the PDF in both cases, and nobody should charge you to fetch a public record.

Is Rs 250 charged for every extra name?

No. That is a widely repeated error. The Rs 250 applies only where an adult adopts a name of another religion without changing religion. It is not charged per alias, per extra name or per document.

Can a gazette alone correct my board certificate?

No. The board runs its own correction process and decides its own outcome, as do the universities. The gazette supports the application rather than replacing it. If your board is in another state, use the Central Gazette, because it is valid everywhere.

My birth certificate has a clerical error. Do I need a gazette?

Probably not. That is a Registrar correction under Section 15 of the RBD Act, 1969, through the Municipal Corporation Chandigarh or whichever body registered the birth. For a plain clerical error that is usually the whole answer and much the cheapest one.

How do I change my minor child's name?

A parent or legal guardian applies with the child's birth certificate. The UT gazette carries such entries, so the local route accommodates them. On the Central route the minor fee, commonly Rs 1,700, applies with the usual revision caveat. No personal appearance by the child is required.

I am a Government employee. Is there anything extra?

Central Government employees follow MHA O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987, executing a deed routed through the department so the service book is updated alongside the gazette. State and UT employees should inform their department too, or the mismatch surfaces at promotion or pension stage.

What should I ask a service before paying?

Which gazette they are filing in, whether the Government fee is included or extra, what happens if the file is returned, and whether they have read the Chandigarh Administration's own form. The last question is the one that separates a documentation desk from a reseller.

Who wrote and checked this page?

This guide is written and maintained by the Documentadvisor documentation desk, the team that files gazette notifications, affidavits and newspaper advertisements across India from our office in Burari, Delhi. The Central file contents, the fee heads, the one year rule, the non-return of documents and the download instructions come from the Department of Publication's own guidelines for change of name.

What we verified ourselves, and what we could not. We confirmed that egazette.chd.gov.in is live and serving Chandigarh Administration gazette entries, and that the Administration hosts on that same site a document titled Instructions regarding Change of Name to be published in e-Gazette and a form headed Specimen for advertisement in newspaper. Those two documents, on the Administration's own domain, are what settle the central question of this page. We were not able to open either PDF directly to re-read its contents, so the details taken from inside them, including the Rs 50 in the office-use block and the forwarding line naming the Deputy Controller (Printing) and the Superintendent (Publication), come from our research draft rather than from our own reading of the file. We have named the exact documents and where they sit so you can open them yourself, and we tell you to confirm the total at the office rather than presenting a figure we could not re-check as settled. We would rather be accurate than confident.

On the Government Press, verified verbatim. The Chandigarh Administration's own Printing and Stationary page records that the department handles Gazette Printing, the printing of ballot papers whole of Punjab State, Chandigarh Administration and Municipal Corporation, Delhi, the printing of bills, starred and un-starred question of Punjab Vidhan Sabha Secretariat Assembly, and BBMB print work of North Zone i.e. Punjab, Haryana, Himachal, Chandigarh and Delhi, and that it started an e-gazettee instead of manual printing. We quote it because it explains why the confusion in this city is reasonable rather than careless.

On the competing page, quoted rather than characterised. A page ranking for this search states that there is no separate State Gazette office for Chandigarh and that all name change applications are processed through the Central Government Gazette, while quoting a service price starting around Rs 999 and the Government fee as Rs 1,100 to Rs 1,500. We set out above why the first claim is wrong and why that fee range is not the Department's structure. Open the Administration's site and judge it yourself.

And the errors we are correcting from the older material for this city. The page we replaced carried a Rs 999 headline, a Digital CD requirement long replaced by an MS Word file, a demand draft drawn in favour of the Controller of Publications, Chandigarh, an officer who exists only in Delhi, a fee table reading Rs 1,300 to Rs 1,500 for adults with a tatkal option that exists on no Government route, an instruction that a parent must visit a Government office with the child, an eligibility rule that a person must belong to India, and a rule that a name with punctuation cannot be taken. A separate circulated draft adds that Rs 250 is charged per alias name, which applies only in the religion case above. None of these belongs on a page people rely on.

The short version

Everything on this page in ten lines

  • Chandigarh has its own digital gazette at egazette.chd.gov.in, published online only, and the Administration hosts both instructions and a form for changing your name through it.
  • A top-ranking guide says no state gazette office exists for Chandigarh. It does exist, and the same guide quotes a service price starting around Rs 999.
  • The office-use block on the Administration's form records Rs 50. Confirm the current total at the office, because we could not establish whether that is the whole charge.
  • Three gazette administrations sit in this one city: the UT's own, Haryana's Controller in Sector 18, and Punjab's. Your address decides which is yours.
  • The Haryana office on Madhya Marg is a real building that cannot help a Chandigarh resident. Mohali is Punjab and Panchkula is Haryana.
  • For a passport, a visa, a central post or anything outside the city, use the Central Gazette: Part IV, Civil Lines, Delhi 110054, 30 to 45 days.
  • Central fee commonly Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, on BharatKosh only. The Rs 250 extra is a religion case, not a per alias charge.
  • No CD is required, and there is no rule that you must have no pending court cases. Both appear on Chandigarh pages and neither is real.
  • There is no Department of Publication in North Chandigarh, and 110054 is a Delhi pincode.
  • A birth certificate error is a Section 15 Registrar correction through the Municipal Corporation Chandigarh, not a gazette matter on either route.
