How to Change Name Legally in Dehradun

Dehradun is the capital of Uttarakhand, so most people here assume the state gazette press is in the city. It is not. It is in Roorkee, about seventy kilometres away. And for a personal name change neither of those places is where your file goes. This guide explains where it actually goes, what it costs, and what applicants from this city's unusually large service and defence community need to do differently.

Name Change Process in Dehradun देहरादून में नाम बदलने की प्रक्रिया

Quick answer

Make a notarised affidavit, publish the change in two newspapers, one Hindi and one English, then send the prescribed file to the Department of Publication at Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, with the fee paid through BharatKosh. Your notification appears in Part IV of the Gazette of India in about 30 to 45 days, and you download it yourself from egazette.gov.in. Nothing requires you to travel to Roorkee, or to Delhi.

What does changing your name legally in Dehradun actually involve?

Three stages, in a fixed order. A notarised affidavit that sets the exact new name down. A newspaper advertisement in two dailies, one Hindi and one English. And a gazette notification, which is the stage that makes it official.

A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date and an entry number, passport offices, UIDAI, banks, boards, PSUs, employers and foreign missions treat it as the legal record of your new name. An affidavit on its own is the beginning of the change, not the end of it, and no court order is involved at any point.

Two things make Dehradun different. The first is a geographical assumption that costs people a day: the capital is not where the state press is. The second is the city's population. Few Indian cities have this concentration of central Government service, defence and PSU households, and that is exactly the group for whom a gazette is insisted upon rather than optional, and who also have a service record to keep in step.

Key takeaways

  • The Uttarakhand Rajpatra is printed at the Government Press in Roorkee, Ramnagar Industrial Estate, Roorkee 247667, in Haridwar district, not in Dehradun. Being the capital does not mean the press is here.
  • The state gazette carries Government notifications. There is no citizen counter in Uttarakhand for a personal name change, in Dehradun or in Roorkee.
  • Your file goes to the Department of Publication, Civil Lines, Delhi 110054, by post or courier, and publishes in Part IV of the Gazette of India.
  • The Government fee is commonly Rs 1,100 adult, Rs 1,700 minor and Rs 3,500 for Indians abroad, paid only on bharatkosh.gov.in and revised each financial year. Demand drafts are not accepted.
  • Publication takes 30 to 45 days after the file reaches Delhi. Claims that it takes four to eight weeks in a Gazette of Uttarakhand are wrong on both the timeline and the gazette.
  • Central Government and defence personnel have an additional route: a deed executed through the department under the 1987 Home Ministry instructions, so the service book is updated alongside the gazette. In this city that applies to a great many households.
  • Documents issued before 9 November 2000 were issued by Uttar Pradesh and remain fully valid. A gazette notification is what reconciles a name across the two eras.
  • There is no expedited option. Pages offering publication in ten to fifteen days for a higher charge are describing their own turnaround, not the Department's schedule.
  • Nothing requires you to travel anywhere. The file moves by speed post, and a hill district is no different from the city in this respect.
  • A birth certificate mistake is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the Dehradun Municipal Corporation or whichever body registered the birth.

A city named after a temporary camp, still officially temporary

Dehradun's own name is the best single illustration of this whole subject that any Indian city offers.

In 1676, Ram Rai, the eldest son of the seventh Sikh Guru Har Rai, was banished from Punjab and settled in the Doon valley during Aurangzeb's reign. He pitched a dera, which in Persian and Punjabi means a camp or a temporary settlement. The valley was the dun. The place became known as Dera Ram Rai, then Dehra Dun, and eventually Dehradun. On old maps it appears simply as Gurudwara: a survey by Webb in 1808 calls it that, and one by Gerard in 1818 names it Dehra or Gooroodwara. So the city's official name literally means the temporary camp in the valley, and for a long time it was not even the only name in use.

The pattern has not stopped. When Uttarakhand was created in 2000, Dehradun became the state's interim capital, and it holds that description still, a quarter of a century on. In 2020 Gairsain was declared the summer capital, making Dehradun the winter capital where the Legislative Assembly holds its winter sessions. A city named after a temporary camp has been the temporary capital for twenty-five years.

The lesson for your paperwork is not subtle. Temporary arrangements become permanent when nobody formally records anything different. A nickname becomes the name people use. A clerk's spelling becomes the spelling on the certificate. A shortened form on one document becomes the version three offices copy. None of it was decided; it simply settled. The only way to interrupt that is to make a deliberate declaration and have it recorded, which is precisely what a gazette notification is for.

Is the Uttarakhand gazette press in Dehradun?

No, and this catches people out because the assumption is so reasonable. The capital usually has the press. Here it does not.

How to change name legally in Dehradun with gazette notification and affidavit documents
The papers a Dehradun name change runs on: affidavit, newspaper page, gazette notification, and the departmental deed where a service book is involved.

The Uttarakhand Rajpatra is published by the Department of Information and printed at the Government Press, Ramnagar Industrial Estate, Roorkee 247667, in Hindi and English, with issues archived online at gazettes.uk.gov.in. The Directorate of Printing and Stationery sits inside that Roorkee campus, under the Industrial Development Department of the Government of Uttarakhand, and the establishment describes itself as more than eighty years old. Its published telephone number is 01332-358190. Roorkee is in Haridwar district, roughly seventy kilometres from Dehradun.

What the Roorkee press does

Printing and stationery for every state Government department, including work for the legislature, the Election Commission and the High Court, and publication of the Rajpatra in its Ordinary and Extraordinary editions, carrying Government orders and rules.

What it does not do

Run a public counter where an individual submits a personal name change. Uttarakhand does not operate a citizen-facing personal name change service in the way Maharashtra, Gujarat, Odisha, Rajasthan or West Bengal do, and there is no such counter in Dehradun either.

So the answer is simpler than it looks. For a name change that a passport office, a bank, UIDAI, a central Government employer or a board will accept, the file goes to the Department of Publication in Delhi and publishes in Part IV of the Gazette of India. You do not need to go to Roorkee. You do not need to find an office in Dehradun. And you do not need to travel to Delhi either. It moves by post.

Two claims to disregard

First, that your notification publishes in a Gazette of Uttarakhand within four to eight weeks. Personal notifications publish in Part IV of the Gazette of India, and publication is 30 to 45 days after the file reaches Delhi. Both halves of that claim are wrong.

Second, that some pages offer publication in ten to fifteen days with faster processing for an extra charge. The Department has no expedited service on any route, so that is a claim about a company's own paperwork speed, not about the Government's schedule.

The Lucknow mirror. Our Lucknow guide describes the exact opposite mistake: there the state Government Press is in the city, so people assume that is where a personal name change goes. Same wrong conclusion, opposite reason. In both cities the answer is Delhi, and in both the state press is doing real work that simply is not this work.

Dehradun's service and defence households: what is different for you

Few Indian cities have this concentration, and no competing page writes for it.

Dehradun is the headquarters of the Survey of India and of the Forest Department, and hosts ONGC, the Forest Research Institute, the Indian Institute of Petroleum, the Wadia Institute of Himalayan Geology and the Wildlife Institute of India. It is also home to the Indian Military Academy and the Rashtriya Indian Military College, and the Indira Gandhi National Forest Academy trains Indian Forest Service officers here.

If you or a family member is in central Government service, the defence services or a PSU, two things change.

1

There is a service record to keep in step

Central Government employees follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed is executed and routed through the department, so the service book is updated alongside the gazette. Doing the gazette quietly and leaving the service record unchanged creates a mismatch that surfaces years later at promotion or pension stage, when it is far harder to fix.

2

The gazette is insisted upon, not merely helpful

Central employers, PSUs, defence establishments and the boards that serve them commonly ask to see the gazette copy before amending their own records. For this group it is not optional in practice, whatever the general position is elsewhere.

The practical sequence. Complete the gazette, update Aadhaar and PAN, then route the departmental deed so the service book and the gazette agree, then everything downstream. Doing it in that order avoids repeating steps, and it means that whatever document an office asks for, the others already match it.

A note on the Survey of India, since it is headquartered here

When a town or city in India is renamed, the Union Government's examination involves consultation with agencies including the Survey of India, alongside bodies like the postal department and the railways, because maps, addresses and records all have to be updated in step. That is the same principle in institutional form: a name is not changed by announcement, it is changed by every record being brought into line. Your own name change works exactly the same way on a smaller scale, which is why the order of the updates matters as much as the gazette itself.

The whole Dehradun picture on one sheet: where the press actually is, where the file actually goes, the extra step for service households, and the claims to ignore.

How do you change your name legally in Dehradun, step by step?

Five steps, and not one of them requires you to leave the Doon valley.

1

Fix the exact name, then notarise the affidavit

Decide the exact spelling, spacing and initials before anything is drafted, because everything after this copies from it. Then have an affidavit drafted on stamp paper stating your old name, new name, father's or husband's name, full address in Dehradun and a clear reason, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500, and notaries sit around the district court and across the city.

2

Publish in two newspapers

The same notice in two dailies that genuinely circulate in Dehradun, one Hindi and one English. Hindi is by some distance the most read language here, with Garhwali, Jaunsari, Urdu, Punjabi, Nepali and Kumaoni all present in the population. Choose editions that reach the Doon valley rather than a Delhi-only print run. Keep the complete original printed page of each, not a cutting, with the date visible. Two advertisements usually cost Rs 800 to Rs 4,000.

3

Prepare the file

The original newspaper pages, the notice for Part IV showing parentage and residential address forwarded in original, a signed undertaking with old and new name declaring the facts are true, two copies of the prescribed proforma computer typed and not handwritten, signed and attested with two witnesses' details, the print matter without the witness portion in MS Word, a certificate signed by you that hard and soft copy contents are the same, self-attested identity proof of applicant and witnesses, two photographs, and a request letter to the Controller of Publications.

4

Pay through BharatKosh only

Pay only on bharatkosh.gov.in, commonly Rs 1,100 for an adult, Rs 1,700 for a minor and Rs 3,500 for Indians abroad, with Rs 250 added in the specific case of adopting a name of another religion without changing religion. Revised each financial year, so confirm on deptpub.gov.in before paying. It is not refundable, and no demand draft is involved at any stage.

5

Send the file by speed post

To the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054. Speed post from Dehradun works perfectly well, and applications are entertained from the applicant directly rather than through agents. Publication follows in Part IV in about 30 to 45 days.

6

Download your notification

Physical hard copies ceased on 1 October 2015. So you open the relevant issue on egazette.gov.in, use Control and F to find your old or new name, and download the whole gazette to make your own copy. It needs no further certification from the Department.

How is the notification made, and how do you book the advertisement?

How to Make Gazette Notification in Dehradun देहरादून में गजट नोटिफिकेशन कैसे बनवाएं

How to Place a Name Change Advertisement in the Newspaper देहरादून में नेम चेंज के लिए न्यूज पेपर में एड कैसे डालें

Check your documents side by side before step one. Put your school or board certificate, Aadhaar, PAN, passport and, if applicable, your service record next to each other and see which version of your name appears most often, and which one you actually need to match. Ten minutes now saves a second gazette later, and the fee is not refundable.
Keep every document under a year old, and send nothing you will need again. The Department expects supporting documents that are not older than one year, and documents once submitted are not returned.

What documents are required for a name change in Dehradun?

The core file

  • Notarised name change affidavit
  • Aadhaar card or other Government photo identity showing the old name, self-attested
  • Address proof in Dehradun
  • Complete original newspaper pages of both advertisements, dates visible
  • Prescribed proforma in two copies, computer typed, with two witnesses' details and their identity proofs
  • Two passport size photographs
  • Soft copy of the print matter in MS Word, without the witness portion
  • Certificate signed by you that hard copy and soft copy contents are the same
  • Request letter addressed to the Controller of Publications

Depending on your case

  • Marriage certificate, if the change follows a marriage
  • Divorce decree, if the change follows a divorce
  • Birth certificate of the child, if the applicant is a minor
  • Deed attested by the Indian Embassy or Consulate, if applying from abroad
  • Departmental deed, if you are a Central Government employee, under MHA O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987

What you do not need

  • A court order, or a deed poll, which is British procedure India does not use
  • A demand draft, and certainly not one payable in Dehradun
  • A compact disc. The soft copy is a Word file
  • A police clearance or no-pending-case certificate
  • Any trip to Roorkee, Dehradun collectorate or Delhi

What exactly goes into the envelope?

The checklist above, walked through item by item. This is the stage where a handwritten proforma, a missing witness identity proof or a soft copy that does not match sends the whole file back after several weeks.

Documents Required for Name Change in Dehradun देहरादून में नाम परिवर्तन के लिए आवश्यक दस्तावेज़

What does a name change cost in Dehradun?

Government charges and service charges are two different things, and you are entitled to see them separated.

Typical costs of a name change for a Dehradun applicant, Government charges and other expenses
ExpenseTypical amountNotes
Stamp paper and notaryRs 100 to Rs 500Notaries around the district court and across the city
Two newspaper advertisementsRs 800 to Rs 4,000Hindi and English dailies circulating in the Doon valley
Central Gazette, adultCommonly Rs 1,100BharatKosh only, revised each financial year, not refundable
Central Gazette, minorCommonly Rs 1,700BharatKosh only
Central Gazette, Indians abroadCommonly Rs 3,500 adult, Rs 5,100 minorEmbassy attestation and courier are separate and vary considerably
Religion case surchargeRs 250 added, making Rs 1,350Only where an adult adopts a name of another religion without changing religion, with an undertaking
Speed post to DelhiRs 50 to Rs 200The only distance cost in the whole process
Realistic self-done totalRs 2,000 to Rs 6,000All stages included
Fees are revised each financial year. The Department of Publication changes its printing charges from time to time, so treat every figure here as commonly applicable rather than fixed, and confirm the current amount on deptpub.gov.in before you pay.

On the Rs 999 packages

The Government fee alone is commonly Rs 1,100, so a Rs 999 all-inclusive package cannot include it. Such offers usually exclude the Government fee, or sell an affidavit as though it were a gazette.

Three questions settle any Dehradun quote. Is the Government fee included in that number, or on top of it? What happens if the file is returned? And where exactly is the file submitted? If the answer names a gazette office in Dehradun or Roorkee, that provider has not done this before.

How long does a name change take in Dehradun?

Affidavit and notary

Usually the same day, once you have decided the exact spelling.

Newspaper publication

2 to 7 days, depending on the booking schedule you are given.

File and speed post

2 to 4 days to build the file properly and get it to Delhi.

Publication in Part IV

30 to 45 days after the file reaches Delhi.

Plan for 3 to 7 weeks end to end. If a service book update or a departmental deed is also involved, allow longer, because that runs through your department on its own timeline rather than the Department of Publication's.

There is no expedited option on any route. If an appointment, a course date or a posting depends on this, start early and count backwards, because neither the newspaper stage nor the publication stage can be compressed.

Which parts of Dehradun and Uttarakhand do we cover?

The whole city, the Doon valley and the hill districts. The process runs online and by post, so hill roads and distance change nothing.

Applicants with pre-2000 documents may also want Uttar Pradesh, and those across the border Himachal Pradesh.

What do the name change terms actually mean?

The words that appear on every name change website, in language people actually use.

Gazette notification
A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, boards, PSUs and employers accept as legal proof. It is not a court order and needs no lawyer.
Gazette of India
The Central Government's official journal, published by the Department of Publication. A notification here is valid in every state and is what foreign missions, central employers and defence establishments look for.
Part IV
The section of the Gazette of India carrying notices from private people rather than from Government. Part IV belongs to the Central Gazette only; a state gazette has its own parts and its own numbering.
Uttarakhand Rajpatra
The state's own official journal, published by the Department of Information, printed at the Government Press in Roorkee in Hindi and English, and archived at gazettes.uk.gov.in. It carries Government orders and rules, not personal name changes.
Directorate of Printing and Stationery
The Uttarakhand department inside the Roorkee press campus, under the Industrial Development Department. It prints for every state department, the legislature, the Election Commission and the High Court.
Department of Publication
The Central Gazette office, at Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, a subordinate office of the Ministry of Housing and Urban Affairs. There is exactly one, and it is not in Uttarakhand.
Controller of Publications
The officer heading that Department, to whom your request letter is addressed. This officer sits in Delhi, so a demand draft payable to a Controller of Publications in Dehradun is payable to nobody.
Affidavit
A written statement you swear is true, signed before a notary. It states the old name, the new name, parentage, address and the reason for the change. It is the start of the process, not the finish.
Undertaking
A signed declaration accompanying the file, showing your old and new name with parentage and residential address, and declaring that the facts stated are true. It is listed separately from the affidavit.
Proforma
The prescribed application format the Department requires, computer typed in duplicate and not handwritten, signed and attested, with two witnesses whose self-attested identity proofs are enclosed.
Matching-contents certificate
A short certificate signed by you declaring that the contents of the hard copy and the soft copy are the same. It is a listed requirement, not an optional extra.
Deed of change of name
The instrument a Government employee executes and routes through the department, so that the service book is updated alongside the gazette, under MHA O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987. Not the British deed poll.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central gazette fee. Demand drafts were discontinued.
e-Gazette portal
egazette.gov.in, where published Central issues are searched and downloaded free. It is an archive, not a place to file an application.
Registrar correction
A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered it. In the city that is the Dehradun Municipal Corporation. Not a gazette matter.

What do you update after the gazette, and in what order?

The gazette is the middle of the journey. Update in this order, because each office asks for the one before it.

The order in which to update records after a Dehradun name change is published
OrderRecordWhat to take, and why it comes here
1AadhaarAt an enrolment centre with the gazette PDF, the affidavit and identity proof. Almost everything downstream verifies against Aadhaar
2PAN cardCorrection application with the gazette attached. Banks and employers check PAN against Aadhaar
3Bank accountsBranch request with the gazette. Doing this before Aadhaar and PAN agree creates a mismatch that is slow to unpick
4Service bookThrough your department, if you are in Government or defence service, with the deed under the 1987 Office Memorandum. This is the step most people in this city forget
5PassportA re-issue with change of name. Rules are on passportindia.gov.in. Whatever you declare becomes the name on every visa issued afterwards
6Voter ID and driving licenceBoth accept the gazette. The licence goes through the transport office that issued it
7EPFO or UAN, and insuranceEmployer-routed for EPFO. Insurers want the gazette and the updated identity proof
8School, board and university recordsIncluding any in another state, plus property and business records. Each runs its own process

Name Change in Passport in Dehradun देहरादून में पासपोर्ट में नाम कैसे बदलें

How to Name Change in Driving Licence in Dehradun देहरादून में ड्राइविंग लाइसेंस में नाम कैसे बदलें

Keep several printouts. Every office wants its own copy of the gazette page, and none of them return it. A published gazette PDF needs no attestation or certification; the Department's own guidelines say so. Aadhaar rules are on uidai.gov.in.

What will a gazette notification not do for you?

This is where most disappointment comes from, so it is worth being blunt.

A gazette notification is a dated public record of your declaration. It is strong evidence and most institutions accept it. What it does not do is silently rewrite anything. Every one of these still runs its own process, with the gazette as the proof you bring:

School, board and university records

Each board runs its own correction procedure and decides its own outcome. If your certificate came from another state, that board still handles it, and a Central Gazette notification is valid there too.

Your service book

It changes through your department, under the 1987 Office Memorandum, not because a notification was published in Delhi. In this city that is the single most commonly missed step.

Birth and death certificates

A Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered it. A gazette does not touch it.

Aadhaar, PAN, passport and bank

Each has its own update process and its own form. The gazette is what you produce at each one, and each takes its own time.

How is a name corrected on an education document or a school record?

Name Change in Education Document in Dehradun देहरादून में शिक्षा दस्तावेज़ में नाम कैसे बदलें

Name Change in School Record in Dehradun देहरादून में स्कूल रिकॉर्ड में नाम कैसे बदलें

So anyone promising that one publication fixes everything has misunderstood the instrument. The gazette is the record that makes the change provable. What follows is a sequence of updates, and there is no way to skip it.

My birth certificate has a mistake. Do I need a gazette?

No, and this is one of the most expensive misunderstandings in the whole subject. If the mistake is in a birth certificate, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered the birth. Within the city that is the Dehradun Municipal Corporation; elsewhere in the district it is the relevant nagar palika or gram panchayat. The Civil Registration System portal is crsorgi.gov.in.

A gazette notification can support that file, and sometimes the registrar will ask for it, but the gazette does not rewrite the certificate, and applying for one instead of going to the registrar simply delays the fix.

Correcting a name on a birth certificate in Dehradun

Name Change in Birth Certificate in Dehradun देहरादून में बर्थ सर्टिफिकेट में नाम कैसे बदलें

Which body registered it? The certificate itself names the issuing authority, and for a birth registered before 9 November 2000 that body was operating under Uttar Pradesh. It is still the right body to approach. Go back to whichever appears on the document, not to the one nearest where you live now.

Pre-2000 certificates, students, hill spellings and marriage

Certificates from before the 2000 split

Anyone schooled or employed before 9 November 2000 holds documents issued by Uttar Pradesh, and many families here hold a mix: an older UP certificate, something from the Uttaranchal years between 2000 and 2007, and newer Uttarakhand records.

All of them remain fully valid. The reorganisation protected existing records, and a certificate naming Uttar Pradesh does not become wrong because the district moved. The problem arises only when the name itself is written differently across those eras, which is common because entries were made by different hands in different administrations. One gazette notification gives every office a single version, and Part IV is valid in both states.

Students at the Doon valley's schools and institutes

Dehradun draws students from across India to its schools, forestry and defence institutions and universities. A name written one way on a school certificate from the home state and another way on documents obtained here is a very common starting point, and it usually surfaces at a passport application or a first job verification.

You do not need to travel home to fix it. A Central Gazette notification is valid in every state and supports a correction application to the original board, which then runs its own process. The gazette file itself can be prepared and posted from Dehradun.

Hill districts and Garhwali or Kumaoni spellings

Across the Garhwal and Kumaon districts, names have often been written down by clerks working from speech, and the same name reaches English in more than one form across decades of records. None of it is anyone's error. It becomes a problem only when two documents have to agree, usually at a bank or a passport counter.

A gazette notification declaring one final written form settles it for every office afterwards, and the file can be prepared from a hill district exactly as from the city, since it moves by post rather than by hand.

Name change after marriage

The same three stages apply, with the marriage certificate attached, and it works in both directions, whether you are adopting a spouse's surname or returning to a maiden name. A marriage certificate on its own does not change your name in Government records.

And a point worth making plainly. If you keep using your existing name and nothing on paper changes, you do not need a gazette at all. Plenty of people are sold one they never required.

Minors

A parent or legal guardian applies on the child's behalf, swearing the affidavit and attaching the child's birth certificate. The minor fee applies, commonly Rs 1,700 with the usual revision caveat. Both parents signing avoids objections later. School admission is the usual trigger here, so allow the full timeline rather than starting a fortnight before a deadline.

Changing a minor name in Dehradun

How to Change a Minor Name in Dehradun देहरादून में नाबालिग का नाम कैसे बदलें

Applying from abroad

Execute the deed and have it attested by the Indian Embassy or High Commission of the country you are in, then apply to the Central Gazette. The Government fee for Indians abroad is commonly Rs 3,500 for an adult and Rs 5,100 for a minor, with attestation and courier extra and variable. Family in Dehradun can send the file, but the papers must carry your signature.

How does a Government or defence employee in Dehradun change a name?

This matters more here than almost anywhere else in India, because of how many households in this city are in central Government service, the defence services or a PSU.

Central Government employees follow the Ministry of Home Affairs O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987, executing a deed routed through the department so that the service book is updated alongside the gazette. The deed is a departmental instrument, not the British deed poll.

State Government employees should inform their own department as well, and tell the establishment section before filing rather than after.

How does a Government employee in Dehradun do it?

Name Change of a Government Employee in Dehradun देहरादून में सरकारी कर्मचारी का नाम कैसे बदलें

Do not do the gazette quietly and tell your office later. A service record that does not match the gazette creates problems at promotion and pension stage, sometimes years afterwards, and unpicking it then is far harder than doing it in the right order now. For defence and central service families this is the single most important line on this page.
Sequence it properly. Gazette, then Aadhaar and PAN, then the departmental deed so the service book and the gazette agree, then everything downstream. Whatever document an office later asks for, the others already match it.

Why do name change applications get rejected in Dehradun?

Almost every rejection is one of these, and every one of them is avoidable before you spend anything.

Looking for a gazette counter in Dehradun

Because it is the capital. Or travelling to Roorkee because that is where the press is. Neither has a public counter for a personal name change.

Believing it publishes in a Gazette of Uttarakhand

Within four to eight weeks. Personal notifications publish in Part IV of the Gazette of India, in 30 to 45 days.

Doing the gazette without the departmental deed

So the service book and the gazette no longer agree. In this city that is the commonest expensive mistake, and it surfaces years later.

One letter or one space out of place

Between the affidavit, the advertisements and the application. This is the commonest reason files come back, and the fee is not refundable.

A cutting instead of the full page

The Department checks the masthead and the date, so a clipping of just your notice is not accepted. Keep both complete original pages.

A soft copy that does not match

When a signed certificate says it does. The Word file and the hard copy have to carry the same text, word for word.

Arranging a demand draft

Instead of paying on BharatKosh. The draft route is closed, and no draft is payable to any Controller of Publications in Dehradun.

Documents older than a year

Or sending an original you will need again, since documents once submitted are not returned.

Should you do this yourself, or use a service?

This is paperwork rather than law, no lawyer is required, and from Dehradun the whole thing can be done without travelling anywhere, because the file goes by speed post. If you have the patience to get the proforma right and the soft copy matching, you can do it yourself, and many people here should.

Where help genuinely earns its money in this city is the service and defence cases. Getting the gazette and the departmental deed to move in the right order, so that the service book, the gazette and the identity documents all agree, is the difference between a clean file and a problem that resurfaces at promotion or pension stage. Add a posting or a course date to that and the margin for error disappears.

What does a name change agent or consultant in Dehradun actually do?

Name Change Agent in Dehradun देहरादून में नेम चेंज एजेंट

Name Change Consultant in Dehradun देहरादून में नेम चेंज कंसल्टेंट

What an honest service looks like. Since the Department accepts applications only from the applicant directly, nobody can file it for you. An honest service prepares and checks your file while you sign and send it, tells you plainly when you do not need a gazette at all, separates the Government fee from its own charge, and knows without looking it up that the state press is in Roorkee and that neither Roorkee nor Dehradun is where your file goes. That is exactly how Documentadvisor works.

Your Trust and Security First

A name change means handing your identity documents to someone you have never met. We take that seriously, and we would rather be slow and correct than fast and wrong.

Your documents stay private

Your scans go to one advisor and one file. We do not resell your details, add you to a marketing list, or publish anyone's papers as samples.

We work from the offices' own pages

Not from a search result. The file contents and fee heads here come from the Department of Publication's own guidelines, and the Roorkee press details from the Government Press's own site.

We know the service-book route

The deed under the 1987 Office Memorandum, routed through your department so the service book and the gazette agree. In a city like this, that is the part that matters most and the part most often skipped.

We settle the exact form first

Against your board certificate, your passport, your service record and your Aadhaar. Spelling, spacing and initials, sent to you letter by letter, with your written confirmation before anything is drafted.

We tell you what to ignore

No gazette counter in Dehradun or Roorkee, no Gazette of Uttarakhand for a personal notification, no ten to fifteen day expedited publication, no Rs 999 all-inclusive package and no demand draft.

We tell you when you do not need us

If your case is a plain Registrar correction, or a board correction the gazette will not perform anyway, we say so before you spend anything.

A typical case we handle: a Dehradun applicant in central Government service whose UP-era school certificate spelled the name one way, whose Aadhaar and PAN carried a shortened form, and whose service book matched neither, discovered during a promotion review. We compared all four, established that the board certificate should decide the form, settled one final spelling in writing, drafted the affidavit and booked the Hindi and English notices in Doon valley editions, built the file to the Department's own list and sent it by speed post. The departmental deed was prepared in parallel so the service book moved with the gazette rather than months behind it. This is an illustrative example of the type of case we handle, not a named client review.

Everything You Need, In One Place

One place for the paperwork people find hardest: gazette notifications, affidavits, newspaper advertisements, rental agreements and property papers. Drafted, checked and filed by a team that does it daily.

How It Works

Booking a service with Documentadvisor is as easy as 1-2-3. Sit back and let our team do the work.

Book

Call, WhatsApp or fill the form. Tell us your old name, the exact new name you want, your area in Dehradun, whether a service book is involved, and the deadline behind it.

Schedule

We settle the exact spelling with you in writing against your board certificate, passport and service record, draft the affidavit, book the Doon valley notices, then build the file exactly to the Department's own list.

Relax

You sign and send it by speed post. We track it to publication and send you a written checklist of which record to update next, with the departmental deed in the right place in the sequence.

The questions Dehradun applicants search for most

Is there a gazette office in Dehradun?

Not for personal name changes. The Uttarakhand Rajpatra is printed at the Government Press in Roorkee, and the state gazette carries Government notifications. A personal name change file goes to the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054.

Where is the Uttarakhand Government Press?

At Ramnagar Industrial Estate, Roorkee 247667, in Haridwar district, roughly seventy kilometres from Dehradun. It sits under the Industrial Development Department, and the Rajpatra is archived at gazettes.uk.gov.in.

Does my notification publish in the Gazette of Uttarakhand?

No. Personal name changes publish in Part IV of the Gazette of India. Pages claiming publication in a Gazette of Uttarakhand within four to eight weeks are wrong on both the gazette and the timeline.

Do I have to travel to Roorkee or Delhi?

Neither. The whole file moves by speed post from Dehradun, and the published gazette is downloaded online. That is equally true from a hill district as from Rajpur Road.

I am in central Government or defence service. What is different?

You have an extra step, and it is the one people skip. A deed executed and routed through your department under MHA O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987, so the service book is updated alongside the gazette. Sequence it as gazette, then Aadhaar and PAN, then the deed.

My certificate says Uttar Pradesh. Is it still valid?

Yes, completely. Documents issued before 9 November 2000 were issued by Uttar Pradesh and remain fully valid, as do Uttaranchal-era records from 2000 to 2007. A gazette notification is what reconciles a name written differently across those eras.

People also search for

  • Gazette office in Dehradun address: there is no gazette counter for personal name changes in the city. The state press is in Roorkee and the Central Gazette office is in Delhi.
  • Uttarakhand Government Press Roorkee: Ramnagar Industrial Estate, Roorkee 247667, under the Industrial Development Department, printing for every state department and publishing the Rajpatra.
  • Uttarakhand Rajpatra: the state gazette, in Ordinary and Extraordinary editions, archived at gazettes.uk.gov.in. It carries Government orders and rules, not personal name changes.
  • Defence personnel name change Dehradun: the gazette plus a departmental deed under the 1987 Office Memorandum, so the service book and the gazette agree.
  • UP era certificate correction Uttarakhand: pre-2000 certificates remain valid. One Part IV notification reconciles a name across UP, Uttaranchal and Uttarakhand records.
  • Name change agent in Dehradun: the Department accepts applications only from applicants directly, so what you need is a service that prepares, checks and tracks your file, which you sign and send.

Frequently asked questions on changing your name in Dehradun

The questions we are asked on the phone every day.

Is there a gazette office in Dehradun?+
Not for a personal name change. The Uttarakhand Rajpatra is printed at the Government Press in Roorkee, and the state gazette carries Government orders and rules. There is no citizen counter for a personal name change in Dehradun or in Roorkee, and the Central Gazette office is in Delhi.
Why is the state press not in the capital?+
The Government Press at Ramnagar Industrial Estate, Roorkee, in Haridwar district, predates the state; it describes itself as more than eighty years old. When Uttarakhand was formed in 2000 the press stayed where it was, and Dehradun became the interim capital. Roorkee is roughly seventy kilometres away.
Where does my file actually go?+
To the Department of Publication, Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054, by post or courier. Publication follows in Part IV of the Gazette of India in about 30 to 45 days.
Does my notification publish in a Gazette of Uttarakhand?+
No. Personal name changes publish in Part IV of the Gazette of India. Any page claiming publication in a Gazette of Uttarakhand within four to eight weeks is wrong on both the gazette and the timeline.
Can I pay extra to publish in ten to fifteen days?+
No. The Department has no expedited service on any route. An offer of faster publication for a higher charge describes that company's own turnaround on your paperwork, not the Government's schedule.
Do I have to travel to Roorkee or Delhi?+
Neither. The file moves by speed post from Dehradun and the published gazette is downloaded online. That is equally true from a hill district, so distance and hill roads change nothing about the process.
I am in central Government or defence service. What is different?+
You have an extra step. A deed is executed and routed through your department under MHA O.M. No. 190016/1/87-Estt.(A) dated 12 March 1987, so the service book is updated alongside the gazette. Sequence it as gazette, then Aadhaar and PAN, then the deed, then everything downstream.
What happens if I do the gazette but not the service book?+
A mismatch that surfaces years later at promotion or pension stage, when it is far harder to fix than it would have been at the time. In a city with this many service households it is the commonest expensive mistake, and it costs nothing to avoid.
My certificate says Uttar Pradesh. Is it still valid?+
Yes, completely. Documents issued before 9 November 2000 were issued by Uttar Pradesh and remain fully valid, as do Uttaranchal-era records from 2000 to 2007. The reorganisation protected existing records. A gazette reconciles a name written differently across those eras.
How much does a name change cost in Dehradun?+
The Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid on bharatkosh.gov.in and revised each financial year. With stamp paper, notary, two newspaper advertisements and speed post, a realistic self-done total is Rs 2,000 to Rs 6,000.
Are the Rs 999 packages real?+
The Government fee alone is commonly Rs 1,100, so a Rs 999 all-inclusive package cannot include it. Ask whether the Government fee is included, what happens if the file is returned, and where exactly the file is submitted.
Can I pay by demand draft?+
No. Payment is on bharatkosh.gov.in only and the demand draft route is closed. Do not make a draft payable to a Controller of Publications in Dehradun either, because that officer is in Delhi.
Do I need to send a compact disc?+
No. What the guidelines ask for is the print matter without the witness portion in MS Word as a soft copy, plus a certificate signed by you that hard copy and soft copy contents are the same. Older checklists still say to burn a disc.
How many newspaper advertisements do I need?+
Two dailies circulating in Dehradun, one Hindi and one English. Choose editions that reach the Doon valley rather than a Delhi-only print run, and keep the complete original printed page of each with the date visible.
Can an agent submit the file for me?+
No. Applications are entertained from the applicant personally or by post or courier, and the guidelines name agents and advocates as impermissible channels. A service can prepare and check the file; you sign and send it.
Will I get a printed gazette by post?+
No. Physical printing and sale of hard copies ceased on 1 October 2015. You open the issue on egazette.gov.in, use Control and F to find your name, and download the whole gazette as your copy. It needs no further certification.
I studied in another state. Can I fix my certificate from here?+
You can do the gazette from here, and it is valid in every state. The certificate itself is corrected by the board that issued it, which runs its own process with the gazette attached. You do not need to travel home to start.
My birth certificate has a mistake. Do I need a gazette?+
No. That is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the Dehradun Municipal Corporation or whichever nagar palika or gram panchayat registered the birth. The portal is crsorgi.gov.in.
How do I change my minor child's name?+
A parent or legal guardian applies on the child's behalf with the child's birth certificate attached, and the minor fee applies, commonly Rs 1,700 with the usual revision caveat. School admission is the usual trigger here, so allow the full 3 to 7 weeks.
Do I need a court order?+
No. An ordinary name change needs the affidavit, newspaper and gazette stages. No court is involved, and India does not use the British deed poll system, so any checklist asking for a deed poll is importing foreign procedure.
How long does the whole thing take?+
Plan for 3 to 7 weeks: the affidavit usually same day, the newspaper 2 to 7 days, file preparation and speed post 2 to 4 days, then 30 to 45 days for publication in Part IV. Allow longer if a service book update runs alongside.

Who wrote and checked this page?

This guide is written and maintained by the Documentadvisor documentation desk, the team that files gazette notifications, affidavits and newspaper advertisements across India from our office in Burari, Delhi. The file contents, the fee heads, the one year rule, the non-return of documents and the download instructions come from the Department of Publication's own guidelines for change of name. The Roorkee details, including the Ramnagar Industrial Estate address, the Industrial Development Department control and the Ordinary and Extraordinary editions of the Rajpatra, are taken from the Government Press's own website rather than from a directory.

Two things on this page correct claims in wide circulation, including on our own network. A personal notification does not publish in a Gazette of Uttarakhand in four to eight weeks; it publishes in Part IV of the Gazette of India in 30 to 45 days. And there is no expedited publication at ten to fifteen days for a higher charge, on any route. We would rather correct ourselves in public than leave a reader planning around a timeline that does not exist.

The short version

Everything on this page in ten lines

  • The Uttarakhand Rajpatra is printed at the Government Press, Ramnagar Industrial Estate, Roorkee 247667, not in the capital. Roorkee is about seventy kilometres from Dehradun.
  • Neither Roorkee nor Dehradun has a public counter for a personal name change. Uttarakhand runs no citizen-facing personal name change service.
  • Your file goes to the Department of Publication, Civil Lines, Delhi 110054, by speed post, and publishes in Part IV of the Gazette of India.
  • Publication takes 30 to 45 days after the file reaches Delhi. It does not take four to eight weeks in a Gazette of Uttarakhand, and there is no ten to fifteen day expedited option.
  • Three stages: notarised affidavit, two newspaper notices in Hindi and English in Doon valley editions, then the prescribed file. Settle the exact spelling before anything is drafted.
  • Fee commonly Rs 1,100 adult and Rs 1,700 minor on bharatkosh.gov.in only, revised each financial year, never refundable. No demand draft.
  • The soft copy is a Word file without the witness portion, plus a certificate that hard and soft copies match. It is not a compact disc.
  • If you are in central Government, defence or PSU service, add the departmental deed under the 1987 Office Memorandum so the service book moves with the gazette. This is the step most often skipped here.
  • Certificates issued before 9 November 2000 were issued by Uttar Pradesh and remain fully valid. One Part IV notification reconciles a name across the eras.
  • Hard copies ceased on 1 October 2015; download from egazette.gov.in. A birth certificate error is a Registrar correction under Section 15 of the RBD Act, 1969.
