How to Change Name Legally in Hyderabad
On 2 June 2024 Hyderabad stopped being the capital of two states and became the capital of one. Nothing moved, nothing was built, nobody redrew a boundary. A clause in an Act published in the Gazette a decade earlier simply ran out. This city is the clearest demonstration in India of what a gazette notification actually does, and this guide covers how to use one for your own name.
Name Change Procedure in Hyderabad: Gazette Office and Name Correction हैदराबाद में नाम बदलने और नाम सुधार की प्रक्रिया
Hyderabad residents have two routes. The state route: a notarised affidavit and newspaper advertisement, then an application through the Telangana e-Gazette portal, published in Part II by the Commissionerate of Printing, Stationery and Stores Purchase at Chanchalguda, on a weekly Wednesday cycle. The Central route: the same affidavit and advertisements, then a file to the Department of Publication at Civil Lines, Delhi 110054, published in Part IV in about 30 to 45 days and valid across India and abroad. If a passport or a visa is involved, you want the Central one.
What does changing your name legally in Hyderabad actually involve?
Three stages, in a fixed order, then a choice. A notarised affidavit that sets the exact new name down. A newspaper advertisement in two dailies. And a gazette notification, which is the stage that makes it official. The choice is which gazette.
A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date and an entry number, passport offices, UIDAI, banks, boards, employers and foreign missions treat it as the legal record of your new name. An affidavit on its own is the beginning of the change, not the end of it, and no court order is involved at any point.
Hyderabad is one of the few Indian cities where the state route is real and works. Telangana runs an online gazette at tggazette.cgg.gov.in that carries a Change of Name application and publishes personal notifications in Part II every week. That is genuinely useful. It is also not what an embassy, a foreign employer or a passport office is looking for, and in this city an enormous share of name changes are driven by exactly those things. So the honest answer is not "use the state route because it is local". It is: work out which office is going to read your notification, then choose accordingly.

The city whose status ended because a clause expired
It is worth spending a moment on this, because most people live their whole lives without seeing so clean an example of what a published instrument does.

Section 5(1) of the Andhra Pradesh Reorganisation Act, 2014 said that on and from the appointed day, Hyderabad shall be the common capital of the State of Telangana and the State of Andhra Pradesh for such period not exceeding ten years. Section 5(2) said that after that period expired, Hyderabad shall be the capital of Telangana and there shall be a new capital for Andhra Pradesh. An Explanation recorded that the common capital included the area notified as the Greater Hyderabad Municipal Corporation under the Hyderabad Municipal Corporation Act, 1955.
The Act was published in the Gazette on 1 March 2014 and came into force on the appointed day, 2 June 2014. Ten years later, on 2 June 2024, the clause ran out and Hyderabad became the capital of Telangana alone. No ceremony was needed to make it happen, and no announcement could have delayed it. A sentence published in the Gazette in March 2014 had contained a clock, and the clock finished.
And the other half of the same clause has now been settled too
Section 5(2) left Andhra Pradesh's new capital unnamed. That gap was closed in 2026. The Andhra Pradesh Reorganisation (Amendment) Bill, 2026 was passed by the Lok Sabha on 1 April 2026 and the Rajya Sabha on 2 April 2026, and received Presidential assent on 6 April 2026. It amends Section 5(2) itself, substituting words so that Amaravati shall be the new capital, and adds a second Explanation defining Amaravati by reference to the areas notified under the Andhra Pradesh Capital Region Development Authority Act, 2014.
Two naming systems in one city, and forms cannot handle either
Most Indian cities have one naming convention that forms handle badly. Hyderabad has two, side by side, and a great many families here are affected by one or the other.
Telugu initials and family-name-first names
Telugu naming commonly places the family or house name first and the given name after, and in daily use most of it collapses into initials. K. Srinivas Rao. M. V. Lakshmi. B. Ravi Kumar. Everyone here reads these correctly. Passport forms, visa applications, foreign universities and airline systems do not: they want a given name and a surname in separate fields, and an initial is neither.
What follows is familiar to anyone from this region who has applied for a passport. One document expands the initial, another keeps it, a third expands it differently, and a fourth drops it altogether. Each version reads as a different person during verification.
Urdu and Telugu spellings of the same name
Hyderabad is also one of the few Indian cities where Urdu naming exists at real scale alongside a regional-language naming system, and older records here were written in more than one script by clerks working from speech.
So the same name reaches English in several proper forms. Mohammed, Mohammad, Muhammad and Mohd. Ahmad and Ahmed. Syed, Sayyed and Saiyad. Fatima and Fatema. Begum written as part of the name on one document and omitted on another. None of these is wrong; they are transliterations, and transliteration has never been standardised. But a bank verification system comparing two of them sees two people.

Two routes in Hyderabad: TG e-Gazette or Central Gazette
Most Indian cities have one usable route. Hyderabad has two, so the first real decision is which office is going to read your notification.

Records from before 2014, and from the shared decade
Hyderabad has an unusual documentary history in living memory, and it produces genuine mismatches.
Before 2 June 2014
Anything issued came from united Andhra Pradesh. That covers most school certificates, intermediate marksheets, degree certificates and service records held by anyone over thirty.
2014 to 2024
While Hyderabad was the common capital, both state administrations operated offices in the city, so a family can hold documents from that decade issued by either state.
Since 2 June 2024
Hyderabad has been the capital of Telangana alone, and new records are issued accordingly.
All of those documents remain fully valid. The Reorganisation Act protected existing records, and a certificate naming Andhra Pradesh does not become wrong because the institution that issued it now sits on the other side of a line. The problem is only when the name itself is written differently across those eras, which happens easily when entries were made by different offices over three decades.
How do you change your name legally in Hyderabad, step by step?
The first two steps are the same whichever route you take. Step three is where they part.
Fix the exact name, then notarise the affidavit
Decide the exact spelling, spacing and initials before anything is drafted, because everything after this copies from it. If you are expanding initials, decide the full expansion and which part goes in the given name field and which in the surname field. Then have an affidavit drafted on stamp paper stating your old name, new name, father's or husband's name, full address and a clear reason, and sign it before a notary. Notaries work around the district courts and across the twin cities. Stamp paper and notary together usually cost Rs 100 to Rs 500.
Publish in two newspapers
The same notice in two dailies that genuinely circulate where you live, one Telugu and one English. In the old city an Urdu daily may be the paper people around you actually read, and where that is the case it is a sensible choice for the regional advertisement. The notice carries your old name, new name, full address, age, parentage and the affidavit date, worded exactly as the affidavit reads. Keep the complete original printed page of each, not a cutting. Two advertisements usually cost Rs 800 to Rs 4,000.
The state route, on the TG e-Gazette portal
Apply through tggazette.cgg.gov.in, which carries a Change of Name application form, uploading the affidavit, the newspaper proof, identity and address proof and photographs. The Commissionerate at Chanchalguda publishes its contact numbers, 040-24550855 and 040-24554367, if you need to confirm the current document list or fee. Personal notifications appear in Part II on a weekly Wednesday cycle, so the wait is short compared with the Central route.
The Central route, file prepared for Delhi
Your file should contain the original newspaper pages, the notice for Part IV showing parentage and residential address, a signed undertaking with old and new name, two copies of the prescribed proforma computer typed and attested with two witnesses' details, the print matter without the witness portion in MS Word, a certificate signed by you that hard and soft copy contents are the same, self-attested identity proof of applicant and each witness, two photographs, and a request letter to the Controller of Publications.
Pay: BharatKosh for Central, portal for state
The Central fee is paid only on bharatkosh.gov.in, commonly Rs 1,100 for an adult, Rs 1,700 for a minor and Rs 3,500 for Indians abroad, with Rs 250 added in the specific case of an adult adopting a name of another religion without changing religion. Revised each financial year, so confirm on deptpub.gov.in before paying. It is not refundable and no demand draft is accepted. For the state fee, the portal shows it at the application stage, so confirm there rather than trusting a private site.
Send, then download your notification
Post or courier the complete Central file to the Department of Publication, Civil Lines, Delhi 110054. Applications are entertained from the applicant directly or by post, not from agents. Publication follows in Part IV about 30 to 45 days later. Hard copies ceased on 1 October 2015, so open the issue on egazette.gov.in, use Control and F to find your name, and download the whole gazette as your own copy. It needs no further certification.

What does a name change cost in Hyderabad?
Government charges and service charges are two different things, and you are entitled to see them separated.

What do the name change terms actually mean?
The words that appear on every name change website, in language people actually use.
- Gazette notification
- A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof. It is not a court order and needs no lawyer.
- Gazette of India
- The Central Government's official journal, published by the Department of Publication. A notification here is valid in every state and abroad, which is why visa-driven cases use it.
- Part IV
- The section of the Gazette of India carrying notices from private people rather than from Government. Part IV belongs to the Central Gazette only; the Telangana Gazette has its own parts.
- Telangana Gazette, Part II
- The part of the state gazette carrying personal notifications, including name changes and alias declarations, published on a weekly Wednesday cycle.
- TG e-Gazette
- The Telangana online gazette at tggazette.cgg.gov.in, which carries a Change of Name application form. Most states have no such facility at all.
- Commissionerate of Printing, Stationery and Stores Purchase

- Alias declaration
- A published declaration that you are known by two names, rather than a change replacing one with the other. Telangana's Part II carries these. Decide which you actually want before applying.
- Transliteration
- Writing a name from one script into another. It is the ordinary source of variation in this city, because an Urdu or Telugu name written in roman letters can come out in more than one correct form, and no standard governs which.
- Expansion of initials
- Writing out in full what an initial stands for. Since a passport form needs a given name and a surname in separate fields, the expansion you declare becomes the name on every visa issued afterwards.
- Affidavit
- A written statement you swear is true, signed before a notary. It states the old name, the new name, parentage, address and the reason for the change. It is the start of the process, not the finish.
- Proforma
- The prescribed Central application format, computer typed and not handwritten, in duplicate, signed and attested, with two witnesses whose self-attested identity proofs are enclosed.
- Matching-contents certificate
- A short certificate signed by you declaring that the contents of the hard copy and the soft copy are the same. It is a listed Central requirement, not an optional extra.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central gazette fee. Demand drafts were discontinued.
- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the GHMC or whichever body registered it. Not a gazette matter.
What do you update after the gazette, and in what order?
The gazette is the middle of the journey. Update in this order, because each office asks for the one before it, and on a visa timeline doing it out of order means repeating steps.

What will a gazette notification not do for you?
This is where most disappointment comes from, so it is worth being blunt.
A gazette notification is a dated public record of your declaration. It is strong evidence and most institutions accept it. What it does not do is silently rewrite anything. Every one of these still runs its own process, with the gazette as the proof you bring:
SSC, Intermediate and university certificates
A spelling on an SSC or Intermediate certificate that does not match the Aadhaar is the most common starting point in this city, particularly for certificates issued before 2014 under united Andhra Pradesh. The board runs its own correction process and decides the outcome. Ask the board which gazette it accepts before choosing a route.
Birth and death certificates
A Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered it, which within the city is the Greater Hyderabad Municipal Corporation. A gazette does not touch it.
Passport, visa and employer records
The passport is a re-issue application in its own right, and visa and employer records follow the passport rather than the gazette. That is why the order in the table above matters on a visa timeline.
Aadhaar, PAN, bank and service book
Each has its own update process and its own form. The gazette is what you produce at each one, and each takes its own time.
My birth certificate has a mistake. Do I need a gazette?
Usually not. If the error is in the birth certificate itself, a spelling wrong at registration or a detail entered incorrectly, that is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that registered the birth, which within the city is the Greater Hyderabad Municipal Corporation, and elsewhere the relevant municipal body. The national portal is crsorgi.gov.in. A gazette notification can support that file; it cannot replace it.
A gazette notification is the right instrument for something different: when the birth certificate is correct as registered, and you now want to be known by a different name. That is a change rather than a correction.
Visas, aliases, boards, marriage and minors
IT, pharma and visa-driven name changes
This is the largest single category in this city. A name mismatch that never mattered in India surfaces during an employment background check, a work visa application or an international transfer, because a degree certificate, a PAN, a passport and an HR record each carry a slightly different version of the same name.
Alias declarations
Telangana's Part II publishes alias declarations as well as ordinary name changes, which is useful if you are known by two names and need both on record rather than replacing one with the other. Decide before you apply whether you want a change or an alias, because they are different declarations and switching afterwards means starting again. If you are going the Central route with an alias, confirm the current fee heads on deptpub.gov.in before paying, since they are revised each financial year.
Board and university records
A spelling on an SSC or Intermediate certificate that does not match the Aadhaar is a very common starting point, particularly for certificates issued before 2014 under united Andhra Pradesh. The board runs its own correction process and decides the outcome; the gazette supports that application rather than replacing it. Ask the board which gazette it accepts before choosing a route, because that answer alone can decide the question for you.
Name change after marriage
The same stages apply, with the marriage certificate attached. If you keep using your existing name and nothing on paper changes, you do not need a gazette at all.
Minors
A parent or legal guardian applies on the child's behalf, swearing the affidavit and attaching the child's birth certificate. On the Central route the minor fee applies, commonly Rs 1,700 with the usual revision caveat, and Rs 5,100 for a minor abroad. Both parents signing avoids objections later.
Applying from abroad
Indians living outside India submit a deed attested by the Indian Embassy or High Commission of the country they are in, and the Central fee is commonly Rs 3,500 for an adult. Attestation and international courier are separate costs and vary a great deal, so budget them apart from the Government fee.
Are you a Government employee?
Then you have a step most guides leave out. Central Government employees follow Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through your own department, so the service book is updated alongside the gazette rather than years behind it. State Government employees in Telangana should inform their establishment section in writing as well, on the same reasoning.
Why do name change applications get rejected in Hyderabad?
Almost always for small, preventable reasons. On a visa timeline each one is expensive, so they are worth reading twice.
Expanding an initial two different ways
One expansion on the affidavit and another in the advertisement or on the form. Settle the full expansion in writing first, including which part is the given name and which the surname.
Choosing a transliteration by default
Picking between Mohammed, Mohammad and Mohd by accident rather than decision, and then using two of them across the same file. Check what your board certificate and passport already carry, decide once.
Chasing paperwork nobody asked for
A police verification certificate or a Tahsildar's Annexure. No gazette route asks for either, on either side.
Following a guide written for another state
Pages addressed to residents of Visakhapatnam or Vijayawada are written for Andhra Pradesh, not Telangana. Check who a page thinks it is talking to before you follow it.
Choosing the state route for a passport case
Fast and local is the wrong optimisation when an embassy is going to read the notification. Then you repeat the whole thing centrally, having lost the weeks.
Applying for a change when you wanted an alias
Or the reverse. They are different declarations, and switching afterwards means starting again from the affidavit.
A demand draft for the Central fee
The draft route is closed. Payment is on bharatkosh.gov.in only, and never to a Controller of Publications in Hyderabad, because that officer is in Delhi.
Documents older than one year
The Department expects recent supporting papers for the Central file, and documents once submitted are not returned, so never send an original you will need again.
Should you do this yourself, or use a service?
Both routes are doable alone, and the Telangana portal makes the state one genuinely convenient. Plenty of people in this city do it themselves and it works.
The judgement worth paying for sits before the paperwork: which route your case actually needs, whether you want a change or an alias, and above all how your name should be written, because in this city that is a real decision between several legitimate forms rather than a formality. That decision follows you onto a passport and every visa after it. On the Central route one mismatch means the file comes back after weeks with the fee gone, which on a visa timeline is expensive.

Does Telangana have its own gazette route?
Yes, and a working one. The TG e-Gazette portal at tggazette.cgg.gov.in carries a Change of Name application form, run by the Commissionerate of Printing, Stationery and Stores Purchase at Chanchalguda, Hyderabad, with personal notifications published in Part II on a weekly Wednesday cycle. Most states have no such facility at all.
Where is the gazette office in Hyderabad?
The Commissionerate of Printing, Stationery and Stores Purchase at Chanchalguda, which publishes the numbers 040-24550855 and 040-24554367. There is no Central Gazette office in Hyderabad; that one is at Civil Lines, behind Delhi Vidhan Sabha Metro Station, Delhi 110054.
Do I need police verification for a name change?
No. Neither the Telangana route nor the Central route requires a police verification certificate or an Annexure from the Tahsildar, despite what one widely shared page says. If a provider tells you otherwise, they have not done a Telangana file correctly.
How do I expand my initials for a passport?
Decide the exact expanded form first, including which part goes in the given name field and which in the surname field, declare it through a gazette notification, then update Aadhaar and apply for the passport re-issue in that form. Whatever the passport carries is what every visa issued afterwards will copy, so this is the decision to take slowly.
My certificates are from united Andhra Pradesh. Are they valid?
Yes, fully. Documents from before 2 June 2014, and from the decade when Hyderabad was a shared capital, remain valid. A Central Gazette notification is valid in both states, so one application covers records on either side and nobody needs to travel to Amaravati or Vijayawada.
Which route should I use if I am applying for a work visa?
The Central route. Part IV of the Gazette of India is what embassies, foreign employers and passport offices recognise. The state route is faster and entirely genuine, but it is built for records inside Telangana, and choosing it for a visa case usually means doing the whole thing again centrally.

- Hyderabad has two real routes. The state one publishes in Part II of the Telangana Gazette weekly on Wednesdays; the Central one publishes in Part IV of the Gazette of India in 30 to 45 days.
- The state route is applied for on tggazette.cgg.gov.in, run by the Commissionerate of Printing, Stationery and Stores Purchase at Chanchalguda, on 040-24550855 and 040-24554367.
- If a passport, a visa, a central Government employer or a bank in another state will read the notification, use the Central route. That is most of this city's cases.
- Three stages either way: notarised affidavit, two newspaper notices in a Telugu and an English daily, then the application or the file. An Urdu daily is a sensible regional choice in the old city.
- Central fee commonly Rs 1,100 adult and Rs 1,700 minor on bharatkosh.gov.in only, revised each financial year, never refundable. For the state fee, the portal shows it at the application stage.
- No police verification and no Tahsildar's Annexure are required on either route, whatever a widely shared page says.
- This city carries two naming systems at once, Telugu initials and Urdu transliteration. Decide one exact written form, and if you are expanding initials decide the full expansion, because the passport makes it permanent.
- Documents from before 2 June 2014 came from united Andhra Pradesh and remain fully valid, as do documents from the shared-capital decade. Part IV covers both sides.
- Section 5 of the Reorganisation Act gave Hyderabad ten years as common capital and the clock finished on 2 June 2024. In April 2026 the same section was amended so that Amaravati is Andhra Pradesh's capital.
- A birth certificate error is a Registrar correction under Section 15 of the RBD Act, 1969, through the GHMC or whichever body registered the birth.
