The name change procedure in Kerala is better served than in most states. The advice about it is not. One well-ranked guide tells you to advertise in the Times of Kerala, a newspaper it appears to have invented. Another tells you to make a demand draft payable to the Controller of Publications, Kerala: that officer sits in Delhi, and the demand draft route closed years ago. A third page headed Gazette Office in Kerala prints an address in Gandhinagar, Bangalore, which is the Karnataka Gazette, a different state entirely.

A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date and a number, passport offices, banks, boards, employers and foreign missions accept it as the legal record of your new name. An affidavit on its own is the beginning of the change, not the end.

Did you know the state itself just finished a name change?

And it used exactly the instrument you are about to use.

In Malayalam the state has always been Keralam. The Constitution said Kerala. The Legislative Assembly passed a unanimous resolution in August 2023 asking the Centre to fix that, then had to pass it again in June 2024 after the Union Home Ministry pointed out technical problems with the wording. Both times the Chief Minister moved it. Then it sat.

It is not sitting any more. The Union Cabinet approved it on 24 February 2026 under Article 3 of the Constitution, the provision for altering the name of an existing State. Article 3 has a proviso, so the President first referred the Bill to the Kerala Legislative Assembly for its views. Then Parliament took it up: the Kerala (Alteration of Name) Bill, 2026 (Bill No. 155 of 2026) passed the Lok Sabha on 11 August 2026 and the Rajya Sabha on 12 August 2026, and received the President's assent days later.

The Bill is two sentences of real work. Clause 3: on and from the appointed day, the State of Kerala shall be known as the State of Keralam. Clause 6 changes entry 5 in the First Schedule to the Constitution from Kerala to Keralam. And clause 1 says it comes into force on such date as the Central Government may appoint by notification in the Official Gazette.

Read that last line again. A whole state, a unanimous Assembly, a Union Cabinet decision, both Houses of Parliament and the President's assent, and the thing that finally makes the new name real is a notification in the Official Gazette. That is the same instrument as yours. The state took three years and an Act of Parliament. You need an affidavit, a newspaper notice and a gazette entry, and you can finish in weeks.

Is there a gazette office in Kerala for a name change?

Yes, and a real one. This is the part most guides get wrong in both directions.

Most states leave private citizens with no practical gazette route at all. Kerala's is one of the oldest and clearest, run through the Printing Department and the Government Central Press at Thiruvananthapuram, with District Forms Offices across the state so you never have to reach the capital.

Four claims in the Kerala results that are simply wrong. First, that you should advertise in a newspaper called the Times of Kerala. No such paper exists, and the same site invents matching titles for other states. Second, that you must make a demand draft in favour of the Controller of Publications, Kerala. That officer is in Delhi, there is no Kerala equivalent, and the demand draft route closed years ago. Third, a page headed Gazette Office in Kerala gives an address in Gandhinagar, Bangalore, and refers to the Karnataka Gazette, which is a different state. Fourth, several pages promise publication in ten to fifteen days with faster processing for an extra charge. No official expedited service exists on either route.

Which route? The Kerala Gazette when your records sit inside the state, or when the matter is a signature, a religion or a caste entry rather than a name. The Central Gazette when the new name must work everywhere: a passport re-issue, central Government jobs, banks in other states, or a Gulf employer, because embassies recognise Part IV and it does not stop at the state border. Many people expanding initials before a passport application run both.

What can the Kerala Gazette do that the Central Gazette cannot?

Most guides treat the state route as a cheaper version of the same thing. It is not.

The Kerala Gazette's own instructions open private advertisements to four distinct matters, and only one of them is a name.

Change of name
The ordinary case. Any adult may apply, and an adult may apply for a minor under guardianship.
Change of signature
Almost never discussed. When the signature on old bank records, property documents or a service book no longer matches how you sign today, a gazette entry gives you a dated public record to show any office that questions it.
Change of religion
Published as a private advertisement in the same way, on the prescribed form, with documentary evidence for the claim.
Correction of caste
A correction route that matters for certificates, education and employment records, and one the Central Gazette does not offer at all.

If your problem is a signature or a caste entry rather than a name, the Kerala Gazette is the route that exists. No amount spent on a Central Gazette application will help, because the Department of Publication does not publish those.

One honest caution. A gazette entry records your declaration and creates a public notice of it. It does not by itself rewrite a school certificate, a service book, a land record or a caste certificate. The issuing authority still applies its own correction process, and caste matters in particular are scrutinised closely. Treat the gazette as the supporting document it is.

How do you publish a private advertisement in the Kerala Gazette?

Five stages. The District Forms Offices mean you do not have to reach Thiruvananthapuram to start.

Old name, new name, parentage, date of birth and age, your present Kerala address and the reason. Attested by a notary or oath commissioner.

Step 1: what must the affidavit say?

Get an affidavit drafted on stamp paper stating your old name, your new name, your parentage, your date of birth and age, your present address in Kerala, and a clear reason for the change, then have it attested by a notary or oath commissioner. Stamp paper and attestation cost Rs 100 to Rs 500. Fix the exact spelling and spacing here, because everything after has to match it letter for letter, and if you are expanding initials that decision belongs at this stage.

Step 2: which newspaper?

Publish the notice in a daily that genuinely circulates where you live. One Malayalam daily and one English daily is the standard pair. Keep the original pages with the dates clearly visible, and match the affidavit wording exactly.

Step 3: where do you get the prescribed form?

Forms come from the Superintendent of Government Presses at the Government Central Press, Thiruvananthapuram, and from District Forms Offices, directly or by post on request. The form cost is not charged upfront; it is collected later with the advertisement charges. The Printing Department lists its forms at printing.kerala.gov.in, and the instructions are at gazette.kerala.gov.in.

Step 4: attach documentary evidence for every claim

Kerala is stricter than most states here, and it has its own section below. The instructions require documentary evidence in proof of all claims made in the advertisement, so assemble that proof before you submit, not after a query arrives.

Step 5: pay the charges and wait for publication

Charges are remitted at the office within the published counter hours, or into any Kerala Government Treasury under the prescribed heads of account, with the cost of the gazette and registered postage under one head and the advertisement charges under another. Keep the receipt. The Kerala Gazette is weekly and has been online since October 2021, so you retrieve the published notice digitally.

Confirm the current charges at the office, not from a website. Because the form cost is collected together with the advertisement charges, and both are set by the department, the honest answer to what the Kerala route costs is the figure the Government Central Press or your District Forms Office quotes you. Any private page giving you a firm number is guessing.

Why do Kerala gazette applications come back?

Almost always for one reason, and it is not the fee.

The Kerala Gazette's instructions require documentary evidence in proof of all claims related to the advertisement. That sentence is easy to skim past and expensive to ignore. It does not mean identity proof and nothing else: every factual statement in your notice needs a document behind it.

Read your draft notice one line at a time and ask, for each line, which paper proves this. If you cannot answer, either the line comes out or the paper goes in. That single exercise is worth more than anything else on this page.

What actually delays Kerala files is missing evidence, not the absence of a fast-track fee. Sites selling ten to fifteen day publication for an extra charge are selling their own queue. There is no expedited service on either route, and a complete file with proper evidence moves faster than an incomplete file with a premium paid on it.

How does the Central Gazette route work from Kerala?

Four stages, and the whole thing moves by post. Nobody from Kerala needs to travel to Delhi.

Step 1: affidavit and two newspaper notices

The same affidavit works, followed by the notice in two dailies, one Malayalam and one English. Keep the complete original printed page of each, not cuttings, because the Department checks the masthead and date too. Two notices cost Rs 400 to Rs 4,000.

Step 2: what goes into the Delhi file?

The file contains the original newspaper pages, a signed undertaking with old and new name, parentage and address, two copies of the prescribed proforma, computer typed and not handwritten, a soft copy of the notice text, a certificate signed by you that the hard and soft copies match, self-attested identity of the applicant and one witness, two photographs, and a request letter to the Controller of Publications. Keep every document less than one year old.

Step 3: paying the fee and posting the file

Pay only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. The fee is commonly Rs 1,100 adult and Rs 1,700 minor, plus a charge per alias, revised each financial year, so confirm the current figure on deptpub.gov.in before paying. It is not refundable. Do not arrange a demand draft, and do not make one payable to any Controller of Publications in Kerala: that officer sits in Delhi. Post the signed file to the Department of Publication, Civil Lines, Delhi 110054. Speed post costs Rs 50 to Rs 200.

Applications are accepted from the applicant directly, not from agents, which is why an honest service prepares and tracks your file while you sign and send it.

Step 4: getting your copy

Your notification appears in Part IV of the Gazette of India, in weekly Saturday dated issues, about 30 to 45 days after the file reaches Delhi. Since 1 October 2015 it has been digital only, so you open the issue on egazette.gov.in, search the PDF for your name and download the gazette. It needs no certification and costs nothing.

Part IV belongs to the Central Gazette only. It is the section carrying notices from private people rather than from Government. The Kerala Gazette has its own structure and its own private advertisement pages, so any page telling you your Kerala notice will appear in Part IV of the Kerala Gazette has confused the two documents.

How do you expand initials for a passport?

This is the most common real reason Keralites end up needing a gazette, and no ranking page addresses it properly.

Kerala naming traditionally puts initials first, standing for a father's name, a house name, or both. K. R. Menon works perfectly inside the state and collides with everything outside it. Passports, visas, Gulf employment contracts, foreign universities and airline bookings all demand a given name and a surname in separate fields, and an initial is neither.

What follows is predictable. The initial gets expanded one way on a passport and another on a degree certificate, dropped entirely on an Aadhaar entry, or read as a middle name by a foreign system. Each version then looks like a different person during verification, and it surfaces at the worst moment: a visa application, a joining formality, an attestation.

A gazette declaration fixes this at the root. Decide the exact expanded form, letter by letter, including whether the house name sits first or last, and declare it once. Everything afterwards, Aadhaar, passport, bank, employer, inherits that form.

Decide before drafting, not after. Expanding K. R. Menon into Krishnan Raman Menon is a choice with consequences, because that is the form every future document will carry, including your passport and any visa issued against it. Get it right on the affidavit, then reproduce it identically on the newspaper notice, the prescribed form and the central proforma. A file that reads Krishnan Raman Menon in one place and K. Raman Menon in another will be rejected, and the central fee is not refundable.

What documents are required for a name change in Kerala?

Two lists, because the two routes want different things. The Kerala route wants evidence; the Delhi route wants a physical file.

  • The prescribed form from the Government Central Press or a District Forms Office
  • The original newspaper page carrying your notice, date visible
  • Aadhaar or other Government photo identity in the old name, self-attested

For the Central Gazette route

  • A CD with the notice text in MS Word, without the witness portion, and a certificate signed by you that the hard and soft copies match. The Department of Publication guidelines still list this

  • Self-attested photo identity of the applicant and of one witness

  • Request letter to the Controller of Publications

What you do not need

No demand draft, and certainly not one payable to a Controller of Publications in Kerala, because no such officer exists. No deed poll, no lawyer or court order for an ordinary change, and no tatkal fee, because neither route sells expedited publication.

Two pricing claims deserve a straight answer. The Rs 999 all-inclusive offers cannot cover a Central Gazette, because the Government fee alone is commonly Rs 1,100. And the line that fees range from Rs 1,100 to Rs 1,500 blurs the published fee with extras like the per-alias charge. For the Kerala route the charges are set by the department and collected with the form, so ask the office. Before paying anyone: which gazette, and does the price include the Government fee.

One more thing worth knowing before you commit. The Central Gazette fee is not refundable. If the file comes back because an initial was expanded one way on the affidavit and another way on a notice, you pay it again and wait again. That is the entire reason we settle the exact wording in writing before anything is drafted.

How long does a name change take in Kerala?

Short answer: a few weeks on the state route, 3 to 7 weeks on the central route, and no paid fast track on either.

Neither route sells expedited publication. Any site offering faster processing for extra money is describing its own turnaround, not a Government option. What actually delays a Kerala file is missing evidence, and that is free to avoid.

Gazette notification
A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks and employers accept as legal proof.
Private advertisement
The Kerala Gazette's term for a notice given by a citizen rather than by Government, covering change of name, signature and religion, and correction of caste.
Government Central Press
The press at Thiruvananthapuram where the Superintendent of Government Presses supplies the forms and receives the charges.
District Forms Office
The local office supplying the same forms, directly or by post, so you need not reach the capital.

The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

If you work abroad, sequence it deliberately. Fix the name, then re-issue the passport, then update the overseas documents that depend on the passport: labour contract, residence permit, bank, employer records. Doing the overseas paperwork first means doing it twice.

Is a birth certificate mistake a gazette matter in Kerala?

No, and this is one of the most common things people here are sold wrongly. If the error sits in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued it: your Municipal Corporation, Municipality or Grama Panchayat.

A gazette entry will not change the record in the birth register. The two live in different systems, and the Civil Registration System portal is crsorgi.gov.in. Agents who push every birth certificate case into a gazette application are charging you for the wrong process. Where a case genuinely needs both, which happens when you want a new name going forward and a corrected record going backward, we say so and quote the two separately.

The same applies to board, university and land records. Each follows its own correction process. A gazette supports the application, and for a bigger change it is usually essential, but the issuing body decides the outcome and charges its own fee. For land records you use the published notice as supporting proof and approach the Sub Registrar's office through their process.

Non-resident Keralites in the Gulf

Kerala's overseas population is large enough that many name files start in the Gulf rather than at home, usually because a passport, a labour contract and a degree certificate do not agree. The Central Gazette is the right anchor, because Part IV is valid in every Indian state and recognised by embassies. Execute the deed abroad, get it attested by the Indian Embassy or Consulate, and apply to Delhi, budgeting around Rs 7,500 to Rs 9,000. Family can post the file, but the papers must carry your own signature.

Malayalam to English spelling mismatches

The same Malayalam name reaches English differently across decades: Sreekumar and Srikumar, Pillai and Pilla, a house name spelled two ways in two certificates. To Government systems these are different people, and one mismatch blocks a passport, a bank KYC or an attestation. A gazette declaration of one final spelling gives every office the same version.

Marriage and divorce

Both directions are ordinary in Kerala, where many women keep their existing name after marriage. If nothing on paper changes, no gazette is needed. Adding a spouse's name, attach the marriage certificate; reverting after a divorce, attach the decree.

A minor child

The Kerala Gazette expressly allows an adult to apply on behalf of a minor under guardianship. The guardian swears the affidavit and attaches the child's birth certificate and proof of guardianship. On the central route the minor fee applies, commonly Rs 1,700, and both parents signing avoids objections later.

Doing both is common. A larger change before a passport application, such as expanding initials, is often run both ways: the state advertisement for records inside Kerala, the central notification for everything outside it. There is no rule against holding both, provided the wording is identical.

What changes for Government employees in Kerala?

Central Government employees follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so that the service book is updated alongside the gazette notification.

State Government employees should likewise inform their department rather than doing the gazette quietly. A service record that does not match the published name creates a second problem, usually at promotion or pension, years later. A signature change is worth knowing about here too. You may take almost any name you like. Almost.

Names that will not be accepted

  • A name taken in order to hide your identity
  • A name taken to escape a debt, a liability or a legal proceeding
  • A name that is obscene or offensive
  • A name containing punctuation marks or symbols

A change of name does not erase anything behind you. Your old records stay linked through the notification itself, which names both the old and the new name. That is the point of publishing it.
