Ask the internet whether Karnataka has its own gazette and you get both answers, sometimes from the same website. One page says the state has none. Another page on that very site walks you through the state portal. This page settles it for all 31 districts: which routes actually exist, what each one is for, honest fees, and a warning about the addresses circulating online.

What does the name change procedure in Karnataka actually involve?

The process is simpler than the search results make it look. The results are the problem. One commercial website tells readers to upload their application to the official Karnataka gazette portal and then names its own domain as that portal. Another network publishes district pages with Government-looking web addresses that do not exist, and calls districts states. A third gives three different addresses for the Karnataka gazette office across its own pages, and one Bengaluru-titled page sends readers to a Government Press in Mumbai.

A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date and a number, passport offices, banks, boards, employers and foreign missions accept it as the legal record of your new name. An affidavit on its own is the beginning of the change, not the end.

Did a Chief Minister once change states without moving office?

Effectively, yes. And it is the cleanest illustration of what a gazette notification actually does.

After unification in 1956 the Kannada speaking state was still called Mysore State, a name that sat uneasily with the northern districts who had fought hardest for unification. The Legislative Assembly passed a resolution on 27 July 1972 and the Legislative Council on 5 August 1972, and the state forwarded them to the Centre that August. Because Article 3 of the Constitution has a proviso, the President referred the Bill back to the State Legislature for its views first.

Parliament then enacted the Mysore State (Alteration of Name) Act, 1973 (Act 31 of 1973), which received assent on 21 August 1973. It amended Article 168(1)(a) and changed entry 9 in the First Schedule and entry 10 in the Fourth Schedule from Mysore to Karnataka. Section 3 is one sentence long: As from the appointed day, the State of Mysore shall be known as the State of Karnataka. The appointed day was 1 November 1973, celebrated ever since as Karnataka Rajyotsava.

D. Devaraj Urs went to bed on 31 October as Chief Minister of Mysore and woke on 1 November as Chief Minister of Karnataka. Same chair, same office, same person. A different name, because a notification said so.

There is a footnote worth knowing. That Act was itself repealed in 2001, by the Two-Member Constituencies (Abolition) and Other Laws Repeal Act, 2001, with effect from 14 September 2001. The state is still Karnataka. Once a name change has taken effect, the instrument that carried it can be cleared off the books and the new name simply stays. That is exactly what a gazette notification does for a person: it is a dated public record of a change that has already happened, not a licence you have to keep renewing.

Does Karnataka have its own gazette for a name change?

Yes. The confusion in search results is not because the answer is complicated. It is because a lot of pages are written without checking.

Karnataka runs a state gazette through the Department of Printing, Stationery and Publications, a Government of Karnataka department with its own official website at gokprinting.karnataka.gov.in, a State Gazette section, an archive of older editions, and divisional presses across the state. The published gazette is the Karnataka Rajyapatra, reached through the state's e-Rajyapatra system. So pages claiming Karnataka has no state gazette for a name change are simply wrong. Awkwardly, some of those pages sit on the same domains as other pages that describe the state portal in detail.

What that state gazette is good for is a separate question, and this is where the useful advice lies. A state notification is a lawful state record, and it is often exactly what a Karnataka board, a state university or a state service department wants. It is not what a passport office, a central Government employer, a bank in another state or a foreign authority looks for. Those want Part IV of the Gazette of India.

When in doubt, the Central Gazette covers more ground. If your name has to work in more than one state, or on a passport, choose it, or do both. Nobody is harmed by holding a Central notification as well, and plenty of people run the state one for their board records and the central one for everything else.

Can you trust the Karnataka gazette address you found online?

Verify it first. This state has an unusually bad information problem, and it costs people real money and real trips.

A private domain calling itself the Government portal

One commercial website instructs readers to upload their application to the official Karnataka gazette portal, and then names its own domain as that portal. A private company is not a Government portal, whatever it puts in brackets.

Government URLs that do not exist

Another network has auto-generated district pages publishing Government-looking web addresses in the form of a district name inside a gov.in URL. Those addresses do not exist. The same pages refer to districts as though they were states.

Published addresses for the state gazette office differ across pages, and sometimes across pages on a single website: one road and pincode here, a different industrial area there, a third locality and pincode elsewhere.

The department's own site is gokprinting.karnataka.gov.in, and the Central Gazette is downloaded from egazette.gov.in. Confirm the current office address, submission method, timings and fee from the department itself before you travel anywhere or pay anyone. And remember: a gazette PDF is a public record. It should never cost you a retrieval fee.

How does the name change procedure in Karnataka work, step by step?

Five stages, and the first one decides whether your file passes.

Step 1: fix the exact spelling, then draft the affidavit

This is the step that decides whether your file passes. Choose one exact form of your new name, including initials, spacing and whether a surname is used at all, and never vary it again. Then get an affidavit drafted on stamp paper stating your old name, your new name, your father's or husband's name, your address in Karnataka and the reason for the change, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500.

A Karnataka specific point. Many people here carry a single given name with a village or father's initial in front, and different documents expand it differently. If you are expanding an initial, decide the full expanded form now, because that is the name your passport and every later record will carry.

Step 2: publish in two newspapers, one Kannada and one English

Publish the same notice in two dailies circulating where you live: one Kannada and one English. Kannada is the official language of the State under Section 2 of the Karnataka Official Language Act, 1963, which received assent on 5 October 1963 and says in plain words that the official language of the State of Karnataka shall be Kannada. One English paper alone is not enough here, which catches out applicants who assume an English notice covers it. The wording must match the affidavit exactly, including the spelling you fixed in step one. Keep the complete original pages with the dates clearly visible, not cuttings. Two notices usually cost Rs 800 to Rs 4,000.

Step 3A: the state route, through the department

For the Karnataka Rajyapatra, the application goes to the Department of Printing, Stationery and Publications with the affidavit, the newspaper pages, identity and address proof, photographs and the completed application form. Because published guidance on the office address, the submission method and the fee is inconsistent across private websites, confirm all three with the department directly before you go. Once published, retrieve your notification through the state gazette system rather than paying anyone to fetch it.

Step 3B: the central route, by post to Delhi

For the Gazette of India, the file contains the original newspaper pages, a signed undertaking, two copies of the prescribed proforma, computer typed and not handwritten, a soft copy of the notice text, a certificate signed by you declaring that the hard and soft copies match, self-attested identity of the applicant and of one witness, two photographs, and a request letter to the Controller of Publications. Keep every document less than one year old.

Step 4: pay the central fee through BharatKosh only

The central fee is paid only through bharatkosh.gov.in, commonly Rs 1,100 for an adult and Rs 1,700 for a minor, revised each financial year, so confirm the current amount on deptpub.gov.in before paying. The fee is not refundable, and demand drafts are not accepted.

Step 5: post the file and download your notification

Send the complete central file by post or courier to the Department of Publication, Civil Lines, Delhi 110054. There is no Central Gazette counter in Bengaluru, so speed post is the normal route and works perfectly well. Applications are accepted from the applicant directly, not from agents, which is why an honest consultant prepares your file end to end while you sign and send it. Once published, open the relevant Part IV issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your copy. Hard copies ceased on 1 October 2015 and no further certification is needed.

Part IV belongs to the Central Gazette only. It is the section carrying notices from private people rather than from Government. The Karnataka Rajyapatra has its own structure, so any page telling you your state notification will appear in Part IV of the Karnataka gazette has confused the two documents.

Neither route sells expedited publication. A company promising faster Government processing for a higher fee is describing its own turnaround, not the department's. If a visa appointment, an exam form or a joining date is behind your file, begin several weeks ahead.

Keep several printouts. Every office wants its own copy, and a Tahsildar's office or a board will rarely accept a phone screen. Keep the affidavit, both original newspaper pages and printed copies of the notification together in one folder, and store a scanned set as well.

Is a birth certificate mistake a gazette matter in Karnataka?

No. If the error sits in a birth certificate, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued it: the BBMP in Bengaluru, your City or Town Municipal Council, or the gram panchayat, with the state's e-Janma system used for birth records. The Civil Registration System portal is crsorgi.gov.in.

Note also that births and deaths are governed by that central Act. Pages citing a Karnataka Birth and Death Registration Act of 1999, and a Section 15A within it, are citing something that does not exist. A gazette entry can support your file, but it does not rewrite the certificate, and agents who sell it that way are selling the wrong process.

The same applies to board, university and land records. Each follows its own correction process. A gazette supports the application, and for a bigger change it is usually essential, but the issuing body decides the outcome and charges its own fee. For land records you take the published notification to the Tahsildar's office so the RTC reflects the new name.

Which special situations come up most in Karnataka?

Five cases we see constantly, starting with the two that are specific to this state.

SSLC, PUC and university records

One of the most common Karnataka cases: a spelling on the SSLC marks card that does not match the Aadhaar or the degree certificate. The board and the university each run their own correction process, and the gazette notification supports that application rather than replacing it. For school and state university records the Karnataka Rajyapatra is often what is asked for; for CBSE and central boards the requirements are stricter and may go beyond a gazette alone. Ask the specific board what it wants before choosing a route.

IT professionals, visas and passport mismatches

Bengaluru produces a particular version of this problem: a degree certificate, a PAN and a passport that each split or expand the same name differently, discovered only when a visa application or an international background check flags it. The Central Gazette is the right anchor here, because Part IV is valid everywhere and recognised abroad. Fix the gazette first, then Aadhaar, then the passport re-issue, then employer and visa records, in that order.

Marriage, divorce and a minor child

A woman adding a spouse's surname attaches the marriage certificate; reverting to a maiden name after a divorce attaches the decree. Both directions use the same stages, and if you simply keep using your existing name and nothing on paper changes, you do not need a gazette at all. For a minor, a parent or legal guardian applies, swearing the affidavit and attaching the child's birth certificate along with their own identity proof. On the central route the minor fee applies, commonly Rs 1,700, and both parents signing avoids objections later.

Land and RTC records

A gazette notification does not update land records by itself. Take the published notification to the Tahsildar's office and follow their process so the RTC reflects your new name. The same principle applies everywhere: the gazette is the proof you bring, and each office still runs its own update.
