Meanwhile the pages that do rank send you to a gazette office in Gurgaon that does not exist, and one of them prints a Gurgaon address with a Delhi pincode and a private mobile number beside it. This page gives you the real process, honest fees, and the local shortcut worth planning around.
To change your name in Gurgaon, make a notarised affidavit, publish the change in two newspapers, one Hindi and one English, then submit the prescribed file to the Department of Publication at Civil Lines, Delhi 110054, with the fee paid through BharatKosh. Because Gurgaon is about 30 to 40 km from that office and the Department accepts applications in person, you can hand the file across the counter instead of trusting it to the post. What does the name change procedure in Gurgaon involve?
Three careful stages, and one local decision nobody else gets to make. The stages are the same everywhere in India: affidavit, newspaper notices, then the file. The local decision is whether to post that file or carry it. Every guide written for a distant state has to reassure readers that speed post is fine. In Gurgaon the message flips, because the Department of Publication's own guidelines say an application either submitted personally or sent by Post or Courier only will be entertained, and Civil Lines is a short trip up the Yellow Line.
A Gazette notification is a formal announcement of your name change printed in the official journal of the Government of India. Once it carries a date and a Part IV entry, passport offices, UIDAI, banks, boards and employers treat it as the legal record of your new name. An affidavit on its own is the start of the change, not the finish.

- A birth certificate mistake is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, usually through the Municipal Corporation of Gurugram. It is not a gazette matter.
Why did it take six months to rename this city?
There is a neat irony in writing this guide for this particular city, and a practical lesson inside it.
On 12 April 2016 the Haryana cabinet approved renaming Gurgaon as Gurugram, and Mewat district as Nuh. The name restores what tradition holds was the older one: the village granted as gurudakshina to Guru Dronacharya by the Pandavas, Guru-gram, the village of the guru, worn down over centuries into Gurgaon. The Government said the proposal would be forwarded to the Government of India, and would come into force only after a Gazette Notification.
It was not instant. Renaming a town in India needs the union Government's concurrence, examined through the Ministry of Home Affairs in consultation with bodies such as the Survey of India, the postal department and the railways. The centre conveyed approval in September 2016. The division was renamed Gurugram Division on 27 September 2016, and on 23 October 2016 The Tribune reported from Chandigarh that "Gurgaon city has now officially been renamed as Gurugram with the Haryana government issuing a notification to this effect".
And here is the detail worth carrying into your own paperwork. Renaming the city and renaming the district were treated as two separate matters, with different procedures, and the district notification came later. Even for a Government renaming its own city, one notification did not update everything at once. Each record had its own process.
Is there a gazette office in Gurgaon? The honest answer
No. And this needs saying plainly, because several pages, including some that rank well, tell Gurgaon readers to visit their nearest gazette office in the city.
There is no Central Gazette counter in Gurgaon, Gurugram, Manesar or anywhere in the district. Haryana does have its own Printing and Stationery Department, but it is based at Panchkula near Chandigarh, over 250 km from Gurgaon, and it handles state Government publications rather than being a walk-in service for NCR residents. For a personal name change that a passport office, UIDAI, a bank or an employer will accept, the file goes to the Department of Publication, Civil Lines, Delhi 110054.

The office that does not
One widely shared page tells readers that the Central Gazette office is located in North Gurgaon at "Civil Lines, Gurgaon-110054", with a mobile number beside it and an invitation to call for guidance.
Three problems in one line. 110054 is a Delhi pincode, and Gurgaon pincodes run in the 1220xx range starting at 122001, so any local reader can see the address is a Delhi one with the city name pasted over it. The same publisher has run the identical North placename template on several other states. And a private mobile number presented as the contact for a Government office is a different order of problem from a wrong address.
Can I hand my gazette file in myself from Gurgaon?
Yes, and it is worth planning around. This is the one thing about a Gurgaon name change that no competing page tells you.
The Department of Publication's published guidelines say it plainly: "Application either submitted personally or sent by Post/ Courier only will be entertained. No other channel is permissible viz Agents, Advocates, etc." The first half of that sentence is your advantage. Civil Lines is roughly 30 to 40 km from most of Gurgaon, reachable on the Delhi Metro Yellow Line with a change, or by road outside peak hours. Someone from Sohna Road or Cyber City can realistically hand the file across a counter on a weekday morning and be back at work by the afternoon.
Why that matters more than convenience
- Nothing gets lost. The most frustrating failure in this process is a file that never arrives, or arrives with a page missing, and you find out weeks later when nothing has been published
- Obvious gaps get caught at the counter. A missing photograph or an unsigned page is far better discovered while you are standing there
- You keep the acknowledgement. Proof of submission in your own hand, on the day, is worth the trip on its own
- The fee is not refundable. On a visa timeline, a returned file costs both the money and the weeks
How to plan the trip
- Go early on a working day. Counter hours are limited, and the Department does not publish a fixed public dealing window online, so ring first on the numbers above
- Pay the fee on BharatKosh before you travel and carry the receipt
- Carry the complete original newspaper pages, not cuttings
- Carry the CD with the print matter in MS Word and the signed matching-contents certificate
- Carry a spare set of self-attested copies, including of both witnesses' identity proof
Haryana has its own e-Gazette. Why is it not your route?
Because a state gazette and a personal name change are two different things, and most guides never explain the difference.
Haryana does run a proper gazette. The Printing and Stationery Department, Haryana publishes it and it is available online at egazetteharyana.gov.in. The Ordinary Gazette comes out weekly, every Friday, in fifteen different parts and sub-parts, while an Extraordinary Gazette is issued immediately for urgent notifications received by 2 p.m., with anything later appearing the following day. That is the gazette that carried the notification renaming your city.
What it carries is Government business: state notifications, departmental orders, Election Commission notices, High Court notices and the like. A personal name change from a private citizen is a different category of entry, and the office is at Panchkula, over 250 km away. If you want to ask them whether they entertain personal notices and at what charge, ring the department before travelling. For the thing you almost certainly need, which is a name that a passport office, a foreign mission, a bank or an MNC employer will accept, the answer is Part IV of the Gazette of India.
Five claims about Gurgaon that are wrong
Each of these is on a page ranking today, and each one costs somebody time, money or a wasted morning.
"Visit your nearest gazette office in Gurugram"
There is no such counter. Following this costs a reader a day and a fare to find out. Painfully, one version of this sentence sits on a page in our own network, which is why it is listed here rather than quietly ignored. The file goes to Civil Lines, Delhi, and from Gurgaon that is a short trip rather than a hardship.
"Civil Lines, Gurgaon-110054"
A Delhi address with the city name swapped in. 110054 is a Delhi pincode and Gurgaon's begin at 122001. The same publisher has produced North versions of several other places, so treat the whole family of pages as a template rather than as research.
"There is an Official Gazette of Gurgaon"
A city does not have a gazette. Haryana has one, at egazetteharyana.gov.in, and India has one. Neither is a Gazette of Gurgaon, and neither has a city level e-Gazette portal for private name changes.
"Apply online through the e-Gazette portal"
egazette.gov.in is a download archive, not an application portal. It is where you fetch your published issue afterwards, free. The signed file itself is submitted physically, in person or by post, which for a Gurgaon applicant is an advantage rather than a burden.
"Published weekly by the Ministry of Home Affairs"
The Gazette of India is published by the Department of Publication, a subordinate office of the Ministry of Housing and Urban Affairs. The Ministry of Home Affairs does appear in this story, but at the other end: it is the ministry that examines a proposal to rename a town.
"Without a gazette your name is not recognised"
Overstated. A gazette is what makes one final form of your name accepted across offices, and for a passport, a visa or a background check it is close to essential. But if a single issuing authority can correct its own record and nothing else is affected, ask them first. A birth certificate error, for instance, is a Registrar matter.

Step 1: fix the exact name, then notarise the affidavit
Decide the exact spelling, spacing and initials of your new name before anything is drafted, because everything after this copies from it. Then get an affidavit drafted on stamp paper stating your old name, your new name, your father's or husband's name, your full address in Gurgaon and a clear reason for the change, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500, and notaries are available across the city.
Step 2: publish in two newspapers, one Hindi and one English
Publish the same notice in two dailies that genuinely circulate in Gurgaon, one Hindi and one English. Both Delhi editions and Haryana editions are widely read here, so you have real choice. The notice must carry your old name, new name, full address, age, father's or husband's name and the affidavit date, worded exactly as the affidavit reads. Keep the complete original printed page of each newspaper, not a cutting, with the date clearly visible. Two notices usually cost Rs 800 to Rs 4,000.
Step 3: prepare the file for the Department of Publication
Per the Department's published guidelines your file should contain:
- The original newspaper pages carrying your notices
- A signed undertaking showing your old and new name with father's or husband's name and residential address, declaring the facts are true
- Two copies of the prescribed proforma, computer typed and not handwritten, signed and attested, with the details of two witnesses
- A CD containing the print matter in MS Word, without the witness portion
- A certificate signed by you declaring that the hard copy and soft copy contents are similar
- Self-attested photocopy of identity proof of the applicant and each witness
- Two self-attested passport size photographs
- A request letter to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, along with the requisite fee
Keep every supporting document recent. The guidelines state that the documents must not be older than one year.
Step 4: pay the fee through BharatKosh only
The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor resident in India, with an additional Rs 250 where an adult adopts a name of another religion without changing religion. For applicants living abroad the published guidelines put it at Rs 3,500 for an adult and Rs 5,100 for a minor. The Department states the charge is revised, so confirm the current amount on deptpub.gov.in before paying. It is non-refundable, and no demand draft is involved.
Step 5: submit in person or by post, then download
Submit the complete file at the Department of Publication, Civil Lines, Delhi 110054, in person on a working day, or send it by post or courier if that suits you better. Your notification then appears in Part IV of the Gazette of India, in weekly Saturday dated issues, about 30 to 45 days later. Since hard copies ceased on 1 October 2015, you open the relevant issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your own copy. It needs no further certification, and nobody should charge you to fetch it.

- Gazette notification
- A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof. It is not a court order and needs no lawyer.
- Department of Publication

- A written statement you swear is true, signed before a notary. It states the old name, the new name, parentage, address and the reason for the change. It is the start of the process, not the finish.
- Proforma
- The prescribed application format the Department requires, computer typed in duplicate and signed by you and two witnesses, whose self-attested identity proofs are enclosed with the file.
- Matching-contents certificate
- A short certificate signed by you declaring that the contents of the hard copy and the soft copy on the CD are similar. It is a listed requirement, not an optional extra.
- Personal submission
- Handing the file in at the counter yourself. The guidelines allow an application submitted personally or sent by post or courier, and nothing else, so agents and advocates cannot file it for you.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the gazette fee. Demand drafts were discontinued.
- e-Gazette portal
- egazette.gov.in, where published Central issues are searched and downloaded free. It is an archive, not a place to file an application.
- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued it, which for most Gurgaon births is the Municipal Corporation of Gurugram. Not a gazette matter.
- Deed poll
- A British instrument for changing a name. India does not use it, and no Indian office will ask you for one.
What do you update after the gazette, and in what order?
The gazette is the middle of the journey, not the end, exactly as the city's own renaming showed. Doing this in the wrong order turns a four week job into a four month one.

Is a birth certificate mistake a gazette matter in Gurgaon?
No. If the error sits in a birth certificate, whether it is a wrong spelling, a wrong parent name or a missing child name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that issued the certificate, which for most Gurgaon births is the Municipal Corporation of Gurugram, or the relevant municipal body or gram panchayat where the birth was registered. The Civil Registration System portal is crsorgi.gov.in.
A gazette notification can support the file, but it does not rewrite the certificate itself, and anyone who pushes every birth certificate case into a gazette application is charging you for the wrong process. The Registrar route is usually both cheaper and faster.
Which special situations come up most in Gurgaon?
Four cases we see constantly, and the first is by some distance the most common.
Corporate professionals and international travel
A name mismatch that never mattered in India surfaces during an employment background check, a work visa application or an international transfer, because a degree certificate, a PAN, a passport and an HR record each carry a slightly different version. The gazette notification is what lets you align them. Sequence it properly: gazette first, then Aadhaar, then the passport re-issue, then your employer records and the visa application against the new passport. Doing it in the wrong order means repeating steps, and visa timelines rarely leave room for that.
Spelling mismatches inherited from another state
Gurgaon's workforce comes from everywhere in India, so the underlying mismatch is often inherited: a name written one way on a board certificate in another state and another way on documents obtained after moving here. A gazette notification declaring one final spelling gives every office a single version to work from, and because it is Central it is valid nationwide, so it fixes the home-state records too.
Name change after marriage
Common here, and often driven by a spouse visa or a joint bank account rather than tradition. The same stages apply with the marriage certificate attached, and reverting after a divorce follows the same route with the decree attached. If you keep using your existing name and nothing on paper changes, you do not need a gazette at all, whatever anyone tells you, and no court order is involved either way.
A minor child
A parent or legal guardian applies on the child's behalf. The affidavit is sworn by the parent, the child's birth certificate is attached, and the minor fee applies, commonly Rs 1,700 with the same revision caveat. Both parents signing avoids objections later. School admissions and dependent visas are the usual triggers here, so allow the full timeline rather than the optimistic one.
What changes for Government employees in Gurgaon?
Central Government employees follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so that the service book is updated alongside the gazette notification.
Haryana Government employees should likewise inform their department rather than doing the gazette quietly. A service record that does not match the published name creates a second problem, usually at promotion or pension, years later. What names does the law not allow, and what do you gain by doing it properly?
You may take almost any name you like. Almost.
Names that will not be accepted
- A name taken in order to hide your identity
- A name taken to escape a debt, a liability or a legal proceeding
- A name that is obscene or offensive
- A name containing punctuation marks or symbols
- A name that impersonates another person for gain
A change of name does not erase anything behind you. Your old records stay linked through the notification itself, which names both the old and the new name. That is the point of publishing it.

What mistakes get Gurgaon applications rejected?
Every one of these is avoidable, and the fee is not refundable.
