How to Change Name Legally in Gurugram

When this city was renamed, the district website already said Gurugram but still opened at gurgaon.nic.in, and the police website said Gurgaon Police while its own Twitter handle said @gurugrampolice. One organisation, three different answers, at the same moment. Nobody had made a mistake. That is exactly what happens to a person's records after a name change, and this guide is mostly about making sure it does not become permanent.

2Routes, and neither needs you to travel
0Gazette offices in Gurugram
3 to 7Weeks for the gazette itself
8Records on the update list afterwards

How does a name change in Gurugram actually work?

The written answer is directly below, in about sixty words. If you would rather see the whole thing explained once before reading, start here.

Name Change Procedure in Gurgaon गुडगाँव में नाम बदलने की प्रक्रिया

Three things to check as you watch. Whether the recording means the Haryana Gazette or the Gazette of India, because this state has both and only one of them satisfies a passport. Any office address it gives, because there is no gazette office in this city. And any all-inclusive price, because the Central Government fee alone is commonly Rs 1,100 and is revised each financial year.
And notice the title of that recording. It says Gurgaon, while others on this page say Gurugram. Both are in genuine use, which is precisely the point made further down: pick the form your address proof carries and keep it on every paper in your file.
Quick answer

Make a notarised affidavit and publish the change in two newspapers, one Hindi and one English. Then either apply online through Haryana's Antyodaya SARAL portal for the state gazette, or send the prescribed file to the Department of Publication, Civil Lines, Delhi 110054 for the Gazette of India, which publishes in Part IV in about 30 to 45 days. Then work through the update list, because that is where most of the actual time goes.

What does changing your name legally in Gurugram involve?

Three ordinary stages, a genuine choice of route, and one stage almost every guide leaves out.

At a glance

  • Stages: notarised affidavit, two newspaper notices, a gazette notification, and then the update list.
  • Two routes: the Haryana state gazette applied for online, or Part IV of the Gazette of India for a passport, a visa, a central post or anything outside the state.
  • Neither route needs travel. The state one is an online form. The Central one goes by post.
  • Central fee: commonly Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, on bharatkosh.gov.in only and revised each financial year.
  • State fee: as shown on the portal at the application stage. We do not print a figure we could not confirm.
  • Gazette timeline: 3 to 7 weeks. Update list timeline: weeks to months on top.
  • In this city specifically: the Central route is needed more often than general advice suggests, and employer records live in several systems at once.

Key takeaways

  • Haryana runs a genuine state route for personal name changes, applied for online through the Antyodaya SARAL portal, so you do not travel anywhere.
  • For a passport, a visa, a central Government post or an employer outside Haryana, use the Gazette of India. In this city that covers a large share of applicants.
  • There is no gazette office in Gurugram. Anyone offering to hand your papers in at one is describing something that does not exist.
  • The Haryana Gazette is published weekly, the Ordinary Gazette dispatched every Friday, in fifteen Parts and sub-parts of its own. So Part IV is Central numbering only.
  • The Central fee is commonly Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, on bharatkosh.gov.in only. Demand drafts are not accepted.
  • Both Gurgaon and Gurugram appear on genuine documents. Neither is wrong, but use one form consistently across your application.
  • Expect an interim period where some records carry the old name and some the new. That is normal. What matters is finishing the list.
  • Employer records here are usually held in several systems at once, and each needs a separate update.
  • If the state application stalls, Haryana has first and second appeal officers under the Right to Service Act, 2014.
  • A birth certificate mistake is a Registrar correction under Section 15 of the RBD Act, 1969, not a gazette matter.

Why does even a city take months to finish changing its name?

The mechanics of how this city's own name changed are worth knowing, because they are the same mechanics that will apply to yours.

The Haryana cabinet approved the proposal on 12 April 2016. That was a decision, not a change. The proposal then had to go to the Government of India for approval, and it would come into force only after a Gazette Notification. Approval from the centre was conveyed in September 2016, and the formal notification followed that autumn. A cabinet can decide; only the instrument makes it effective.

And then it happened twice, separately. Reporting from Chandigarh in late October 2016 recorded that “Gurgaon city has now officially been renamed as Gurugram with the Haryana government issuing a notification to this effect”, while “a similar notification for changing the name of Gurgaon district to Gurugram is likely to take some more time”. As that report put it: “renaming of Gurgaon city and the district to Gurugram are two different issues and there is a different procedure for both.”

What did the records look like in the gap?

The same report captured it precisely, and it is worth reading as a list.

The district website

Already used the name Gurugram, but “it still opens with www.gurgaon.nic.in.”

The district police website

“still mentions the name Gurgaon Police” at that date.

The police Twitter handle

Had already changed: “its official twitter handle stands changed to @gurugrampolice.”

The Deputy Commissioner

Said the new name was already in use “in our official correspondence as well as in oral communication.”

One administration, four different positions, all correct at that moment. Nobody had made a mistake. The instruments simply arrive at different times, and each record updates when its own turn comes.

So what does that mean for you?

Apply it to yourself, because it is exactly what will happen. Your gazette will publish on one day. Your Aadhaar will change a fortnight later, your bank a week after that, your passport a month after that, and your degree certificate possibly not for several months. During that period you will be holding documents that disagree, and you will feel that something has gone wrong.

Nothing has gone wrong. The transition is a period, not an event. An interim mismatch is the normal shape of this process, not a sign of a mistake in your file.

Then where is the real risk?

The difference between this city and most people is that the city finished. A decade on, Government records, the courts, official maps and the district administration all use the new name, even though many companies and residents still say the old one informally. The municipal body became the Municipal Corporation of Gurugram, and offices, road signs and records were progressively updated.

If you stop halfway, the mismatch is not temporary any more. It is simply your permanent situation, and it will surface at the worst possible moment: a background check, a visa filing, a property transfer or a pension claim. The gazette is the middle of this job, not the end of it.

Gurgaon or Gurugram on your own papers?

A practical point, because both forms are still in wide circulation and both appear on genuine documents.

Older certificates, older bank records, older employment letters and older property papers will very often say Gurgaon. Newer official documents say Gurugram. Government records, courts and official maps use Gurugram; a great many companies, publications and residents continue with Gurgaon informally, and a decade after the change both names remain in circulation.

Does an older document naming Gurgaon need correcting?

No. An older document naming Gurgaon is accurate for its date, and no office is entitled to reject it on that ground. You do not need a name change because your address changed spelling. That is worth saying plainly, because it is sold as a service.

How to change name legally in Gurugram: the notarised affidavit on stamp paper, the Hindi and English newspaper notices, and the choice between the Haryana Gazette and the Central Gazette Part IV file
What a Gurugram file is built from: the affidavit, the two notices and the application on whichever route your case needs.

What is the fix?

What you do need is consistency inside your application. Whichever form appears on your own address proof, use that one on the affidavit, on both newspaper notices and on the proforma, without variation.

A reader in Delhi comparing three documents cannot be expected to know they describe the same place, and will not go looking. Write your name and your city on a single slip of paper, exactly as your address proof carries them, and hand that slip to every person who types anything for you. Then read every proof before it prints or you sign it.

Which of the two routes do you actually need?

Gurugram residents have a genuine choice, and in this city the answer leans one way more than elsewhere in Haryana.

For Gurugram specifically, the Central route is needed more often than anywhere else in the state. This is India's second largest information technology hub and third largest financial and banking centre, with local offices of more than 250 Fortune 500 companies. A very large proportion of residents came from another state, hold a board certificate issued elsewhere, work for an employer with international reporting requirements, or need a passport. If any of that applies, Part IV of the Gazette of India is what those institutions look for.

Neither route requires travel. The state application is online, and the Central file goes by post, with applications accepted only from the applicant directly rather than from agents. Anyone offering to hand your papers in at a gazette office in Gurugram is describing something that does not exist.

What does the state route look like in practice?

The recording below covers making a gazette notification at Haryana state level, which is the useful complement to the comparison table above. Watch it if you are still deciding between the two routes, because the choice is about which institutions you have to satisfy rather than about where you live.

Two things to hold on to while you watch. If a passport, a work visa or an employer outside Haryana is anywhere in view, the state route will not save you anything, because you will end up doing the Central one as well. And whatever the recording shows, the current fee and document list live on the Antyodaya SARAL portal, which is revised without notice.

How to Make Gazette Notification in Haryana हरियाणा में गजट नोटिफिकेशन कैसे करें

What does the Haryana Gazette actually look like?

Worth knowing, because most guides to this state never say. The Government of Haryana records that the Gazette is “published weekly by the Printing & Stationery Department, Haryana”, that the Ordinary Gazette is “published weekly in fifteen different Parts/sub-parts which contains Notifications and Orders” and is “dispatched on every Friday”, and that urgent matter goes into the Extraordinary Gazette. The department itself describes a gazette as “a public journal, a newspaper of Government record and an authorised legal document of the Government published weekly.”

Which settles a myth you will meet. The Haryana Gazette has fifteen Parts and sub-parts of its own. Part IV is Central numbering, belonging to the Gazette of India. Any page or service that quotes you a Part IV for a state gazette has copied Central wording onto a state process and has not read either.

What is the step by step name change procedure in Gurugram?

Five stages to publication, and one decision in step one that is effectively permanent.

1

Settle the exact name, then the affidavit

Decide the exact spelling and spacing before anything is typed, and decide how you will write your city at the same time. Lay out your documents, note how the name appears on each, and choose the version carried by whichever is hardest to change, usually a board certificate or a live passport.

Then get an affidavit drafted on non-judicial stamp paper stating your old name, your new name, your father's or husband's name, your full address and a clear reason, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500.

1b

If a passport is in view, decide the field split now

What goes in the given name field and what in the surname field is effectively permanent, because it becomes the name on every visa issued against that passport.

In this city a great many people will need one, so this is not a detail to leave to a counter clerk on the day. Decide it before the affidavit is drafted, and carry the same split all the way through.

2

Publish two newspaper notices

Publish the same notice in two dailies that genuinely circulate here, one Hindi and one English, comparing quotes first.

Read the proof before it prints, checking your name and your city spelling as carefully as each other. Keep the complete original printed page of each, not a cutting, with the date visible.

3A

The Haryana route

Apply online through saralharyana.gov.in, selecting the change of name service under the Printing and Stationery Department, and upload the affidavit, the newspaper proof, identity and address proof and photographs as required.

Confirm the current fee and document list on the portal rather than from any private site, including this one, and keep your application reference and payment receipt.

3B

The Central route

For a passport, a visa, a central Government post or anything outside Haryana, prepare the full file: the original newspaper pages, the notice for Part IV showing parentage and residential address, a signed undertaking, two copies of the prescribed proforma computer typed and attested with two witnesses' details, the print matter without the witness portion in MS Word, a certificate that hard and soft copies match, self-attested identity proof of applicant and each witness, two photographs, and a request letter to the Controller of Publications.

4

Pay and send

The Central fee is paid only through bharatkosh.gov.in, commonly Rs 1,100 for an adult, Rs 1,700 for a minor and Rs 3,500 for Indians abroad, revised each financial year, so confirm on deptpub.gov.in first. It is non-refundable.

Send the file by post or courier to Civil Lines, Delhi 110054. Keep every document less than one year old, and note that submitted documents are not returned.

5

Download it, then start the real work

Publication follows in Part IV about 30 to 45 days after the file arrives. Hard copies ceased on 1 October 2015, so you open the relevant issue on egazette.gov.in, use Control and F to find your name, and download the whole gazette.

Print several copies, because the next stage needs one for every institution you deal with. It needs no certification, and nobody should charge you to fetch a public record.

6

Work the update list

This is the stage most guides leave out, and it is where the time actually goes. The full order is set out further down this page.

Treat it as part of the job rather than an afterthought. A gazette nobody has acted on changes nothing, and the record you skip is the one that stops a visa or a promotion two years later.

Booking the newspaper notices, on video

Step two is the one most people have never done before, so here it is walked through. The notice has to appear in two dailies, one Hindi and one English, worded exactly as the affidavit reads.

One caution about any price you hear. Advertising rates are set by the newspaper and the booking agent, they differ by paper, edition and column size, and they change. A figure quoted in a recording is that company's own rate at the time it was made, not a Government charge and not a fixed price. The range on this page, Rs 800 to Rs 4,000, is for both notices together, so compare quotes before booking and read the proof before it prints.

Name Change Ads in Newspaper in Gurugram अखबार में नाम बदलने का ऐड कैसे दें गुरुग्राम में

What documents are required for a name change in Gurugram?

This is the Central Gazette list. For the Haryana route, the portal shows its own list at the application stage.

The newspaper proof

The original newspaper pages carrying your notices, one Hindi and one English. Complete pages, not cuttings, with the date visible.

The notice for Part IV

The notice for the Gazette of India Part IV, showing your parentage and residential address, forwarded in original.

The undertaking

An undertaking signed by you showing your old and new name with full parentage and address, declaring that the facts stated are true.

The proforma, in duplicate

Two copies of the prescribed proforma, computer typed and not handwritten, signed and attested, with two witnesses' details.

The soft copy

The print matter without the witness portion, in MS Word, as a soft copy. No CD is required.

The matching certificate

A certificate signed by you declaring that the contents of the hard copy and the soft copy are the same.

Identity proofs and photographs

Self-attested identity proof of the applicant and of each witness, plus two passport size photographs.

The request letter

A request letter addressed to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, listing what the envelope contains.

What changes if you are a minor, abroad, or in Government service?

A minor

A parent or legal guardian swears the affidavit and applies, attaching the child's birth certificate. The minor fee applies. No personal appearance by the child is required.

An applicant abroad

The deed is attested by the Indian Embassy or High Commission, and the fee head is the one for Indians abroad. Budget for attestation and courier separately.

A Government employee

A deed executed and routed through the department, under the 1987 Home Ministry memorandum for central employees, so the service book is updated alongside the gazette.

Read the Department's own wording before you plan a trip to Delhi. An application either submitted personally or sent by post or courier only will be entertained. Nobody can hand your file in on your behalf, however close you live or however senior the service.

What does a name change cost in Gurugram?

Honest ranges, and one figure we will not print because it belongs on the portal.

Speed post to DelhiRs 50 to Rs 100Short distance, but still by post
Realistic self-done totalRs 1,500 to Rs 6,000Depending on route and newspapers

Are the Rs 999 packages real?

The Central Government fee alone is commonly Rs 1,100, so a Rs 999 all-inclusive package cannot include it. Before paying any service, ask four questions: which gazette do you mean, is the Government fee included, what happens if the application is rejected, and what do you actually do after publication. That last one matters most in this city, because that is where the work is.

What is the Rs 250 per alias charge you may have read about?

It is a misreading that has spread across a great many guides. The additional charge relates to a change of religion case, not to each additional alias name. Since the schedule is revised each financial year in any event, read the current rate on deptpub.gov.in before you pay, rather than trusting any figure a guide prints, including ours.

No route sells speed. There is no expedited option and no tatkal fee head on either the Haryana or the Central route. Any promise of faster Government processing for a higher fee describes a company's own turnaround, not the Government's.

How long does a name change take in Gurugram?

Two budgets, not one. The gazette is the short part.

Affidavit and notary

Usually the same day. Have the name, the field split and the city spelling settled before you arrive.

Newspaper publication

2 to 7 days, depending on the booking schedule of the papers you choose.

The Haryana route

Ask the portal at the application stage. The Ordinary Gazette is dispatched weekly, on a Friday, but we will not turn that into a promise.

Central file preparation

2 to 4 days to prepare and send, mostly spent on the proforma and the matching soft copy.

Central publication

30 to 45 days in Part IV after the file reaches Delhi. Identical for every applicant in India.

The update list afterwards

Weeks to months, depending on how many institutions you deal with. This is the part people underestimate.

Neither route sells expedited processing. If a visa filing, a background check deadline or a joining date depends on this, start early, and give the employer a realistic two-stage timeline covering both the gazette and the updates rather than an optimistic one. Most employers accept a documented process; almost none accept surprises.

The whole Gurugram picture on one sheet: why records lag, both routes, the real fees, and the update list that decides whether this works.

What do you update after the gazette, and in what order?

If a city administration needed months and two separate notifications to finish changing one name, assume your own list will take real effort.

The order in which to update records after a gazette notification, and why each comes where it does
OrderRecordWhy here
1Aadhaar, at an enrolment centre with the gazette copy and identity proofAlmost everything downstream verifies against it
2PAN cardBanks and employers check PAN against Aadhaar
3Bank accounts, and any demat or investment accountsNeeded before salary, EPFO and insurance records will follow
4Passport, as a re-issue, with the name fields filled as you decidedEvery visa afterwards copies from it, and this needs the Central route
5Voter ID and driving licenceBoth accept the gazette with the updated Aadhaar
6EPFO or UAN, insurance policies and NPSThese verify against PAN and bank details already updated
7Board and university records, including any in another stateEach runs its own process on its own timeline, often the slowest item
8Employer records, property, society and overseas documents against the new passportHeld in several separate systems that do not update each other

Why is the last row the one that catches people here?

A Gurugram-specific warning, and it is the most useful paragraph on this page. A large employer here typically holds your name in more places than you expect:

The HR system

The one everybody updates, and the one people assume covers the rest. It does not.

The payroll provider

Often a separate vendor entirely, and the one your salary account and Form 16 read from.

The background verification agency

A third party holding your record from the day you joined. This is the one that fails a check years later.

Benefits and insurance administration

Group medical and life cover, frequently run by another external administrator.

Building and system access

Passes, directory entries and internal accounts, minor until an audit or an exit formality.

Immigration or global mobility vendor

For many companies here, the one that holds up a work visa if it disagrees with your passport.

These do not update each other. Ask HR for the full list of systems that hold your name rather than assuming one form covers everything, because the one that gets missed is the one that stops a visa or a promotion two years later.
Keep several printouts. Every institution wants its own copy to retain. Aadhaar rules are on uidai.gov.in and passport re-issue rules are on passportindia.gov.in.

Which special situations come up most often here?

My board certificate is from another state. What then?

Most people here came from somewhere else, and the underlying mismatch is usually inherited: a board certificate issued in another state written one way, and everything obtained here written another.

Use the Central Gazette, since it is valid everywhere and supports a correction application to the home board, which then runs its own process on its own timeline. Ask that board what it accepts before choosing a route, and start the application as soon as the gazette publishes rather than waiting until you need the certificate.

My background check failed. What do I tell my employer?

This is how most people here discover the problem in the first place. Tell the employer that a correction is in progress, and give a realistic two-stage timeline covering both the gazette and the updates. Most employers accept a documented process; almost none accept surprises.

Sequence it as gazette, then Aadhaar, then PAN and bank, then the passport re-issue, then employer and immigration records against the new passport. Sending the employer that sequence in writing is usually worth more than any amount of chasing.

I live here but work in Delhi or Noida. Does that change anything?

Very common, and it usually means the Central route, because your employer and your bank are outside Haryana even if your home is not. Your address proof still governs how you write your address on the application, so do not switch to the office address to look tidier.

Do you need a gazette to change your name after marriage?

The same stages apply, with the marriage certificate attached. And a point worth saying plainly: if you keep using your existing name and nothing on paper changes, you do not need a gazette at all, whatever anyone tells you.

What extra do minors and Government employees need?

A parent or legal guardian applies on a child's behalf, attaching the birth certificate; on the Central route the minor fee applies, commonly Rs 1,700 with the usual revision caveat.

Central Government employees follow the Ministry of Home Affairs O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987, executing a deed routed through the department so the service book is updated alongside the gazette. State Government employees should inform their department too.

What if the Haryana application stalls?

Haryana operates a statutory service framework with first and second appeal officers under the Right to Service Act, 2014. Keep your application reference and payment receipt and use that route, rather than paying somebody to chase it for you. That is a right you already have, and it costs nothing to exercise.

Which areas across Gurugram do we serve?

What do the terms in this process actually mean?

Each definition stands on its own, so you can read just the one you need.

Gazette of India
The official journal of the Union Government, published by the Department of Publication. A change of name notification printed here is recognised by every institution in the country and accepted abroad, which is why a passport, a visa or a multinational employer needs this route rather than a state one.
Part IV
The part of the Gazette of India in which private individuals' notices, including change of name, appear. Part IV is Central numbering. The Haryana Gazette runs fifteen Parts and sub-parts of its own, so a Part IV reference attached to a state gazette is a copied error.
Haryana Gazette
The state's own official journal, published weekly by the Printing and Stationery Department, Haryana. The Ordinary Gazette is dispatched every Friday in fifteen Parts and sub-parts; urgent matter goes into the Extraordinary Gazette.
Antyodaya SARAL
The Government of Haryana's single online portal for citizen services, at saralharyana.gov.in, through which the change of name service under the Printing and Stationery Department is applied for. Being online, it works identically from any sector or district.
Gazette Notification
The instrument that actually gives effect to a decision. A cabinet decision, a departmental order or an announcement changes nothing on its own until the notification is published, which is why even this city's own renaming waited on one.
Right to Service Act, 2014
The Haryana law that puts notified public services on a statutory footing with first and second appeal officers. If a state application stalls beyond its stated timeline, this is the route to escalate it, using your application reference.
Department of Publication
The Central body at Civil Lines, Delhi 110054 that publishes the Gazette of India. It receives a change of name file from anywhere in India or abroad, by post or courier, and there is no branch of it in Gurugram.
Controller of Publications
The officer heading the Department of Publication, to whom the request letter accompanying a change of name file is addressed. This officer sits in Delhi, and a demand draft made out in that officer's name describes a payment method that no longer exists.
Proforma
The prescribed form for a change of name notice on the Central route, submitted in duplicate, computer typed rather than handwritten, signed and attested, and carrying the details of two witnesses.
Affidavit
A sworn statement on non-judicial stamp paper giving your old name, new name, parentage, address and the reason for the change, signed before a notary. It is sworn by you alone; the two witnesses belong on the proforma.
BharatKosh
The Government of India's Non-Tax Receipt Portal at bharatkosh.gov.in, and the only accepted way to pay the Central Gazette fee. Demand drafts are not accepted and the fee is non-refundable.
Registrar correction
A correction to a birth or death entry made by the registering authority under Section 15 of the Registration of Births and Deaths Act, 1969, through the municipal corporation, nagar palika or panchayat that registered it, wherever in India that was.

Is a birth certificate mistake a gazette matter?

Usually not. If the error sits in a birth certificate, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered the birth, which within the city is the Municipal Corporation of Gurugram.

And here is the local wrinkle that catches people: for most residents here, the birth was registered somewhere else entirely, often in another state. The correction goes to that body, not to a Gurugram office, however inconvenient. The national Civil Registration System portal is crsorgi.gov.in. For a plain clerical error that is usually the whole answer, and much the cheapest one.

When is it a gazette matter after all?

When you are changing the name rather than correcting the record. If the certificate correctly records the name you were given and you now wish to be known by a different one, that is a change of name and the gazette route applies. The test is simple: was the entry wrong when it was made, or is it right but no longer what you use?

What are the common mistakes in a Gurugram name change?

Almost every one of these costs weeks, and almost every one is free to avoid.

Treating the gazette as the finish line

And budgeting no time at all for the update list. The gazette is the middle of the job. A notification nobody has acted on changes nothing.

Panicking during the interim period

When some records say the old name and some the new. That is normal. It only becomes a problem if you stop there.

Updating HR and assuming the rest follows

Payroll, the verification agency, benefits and the immigration vendor are separate systems. They do not update each other.

Writing Gurgaon on one paper and Gurugram on another

Inside the same application. Both are in genuine use, which is exactly why mixing them stops a file. Match your address proof.

Trying to correct older documents that say Gurgaon

They are accurate for their date. You do not need a name change because your address changed spelling.

Using the state route when a passport is the real driver

Or an out-of-state board, or a multinational employer. Then the whole thing has to be repeated centrally.

Letting a passport counter decide the field split

What goes in the given name and surname fields follows you onto every visa. Decide it before the affidavit is drafted.

Arranging a demand draft for the Central fee

Payment is on BharatKosh only. A draft in favour of a Controller of Publications in Gurugram names an officer and an office that do not exist.

Should you do it yourself or take professional help?

The Haryana route is an online form and the Central route is paperwork, so no lawyer is required.

A Gurugram resident with a straightforward case can manage either route alone, and this guide has the sequence in the order you need it. We would rather say so than charge for form-filling.

Where help earns its fee here, at the front

Deciding which route your case needs when a home-state board certificate, a multinational employer and a passport are all in the picture at once. That is a judgement about which institutions you must satisfy, not a form to fill.

And settling the given name and surname split before the passport is issued, because that decision is effectively permanent and a counter clerk should not be making it for you.

And at the back, which matters more

Sequencing the update list so a visa filing or a background check is not held up by the one record nobody remembered. In this city that is the failure mode, far more often than a rejected gazette file.

On the Central route the fee is not refundable and a returned file costs a month. Since the Central Gazette accepts applications only from the applicant directly, an honest service prepares and checks your file while you sign and send it. That is how Documentadvisor works.

Your Trust and Security First

Your documents stay private

Papers are handled by our own desk in Burari, Delhi, used for your file and nothing else.

We name your route first

Haryana gazette or Gazette of India, decided from your records and the institution you must satisfy, before any money changes hands.

We settle the name and the field split

One form of your name, matched to your address proof, and the given name and surname split decided before a passport locks it in.

We stay with you past the gazette

Publication is the middle of the job. The update list is where a name change actually succeeds or quietly fails.

We tell you about your free remedies

If a state application stalls, Haryana gives you first and second appeal officers. That costs nothing, and we will point you at it.

We say when we do not know

We print no state fee or turnaround we could not verify. We tell you to read it on the portal at the application stage.

Everything You Need, In One Place

Choosing between the two routes

Haryana gazette or Gazette of India, decided from your records and the institution you must satisfy, so you do not pay for the wrong one and then repeat it.

Settling the name and the passport fields

One version of your name, matched to your address proof, and the given name and surname split decided before the passport is re-issued.

Name change and gazette filing

Drafting the affidavit, wording and booking the Hindi and English notices, and preparing the application on whichever route your case belongs to.

File checking before dispatch

The proforma, the soft copy, the witness proofs and the matching certificate, checked against the Department's own list so the file is accepted the first time.

Out-of-state board corrections

Sequencing the gazette first, then the application to whichever board issued your certificate, on that board's own timeline.

The update list, sequenced

Aadhaar, PAN, bank, passport, boards and every system your employer holds you in, put in the order each office actually asks for.

How It Works

1

Book

Call or WhatsApp us with photographs of every document carrying your name, including your address proof, and tell us whether a passport or a work visa is in view, whether any certificate is from another state, and who your employer is.

2

Schedule

We tell you which route your case needs, which written form of your name should stand, how the passport fields should be split, and what the Government fee on that route will be.

3

Relax

We draft, word the notices and check the file. You sign and submit it, because on the Central route the rules allow nobody else to. Then we sequence the update list with you.

The questions Gurugram applicants search for most

Is there a gazette office in Gurugram?

No. Haryana's state route is applied for online through the Antyodaya SARAL portal, and the Central Gazette office is at Civil Lines, Delhi. Neither requires you to visit anywhere, and anyone offering to hand your papers in locally is describing an office that does not exist.

My documents say Gurgaon, not Gurugram. Is that a problem?

No. Both appear on genuine documents and an older one naming Gurgaon is accurate for its date. Just use one form consistently inside your application, matching your address proof.

How long before all my records show the new name?

Weeks for the gazette, then weeks to months for the update list. An interim period where some records disagree is normal and not a sign that something has gone wrong.

Which route do I need for a passport or a work visa?

The Central Gazette. Part IV of the Gazette of India is what passport offices, embassies and international employers recognise. In this city that covers a large share of applicants.

What do I need to update at my employer?

More than one system. Large employers here typically hold your name in HR, payroll, the background verification agency, benefits administration and often an immigration vendor. Ask HR for the full list.

Does Haryana have its own name change route?

Yes. It runs through the Printing and Stationery Department and is applied for online through Antyodaya SARAL. If it stalls, there are first and second appeal officers under the Right to Service Act, 2014.

People also search for: name change procedure in Gurugram, gazette office in Gurugram, Haryana gazette name change, Antyodaya SARAL name change, name change in Gurgaon, name correction Gurugram, background verification name mismatch, change of name Gazette of India Part IV, Municipal Corporation of Gurugram birth certificate correction, name change agent in Gurugram.

Frequently asked questions on changing your name in Gurugram

Why does this page say the gazette is only part of the job?

Because even this city's own renaming took a cabinet decision in April 2016, then approval from the Government of India, then a Gazette Notification, then separate notifications for the city and the district, and in between its website, its police force and its own social media accounts all said different things. Records catch up one at a time.

Is an interim mismatch normal after my name change?

Yes. Your Aadhaar will change before your bank, your bank before your passport, and your degree certificate possibly months later. That is a transition period, not an error. It only becomes a permanent problem if you stop halfway.

Is there a gazette office in Gurugram?

No. The Haryana state route is an online application through Antyodaya SARAL, and the Central Gazette office is at Civil Lines, Delhi 110054. Neither route requires you to visit anywhere, and applications to the Central Gazette are accepted only from the applicant directly, not from agents.

Which route should I choose?

The Haryana state route for records inside the state, applied for online through Antyodaya SARAL. The Gazette of India for a passport, a visa, a central Government post, a PSU, or a board or employer outside Haryana. In Gurugram the second is needed more often than general advice suggests.

Do I need to travel for either route?

No. The state application is online and the Central file goes by post. Applications to the Central Gazette are accepted only from the applicant directly, so posting it is normal and carries no disadvantage.

How often is the Haryana Gazette published?

Weekly. The Government of Haryana records that the Ordinary Gazette is published weekly in fifteen different Parts and sub-parts and is dispatched every Friday, while urgent matter goes into the Extraordinary Gazette.

Does the Haryana Gazette have a Part IV?

It has fifteen Parts and sub-parts of its own, under its own numbering. Part IV belongs to the Gazette of India. If a service quotes you a Part IV for a state gazette, it has copied Central wording onto a state process.

What if the state application stalls?

Haryana operates a statutory service framework with first and second appeal officers under the Right to Service Act, 2014. Keep your application reference and payment receipt and use that route rather than paying somebody to chase it for you.

Should I write Gurgaon or Gurugram?

Whichever appears on your own address proof, and then that same form on every paper in the file. Both are in genuine use, which is exactly why mixing them causes trouble for a reader who cannot know they mean one place.

Do I need to fix older documents that say Gurgaon?

No. They are accurate for the dates they were issued and no office is entitled to reject them on that ground. You do not need a name change because your address changed spelling, whatever a service may suggest.

My board certificate is from another state. What then?

Use the Central Gazette, then apply to that board with the notification attached. Ask the board first what it accepts, and start as soon as the gazette publishes, because the board has its own timeline and it is usually the slowest item on your list.

My background check failed. What do I tell my employer?

That a correction is in progress, with a realistic timeline covering both the gazette and the updates. Most employers accept a documented process; almost none accept surprises. Send the sequence in writing rather than chasing verbally.

What do I need to update at my employer?

More than the HR system. Large employers here typically also hold your name in payroll, the background verification agency, benefits and insurance administration, building access, and often an immigration or global mobility vendor. These do not update each other, so ask HR for the full list.

How do I pay the Central fee?

Only through bharatkosh.gov.in, the Non-Tax Receipt Portal. Demand drafts are not accepted and the fee is non-refundable, so the file must be right before you pay rather than after.

Will I get a printed gazette by post?

Not from the Central Gazette. Hard copies ceased on 1 October 2015, so you download the PDF free from egazette.gov.in using Control and F to find your name. It needs no certification, so print several copies yourself.

Can I pay extra to publish faster?

No. Neither route sells expedited Government processing and no tatkal fee head exists on either. A promise of faster processing for a higher fee describes a company's own turnaround rather than anything either office offers.

How should I handle the passport name fields?

Decide what goes in the given name field and what in the surname field before the passport is issued or re-issued, because that split follows you onto every visa afterwards. Settle it before the affidavit is drafted, not at the counter on the day.

Can a gazette alone correct my degree certificate?

No. The board or university runs its own correction process and decides the outcome. The gazette supports the application rather than replacing it, and the institution's own timeline sits on top of yours.

My birth certificate has a clerical error. Do I need a gazette?

Probably not. That is a Registrar correction under Section 15 of the RBD Act, 1969, through the body that registered the birth, which for most residents here is in another state. The portal is crsorgi.gov.in. Try that first, because it is usually the whole answer.

Can I change my name after marriage without a court order?

Yes. A simple name change needs the affidavit, newspaper and gazette stages only, with the marriage certificate attached. No court is involved. If you keep using your existing name, you do not need a gazette at all.

How do I change a minor's name?

A parent or legal guardian applies with a parent-sworn affidavit and the child's birth certificate attached. On the Central route the minor fee, commonly Rs 1,700, applies with the usual revision caveat. No personal appearance by the child is required.

Who wrote and checked this page?

This guide is written and maintained by the Documentadvisor documentation desk, the team that files gazette notifications, affidavits and newspaper advertisements across India from our office in Burari, Delhi. The Central file contents, the fee heads, the one year rule, the non-return of documents and the download instructions come from the Department of Publication's own guidelines for change of name.

On this city's own renaming, and exactly what we used. The Haryana cabinet approved the proposal on 12 April 2016; approval from the centre was conveyed in September 2016 and the formal notification followed that autumn. Reporting from Chandigarh in late October 2016 recorded that “Gurgaon city has now officially been renamed as Gurugram with the Haryana government issuing a notification to this effect”, that “a similar notification for changing the name of Gurgaon district to Gurugram is likely to take some more time”, and that “renaming of Gurgaon city and the district to Gurugram are two different issues and there is a different procedure for both.” The same report noted that “The official website of the district already mentions the name Gurugram though it still opens with www.gurgaon.nic.in” and that “The district police's website still mentions the name Gurgaon Police though its official twitter handle stands changed to @gurugrampolice”, while the Deputy Commissioner said the new name was already in use “in our official correspondence as well as in oral communication.”

And what we deliberately left out. Coverage of this renaming contains a great deal that has nothing to do with changing your own name: the justification offered for it and the argument about that justification, the people who campaigned for it, the political reaction on all sides, the comparisons with other cities, and a separate district renaming made at the same time. We have used only the administrative mechanics, which are uncontested and genuinely useful. No party is named, no public figure is named, no justification is discussed and no merits are argued anywhere on this page, and we would ask that it stays that way. The point being made is about how instruments and records behave, and it works without any of that.

On the Haryana Gazette, which most guides never describe. The Government of Haryana records that the Gazette is “published weekly by the Printing & Stationery Department, Haryana”, that the Ordinary Gazette is “published weekly in fifteen different Parts/sub-parts which contains Notifications and Orders” and is “dispatched on every Friday”. The department's own page describes a gazette as “a public journal, a newspaper of Government record and an authorised legal document of the Government published weekly.” That is what lets us say with confidence that Part IV is Central numbering and does not belong to a state gazette.

On the state fee and turnaround, and what we did not print. We have printed no Haryana fee and no Haryana turnaround, because those belong on the Antyodaya SARAL portal at the application stage and are revised without notice. We would rather send you to read the current figure than repeat one we could not stand behind. The weekly Friday dispatch is a matter of published record and we have quoted it as exactly that, not as a promise about your own application.

On the two spellings. Both Gurgaon and Gurugram remain in circulation a decade on: Government records, courts, official maps and the district administration use Gurugram, while many companies, publications and residents continue with Gurgaon informally. The municipal body became the Municipal Corporation of Gurugram. Neither form is an error on a document that carries it, and nobody needs a name change because their address changed spelling.

On the older page we are replacing. The page previously covering this keyword carried a Rs 999 headline and the same template errors we have corrected across this series: a demand draft made out to a Controller of Publications in a city that has no such office, an instruction to “Make a digital CD” when the Department has required an MS Word soft copy for years, a fee table with a tatkal option that exists on no Government route, and a claim that notices must appear in “all major national newspapers” when two dailies are what is required. Every one of those is corrected above.

On the Rs 250 figure. Several guides state that the Department charges Rs 250 extra per alias name. That is a misreading. The additional charge relates to a change of religion case, not to each additional alias. Read the current rate on deptpub.gov.in before paying.

The short version

Everything on this page in ten lines

  • Three stages to publication: a notarised affidavit, two newspaper notices in a Hindi and an English daily, and either the Haryana gazette or the Gazette of India.
  • Haryana's route is an online application through Antyodaya SARAL. The Central route goes by post to Civil Lines, Delhi 110054. Neither needs you to travel.
  • There is no gazette office in Gurugram, and applications to the Central Gazette are accepted only from the applicant directly, not from agents.
  • In this city the Central route is needed more often than general advice suggests, because of out-of-state certificates, multinational employers and passports.
  • The Haryana Gazette is published weekly, dispatched every Friday, in fifteen Parts and sub-parts of its own. Part IV is Central numbering only.
  • The Central fee is commonly Rs 1,100 adult, Rs 1,700 minor and Rs 3,500 from abroad, on bharatkosh.gov.in only. No demand drafts, and the Rs 250 addition relates to a religion case, not to each alias.
  • Both Gurgaon and Gurugram are in genuine use. Use whichever your address proof carries, on every paper, and do not try to correct older documents.
  • Decide the passport given name and surname split before the affidavit is drafted, because it follows you onto every visa.
  • Budget twice: 3 to 7 weeks for the gazette, then weeks to months for the update list. An interim mismatch is normal, not an error.

Publish it. Then finish it.

Send us your documents on WhatsApp today. We will tell you which of the two routes your case actually needs, how the passport name fields should be split before anything is locked in, what the Government fee on that route is, and how to sequence the update list so a visa filing or a background check is not held up by the one record nobody remembered.
