Does the Ghaziabad Nagar Nigam do gazette name changes?
No. This deserves the first proper section, because it is the most expensive mistake circulating about this city.
One widely read guide instructs Ghaziabad residents to visit the official eGazette website of the Ghaziabad Nagar Nigam, which it says handles gazette name change applications, and to fill in an online form there. Another passage tells readers that updating their name with the Nagar Nigam is much the same as a gazette name change.
None of that is correct, and you can check it in a minute yourself. The Ghaziabad Nagar Nigam is the city's municipal corporation, upgraded from a municipal board to a corporation on 31 August 1994. It covers about 210 square kilometres across 100 wards in five zones: City, Kavi Nagar, Vijay Nagar, Mohan Nagar and Vasundhara. Its own website at ghaziabadnagarnigam.in offers property tax and self assessment, property mutation, user charges, civil work status, e-challan, water quality, contractor registration and e-tendering, plus online birth and death certification through the national civil registration portal. There is no gazette or eGazette service on it anywhere.

How did this city lose half its own name?
Ghaziabad has a naming story that fits this subject unusually well.
The town was founded in 1740 by Ghazi-ud-din, a wazir in the court of the Mughal emperor Muhammad Shah, on the banks of the Hindon river, in the unsettled years after Nadir Shah's invasion of 1739. He named it after himself: Ghaziuddinnagar. The Grand Trunk Road, running from Kolkata to Peshawar, passed through it, and the settlement steadily grew.
Then in 1864 the railways opened through the town, and the long name was shortened to its present form, Ghaziabad. Nobody passed a resolution about it. It was compressed for convenience, on timetables and station boards and in daily speech, and the short form simply became the name. The district itself is much younger: Ghaziabad became an independent district on 14 November 1976, carved out of Meerut.
You are in Uttar Pradesh, so why is the gazette office twenty minutes away?
This is the practical point that matters most, and it is specific to this city rather than shared with the rest of the state.
Personal name changes for Uttar Pradesh residents go to the Central Gazette. Uttar Pradesh does have a state Government Press under the Directorate of Printing and Stationery, and it prints the UP State Gazette, but that gazette carries Government notices rather than personal applications from private citizens. For someone in Kanpur, Gorakhpur or Varanasi that leaves a long journey whichever route they consider.
For you it does not. The Department of Publication is at Civil Lines in north Delhi, and Delhi begins at the Anand Vihar and Ghazipur borders. From Indirapuram, Vaishali, Kaushambi or Sahibabad the office is a Metro ride away, roughly 25 km. The state press in Lucknow is around twenty times further. So the route that is legally correct is also, for you, the convenient one. That is not true for most of Uttar Pradesh.
Why hand it in yourself
- Nothing is lost in transit. A file that never arrives is discovered weeks later, with the fee already paid and non-refundable
- Obvious gaps are caught at the counter. A missing photograph, an unsigned proforma or a cutting where a full page was needed is better found on the spot

- Carry the complete original newspaper pages, not cuttings

Four claims about Ghaziabad that are wrong
Each of these is on a page ranking today, and each one costs somebody time, money or a wasted morning.
"Apply on the Nagar Nigam eGazette website"
Covered in full above, and it is the worst of the set. It does not merely invent an office, it names a real Government body and attributes a function to it that the body does not perform. Painfully, one version of this sits on a page in our own network, which is why it is listed here rather than quietly ignored.
"There is an Official Gazette of Ghaziabad"
A city does not have a gazette. India has one, and Uttar Pradesh has a State Gazette. Neither is a Gazette of Ghaziabad, and there is no city level e-Gazette portal. The same page also says the rules differ depending on which state you live in, in a guide addressed to a single city.
"You must have no ongoing legal cases"
An invented eligibility condition. It appears nowhere in the Department of Publication's requirements. What the Department expects is a complete, consistent file with documents under a year old. Do not chase a police clearance nobody asked for.
"You must be at least 18 years old"
The same page says this, then explains the minor process a few lines later. A minor's name can be changed, through a parent or legal guardian, with an undertaking signed by the guardian and the child's birth certificate attached, at the minor fee.

Step 1: fix the exact name, then notarise the affidavit
Decide the exact spelling, spacing and initials of your new name before anything is drafted, because everything after this copies from it. Then get an affidavit drafted on stamp paper stating your old name, your new name, your father's or husband's name, your full address in Ghaziabad and a clear reason for the change, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500.
Step 2: publish in two newspapers, one Hindi and one English
Publish the same notice in two dailies that genuinely circulate in Ghaziabad, one Hindi and one English. The city reads both Delhi editions and UP editions, so you have real choice and it is worth taking more than one quote. The notice must carry your old name, new name, full address, age, father's or husband's name and the affidavit date, worded exactly as the affidavit reads. - A certificate signed by you declaring that the hard copy and soft copy contents are similar
- Self-attested photocopy of identity proof of the applicant and each witness
- Two self-attested passport size photographs
- A request letter to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, along with the requisite fee
Keep every supporting document recent. The guidelines state that the documents must not be older than one year.
Step 4: pay the fee through BharatKosh only
The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor resident in India. Where an adult adopts a name of another religion without changing religion the published guidelines show Rs 1,100 plus Rs 250, that is Rs 1,350. For applicants living abroad the guidelines put it at Rs 3,500 for an adult and Rs 5,100 for a minor. The Department revises these amounts, so confirm the current fee on deptpub.gov.in before paying. It is non-refundable, and no demand draft is involved.
Step 5: submit in person or by post, then download
Submit the complete file at the Department of Publication, Civil Lines, Delhi 110054, in person on a working day, or by post or courier if that suits you better. Your notification then appears in Part IV of the Gazette of India, in weekly Saturday dated issues, about 30 to 45 days later. Since hard copies ceased on 1 October 2015, you open the relevant issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your own copy. It needs no further certification, and nobody should charge you to fetch a public record.

The words that appear on every name change website, in language people actually use.
- Gazette notification
- A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof. It is not a court order and needs no lawyer.
- Department of Publication
- The Central Gazette office, at Civil Lines, Delhi 110054, a subordinate office of the Ministry of Housing and Urban Affairs. About 25 km from most of Ghaziabad.
- Controller of Publications
- The officer heading the Department of Publication. Your request letter is addressed to this officer. There is no Controller of Publications in Ghaziabad or anywhere in Uttar Pradesh.
- Part IV
- The section of the Gazette of India carrying notices from private people rather than from Government. Part IV belongs to the Central Gazette only; a state gazette has its own parts.
- UP State Gazette

- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered it, which within the city is the Ghaziabad Nagar Nigam. Not a gazette matter.

The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Birth certificate correction: this one does go to the Nagar Nigam
Having spent a whole section saying the corporation has no role, here is the one place it genuinely does.
If the mistake is in a birth certificate, whether it is a wrong spelling, a wrong parent name or a missing child name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that registered the birth, which within the city is the Ghaziabad Nagar Nigam, or the relevant nagar palika or gram panchayat elsewhere in the district. The Civil Registration System portal is crsorgi.gov.in, and the corporation's own website links to it for online birth and death certification.
So the municipal corporation does have a name related role, just not the one some guides claim: it corrects its own birth register, and it does not publish gazettes. A gazette notification can support the file, but it does not rewrite the certificate itself, and anyone selling you a gazette for a birth certificate typo is selling the wrong process.

The board runs its own correction procedure, and the gazette notification supports that application rather than replacing it. Complete the gazette first, then apply to the board with it attached. Nobody can promise that a gazette alone rewrites a board certificate, and anyone who does is overselling.
Delhi and Noida commuters
A very large share of the city lives here and works across the border. That is usually where the mismatch is discovered, at an employer's background check or a bank in Delhi or Noida, rather than at home. The Central Gazette is valid in every state, so one notification covers your Ghaziabad records, your Delhi employer's file and anything in Noida at the same time. Sequence it as gazette, then Aadhaar, then PAN and bank, then employer records.
Certificates from elsewhere in UP, or beyond
Ghaziabad has drawn people from across western Uttar Pradesh and much further, so the mismatch is often inherited: a name written one way on a certificate issued in the home district, and another way on everything obtained after moving. You do not need to travel back. A Central Gazette notification is valid across India and supports a correction application wherever the original record sits.
Marriage, and a minor child

Does the Ghaziabad Nagar Nigam do gazette name changes?
No. The Nagar Nigam is the municipal corporation. Its own website lists property tax, mutation, water, tendering and online birth and death certification, and no gazette service at all. It does handle birth certificate corrections for births registered in its area, which is a different process entirely.
Is there a gazette office in Ghaziabad?
No. The Central Gazette office is the Department of Publication, Civil Lines, Delhi 110054, about 25 km away, and the Uttar Pradesh Government Press prints the State Gazette from Lucknow, roughly 500 km away.
