Changing your name legally feels harder than it should, mostly because websites keep contradicting each other. This page sets out the real name change procedure in Uttarakhand: what the affidavit must say, which newspapers count, which Gazette actually publishes a personal notice, what the Government really charges, and how long each stage takes.

A Gazette notification is a formal announcement of your name change printed in the official journal of the Government. Once it carries a page number and a date, it becomes the document that Aadhaar, PAN, banks, schools, the passport office and employers accept as the legal record of your new name. An affidavit on its own is the beginning of the change, not the end of it.

The state that changed its own name, twice in seven years

A fact that makes Uttarakhand unusual in any conversation about legal names, and it explains exactly why a Gazette notification matters.

On 9 November 2000 the state was carved out of Uttar Pradesh and called Uttaranchal. The name never sat well with the statehood movement, and Parliament passed the Uttaranchal (Alteration of Name) Act, 2006, which is Act 52 of 2006. It received Presidential assent on 21 December 2006 and came into force on 1 January 2007 through notification GSR 779(E) dated 29 December 2006. The Act also substituted the name in the Fourth Schedule to the Constitution. Since then the state has been Uttarakhand.

Notice how that change became real. An Act, then a notification in the Official Gazette. Your own name change works on exactly the same principle. Until the Gazette carries it, it is an intention. Once it is published, every office works from the published record.

Your old certificates are still valid. Papers issued before November 2000 under Uttar Pradesh, and between 2000 and 2007 under Uttaranchal, do not stop being valid because the state was renamed. The rename changed the name of the state, not your documents, and nothing requires you to reissue anything. What the rename did leave behind, for a lot of families, is a spelling mismatch across old and new records. That is a separate problem, and the Gazette is how you fix it.

Uttarakhand Rajpatra or Central Gazette of India: know the difference

This is where most guides for this state go wrong, and getting it wrong wastes weeks.

Uttarakhand does have its own official gazette, the Uttarakhand Rajpatra. It is printed by the Directorate of Printing and Stationery, Government Press Roorkee, at Ramnagar Industrial Estate, Roorkee 247667, under the Industrial Development Department of the Government of Uttarakhand. The press prints for the State Legislature, for Government departments, for the Election Commission and for the High Court, and it issues both an Ordinary Gazette and an Extraordinary Gazette. Published notifications are searchable at gazettes.uk.gov.in.

Now read what that gazette actually carries: laws, Government orders, appointments, transfers, departmental notifications and budget literature. There is no counter or form for a private citizen to publish a personal change of name notice in it. For individuals in Uttarakhand the working route is the Central Gazette of India, which is accepted in every state and Union Territory and by foreign missions.

Step by step name change procedure in Uttarakhand

Five stages, in this order. Nobody can skip one for you, and doing them out of order is the most common cause of a returned file.

The affidavit

An affidavit on non-judicial stamp paper stating your old name, your new name, your father's or husband's name, your full address in Uttarakhand and the reason for the change. You sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500.

The newspaper notices

The same wording published in two daily newspapers that circulate where you live, one Hindi and one English. Keep the complete original printed page of each, including the masthead and the date. A cutting is not accepted.

The Gazette notification

The complete file goes to the Department of Publication in Delhi, with the fee paid through BharatKosh. Once printed in Part IV, you download the PDF from egazette.gov.in, and that PDF is your legal proof.

Step 1: prepare and notarise the affidavit

The affidavit is short, but everything else copies from it. It carries your old name, your new name, your father's or husband's name, your full address and the reason for the change, and it is sworn before a notary. If your new name is spelt one way in the affidavit and another way in the newspaper, the file comes back. For a minor, the parent swears the affidavit. For a change after marriage, the affidavit names the maiden name, the married name and the date of marriage.

Step 2: publish the notices in two newspapers

Two papers, two languages, identical wording: one Hindi daily and one English daily. Pick editions that genuinely cover your district, whether that is a Dehradun edition for Garhwal or a Haldwani edition for Kumaon. A Delhi-only edition does nothing for an Almora resident, and the Department checks the masthead and edition line on the page you send.

The advertisement must carry your old name, your new name, your full address, your age, your father's or husband's name, the date the affidavit was sworn, and the name of the notary who attested it. Cross-check every line before it prints. Two notices together usually cost Rs 800 to Rs 4,000 depending on the paper and the edition.

Step 3: assemble the Central Gazette file

Your file for the Department of Publication should contain:

  • The complete original newspaper pages carrying your notices
  • A signed undertaking that the facts stated are true
  • Two copies of the prescribed proforma, signed by you and attested
  • A soft copy of the notice text, in the form the Department currently asks for
  • Self-attested photo identity of the applicant and of the witness
  • Two passport size photographs
  • A request letter addressed to the Controller of Publications

Keep every supporting paper recent. The Department expects documents that are not older than one year, so an affidavit or a newspaper page from an earlier attempt will sink the file.

Step 4: pay the fee through BharatKosh only

The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, with an extra amount for each alias if you publish alias names. The Department of Publication revises these amounts each financial year, so confirm the current figure on deptpub.gov.in before you pay. The fee is not refundable.

Do not send a demand draft. The demand draft and direct bank transfer routes were discontinued years ago, yet older pages still tell you to draw one in favour of a Controller of Publications in Uttarakhand. That instruction is wrong twice over: the payment method is closed, and there is no Controller of Publications in Uttarakhand.

Step 5: submit the file and download your notification

Send the complete file by post or courier to the Department of Publication, Civil Lines, Delhi 110054, or hand it in there. Applications are accepted from the applicant directly rather than from agents, which is why an honest consultant prepares and checks your file end to end and you sign and send it. Once processed, your change appears in Part IV of the Gazette of India. Since October 2015 the Gazette has been digital only. You download your notification free from egazette.gov.in and that PDF needs no further certification. No paper copy is posted to you, so ignore anyone promising an original certificate by courier.

Send clear, flat scans. Photographs of documents taken at an angle are the second most common reason for delay.

One spelling, everywhere. Before anything is printed, decide the exact spelling, the exact spacing, and whether you are keeping an initial. To a Government database, "S Negi", "S. Negi" and "Snegi" are three different people. We put the final spelling in writing with you before the affidavit is typed.
Keep everything recent. The Department expects supporting documents that are not older than one year. An old affidavit lying in a file at home is not a saving, it is a rejection waiting to happen.

What you can change is equally broad: the full name, the spelling of an existing name, or just the surname. The affidavit states exactly what the old full name was and exactly what the new full name will be, so a partial change is handled the same way as a complete one.

About those Rs 999 offers. The Central Government fee alone is commonly Rs 1,100, so an all-inclusive Gazette price below that is not possible. Such offers are usually an affidavit sold as a Gazette, or a price that quietly leaves the Government fee out. Before you pay anyone, ask two questions: which Gazette, and does the price include the Government fee paid on BharatKosh.

The fee is also not refundable. If the notification prints with an error that came from your own file, you pay again for a correction notice. That is exactly why we confirm the spelling in writing and refuse to rush a file with an unresolved question in it.

Two timeline claims that need correcting. Some sites promise publication in 10 to 15 days with a paid expedited option. The Department of Publication has no expedited service, so nobody can sell you one. Other pages, including older versions of guides for this state, say the notification publishes in the Gazette of Uttarakhand in 4 to 8 weeks. Personal notifications do not publish in the state Rajpatra at all. They publish in Part IV of the Gazette of India, in 30 to 45 days.

A formal announcement printed in the official journal of the Government. For a name change it is the document that Aadhaar, PAN, passport offices, banks and employers accept as legal proof.
Central Gazette
The Gazette of India, published by the Department of Publication in Civil Lines, Delhi. It is accepted everywhere in India and by foreign missions.
Uttarakhand Rajpatra
The state's own official gazette, printed by the Directorate of Printing and Stationery at Government Press Roorkee. It carries laws, Government orders and departmental notifications, not personal name change notices.
Part IV

A person authorised by the Government to witness signatures and certify documents. Notarisation is done in person, which is the one stage that cannot be completed online.
Non-judicial stamp paper
Government stamped paper used for affidavits and agreements. The value required is usually small and is set locally.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in. It is the only accepted channel for the Central Gazette fee, because demand drafts and direct bank transfers were discontinued.
e-Gazette
The portal at egazette.gov.in where published notifications are searched and downloaded. It is a download portal only. You cannot submit an application through it.
Registrar correction
A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, made by the municipal body that issued the certificate. It is not a Gazette matter.
Deed of change of name
A formal deed used mainly by Government and defence employees and by applicants abroad, executed and routed through the department or attested by the Indian mission.
Self-attestation
Signing your own photocopy to confirm it matches the original. Gazette files ask for self-attested copies of your identity document and your witness's.

After the Gazette: update your records in this order

The Gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Keep the originals together. Keep the notarised affidavit, both complete newspaper pages and a printed copy of the Gazette PDF in one folder. You will be asked for the set again, often years later. Reprinting a Gazette page is easy. Recovering a lost newspaper page is not.

A birth certificate mistake is not a Gazette matter

This is the single most common thing people in Uttarakhand are sold wrongly. If the error sits in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that issued the certificate: Dehradun Nagar Nigam, your municipal council or nagar palika, or the gram panchayat for your area.

A Gazette notification will not change the entry in the birth register. The two documents live in different systems. The Civil Registration System portal is crsorgi.gov.in. Agents who push every birth certificate case into a Gazette application are charging you for the wrong process. Where a case genuinely needs both, which happens when you want a new name going forward and a corrected record going backward, we say so and quote the two separately.

Same principle for board records. A mark sheet correction goes through that education board's own correction process, and that includes old Uttar Pradesh Board certificates held by anyone schooled before November 2000. The Gazette supports the application, but the board's procedure decides the outcome and charges its own fee.

Name change after marriage

A woman adding her husband's surname, or choosing to keep her maiden name and record it clearly, follows the same three stages. The marriage certificate is attached as supporting proof. If you are reverting after a divorce, attach the decree instead. The Gazette route works in both directions, and a marriage certificate on its own does not change your name in Government records.

Name change for a minor child

A parent or legal guardian applies on the child's behalf. Uttar Pradesh and Uttaranchal era documents

This is the most Uttarakhand-specific problem of all, and almost nobody writes about it. Anyone schooled before November 2000 holds certificates issued in Uttar Pradesh, and papers from 2000 to 2007 may say Uttaranchal. Those documents stay valid. What the era often left behind is a spelling mismatch between an old UP Board certificate, a Hindi record and a newer English document. A Gazette notification fixing one final spelling is the cleanest way to make every office, in either state, accept the same name.

Applying from abroad

An applicant outside India executes the deed and has it attested by the Indian Embassy or Consulate, then applies to the Central Gazette. Budget around Rs 7,500 to Rs 9,000, and the same free download from egazette.gov.in works from anywhere in the world.

My old certificates say Uttar Pradesh or Uttaranchal. Are they still valid?+
Yes. Papers issued before 9 November 2000 under Uttar Pradesh, and between 2000 and 2007 under Uttaranchal, remain valid.
