Almost every page writing about the name change procedure in Punjab makes the same expensive mistake. It lists gazette offices in Punjab cities that do not accept personal name change applications, tells you to advertise in a Hindi newspaper in a state whose official language is Punjabi, and quotes an all-inclusive price below the Government fee itself. People drive to those addresses. This page sets out what actually happens, and names the one Punjab state route that is real along with who is allowed to use it.

A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date and a number, Aadhaar, PAN, banks, boards, passport offices, employers and foreign missions accept it as the legal record of your new name. An affidavit on its own is the beginning of the change, not the end.

Why does a gazette matter in a state redrawn twice and named for a language?

Punjab has lived through more identity change on paper than almost any Indian state, and every stage of it happened through an official notification.

Partition in 1947 cut away West Punjab and Lahore. On 1 November 1956 the States Reorganisation Act merged the Patiala and East Punjab States Union, an eight-state union inaugurated on 15 July 1948, into a larger Punjab. Then came the Punjabi Suba movement, and Parliament passed the Punjab Reorganisation Act, 1966 (Act 31 of 1966), assented on 18 September 1966. On the appointed day, 1 November 1966, Haryana was formed, hill districts went to Himachal Pradesh, and Chandigarh became a Union Territory as the shared capital of both states. That date is marked as Punjab Day.

The redrawing has not stopped. Malerkotla became the state's twenty-third district on 14 May 2021, carved out of Sangrur, and a twenty-fourth district at Anandpur Sahib has been discussed without being notified. Punjab today has 23 districts across 5 divisions: Jalandhar, Patiala, Ropar, Faridkot and Firozpur.

Every one of those changes took effect because it was published, not because it was announced. Your name works the same way. It is not the affidavit and it is not the newspaper advertisement that makes the change legal, it is the gazette entry at the end.

One thing the Reorganisation Act did not do, whatever you read elsewhere. Act 31 of 1966 deals with territory, assets, services and the adaptation of laws. It contains no clause validating personal documents or certificates across the change, because it did not need one. A certificate issued in 1965 in a district that is now in Haryana or Himachal Pradesh remains a valid certificate. What it can leave behind is a mismatch between an old document and a new one, and where your name is the thing that differs across that set of papers, the gazette is the tool that settles it.

Is there a gazette office in Punjab for a name change?

The honest answer has two halves, and most pages get both of them wrong.

Punjab does publish its own gazette, run by the Department of Printing and Stationery and printed at the Government Press. But look at how matter reaches it. Departments appoint nodal officers, who are given credentials and send notifications in electronically, and material has to reach the Government Press, Chandigarh, before 12 noon on Tuesday for that week's gazette. Extraordinary notifications have a same-day 2 p.m. cut-off. What the public gets is a sub-portal where published notifications can be searched and viewed. There is no window at which a private person files a personal name change.

So for a name change that a passport office, UIDAI, a bank, a foreign consulate or a board will accept without argument, Punjab residents apply to the Central Gazette of India in Delhi. Distance costs nothing: the file travels by speed post, and an applicant in Gurdaspur follows the same process as one in Delhi.

Three inventions to walk past. First, several websites list gazette offices for name change at Sector 17 Chandigarh, near the Golden Temple in Amritsar, in Rishi Nagar Ludhiana and at Civil Lines Jalandhar. Those are not gazette offices for a personal name change, and walking in with your file will not get it published. Second, one ranking page invents a Chandigarh Support Desk for Punjab applicants under the Department of Publication. No such desk exists in the Department's structure. Third, any page listing a gazette office beside a Punjab city with the pin code 110054 has copied the Delhi address, because that pin code belongs to Civil Lines, Delhi.

Which Punjab state route is real, and who is it for?

This is the detail no competing page carries, and it is on the Department's own published service list.

Alongside gazette printing, stationery supply and forms, the Department of Printing and Stationery lists a service for a Government servant who adopts a new name or makes any modification in an existing name. It is a genuine state gazette route, and it works like this.

Complete the formalities

A deed of change of name is executed, the change is published in a newspaper, and identity documents including the Aadhaar card are assembled. This is the same evidence base as the citizen route, gathered before anything moves.

Get departmental approval

The papers go through the parent department for approval first. The department is part of the route, not a formality afterwards, which is why doing the gazette quietly and telling your office later causes problems.

Submit to the Government Press

The approved set is submitted to the Government Press, S.A.S. Nagar for publication in the official gazette, on payment of the prescribed fee of Rs 160, by demand draft or cash in favour of the Controller, Printing and Stationery Department, Chandigarh.

Two things follow, and both matter more than they look.

If you are not a serving Government servant, this route is not open to you. No amount of asking at a counter changes that, and no consultant can file it for you. Your route is the Central Gazette in Delhi, described in the next section.

If you are a Government servant, this is not a substitute for telling your department. The approval step exists so the service book and the gazette entry move together. A published name your service record does not carry creates a new problem rather than solving the old one.

How to Make Gazette Notifications in Punjab पंजाब में गजट नोटिफिकेशन कैसे करें

Notice what this corrects. Older pages tell Punjab applicants to draw a demand draft of Rs 1,100 in favour of the Controller of Publications, Punjab. There is no Controller of Publications for Punjab. There is a Controller, Printing and Stationery Department, Chandigarh, the fee on that route is Rs 160, and it applies to Government servants only. The Rs 1,100 figure belongs to the Central Gazette in Delhi, where demand drafts are not accepted at all and payment goes through BharatKosh. Two different offices, two different fees, and a template that mixed them together.

How does the Central Gazette route work from Punjab, step by step?

Five stages. Nothing on this list needs you to travel to Delhi, and nothing on it needs an agent to submit for you.

Affidavit

Sworn before a notary on stamp paper, stating your old name, your new name, your father's or husband's name, your full Punjab address and the reason for the change.

Step 1: prepare and notarise the affidavit

Get an affidavit drafted on stamp paper stating your old name, your new name, your father's or husband's name, your full Punjab address and the reason for the change, then sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500, and notaries sit in every district headquarters from Pathankot to Fazilka.

If you are adding a surname, write the complete final name here exactly as you want it to appear on the passport, letter by letter, including the spacing. Everything downstream copies from this document, so a decision postponed at this stage becomes a mismatch at the last one.

Step 2: publish the notice in two newspapers

Publish the same notice in two daily newspapers that genuinely circulate in your district: one Punjabi daily and one English daily. The Punjabi press here is large and real, with dailies such as Ajit, Jag Bani and Punjabi Tribune, and English readers are served by The Tribune and the national titles.

This is where a copied template does real damage. Several advice pages tell Punjab applicants to advertise in the regional language, Hindi. Punjab's official language is Punjabi, in Gurmukhi script, declared by the Punjab Official Language Act, 1967. A Hindi advertisement is the wrong choice for a Punjab file, and it is wrong for a reason you can point at in a statute rather than a matter of preference.

The notice has to carry your old name, new name, full address, age, father's or husband's name and the affidavit date. Keep the complete original printed page of each newspaper. Two notices usually cost Rs 800 to Rs 4,000, depending on the titles.

Step 3: assemble the file for the Department of Publication

Your file should contain the original newspaper pages carrying both notices, a signed undertaking that the facts are true, two copies of the prescribed proforma signed and attested, a soft copy of the notice text, self-attested identity proof of the applicant and the witness, two passport size photographs, and a request letter to the Controller of Publications.

Keep every supporting document recent. The Department expects papers not older than one year, so an affidavit or newspaper page from three years ago sinks the file even when everything else is correct.

Step 4: pay the fee through BharatKosh only

The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, plus a charge per alias name. The Department of Publication revises these amounts each financial year, so confirm the current figure on deptpub.gov.in before paying. The fee is not refundable, whether the file is published or returned.

Do not send a demand draft and do not make a direct bank transfer. That route closed years ago, and a draft drawn in favour of a Controller of Publications in Punjab is doubly wrong, because no such office exists.

Step 5: post the file, then download the notification

Send the signed file by post or courier to the Department of Publication, Civil Lines, Delhi 110054, or hand it in. Applications are accepted from the applicant directly, not from agents, which is why an honest consultant prepares and checks your file while you sign and send it.

Be careful with one popular claim. Some sites say you can upload scanned documents to the gazette portal instead of posting hard copies. For the Central Gazette that is not how it works: the fee is paid online and the notification is downloaded online, but the signed file travels physically. Once processed, your notification appears in Part IV of the Gazette of India, in the weekly Saturday dated issues, and since October 2015 the Gazette has been digital only, so the PDF downloads free from egazette.gov.in.

Name Change Procedure in Punjab, Change Your Name Legally

Part IV belongs to the Central Gazette only. It is the section that carries notices from people rather than from Government. A state gazette has its own numbering and its own parts, so any page telling you your Punjab notification will appear in Part IV of the Punjab gazette has confused the two documents.

How does the gazette solve the Singh and Kaur surname problem?

This is the case that brings more Punjab applicants to a gazette than every other reason combined, and not one top ranking guide addresses it properly.

In Sikh naming tradition Singh and Kaur follow the given name, and many families use no separate family surname at all. Inside India that has never been a problem. Outside it, systems break. Immigration, visa and university forms for Canada, the United Kingdom, Australia and Italy demand a given name and a family name in separate fields, and a passport reading only Gurpreet Singh, or Kaur with a blank surname field, produces queries. Airlines, employers and banks then split the name differently every time: Singh as the surname on one paper, part of the given name on another, and Kaur missing on a third.

This is not an imagined grievance. For roughly a decade Canadian immigration officials would not accept Singh and Kaur as surnames from Sikh applicants and asked them to supply something else, a practice the Canadian Immigration Minister publicly called a mistake in 2007 before directing that the letters stop. Singh and Kaur are accepted names today. What survives is the practical problem underneath it: a form with two name fields, and an Indian document that does not divide cleanly into two.

A gazette notification fixes this at the root. You declare one complete final name, whether that means adding a family or village name such as Sandhu, Gill, Sidhu or Dhillon, settling Singh or Kaur into a fixed position, or formalising the split you already use abroad. Then update the passport and the rest of your records to match, in that order. The result is one name, spelled and divided the same way everywhere.

Get the small details right, because they travel. Decide the spacing, the hyphens and the exact spelling before the affidavit is drafted, and use that identical form on the affidavit, on both newspaper notices and on the proforma. A file reading Gurpreet Kaur Sandhu in one place and Gurpreet K. Sandhu in another will be rejected, and the fee is not refundable.

What fixes a Gurmukhi to English spelling mismatch?

The second common Punjab case is transliteration. The same Punjabi name reaches English in different forms across decades of records: Sandhu and Sandhoo, Gurmeet and Gurmit, Jaswinder and Jasvinder, Randhawa with one a or two. An old school certificate, a father's spelling on a land record and a newer Aadhaar entry rarely agree, because each was romanised by a different hand at a different time.

To Government systems those are separate people, and one mismatch is enough to block a passport application, a bank KYC or a visa file. A single gazette notification declaring the final spelling gives every office the same published form to follow, instead of correcting one document at a time.

What documents are required for a name change in Punjab?

One list for the Central Gazette file that a citizen sends, and a separate one for the Government servant route, because mixing them is how people waste a month.

Keep everything recent. The Department of Publication expects supporting documents that are not older than one year. An affidavit sworn three years ago, or a newspaper page from a change you started and abandoned, will fail the file even when every other paper is perfect.
One spelling, everywhere. Before anything is printed, fix the exact spelling and the exact spacing. To a Government database, Sandhu and Sandhoo are two different people, and so are Gurmeet and Gurmit. We put the final spelling in writing with you before the affidavit is typed.

Why do people change their name in Punjab?

Every one of these is a normal, accepted reason. You do not need an unusual story to apply.

What you can change is equally broad: the full name, the spelling of an existing name, or just the surname. The affidavit states exactly what the old full name was and exactly what the new full name will be, so a partial change is handled the same way as a complete one.

Two pricing claims in the Punjab search results deserve a straight answer. The Rs 999 all-inclusive offers cannot be real, because the Government fee alone is commonly Rs 1,100. And the line that Government fees run from Rs 1,100 to Rs 1,500 depending on the case blurs two different things: the published fee, and extras such as the per-alias charge. A third table doing the rounds quotes a normal fee of Rs 1,300 to Rs 1,500 and a tatkal fee, and there is no tatkal for the Gazette. Before you pay anyone, ask two questions: which gazette, and is the Government fee included.

One more thing worth knowing before you commit. The Central Gazette fee is not refundable. If the file comes back because a spelling did not match across the affidavit, the notices and the proforma, you pay it again. That is the entire reason we confirm the final spelling in writing before anything is drafted, and refuse to rush a file with an unresolved question in it.

Plan for 3 to 7 weeks from the first call to a notification you can download. Publication runs in weekly cycles rather than on a date you choose, so start early rather than optimistically.

There is no official expedited option. Treat any promise of faster publication for an extra charge as a warning about the seller, not a service. What do the gazette terms actually mean?

The words that appear on every name change website, in language people actually use.

Gazette notification
A formal announcement printed in the official journal of a Government. For a name change it is the document Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof.
Central Gazette
The Gazette of India, published by the Department of Publication, Civil Lines, Delhi. Accepted everywhere in India and by foreign missions, and the route open to a Punjab citizen.
Part IV
The section of the Gazette of India that carries notices from people rather than from Government. Personal name change notifications appear here. Part IV belongs to the Central Gazette only.
Punjab e-Gazette
The state's online gazette, run by the Department of Printing and Stationery. Departments send notifications in through nodal officers and the public can search and read them. It is not an application portal for citizens.
Nodal officer
The officer a Punjab Government department appoints, and gives credentials to, so its notifications can be sent electronically to the Printing and Stationery Department for publication.
Government Press, S.A.S. Nagar
The state press at Mohali where a serving Government servant's change of name notification is submitted for publication, on the prescribed fee of Rs 160.
Gurmukhi
The script Punjabi is written in. The Punjab Official Language Act, 1967 defines Punjabi as Punjabi in Gurmukhi and makes it the official language of the State, which is why the notice goes in a Punjabi daily.
Affidavit
A written statement you swear is true, signed before a notary public. For a name change it records your old name, your new name, your address and the reason for the change.
Deed of change of name
The formal instrument used mainly for Government service records and by applicants abroad, attested where relevant by the Indian Embassy or High Commission.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee. Demand drafts and direct bank transfers were discontinued there.
e-Gazette
The portal at egazette.gov.in where published Central notifications are searched and downloaded free. A download portal only, and the PDF is the official copy.
Registrar correction
A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued the certificate. Not a gazette matter.

What do you update after the gazette, and in what order?

The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Keep several printouts. Every office wants its own copy, and revenue and land offices in particular tend to keep what you hand over. Keep the notarised affidavit, both original newspaper pages and printed copies of the notification together in one folder, and store a scanned set as well.

Is a birth certificate mistake a gazette matter in Punjab?

No, and this is the single most common thing people here are sold wrongly. If the error sits in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued the certificate.

Punjab delivers this through its own citizen service network, and the state's published service form is unusually specific. The application is made at a Sewa Kendra or on the e-Sewa portal, the District Magistrate of your present address is the competent authority, and the fee is a Government fee of Rs 10 plus facilitation charges of Rs 100. The applicant is expected to have lived at the correspondence address for more than six months.

What the Punjab form asks for

  • Identity cum residence proof of the applicant: voter card, Aadhaar, passport or driving licence
  • The original birth certificate or a self-attested copy
  • A self-attested school certificate, passport, driving licence, Aadhaar or voter card of the child, father or mother, where their name is being corrected
  • A self-declaration describing the reason for the correction
  • Witnesses: two credible persons such as a Sarpanch, Panch, Municipal Councillor, MLA, MP or a Gazetted Officer
  • A copy of the hospital or nursing home report, in the case of an institutional delivery
  • Proof of residence and of relationship

What a gazette will not do here

  • It will not change the entry in the birth register, which lives in a different system
  • It will not replace the two credible witnesses the Punjab form requires
  • It will not shorten the Sewa Kendra process or remove the District Magistrate from it
  • It can support a file where you want a new name going forward and a corrected record going backward, which is a genuine two-part case, and we quote those separately

The Civil Registration System portal is crsorgi.gov.in. Anyone pushing every birth certificate case into a gazette application is charging you for the wrong process.

The same applies to board records. The Punjab School Education Board at Vidya Bhawan, Phase 8, S.A.S. Nagar (Mohali) runs its own correction procedure, and corrections to a date of birth or a father's name are governed by the Board's own Correction in Date of Birth or Father's Name Regulations, 1988. A gazette notification supports that application, and for a larger change such as adding a surname it is usually essential, but the Board's procedure decides the outcome and charges its own fee. Nobody should promise you that a gazette alone rewrites a PSEB certificate.

Which special situations come up most in Punjab?

Name change after marriage

A woman adding her husband's surname, or keeping her own name and recording it clearly, follows the same three stages with the marriage certificate attached. After a divorce, attach the decree instead. The gazette works in both directions, and a marriage certificate on its own does not change your name in Government records.

Name change for a minor child

A parent or legal guardian applies on the child's behalf. The affidavit is sworn by the parent, the birth certificate is attached, and the minor fee applies, commonly Rs 1,700 with the same revision caveat. This comes up constantly with dependent visa files, so build in the extra weeks, and both parents signing avoids objections later.

NRIs and applicants abroad

Punjab has one of India's largest diasporas, and plenty of files begin in Brampton, Southall or Melbourne rather than Ludhiana. An applicant abroad executes the deed, has it attested by the Indian Embassy or High Commission, then applies to the Central Gazette, budgeting around Rs 7,500 to Rs 9,000. Family in Punjab can post the file, but the papers must carry your own signature.

School, board and university records

The Punjab School Education Board runs its own correction process for certificates and marksheets, and each university has its own. The gazette supports that application, and for a bigger change such as adding a surname it is usually essential, but the issuing body decides the outcome.

What changes for Government and defence employees in Punjab?

More than in most states, because Punjab has a published route for you where it has none for the general public. A serving Government servant who adopts a new name executes a deed, publishes the change in a newspaper, assembles identity documents, obtains the approval of the parent department, and submits the set to the Government Press, S.A.S. Nagar on a fee of Rs 160, by demand draft or cash in favour of the Controller, Printing and Stationery Department, Chandigarh.

Central Government employees additionally follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so that the service book is updated alongside the gazette notification.

Punjab also has a large share of serving and retired defence families, and a service record that does not match the published name creates a fresh problem rather than closing an old one. Whichever category you fall into, ask your department one question before spending anything: which notification will they accept on the service record, the state one or the central one. Do not do the gazette quietly and tell your office later. Departmental approval is written into the state route as a step, not as a courtesy. A published name that your service book does not carry is harder to fix than the original mismatch was.

What names does the law not allow, and what do you gain by doing it properly?

You may take almost any name you like. Almost.

  • A name taken in order to hide your identity
  • A name taken to escape a debt, a liability or a legal proceeding
  • A name that is obscene or offensive
  • A name containing punctuation marks or symbols

A change of name does not erase anything behind you. Your old records stay linked through the notification itself, which names both the old and the new name. That is the point of publishing it.

Every one of these is avoidable, and every one of them costs the fee again, because it is not refundable.

  • Carrying the file to a supposed gazette office in Chandigarh, Ludhiana, Amritsar or Jalandhar
  • Paying by demand draft or bank transfer instead of BharatKosh
  • Drawing a draft in favour of a Controller of Publications, Punjab, which does not exist
  • Assuming scanned uploads replace the signed physical Central Gazette file
  • Paying extra for expedited publication that no Government office offers
  • Updating the bank before Aadhaar and PAN agree with each other

Is the gazette fee refundable if my application is rejected?+
No, the Central Gazette fee is not refundable. That is the best reason to settle the spelling, the spacing and the exact name split before anything is drafted rather than after the file comes back.
