Nearly every website writing about the name change procedure in Rajasthan misses the most useful fact of all: this state runs its own citizen gazette route, filed entirely online. Pages instead send you to a counter in Jaipur with a CD or pen drive, promise publication in ten to fifteen days for an extra charge, or quote a Rs 999 all-inclusive price that cannot cover the Government fee. This page sets out what the Rajasthan portal actually asks for, what the Central Gazette actually costs, and how to pick between them.

A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date and a number, it becomes the document that Aadhaar, PAN, banks, boards, the passport office and employers accept as the legal record of your new name. An affidavit on its own is the beginning of the change, not the end of it. What Rajasthan adds is a choice about which official journal carries it.

Why does a gazette matter in a state assembled from nineteen kingdoms?

Rajasthan's own name is younger than most people assume, and the way it was settled explains exactly why a published notification counts.

Before independence this was Rajputana, a British agency holding nineteen princely states, three chiefships and the British district of Ajmer-Merwara. Those territories merged into the Indian Union, and the State of Rajasthan was formed on 30 March 1949, the date still marked as Rajasthan Diwas. The process finished on 1 November 1956, when the States Reorganisation Act brought Ajmer in and settled the boundaries. Rajasthan is today the largest Indian state by area, at 342,239 square kilometres.

More than twenty separate identities became one, on paper, through official notification. Your own name change works on the same principle, and it takes weeks rather than years.

The habit has not stopped. In 2023 the state created a batch of new districts, and in December 2024 the cabinet annulled nine of them along with three divisions, leaving Rajasthan with 41 districts and 7 divisions. Both decisions took effect through official notification, exactly like a name change.

That district reshuffle is a live document problem, not just trivia. Papers issued during 2023 and 2024 may name a district that no longer exists, while newer ones name the district it went back into. Both remain valid, because a district being created or annulled does not invalidate the certificates issued in between. What it leaves behind is a mismatch between an older document and a newer one, and if your name is inconsistent across that same set of papers, the gazette is the tool that settles it.

ReAMS or the Central Gazette of India?

Both are real. The state route is online and refunds you if it fails. The central route costs more and works everywhere. Which you need depends on where your records live.

Most states leave private citizens with no practical gazette route and push everyone to Delhi. Rajasthan is different. The ReAMS portal carries an Ordinary Gazette section built for citizens, with its own instruction page kept separate from the one departments use, and the whole application is filed online with scanned uploads. Publication runs through the Government Central Press in Jaipur, under the Superintendent.

You will notice most commercial pages do not mention any of this. Some are Central-only. Others describe a counter visit with a compact disc or pen drive, which is not how the citizen route works. The honest question is not which route earns an agent more, but where your new name has to be accepted.

How does the ReAMS state route work, step by step?

Four stages, all online, with a refund if the application is rejected. This is the route most Rajasthan residents should look at first.

The affidavit, or a bond

An affidavit on stamp paper stating your old name, your new name, your father's or husband's name, your full address in Rajasthan and the reason for the change, signed before a notary. If you are a Government employee, the portal asks for a bond instead.

The notification format

The Name Change Notification format and the fee notification are published in the Ordinary Gazette section for citizens on the portal. Your notification text has to follow that format, because the press publishes what you submit.

Clean scans and payment

Upload the affidavit or bond, self-attested ID proof and a self-attested Aadhaar card, then pay the charge shown in the portal's fee notification. Scan quality decides whether the file survives.

Step 1: prepare the affidavit, or the bond if you are a Government employee

The affidavit is short, but the application copies from it. It carries your old name, your new name, your father's or husband's name, your full address and the reason for the change, and it is sworn before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500, and notaries sit in every district headquarters.

Here is the detail almost every competing page misses. The portal's instructions distinguish two categories: a citizen submits an affidavit, and a Government employee submits a bond. Using the wrong one for your employment status is a straightforward way to get the file bounced, and it is not the sort of thing a generic national checklist will warn you about.

Step 2: take the notification format from the portal

Go to the Ordinary Gazette section for citizens on reams.rajasthan.gov.in, and take the Name Change Notification format together with the fee notification. Prepare your notification text exactly as the format requires. The press publishes the text you submit, so a mistake in your wording becomes a mistake in the gazette.

We deliberately do not print a state figure on this page. The charge is set by Government office order and revised from time to time, and the portal publishes the current notification. Check it there rather than trusting a number on any private website, including this one.

Step 3: upload clean scans and pay

Upload the notarised affidavit or the bond, your self-attested ID proof and your self-attested Aadhaar card, then pay the charge shown on the portal.

Scan quality matters more than people expect. The portal states plainly that an application will be rejected if the uploaded documents are not properly scanned. Scan flat, in good light, at full page size, and read every page back on screen before you upload it. A blurred corner or a cropped edge is enough.

Step 4: publication, or your money back

Once accepted, your notification publishes in the Rajasthan Ordinary Gazette and you take it from the portal. If the application is rejected, the amount is refunded. That is a genuinely different risk profile from the central route, where the fee is gone whether the file succeeds or fails, and it is worth knowing before you choose.

Applying for a child. The portal states that the application is submitted by the person whose name is being changed, even if that person is a minor, so a parent files it in the child's name using the child's documents, with a notarised affidavit and a self-attested Aadhaar card. For a child under five who does not yet have a Jan Aadhaar ID, the portal allows the application to be filled using a parent's Jan Aadhaar ID.

How does the Central Gazette route work from Rajasthan?

Slower, dearer, and the fee is gone if it fails. What you get for that is a notification accepted everywhere in India and by foreign missions.

Step 1: the affidavit and two newspaper notices

The same affidavit works, followed by the notice in two daily newspapers that circulate where you live, one Hindi and one English, with identical wording in both. Pick editions that genuinely reach your district, a Jaipur or Jodhpur edition rather than a Delhi-only print run. Keep the complete original printed pages including the masthead and the date, because the Department of Publication checks them. A cutting is not accepted. Two notices usually cost Rs 800 to Rs 4,000.

The advertisement must carry your old name, your new name, your full address, your age, your father's or husband's name, the date the affidavit was sworn and the name of the notary who attested it. Read every line before it prints.

Step 2: prepare the file for Delhi

Your file for the Department of Publication should contain:

  • The complete original newspaper pages carrying your notices
  • A signed undertaking that the facts stated are true
  • Two copies of the prescribed proforma, signed by you and attested
  • A soft copy of the notice text, in the form the Department currently asks for
  • Self-attested photo identity of the applicant and of one witness
  • Two passport size photographs
  • A request letter addressed to the Controller of Publications

Keep every supporting paper recent. The Department expects documents that are not older than one year. The compact disc is gone as well, so ignore older Rajasthan pages that tell you to burn the notice onto a CD and post it.

Step 3: pay on BharatKosh and send the file

The central fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, with an extra amount for each alias if you publish alias names. The Department of Publication revises these amounts each financial year, so confirm the current figure on deptpub.gov.in before you pay. The fee is not refundable.

Do not send a demand draft to Delhi. That route closed years ago, and older pages still tell Rajasthan readers to draw one in favour of a "Controller of Publications, Rajasthan". No such office exists. The confusion is understandable, because the Jaipur press does accept a demand draft for some of its own work, but the two offices run under different rules. Send the completed file by post or courier to the Department of Publication, Civil Lines, Delhi 110054.

Applications are accepted from the applicant directly rather than from agents, which is why an honest service prepares, checks and tracks your file, which you then sign and send.

Step 4: download from egazette.gov.in

Your notification appears in Part IV of the Gazette of India, in weekly Saturday dated issues, about 30 to 45 days after the file reaches Delhi. Since October 2015 the Gazette of India has been digital only, so you download the PDF free from egazette.gov.in and it needs no further certification. Nobody couriers you a printed original.

Part IV belongs to the Central Gazette only. Personal notices in the Gazette of India print in Part IV. The Rajasthan gazette has its own structure, so a page describing a filing in "Part IV of the Rajasthan Gazette" has stitched two different documents together.

Which route should you choose in Rajasthan?

The honest answer depends on one question: where does the new name have to be accepted?

Choose ReAMS when

  • Your records mostly sit inside Rajasthan: school, college, land, local employment
  • You want a filing that runs entirely online, with no newspaper booking
  • You want the refund safety net if something is rejected
  • You are comfortable that offices outside the state may ask for the central notification instead

Choose the Central Gazette when

  • You need a passport, or you already hold one in the old name
  • Central boards, banks in other states or a central Government employer are involved
  • You live or work outside Rajasthan, in Gujarat, Maharashtra, Delhi or the Gulf
  • You want one notification that no office anywhere in India can question

There is also a belt and braces option. Applicants making a major surname change shortly before a passport application sometimes take the state notification first, because it is quick and online, and then file the central one for nationwide records. It costs more, and for most people it is unnecessary, so ask us before deciding to do both.

Migration out of the desert districts is a fact of life here, and it splits people's records across states and countries. If your work has taken you to Surat, Mumbai, Delhi or the Gulf, the Central Gazette is the safer anchor, because it does not stop at the state border. Execute the deed abroad, have it attested by the Indian Embassy or Consulate, and budget around Rs 7,500 to Rs 9,000. Nobody needs to fly home for paperwork.

A state notification is a lawful notification. It is not a lesser document, and nobody should tell you it is worthless. What it is not is a national one. Offices outside Rajasthan and foreign missions look for the Gazette of India, so the honest way to describe the choice is reach, not validity.

The two routes ask for different things, which is why one generic checklist causes so much wasted effort here.

The scan is part of the application, not a formality. On the state route the portal names improperly scanned documents as a reason for rejection, in plain words. That makes scan quality a document requirement in its own right. Photograph nothing at an angle, crop nothing, and check each page opens cleanly before you upload.
One spelling, everywhere. Before anything is printed, decide the exact spelling and the exact spacing. To a Government database, Meena and Mina are two different people, and so are Bishnoi and Vishnoi. We put the final spelling in writing with you before the affidavit is typed.

What you can change is equally broad: the full name, the spelling of an existing name, or just the surname. The affidavit states exactly what the old full name was and exactly what the new full name will be, so a partial change is handled the same way as a complete one.

Short answer: the central Government fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, the state charge is published on the ReAMS fee notification, and a realistic self-done total is Rs 2,000 to Rs 6,000.

About the Rs 999 offers filling Rajasthan search results, including at least one domain built around that price. The central Government fee alone is commonly Rs 1,100, so an all-inclusive Central Gazette at Rs 999 is not possible. Such offers usually leave the Government fee out, or sell an affidavit as a gazette. Before you pay anyone, ask two questions: which gazette, and is the Government fee included.

One difference between the routes is worth repeating, because it changes how much a mistake costs you. On the state route, the amount is refunded if your application is rejected. On the central route the fee is not refundable, so an error that came from your own file means paying again for a correction notice. That is exactly why we confirm the spelling in writing and refuse to rush a file with an unresolved question in it.

How long does a name change take in Rajasthan?

Short answer: a clean state application usually finishes within a few weeks, the central route takes 3 to 7 weeks, and neither has a paid fast track.

End to end, plan for a few weeks on the state route and 3 to 7 weeks on the central route. Both publish in cycles rather than on a date you can pick, and the state cycle only looks quick if your uploads are clean when they arrive.

There is no expedited option on either route. One ranking page offers publication in ten to fifteen days for an extra charge. That is not a Government service, and nobody can sell you a queue position that does not exist. Treat the promise as a warning about the seller.

Gazette notification
A formal announcement printed in the official journal of a Government. For a name change it is the document that Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof.
ReAMS
The Rajasthan e-Archival Management System at reams.rajasthan.gov.in, the state portal through which citizens file Ordinary Gazette notifications online, including name changes.
Ordinary Gazette
The routine series of the Rajasthan gazette in which citizen notifications, including name changes, are published. The portal keeps separate instructions for citizens and for Government departments.
Government Central Press, Jaipur
The state press on Sardar Patel Marg, C-Scheme, Jaipur 302001, headed by a Superintendent, which publishes the Rajasthan gazette.
Bond
The document a Government employee uploads on the state route in place of the citizen's affidavit, when applying for a name change through ReAMS.
Jan Aadhaar

A written statement you swear is true, signed before a notary public. For a name change it records your old name, your new name, your address and the reason for the change.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in. It is the only accepted channel for the Central Gazette fee, because demand drafts and direct bank transfers were discontinued there.
e-Gazette
The portal at egazette.gov.in where published Central notifications are searched and downloaded. It is a download portal only, and the PDF you download is the official copy.
Registrar correction
A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, made by the body that issued the certificate. It is not a gazette matter.

What do you update after the gazette, and in what order?

The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Keep several printouts. Every office wants its own copy, and land and revenue offices in particular tend to keep what you hand over. Keep the notarised affidavit, the newspaper pages where you used the central route, and printed copies of the notification in one folder.

Is a birth certificate mistake a gazette matter?

No, and this is the single most common thing people in Rajasthan are sold wrongly. If the error sits in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that issued the certificate: your Nagar Nigam, Nagar Palika or the gram panchayat.

A gazette notification will not change the entry in the birth register. The two documents live in different systems. The Civil Registration System portal is crsorgi.gov.in. Agents who push every birth certificate case into a gazette application are charging you for the wrong process. Where a case genuinely needs both, which happens when you want a new name going forward and a corrected record going backward, we say so and quote the two separately.

The same applies to board records. The Board of Secondary Education, Rajasthan, at Ajmer runs its own correction process for names on marksheets and certificates. A gazette notification supports that application, especially for bigger changes, but the board's own procedure decides the outcome and charges its own fee. Do not pay anyone who promises that a gazette alone rewrites a board certificate.

What fixes a Hindi to English spelling mismatch?

This is Rajasthan's most common real case. The same Hindi name gets romanised differently across documents and decades. Meena and Mina. Bishnoi and Vishnoi. Suman and Sumun. A middle name present in a school record and absent from the Aadhaar. To Government systems these are different people, and one mismatch is enough to block a passport application or a bank KYC at the worst possible moment.

A gazette notification declaring one final spelling fixes the problem at the root rather than one document at a time. It gives every office a published record to follow instead of a judgement call, and on the state route it is quick and filed online, which is why it is worth settling properly rather than living with the mismatch for another decade.

Name change after marriage

A woman adding her husband's surname, or choosing to keep her own name and record it clearly, follows the same stages with the marriage certificate attached as supporting proof. After a divorce, attach the decree instead. The gazette route works in both directions, and a marriage certificate on its own does not change your name in Government records.

Name change for a minor child

On the state route the portal states that the application is submitted by the person whose name is being changed, even a minor, so a parent files it in the child's name with the child's documents, a notarised affidavit and a self-attested Aadhaar card. For a child under five without a Jan Aadhaar ID, a parent's Jan Aadhaar ID may be used. On the central route a parent swears the affidavit, attaches the birth certificate and pays the minor fee, commonly Rs 1,700.

Working outside the state, from Barmer to the Gulf

Migration out of the desert districts splits people's records across states and countries. The Central Gazette handles this cleanly, because Part IV is valid everywhere in India and recognised by embassies. An applicant abroad executes the deed, has it attested by the Indian Embassy or Consulate, and applies to Delhi, budgeting around Rs 7,500 to Rs 9,000. Nobody needs to fly home for paperwork.

School and board records

The Board of Secondary Education, Rajasthan, at Ajmer, and each university, run their own correction procedures. The gazette notification supports the application, and for a bigger change it is usually essential, but the issuing body decides the outcome. Where the record was issued inside the state, the state notification is often the natural companion to that application.

What changes for Government employees in Rajasthan?

More than in most states, because Rajasthan's own portal treats you as a separate category. On the state route, a Government employee uploads a bond in place of the citizen's affidavit. That single difference is missing from almost every competing page, and using the wrong document for your employment status is a clean way to have the application rejected.

Central Government employees additionally follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so the service book is updated alongside the gazette notification.

Either way, tell your department before you spend anything, and ask one question: which notification they will accept on the service record, the state one or the central one. A gazette that your service record does not match creates a new problem rather than solving the old one. What names does the law not allow, and what do you gain by doing it properly?

You may take almost any name you like. Almost.

Names that will not be accepted

  • A name taken in order to hide your identity
  • A name taken to escape a debt, a liability or a legal proceeding
  • A name that is obscene or offensive
  • A name containing punctuation marks or symbols
  • A name that impersonates another person for gain

A change of name does not erase anything behind you. Your old records stay linked to you through the notification itself, which names both the old and the new name. That is the point of publishing it.

What mistakes get Rajasthan applications rejected?

Every one of these is avoidable, and on the central route every one of them costs the fee again.
