How to Change Name Legally in Ghaziabad
A widely shared page tells Ghaziabad residents to apply through the eGazette website of the Ghaziabad Nagar Nigam. The Nagar Nigam is real, it is easy to find, and it has nothing to do with a gazette name change. That is a worse kind of wrong advice than an invented address, because you can actually go there and waste a morning. Here is where your file genuinely goes.
How does a name change in Ghaziabad actually work?
The written answer is directly below, in about sixty words. If you would rather see the whole thing explained once before reading, start here.
Name Change Process in Ghaziabad गाज़ियाबाद मे नाम बदलने की प्रक्रिया
Make a notarised affidavit, publish the change in two newspapers, one Hindi and one English, then send the prescribed file to the Department of Publication, Civil Lines, Delhi 110054, with the fee paid through BharatKosh. Your notification appears in Part IV of the Gazette of India in about 30 to 45 days, and you download it yourself. Uttar Pradesh has no citizen counter for this, and neither does the Ghaziabad Nagar Nigam.
What does changing your name legally in Ghaziabad involve?
Three ordinary stages, one route, and one piece of wrong advice worth clearing up before anything else.
At a glance
- Stages: notarised affidavit, then two newspaper notices, then the Central Gazette file.
- One route: Part IV of the Gazette of India. Uttar Pradesh has no citizen-facing counter for personal name changes.
- Where it goes: Department of Publication, Civil Lines, Delhi 110054, by post or courier.
- Fee: commonly Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, on bharatkosh.gov.in only and revised each financial year.
- Timeline: about 30 to 45 days after the file reaches Delhi. Plan 3 to 6 weeks.
- Not the Nagar Nigam. It registers births and deaths. It does not publish gazettes.
- Not Lucknow either. The state press does Government work and has no public window for this.
Key takeaways
- The Ghaziabad Nagar Nigam has no eGazette and no role in a name change. It is a municipal corporation, and going there will waste your time.
- Uttar Pradesh has no citizen-facing route for personal name changes. Residents use the Central Gazette.
- Your file goes to the Department of Publication, Civil Lines, Delhi 110054, and publishes in Part IV of the Gazette of India.
- The Government fee is commonly Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, on bharatkosh.gov.in only. Demand drafts are not accepted.
- Newspaper notices go in Hindi and English.
- You are in Uttar Pradesh, but the office you need is in Delhi, about twenty five kilometres away. The state press in Lucknow, about five hundred kilometres away, is not the one you want.
- There is no rule that an applicant must have no pending court cases, whatever a widely shared page says.
- A UP Board certificate correction is a separate application to Prayagraj, with its own timeline after the gazette.
- The Rs 250 addition that many guides describe as being charged per alias name in fact relates to a change of religion case.
- A birth certificate mistake is a Registrar correction under Section 15 of the RBD Act, 1969, through the Nagar Nigam, which is the one thing it genuinely does.
Does the Ghaziabad Nagar Nigam handle name changes?
This needs saying first and plainly, because the wrong advice here is unusually costly.
A page that ranks for this search tells readers to visit the official eGazette website of the Ghaziabad Nagar Nigam, described as the body that handles gazette name change applications. There is no such website, and the Nagar Nigam does not handle gazette name changes.
How do we know? We opened its own website.
Rather than assert it, we read the corporation's own site and listed what is actually there. The departments it names are Nirman Vibhag, Information Technology, Property Tax, Health, Street Light, Jal Kal, Law, Establishment and Garden. The online services it offers are property tax payment and self assessment, mutation applications, user charges, water billing, e-challan, contractor registration, civil work tracking, public grievance redressal and birth and death certification.
Why is this worse than the usual invented address?
Other pages in this niche invent gazette offices in cities that do not have one. A reader looks for those, finds nothing, and comes back none the wiser but none the poorer.
Here the building is real. You can find it, travel to it, queue at it, and be turned away, having spent half a day and learned only that you were in the wrong place, without being told the right one. Wrong advice that sends you somewhere real is more expensive than wrong advice that sends you nowhere.
So who actually does what?
| Body | What it does for you | What it does not do |
|---|---|---|
| Ghaziabad Nagar Nigam | Registers births and deaths, and makes Registrar corrections under Section 15 to entries it registered | No gazette, no eGazette, no name change |
| Department of Publication, Delhi | Publishes your change of name in Part IV of the Gazette of India, by post or courier from anywhere | No counter in Ghaziabad, and no agent may file for you |
| Uttar Pradesh Government Press, Lucknow | Government printing work for the state | No public window for a personal name change |
| UP Board, Prayagraj | Corrects a UP Board certificate, on its own form and its own timeline | Does not replace the gazette; the gazette supports that application |
Almost went to the Nagar Nigam?
Most people who call us were about to. Send your documents on WhatsApp and in one call we will tell you which office your file actually goes to, which written form of your name should stand, and whether a Registrar correction would have solved it for a fraction of a gazette. If you do not need us, we will say so. Monday to Saturday, 9 AM to 6 PM.
Why is this city's own name a shortened one?
There is something fitting about it, given what this page is about.
The district administration's own history puts it carefully: “It is believed that this place was founded in 1740 by the vizir, Ghazi-ud-din, who called it Ghaziuddinnagar after himself.” The town “lies on the Grand Trunk road about a mile east of the Hindon river.” That was its name for over a century.
Then the railway arrived. And in the district's own words: “After the opening the railway line the name of the place was shortened to Ghaziabad.” Nobody legislated it. The longer name simply stopped being convenient in timetables, in speech and in correspondence, and the shorter one won.

And what does that have to do with your name?
It never went back. Ghaziuddinnagar is now a historical footnote, and Ghaziabad is what appears on every document from your Aadhaar to your electricity bill. A name was shortened for convenience by people who were not thinking about it, and the short version became the real one because nobody ever undid it.
That is precisely how most personal names in this city end up needing a gazette. Somebody shortened yours because a form had a small box, or a railway-clerk equivalent wrote what was quicker. Nobody intended it permanently. But nothing was ever done about it, the next document copied the last one, and now the short version is on four papers and the full one on two.
You are in Uttar Pradesh, so why is your office in Delhi?
This is the practical fact that surprises people here, and it works in your favour.
Ghaziabad is entirely in Uttar Pradesh. But it sits on the Delhi border, and the Department of Publication at Civil Lines is roughly twenty five kilometres away. The Uttar Pradesh Government Press, meanwhile, is at Minto Road in Lucknow, roughly five hundred kilometres away.
And it is the near one you need. Uttar Pradesh does not run a citizen-facing counter for personal name changes; the state press does Government work and has no public window for this. So the route for a Ghaziabad resident is the Central Gazette, and the office that handles it is closer to you than it is to most people in Delhi.
And one more claim to ignore
A widely shared page says that in Ghaziabad the rules can be different depending on which state you live in. Ghaziabad is one city, wholly within Uttar Pradesh. That sentence is a template written for somewhere else, and a page that cannot establish which state you are in is not one to take fee information from either.
The same page repeats an invented eligibility condition: that an applicant must have no pending criminal cases. That is not a requirement of any Government route. We have now found the same invented condition on that publisher's pages for several states, which tells you it is template text rather than anything checked.
What is the step by step name change procedure in Ghaziabad?
Five stages, and the first one decides whether the rest go smoothly.
Settle the exact name, then the affidavit
Decide the exact spelling and spacing first, because everything after copies from the affidavit. Lay out your documents, note how the name appears on each, and choose the version carried by whichever is hardest to change, usually a UP Board certificate or a live passport.
Then get an affidavit drafted on non-judicial stamp paper stating your old name, your new name, your father's or husband's name, your full address and a clear reason, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500, and notaries are plentiful around the district court.
If a passport is in view, decide the field split now
What goes in the given name field and what in the surname field becomes the name on every visa issued against that passport.
It is worth deciding deliberately, before the affidavit is drafted, rather than at a counter on the day. In an NCR city where a great many people travel for work, this is not a detail.
Publish two newspaper notices
Publish the same notice in two dailies that genuinely circulate here, one Hindi and one English. Ghaziabad is well served and rates vary, so compare quotes.
The notice must carry your old name, new name, full address, age, parentage and the affidavit date, worded exactly as the affidavit reads. Keep the complete original printed page of each, not a cutting, with the date visible, and read the proof before it prints.
Prepare the file
For the Department of Publication: the original newspaper pages, the notice for Part IV showing parentage and residential address, a signed undertaking, two copies of the prescribed proforma computer typed and attested with two witnesses' details, the print matter without the witness portion in MS Word, a certificate that hard and soft copies match, self-attested identity proof of applicant and each witness, two photographs, and a request letter to the Controller of Publications.
Pay through BharatKosh only
Pay only through bharatkosh.gov.in, commonly Rs 1,100 for an adult, Rs 1,700 for a minor and Rs 3,500 for Indians abroad, revised each financial year, so confirm on deptpub.gov.in before paying.
The fee is non-refundable and no demand draft is involved. A draft in favour of a Controller of Publications in Ghaziabad names an officer and an office that do not exist.
Send it and download the notification
Send the complete file by post or courier to Civil Lines, Delhi 110054. Publication follows in Part IV about 30 to 45 days later.
Hard copies ceased on 1 October 2015, so you open the relevant issue on egazette.gov.in, use Control and F to find your old or new name, and download the whole gazette. It needs no certification, and nobody should charge you to fetch a public record.
The two stages people have never done before, on video
Booking a newspaper notice and preparing a gazette file are the two parts of this that nobody has practice at. Both are walked through below.
One caution about any price you hear in the newspaper recording. Advertising rates are set by the paper and the booking agent, differ by edition and column size, and change. A figure quoted is that company's own rate at the time, not a Government charge. The range on this page, Rs 800 to Rs 4,000, is for both notices together.

What documents are required for a name change in Ghaziabad?
This is the Department of Publication's own list, and there is only one route here.
The newspaper proof
The original newspaper pages carrying your notices, one Hindi and one English. Complete pages, not cuttings, with the date visible.
The notice for Part IV
The notice for the Gazette of India Part IV, showing your parentage and residential address, forwarded in original.
The undertaking
An undertaking signed by you showing your old and new name with full parentage and address, declaring that the facts stated are true.
The proforma, in duplicate
Two copies of the prescribed proforma, computer typed and not handwritten, signed and attested, with two witnesses' details.
The soft copy
The print matter without the witness portion, in MS Word, as a soft copy. No CD is required.
The matching certificate
A certificate signed by you declaring that the contents of the hard copy and the soft copy are the same.
Identity proofs and photographs
Self-attested identity proof of the applicant and of each witness, plus two passport size photographs.
The request letter
A request letter addressed to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, listing what the envelope contains.
What changes if you are a minor, abroad, or in Government service?
A minor
A parent or legal guardian swears the affidavit and applies, attaching the child's birth certificate. The minor fee applies, and both parents signing avoids objections later.
An applicant abroad
The deed is attested by the Indian Embassy or High Commission, and the fee head is the one for Indians abroad. Budget for attestation and courier separately.
A Government employee
A deed executed and routed through the department, under the 1987 Home Ministry memorandum for central employees, so the service book is updated alongside the gazette.
The document list, walked through
The list above is the Department's own. The recording below goes through it, which helps if you are assembling the envelope for the first time.
Check it against the list above rather than instead of it. In particular, nothing on the Department's list requires a CD, a demand draft, or any declaration about court cases. If a recording or a service adds those, they are not working from the current guidelines.
Documents Required For Name Change in Ghaziabad गाज़ियाबाद में नाम बदलने के लिए जरूरी दस्तावेज
What does a name change cost in Ghaziabad?
Honest ranges, and two figures that guides routinely get wrong.
| Expense | Typical amount | Notes |
|---|---|---|
| Stamp paper and notary | Rs 100 to Rs 500 | Notaries around the district court and across the city |
| Two newspaper notices | Rs 800 to Rs 4,000 | One Hindi and one English. Compare quotes |
| Central Gazette, adult in India | Commonly Rs 1,100 | BharatKosh only, revised each financial year |
| Central Gazette, minor | Commonly Rs 1,700 | BharatKosh only |
| Central Gazette, Indians abroad | Commonly Rs 3,500 | Plus embassy attestation and courier, budgeted separately |
| Speed post to Delhi | Rs 50 to Rs 150 | One to two days each way |
| UP Board correction, if needed | Varies | A separate application to Prayagraj with its own fee and timeline |
| Realistic self-done total | Rs 2,000 to Rs 6,000 | Gazette stages only |
Are the Rs 999 packages real?
The Government fee alone is commonly Rs 1,100, so a Rs 999 all-inclusive package cannot include it. Before paying any service, ask three questions: is the Government fee included, what happens if the file is returned, and where exactly is the file submitted. If they mention the Nagar Nigam or an office in Lucknow, they have not done this before.
What is the Rs 250 per alias charge you may have read about?
It is a misreading that has spread across a great many guides, and we have now found it on more than a dozen pages, including drafts written for this site. The additional charge relates to a change of religion case, not to each additional alias name. Since the schedule is revised each financial year in any event, read the current rate on deptpub.gov.in before you pay, rather than trusting any figure a guide prints, including ours.
How long does a name change take in Ghaziabad?
Plan 3 to 6 weeks to publication, and considerably longer if a Board certificate has to follow.
Affidavit and notary
Usually the same day. Have the exact form of your name settled before you arrive.
Newspaper publication
2 to 7 days, depending on the booking schedule of the papers you choose.
File preparation
1 to 3 days, mostly spent on the proforma and the matching soft copy.
Speed post to Delhi
One to two days each way. Twenty five kilometres, but the post is still the route.
Publication in Part IV
30 to 45 days after the file reaches Delhi. Identical for every applicant in India.
UP Board correction afterwards
Prayagraj's own timeline, if a Board certificate needs correcting. Budget for it separately.
Which special situations come up most often here?
Can a gazette alone correct a UP Board certificate?
No. UP Board certificates are issued from Prayagraj, and the Board runs its own correction process and decides its own outcome. The gazette notification supports that application rather than replacing it, and it is a separate step with its own timeline.
Complete the gazette first, then apply to the Board with it attached, usually by post. And start as soon as the gazette publishes rather than waiting until somebody asks for the certificate, because that is when the delay hurts.
School records and board certificates are two different jobs
People use the phrases interchangeably and then write to the wrong office. Your school record is what the school itself holds: the admission register, the transfer certificate, the internal file. Your board certificate is issued by the UP Board at Prayagraj, or by whichever board you sat, and the school cannot change it.
They also run on different timelines. A school will often act on the gazette and your identity proof alone. A board runs a formal correction process, decides its own outcome, and takes as long as it takes. If both need changing, start the board application first and let the school follow it.

Does working in Delhi, Noida or Gurugram change anything?
Not the route, which is the Central Gazette either way. A very large number of residents here commute across the boundary every day, and the mismatch is usually discovered at an employer's verification, a bank counter or a passport office rather than at home. The Central Gazette is valid in every state, so it covers all of that in one application.
What it does change is the update list. A large employer may hold your name in HR, payroll and a background verification agency separately, and each needs its own update. The one that gets missed is the one that fails a check later.
My board certificate is from another state. What then?
Ghaziabad sits on a long-established migration corridor, and many residents hold a board certificate from Bihar, Jharkhand, Rajasthan or elsewhere. Use the Central Gazette, which is valid everywhere, then apply to that board with the notification attached. Ask the board what it accepts before choosing a route, because boards differ on the age of the notification and the form of the affidavit.
What if you are only changing your surname?
A surname-only change runs through exactly the same three stages as a full name change. There is no shorter route for it, and no separate form. What differs is what people get wrong.
The affidavit and both notices must show the full old name and the full new name, not just the surname being added, dropped or replaced. Writing only the surname leaves a reader unable to match the two people, and that is a returned file. And decide at the same time whether the surname is being added, replaced or removed entirely, because banks and passport offices match on the surname field more strictly than on anything else.
A surname change, walked through
Watch this with the paragraph above in mind. The stages are the same as any other name change, and the thing to get right is that the affidavit and both notices carry your full old name and full new name, not just the surname you are adding, dropping or replacing.

How do you go back to your maiden name after a divorce?
The same three stages again, with the decree attached to show the reason for the change. And the point worth stating plainly: no separate court order is needed for the name itself. A decree of divorce dissolves the marriage; it does not, on its own, change what your documents say.
So if you wish to resume the name you used before marriage, that is a change of name like any other and the gazette route applies. If you are content to keep the married name, you need nothing at all, and nobody may require you to change it. Both choices are entirely yours, and the paperwork only follows the one you make.
Reverting to a maiden name, walked through
And the point to hold on to: the decree is attached as the reason, not as the instrument. A divorce decree dissolves a marriage; it does not by itself change what your documents say. Resuming an earlier name is a change of name like any other, and keeping the married name requires nothing at all.

Do you need a gazette to change your name after marriage?
The same three stages apply, with the marriage certificate attached. And a point worth saying plainly: if you keep using your existing name and nothing on paper changes, you do not need a gazette at all.
How does a parent change a child's name?
A parent or legal guardian applies on the child's behalf, swearing the affidavit and attaching the child's birth certificate. The minor fee applies, commonly Rs 1,700 with the usual revision caveat, and both parents signing avoids objections later. School admission is the usual trigger, so allow the full timeline rather than starting the week before.
Changing a child's name, walked through
School admission is the usual trigger, and it is also the usual reason people are in a hurry. Allow the full timeline: 3 to 6 weeks to publication, and longer if a Board record has to follow.
Both parents signing avoids objections later, and no personal appearance by the child is required anywhere, whatever the older page said about a parent having to visit an office with the child.

What extra does a Government employee need to do?
Central Government employees follow the Ministry of Home Affairs O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed executed and routed through the department, so the service book is updated alongside the gazette. State Government employees should inform their department as well, because a service record that does not match creates problems at promotion and pension stage.
A Government servant's name change, walked through
The gazette alone is not enough here. The deed executed and routed through your own department is what updates the service book, and the two records have to agree.
Do both, and do them together. A service record that does not match the gazette surfaces at promotion or pension stage, which is exactly when it is hardest and slowest to put right.

The Delhi border belt
Indirapuram, Vaishali, Vasundhara, Kaushambi and Crossings Republik.
Sahibabad and beyond
Sahibabad, Mohan Nagar, Lal Kuan and Loni.
The district
Modinagar, Muradnagar, Hapur Road and Masuri.
We also work with a great many residents whose home-state board certificate and Ghaziabad records disagree with each other. Call 9540005002, WhatsApp 9540005064, or write to support@documentadvisor.in, Monday to Saturday, 9 AM to 6 PM. For the all-India process, see our main guide at documentadvisor.in.
What do the terms in this process actually mean?
Each definition stands on its own, so you can read just the one you need.
- Gazette of India
- The official journal of the Union Government, published by the Department of Publication. A change of name notification printed here is recognised by every institution in the country and accepted abroad, and for a Ghaziabad resident it is the only route, because Uttar Pradesh runs no citizen counter for this.
- Part IV
- The part of the Gazette of India in which private individuals' notices, including change of name, appear. It is Central numbering, so a Part IV reference attached to any state gazette is a copied error.
- Nagar Nigam
- A municipal corporation. It runs civic services including water, sanitation, property tax, licensing and the registration of births and deaths. It does not publish a gazette anywhere in India and it does not accept name change applications.
- Registrar correction
- A correction to a birth or death entry made by the registering authority under Section 15 of the Registration of Births and Deaths Act, 1969. For a birth registered in Ghaziabad, that authority is the Nagar Nigam, which is the one part of this it genuinely handles.
- Department of Publication
- The Central body at Civil Lines, Delhi 110054 that publishes the Gazette of India. It receives a change of name file from anywhere in India or abroad, by post or courier, and there is no branch of it in Ghaziabad or anywhere in Uttar Pradesh.
- Controller of Publications
- The officer heading the Department of Publication, to whom the request letter accompanying a change of name file is addressed. This officer sits in Delhi, and a demand draft made out in that officer's name describes a payment method that no longer exists.
- Pin code 110054
- A Delhi pin code, covering the Civil Lines area where the Department of Publication sits. Any page that attaches it to a Ghaziabad address has relocated a real Delhi office to the wrong city.
- Uttar Pradesh Government Press
- The state printing establishment at Minto Road, Lucknow, which does Government printing work. It has no public window for a personal name change, so it is not where a Ghaziabad resident's file goes.
- UP Board
- The Board of High School and Intermediate Education, Uttar Pradesh, whose certificates are issued from Prayagraj. It runs its own correction process on its own timeline, and the gazette supports that application rather than replacing it.
- Proforma
- The prescribed form for a change of name notice on the Central route, submitted in duplicate, computer typed rather than handwritten, signed and attested, and carrying the details of two witnesses.
- Affidavit
- A sworn statement on non-judicial stamp paper giving your old name, new name, parentage, address and the reason for the change, signed before a notary. It is sworn by you alone; the two witnesses belong on the proforma.
- BharatKosh
- The Government of India's Non-Tax Receipt Portal at bharatkosh.gov.in, and the only accepted way to pay the gazette fee. Demand drafts are not accepted and the fee is non-refundable.
What do you update after the gazette, and in what order?
The notification is the middle of the journey. Each office asks for the one before it.
| Order | Record | Why here |
|---|---|---|
| 1 | Aadhaar, at an enrolment centre with the gazette PDF and identity proof | Almost everything downstream verifies against it |
| 2 | PAN card | Banks and employers check PAN against Aadhaar |
| 3 | Bank accounts, and the signature specimen if the name in it has changed | Needed before salary, EPFO and insurance records will follow |
| 4 | Passport, as a re-issue, with the name fields filled as you decided | Every visa afterwards copies from it |
| 5 | Voter ID and driving licence | Both accept the gazette with the updated Aadhaar |
| 6 | EPFO or UAN and insurance policies | These verify against PAN and bank details already updated |
| 7 | UP Board or other board and university records, by post to Prayagraj or elsewhere | Each runs its own process and is usually the slowest item |
| 8 | Employer, payroll, verification agency, property and society records | Held in separate systems that do not update each other |
Aadhaar and the driving licence, on video
Aadhaar is number one on the list for a reason: almost every record below it verifies against Aadhaar, so doing it out of order usually means doing something twice. The driving licence comes later and accepts the gazette once Aadhaar already carries the new name.

Is a birth certificate mistake a gazette matter?
No, and this is the one part of the process that genuinely does belong to the Nagar Nigam.
If the mistake is in a birth certificate registered in Ghaziabad, this is the one thing the Ghaziabad Nagar Nigam genuinely handles, as the registering authority. It is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, not a gazette matter, and for a plain clerical error it is usually the whole answer and much the cheapest one.
If the birth was registered elsewhere, which for a great many residents here it was, it goes to that body instead, wherever in India it sits. The national Civil Registration System portal is crsorgi.gov.in.
The birth certificate route, walked through
Watch this one with the section above in mind, because the distinction is what saves you money. A clerical error in a birth entry is a Registrar correction under Section 15, made by the body that registered the birth. For a birth registered in Ghaziabad that is the Nagar Nigam, and it is the one part of this process that genuinely belongs there.
Try the Registrar first. Only if the correction is refused, or if you are adopting a genuinely different name rather than fixing a slip, does a gazette become the right instrument. And if the birth was registered elsewhere, it goes to that body instead.
How to Change Name in Birth Certificate Ghaziabad गाज़ियाबाद मे बर्थ सर्टिफिकेट मे नाम कैसे बदले
When is it a gazette matter after all?
When you are changing the name rather than correcting the record. If the certificate correctly records the name you were given and you now wish to be known by a different one, that is a change of name and the gazette route applies. The test is simple: was the entry wrong when it was made, or is it right but no longer what you use?
What are the common mistakes in a Ghaziabad name change?
Almost every one of these costs weeks or a wasted morning, and almost every one is free to avoid.
Going to the Nagar Nigam for a name change
It registers births and deaths. It does not publish gazettes, and it will turn you away without telling you where to go instead.
Looking for an eGazette website belonging to the Nagar Nigam
There is not one. We read the corporation's own site and listed every service on it. No gazette appears anywhere.
Assuming the UP Government Press in Lucknow is where the file goes
It does Government printing work and has no public counter for a personal name change. It is also five hundred kilometres away.
Believing you must have no pending court cases
That condition is invented and appears on more than one widely shared page. No Government route imposes it.
Treating the gazette as the end when a Board correction is still needed
The UP Board at Prayagraj runs its own process on its own timeline, and it starts after publication.
Notice wording that does not match the affidavit
Even by one letter or one space. The notice is compared with the affidavit, and a mismatch is a returned file.
Submitting a cutting instead of the complete page
The complete original newspaper page with the date visible is what is required. A trimmed clipping is refused.
Arranging a demand draft
Payment is on BharatKosh only. A draft in favour of a Controller of Publications in Ghaziabad names an officer and an office that do not exist.
Should you do it yourself or take professional help?
This is paperwork rather than law, and no lawyer is required.
From Ghaziabad the whole thing can be done without travelling further than a notary and a newspaper office. If you have the patience to get the proforma right and the soft copy matching, this guide has the sequence in the order you need it. We would rather say so than charge for form-filling.
Where help actually earns its fee here
The decision about which written form should stand when your documents disagree with each other. That is a judgement about which records are hardest to change, not a form to fill.
And the sequencing, when a UP Board correction has to follow the gazette and an employer or an admissions office is waiting. On the Central route one mismatch means the file comes back after weeks with a non-refundable fee already gone.
What a service can and cannot do
The Department accepts applications only from the applicant directly, or by post or courier. So an honest service prepares and checks your file while you sign and send it. Nobody can lawfully hand it in on your behalf, and nobody has a counter in Ghaziabad to hand it in at.
And an honest service will tell you plainly when the Nagar Nigam route is the right one instead, because a Registrar correction costs a fraction of a gazette and solves the problem outright. That is how Documentadvisor works.
What to ask before you hire anybody
If you do decide to use a service, the recording below covers what one does. Take four questions into that conversation, whoever you are speaking to.
Is the Government fee included? What happens if the file is returned? Where exactly is the file submitted? And who signs and posts it? The honest answers are: the fee is commonly Rs 1,100 and is separate unless stated, a returned file means starting again with the fee gone, the file goes to Civil Lines, Delhi 110054, and you sign and send it, because the Department accepts applications from nobody else.

Your Trust and Security First
Your documents stay private
Papers are handled by our own desk in Burari, Delhi, used for your file and nothing else.
We name the right office first
Not the Nagar Nigam and not Lucknow. The Department of Publication in Delhi, by post, and we say so before any money changes hands.
We settle which version stands
One form of your name, chosen from the record hardest to change, and the passport field split decided before it locks in.
We tell you when you do not need us
If a Registrar correction at the Nagar Nigam solves it, we say so. That costs a fraction of a gazette.
We sequence the Board correction
A UP Board application to Prayagraj starts after publication and runs on the Board timeline. We plan for both.
We say when we do not know
We print no state fee or turnaround we could not verify. We tell you to read it on the portal at the application stage.
Everything You Need, In One Place
Naming the right office
The Department of Publication in Delhi, by post, rather than a municipal counter or a state press that has no public window for this.
Settling which version stands
One version of your name, chosen from whichever record is hardest to change, and the passport field split decided before it is re-issued.
Name change and gazette filing
Drafting the affidavit, wording and booking the Hindi and English notices, and preparing the application on whichever route your case belongs to.
File checking before dispatch
The proforma, the soft copy, the witness proofs and the matching certificate, checked against the Department's own list so the file is accepted the first time.
UP Board and out-of-state boards
Sequencing the gazette first, then the application to Prayagraj or to whichever board issued your certificate, on that board's own timeline.
Birth certificate corrections
Registrar corrections under Section 15 through the Ghaziabad Nagar Nigam, or whichever body actually registered the birth.
How It Works
Book
Call or WhatsApp us with photographs of every document carrying your name, and tell us whether a passport is in view, whether a UP Board or out-of-state certificate is involved, and whether the problem is actually a birth certificate.
Schedule
We tell you which written form of your name should stand, how the passport fields should be split, what the Government fee is, and whether a Registrar correction would have solved it for far less.
Relax
We draft, word the notices and check the file. You sign and post it, because the Department allows nobody else to. Then we sequence the Board correction and the update list with you.
The questions Ghaziabad applicants search for most
Does the Ghaziabad Nagar Nigam handle name changes?
No. It is a municipal corporation and has no eGazette. We read its own website: the services listed are property tax, mutation, water billing, e-challan, grievance redressal and birth and death certification. It does register births and deaths, so a birth certificate correction goes there, but a name change does not.
Where does my name change file go?
The Department of Publication, Civil Lines, Delhi 110054, by post or courier. It publishes in Part IV of the Gazette of India, about 30 to 45 days after the file arrives.
Do I need to go to Lucknow?
No. The Uttar Pradesh Government Press does Government printing work and has no public counter for personal name changes. The office you need is in Delhi, about twenty five kilometres away, and even that can be reached by post.
Must I have no pending court cases?
No. That condition appears on a widely shared page and is not part of any Government requirement. We have found the same invented condition on that publisher's pages for several states, which is what tells you it is template text.
Are the rules different depending on which state I live in?
No, and the question does not apply here. Ghaziabad is one city, wholly within Uttar Pradesh. A page that says otherwise has pasted in a template written for somewhere else, and it is not a page to take fee information from either.
Which newspapers should I use?
One Hindi and one English daily that genuinely circulate in Ghaziabad. Compare quotes, keep the complete original page with the date visible, and read the proof before it prints.

Frequently asked questions on changing your name in Ghaziabad
Why does this page start with the Nagar Nigam?
Because a page ranking for this search tells readers to apply through a Ghaziabad Nagar Nigam eGazette website. There is no such website, and the Nagar Nigam does not handle gazette name changes. It is a real building, so people go there and lose a morning, which is worse than an address that leads nowhere.
How do you know the Nagar Nigam has no eGazette?
We opened its own website and listed what is on it. The departments named are Nirman Vibhag, Information Technology, Property Tax, Health, Street Light, Jal Kal, Law, Establishment and Garden. The services are property tax and self assessment, mutation, user charges, water billing, e-challan, contractor registration, grievance redressal and birth and death certification. No gazette or name change service appears anywhere.
What does the Nagar Nigam actually do that is relevant?
It registers births and deaths. So a birth certificate correction under Section 15 of the RBD Act, 1969 does go there, if the birth was registered in Ghaziabad. That is the one genuine overlap, and it is probably why the confusion started.
Does Uttar Pradesh have its own route?
Not a citizen-facing one. The state press does Government printing work and has no public window for personal name changes. Residents use the Central Gazette, which is valid in every state anyway.
Where exactly does the file go?
The Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, by post or courier. It publishes in Part IV of the Gazette of India about 30 to 45 days after the file arrives.
Can an agent file it for me?
No. Applications are accepted from the applicant personally or by post or courier. A service can prepare and check the file; you sign and send it. Anyone claiming to hand it in on your behalf is describing something the rules do not allow.
Do I need to go to Lucknow?
No. The Uttar Pradesh Government Press at Minto Road is about five hundred kilometres away, does Government printing work, and has no public counter for a personal name change. Nothing in this process requires you to go there.
Must I have no pending court cases?
No. That condition appears on a widely shared page and is not part of any Government requirement. The Department's own guidelines impose no such test, and we have found the same invented condition on that publisher's pages for several states.
How do I pay the fee?
Only through bharatkosh.gov.in, the Non-Tax Receipt Portal. Demand drafts are not accepted and the fee is non-refundable, so the file must be right before you pay rather than after.
What is the Rs 250 per alias charge I keep reading about?
It is a misreading that has spread across a great many guides. The additional charge relates to a change of religion case, not to each additional alias name. Since the schedule is revised each financial year, read the current rate on deptpub.gov.in before you pay.
Can a gazette alone correct my UP Board certificate?
No. The Board at Prayagraj runs its own correction process and decides the outcome. The gazette supports the application, which is a separate step with its own timeline. Complete the gazette first, then apply to the Board with it attached, and start as soon as it publishes.
My board certificate is from another state. What then?
Use the Central Gazette, which is valid everywhere, then apply to that board with the notification attached. Ask the board first what it accepts, because boards differ on the age of the notification and the form of the affidavit.
I work in Delhi or Noida. Does that change anything?
Not the route, which is the Central Gazette either way. It does mean your employer may hold your name in HR, payroll and a background verification agency separately, each needing its own update. The one that gets missed is the one that fails a check later.
My birth certificate has a clerical error. Do I need a gazette?
Probably not. That is a Registrar correction through the body that registered the birth, which for a Ghaziabad registration is the Nagar Nigam. For a plain clerical error it is usually the whole answer and much the cheapest one, so try it first.
Can I change my name after marriage without a court order?
Yes. A simple name change needs the affidavit, newspaper and gazette stages only, with the marriage certificate attached. No court is involved and no lawyer is required. If you keep using your existing name, you do not need a gazette at all.
How do I change a minor's name?
A parent or legal guardian applies with a parent-sworn affidavit and the child's birth certificate. The minor fee, commonly Rs 1,700, applies with the usual revision caveat. Both parents signing avoids objections later, and school admission is the usual trigger, so allow the full timeline.
What should I ask a service before paying?
Whether the Government fee is included, what happens if the file is returned, and where exactly it is submitted. If they say the Nagar Nigam or Lucknow, walk away. The Government fee alone is commonly Rs 1,100, so a Rs 999 all-inclusive package cannot include it.
Where can you verify all of this yourself?
Every claim above can be checked at these sources. Type the addresses yourself rather than following a link from any guide, including this one.
- Guidelines for Change of Name, Department of PublicationThe whole file in one place: the notice for Part IV, the undertaking, the proforma computer typed in two copies with two witnesses, the MS Word soft copy, the matching contents certificate, the one year rule and the fee heads. Note what is absent: any CD, any demand draft, and any condition about court cases.
- Department of Publication, Government of IndiaThe office your file actually goes to, at Civil Lines behind Delhi Vidhan Sabha Metro Station, Delhi 110054, under the Ministry of Housing and Urban Affairs. Read the address here and note that it is a Delhi address, before believing any page that places it in Ghaziabad.
- The Gazette of India, e-Gazette portalSearch and download your published Part IV notification free. Hard copies ceased on 1 October 2015. Use Control and F to find your name, then print several copies, because every office afterwards wants one.
- BharatKosh, the Non-Tax Receipt PortalThe only accepted channel for the gazette fee. Demand drafts were discontinued, so any page telling you to prepare a draft in favour of a Controller of Publications, in Ghaziabad or anywhere else, is describing something that no longer exists.
- Ghaziabad Nagar NigamThe municipal corporation's own website. Read the department and service list yourself: property tax, mutation, water, street lighting, health, grievances and birth and death certification. There is no gazette and no eGazette on it, which is the whole point of the first section above.
- Birth Registration, Ghaziabad Municipal CorporationThe National Government Services Portal entry for the one function the Nagar Nigam genuinely performs in this area. Useful if your problem turns out to be a birth record rather than a name change.
- Ghaziabad District AdministrationThe district's own site, and the source of the founding account quoted above, including the Ghaziuddinnagar spelling and the shortening of the name after the railway line opened.
- Civil Registration System, Registrar General of IndiaBirth and death registration and Registrar corrections under Section 15 of the RBD Act, 1969, wherever in India the birth was registered. Read this before anyone tells you a gazette will fix a birth certificate.
- Board of High School and Intermediate Education, Uttar PradeshThe UP Board at Prayagraj, which runs its own correction process on its own timeline. The gazette supports that application rather than replacing it, so read the Board's own requirements before you plan the dates.
- India Code, national repository of lawsThe Registration of Births and Deaths Act, 1969 including Section 15, which is the provision under which a Registrar corrects a birth entry.
- Unique Identification Authority of IndiaAadhaar name update rules and accepted proofs. Number one on the update list, because so many records below it verify against Aadhaar.
- Passport SevaRe-issue with a change of name, and the given name and surname fields whose split follows you onto every visa afterwards. Worth reading before the affidavit is drafted, not after.
- Ministry of Home AffairsThe source of Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987, under which a Central Government employee executes a deed through the department so the service book is updated alongside the gazette.
- Documentadvisor: Affidavit for Name ChangeThe affidavit format this record update is built on: who can attest it, and what it should say.
- Documentadvisor: Correction to a Published GazetteWhen a published Gazette notification itself contains an error, and how to correct it.
The short version
Everything on this page in ten lines
- Three stages: a notarised affidavit with the exact form of your name settled first, two newspaper notices in a Hindi and an English daily, and the prescribed file posted to Delhi.
- Your file goes to the Department of Publication, Civil Lines, Delhi 110054, and publishes in Part IV of the Gazette of India in about 30 to 45 days.
- The Ghaziabad Nagar Nigam does not do this. We read its own website: property tax, water, health, grievances and birth and death certification. No gazette anywhere on it.
- It does register births and deaths, so a birth certificate error is a Section 15 Registrar correction there, and that is much the cheaper answer when it applies.
- Uttar Pradesh runs no citizen counter for personal name changes, and the state press in Lucknow, five hundred kilometres away, is not where your file goes.
- The office you need is about twenty five kilometres away in Delhi, but do not travel: applications are accepted from the applicant or by post, and agents cannot file for you.
- The fee is commonly Rs 1,100 adult, Rs 1,700 minor and Rs 3,500 from abroad, on bharatkosh.gov.in only. No demand drafts, and the Rs 250 addition relates to a religion case, not to each alias.
- There is no rule about pending court cases, no CD requirement, and no rule that a parent must appear with a child.
- A UP Board correction is a separate application to Prayagraj that starts after publication and runs on the Board's timeline.
- Plan 3 to 6 weeks and Rs 2,000 to Rs 6,000 for the gazette stages, and treat the Board correction as a second project stacked on top.
