That is the standard of advice people here are working from. What does the name change procedure in Faridabad involve?

Ballabhgarh was founded in 1739 by Raja Balram Singh, of the Tewatia line, who built the Nahar Singh Mahal there in the same year. The town was named after him: Balramgarh, the fort of Balram Singh. Over the centuries the name wore down in everyday speech until it was universally written and spoken as Ballabhgarh. Its last ruler, Raja Nahar Singh, who lived from 1823 to 1858 and came to the throne in 1829, took part in the rebellion of 1857 and was hanged on 9 January 1858, with the estate confiscated.
Then, in 2017, the Haryana Government restored the founder's name, as one of a set of town and village renamings announced on residents' requests: Ballabhgarh would again be Balramgarh. The record now shows the town as Ballabgarh, officially Balramgarh, a tehsil of Faridabad district about 27 km from Delhi on National Highway 19, while the Vidhan Sabha constituency is still named Ballabhgarh. Roughly 278 years of drift, corrected by an administrative act.
Is there a gazette office in Faridabad? The honest answer
No. And this needs stating plainly, because several pages tell Faridabad readers to visit a gazette office in the city and collect a name change form there.
There is no Central Gazette counter in Faridabad, Ballabhgarh or anywhere in the district. Haryana has its own Printing and Stationery Department, but it is based at Panchkula near Chandigarh, more than 250 km away, and it handles state Government publication work. Can I hand my gazette file in myself from Faridabad?
Yes, and planning around it is worth real money. This is the one thing about a Faridabad name change that no competing page tells you.
The Department of Publication's published guidelines say it plainly: "Application either submitted personally or sent by Post/ Courier only will be entertained. No other channel is permissible viz Agents, Advocates, etc." The first half of that sentence is your advantage. Faridabad shares a border with Delhi at Badarpur, the Metro runs straight into the city, and National Highway 19 connects Ballabhgarh, about 27 km from Delhi, directly up. A resident of Sector 15, NIT or Old Faridabad can realistically submit the file in person and be home the same day.
Why bother, when post is accepted
- Nothing goes missing. The worst outcome here is a file that never arrives, discovered only when nothing has been published a month later, with the fee already paid and non-refundable
- Obvious gaps are caught at the counter. A missing photograph, an unsigned proforma or a cutting where a full page was needed is far better found while you are standing there
- You keep the acknowledgement. Proof of submission in your own hand, dated, is worth the trip by itself
- A factory shift is expensive. One planned morning beats two unplanned ones
How to plan the trip
- Go early on a working day. Counter hours are limited and we could not find a public dealing window published on the Department's own site, so ring first on the numbers above

Should I use a Haryana state gazette instead?
Here is exactly what we could establish, and exactly what we could not. Most pages will not tell you the difference.
What is certain. Haryana publishes its own gazette. The Printing and Stationery Department, Haryana produces it and it is online at egazetteharyana.gov.in. The Ordinary Gazette comes out weekly, every Friday, in fifteen different parts and sub-parts, and an Extraordinary Gazette is issued immediately for urgent notifications received by 2 p.m., with anything later appearing the next day. The department sits at Panchkula. What that gazette carries is state Government business: notifications, departmental orders, Election Commission and High Court notices.
What we could not confirm. A service listed as Apply for Change of Name, Haryana does appear on the National Government Services Portal and on the state's Saral portal, but we could not open the service page in this session to see which department runs it, what it produces, or whether it is a gazette entry at all. So this page does not claim a Haryana state gazette name change route, and it does not claim there is none either.

Step 1: fix the exact name, then notarise the affidavit
Decide the exact spelling, spacing and initials of your new name before anything is drafted, because everything after this copies from it. Then get an affidavit drafted on stamp paper stating your old name, your new name, your father's or husband's name, your full address in Faridabad and a clear reason for the change, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500, and notaries are available around the courts and across the sectors.
Step 2: publish in two newspapers, one Hindi and one English

- A CD containing the print matter in MS Word, without the witness portion. For an adult applicant the guidelines say to type the old name in place of the signature; for a minor, the guardian's name
- A certificate signed by you declaring that the hard copy and soft copy contents are similar
- Self-attested photocopy of identity proof of the applicant and each witness
- Two self-attested passport size photographs
- A request letter to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, along with the requisite fee
Keep every supporting document recent. The guidelines state that the documents must not be older than one year.
Step 4: pay the fee through BharatKosh only
The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor resident in India. Where an adult adopts a name of another religion without changing religion the published guidelines show Rs 1,100 plus Rs 250, that is Rs 1,350. For applicants living abroad the guidelines put it at Rs 3,500 for an adult and Rs 5,100 for a minor. The Department revises these amounts, so confirm the current fee on deptpub.gov.in before paying. It is non-refundable, and no demand draft is involved.
Step 5: submit in person or by post, then download
Submit the complete file at the Department of Publication, Civil Lines, Delhi 110054, in person on a working day, or by post or courier if that suits you better. Your notification then appears in Part IV of the Gazette of India, in weekly Saturday dated issues, about 30 to 45 days later. Since hard copies ceased on 1 October 2015, you open the relevant issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your own copy. It needs no further certification, and nobody should charge you to fetch a public record.

- Gazette notification
- A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, EPFO, boards and employers accept as legal proof. It is not a court order and needs no lawyer.
- Department of Publication
- The Central Gazette office, at Civil Lines, Delhi 110054, a subordinate office of the Ministry of Housing and Urban Affairs. From Faridabad it is a short trip, not a journey.
- Controller of Publications
- The officer heading the Department of Publication. Your request letter is addressed to this officer. There is no Controller of Publications in Faridabad or anywhere in Haryana.
- Part IV

- A short certificate signed by you declaring that the contents of the hard copy and the soft copy on the CD are similar. It is a listed requirement, not an optional extra.

- Handing the file in at the counter yourself. The guidelines allow an application submitted personally or sent by post or courier, and nothing else, so agents and advocates cannot file it for you.
- UAN
- The Universal Account Number that follows your provident fund across employers. A name entered differently at one plant years ago travels with it, which is why the gazette matters here.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the gazette fee. Demand drafts were discontinued.
- e-Gazette portal
- egazette.gov.in, where published Central issues are searched and downloaded free. It is an archive, not a place to file an application.
- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued it, which for most births here is the Municipal Corporation of Faridabad. Not a gazette matter.
What do you update after the gazette, and in what order?
The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Is a birth certificate mistake a gazette matter in Faridabad?
No. If the error sits in a birth certificate, whether it is a wrong spelling, a wrong parent name or a missing child name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that issued the certificate, which for most births here is the Municipal Corporation of Faridabad, or whichever municipal body or gram panchayat registered the birth. The Civil Registration System portal is crsorgi.gov.in.
A gazette notification can support the file, but it does not rewrite the certificate itself, and anyone selling you a gazette for a birth certificate typo is selling the wrong process. The Registrar route is usually both cheaper and faster.
Which special situations come up most in Faridabad?
Four cases, and the first two are the ones that Gurgaon pages never mention.
EPFO, UAN and ESI records
In an industrial city a name entered slightly differently at one employer years ago follows you through your UAN, your ESI records and your provident fund for the rest of your working life, and it surfaces exactly when you try to transfer or withdraw. Fix the gazette first, then Aadhaar, then have your employer update the EPFO and ESI records against the gazette and the corrected Aadhaar together. If you have worked at several plants, expect each earlier record to need its own correction request; the gazette is what all of them work from.
Certificates from your home state
A very large share of Faridabad's working population came from Uttar Pradesh, Bihar and elsewhere, and the mismatch is often inherited rather than made here: a name written one way on a board certificate issued in the home state, and another way on everything obtained after moving. You do not need to travel back. A Central Gazette notification is valid in every state, so one publication supports a correction application to your home board as well as fixing your Faridabad-era records. The board still runs its own process and decides the outcome, but the gazette is the proof you send them.
Name change after marriage
The same three stages apply, with the marriage certificate attached, and reverting after a divorce follows the same route with the decree attached. If you keep using your existing name and nothing on paper changes, you do not need a gazette at all, whatever anyone tells you, and no court order is involved either way.
A minor child
A parent or legal guardian applies on the child's behalf. The affidavit is sworn by the parent, the child's birth certificate is attached, and the minor fee applies, commonly Rs 1,700 with the same revision caveat. Both parents signing avoids objections later. School admission and board registration are the usual triggers here, so allow the full timeline rather than starting in the admission week.
What changes for Government employees in Faridabad?
Central Government employees follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so that the service book is updated alongside the gazette notification.
Haryana Government employees have their own instructions to ask for. The Chief Secretary's office publishes a set of standing instructions under General Services, including ones titled Procedure for a change of name by Government Servants, at csharyana.gov.in. They are scanned circulars rather than searchable text, so ask your establishment branch for the current one by name and follow it rather than a private website. The principle is the same everywhere: route it through the department so the service book is updated with the gazette.
What names does the law not allow, and what do you gain by doing it properly?
You may take almost any name you like. Almost.
Names that will not be accepted
- A name taken in order to hide your identity
- A name taken to escape a debt, a liability or a legal proceeding
- A name that is obscene or offensive
- A name containing punctuation marks or symbols
- A name that impersonates another person for gain
A change of name does not erase anything behind you. Your old records stay linked through the notification itself, which names both the old and the new name. That is the point of publishing it.
