Name Change Procedure in Mizoram

Mizoram publishes personal name changes under a name of its own: a Deed Changing Name, issued by the Controller, Printing and Stationery Department and printed at the Mizoram Government Press in Aizawl. The guides ranking for this state do not mention it, and one of them talks about Noida from beginning to end. What does the name change procedure in Mizoram involve?

One decision, then three careful stages. The decision is which gazette, and in Mizoram it is a real choice, because the state runs a working gazette with a searchable archive on the department's own website. What is not simple is the search result you land on. The page ranking for this state on one well known site talks about Noida in its body text from the first paragraph to the last, and another tells readers to publish their newspaper advertisement after the gazette, which is the wrong way round and will get a file rejected.

A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. Once it carries a date, a volume and an issue number, passport offices, UIDAI, banks, boards and employers treat it as the legal record of your new name. An affidavit on its own is the start of the change, not the finish.

Why does a name change feel so ordinary in this state?

Because almost everything here has been renamed at least once, and each time it took an official notification to make it stick.

Aizawl began as a British outpost. It was set up as Fort Aijal in 1890, in the wake of the Chin-Lushai expedition of 1889 to 1890, and it stayed Aijal on official paper for decades afterwards. Today it is Aizawl: the capital and largest city of Mizoram, spread along ridges at about 1,132 metres, and one of the most literate cities in India at roughly 98 percent at the 2011 Census. The name itself is read as coming from ai, cardamom, and zawl, flatland.

The territory around it was renamed too, and by statute. The Mizo District of Assam became the Union Territory of Mizoram under Section 6 of the North-Eastern Areas (Reorganisation) Act, 1971, Act 81 of 1971, which received assent on 30 December 1971 and came into force on the appointed day, 21 January 1972, notified by G.S.R. 18(E) dated 6 January 1972. Full statehood followed under Section 3 of the State of Mizoram Act, 1986, Act 34 of 1986, assented to on 14 August 1986, with the appointed day fixed as 20 February 1987.

A fort became a city and a district became a state. Neither happened because people started using a new name. Each was made real by a dated instrument published under authority. That is the same machinery you are about to use, on a smaller scale, which is why the paperwork is worth getting right rather than rushing.

The Printing and Stationery Department, Government of Mizoram runs a gazette section on its own website, and its front page invites you to find gazettes by subject, time, department and so on. Personal name changes appear in that archive under a heading of their own: Deed changing name, sometimes written as Deed changing name or surname of a named person, with their post or department where they hold one.

What a published deed looks like inside

The printed item is headed Affidavit for Change of Name. The deponent states that they wholly renounce, relinquish and abandon the use of the former name and assume the new one, undertake to use it in all records, deeds and writings and in all proceedings, dealings and transactions, and authorise everyone to address them by it. It closes with a declaration that the statements are correct to the best of their knowledge and belief.

It is dated, signed, identified by an advocate and sworn before a Notary Public whose registration number is printed. Then it goes into the gazette as it stands.

Why this matters more than it sounds. On the state route in Mizoram the affidavit is not a supporting paper that sits in a file. It is the text that gets published. Every word, every spelling, your parentage and your locality go into the permanent record exactly as drafted. That is a good reason to settle the wording carefully and read it twice before you sign it, rather than accepting whatever format a typist has on their desktop.
Use the right word at the counter. Ask about a Deed Changing Name, not about a name change notification, and search the department's archive using that phrase. It is the term the office and its index actually use, and it will save you a confusing conversation.

My name has no surname. Why does every form fight me?

This is the practical heart of name changes in Mizoram, and no competing page addresses it at all.

Mizo names are not built the way Indian form design assumes. Traditionally there is no inherited surname. A name is commonly a single compound word, with a final -a for a man and -i for a woman, and where a clan name is used as a second element it does not function as a family name in the way a plains surname does. Historically families even practised Fa Hming Koh, taking a name from the firstborn child, so a father and a child sharing nothing in their names is entirely normal here. Pu and Pi are honorifics, roughly Mr and Mrs, not parts of the name.

Inside Mizoram this causes no difficulty whatsoever. Outside it, and inside computerised systems anywhere, it produces recurring trouble.

How the mismatch shows up

  • Passport and visa forms want a given name and a surname in separate fields. A single name fits neither
  • Some systems duplicate the single name into both fields, some leave the surname blank, and some split a compound name at an arbitrary point
  • A verification system comparing two documents that resolved the same name differently reads them as two different people
  • Airlines, foreign universities and employers each apply their own rule, so one person accumulates three or four written versions of a name they never changed

It is not only an inconvenience

It can stop a journey. Following a directive to airlines, from 21 November 2022 passengers holding a passport with a single name and travelling on a tourist, visitor or other visa were not permitted to travel to or from the United Arab Emirates. Holders of a residence permit were allowed, provided the name appeared in both the first name and the surname columns.

Rules of that kind change, and you should check the current position with the airline and the mission before you fly. The point is the direction of travel: systems abroad increasingly insist on two fields, and a single name is treated as an incomplete record rather than a valid one.

What a deed or a gazette actually does about it. It lets you declare one exact written form of your name, deliberately, and have it recorded publicly. If you choose to take a clan name as a surname so that forms have something to put in that field, the record says so. If you would rather keep a single name and simply fix its spelling and spacing once and for all, the record says that instead. Neither choice is more correct. What matters is that the choice is made once, by you, rather than repeatedly by whichever clerk is filling in the form. Then Aadhaar, the passport and everything downstream is updated to match it.

Decide before drafting, not after. Whatever form you declare becomes the name your passport carries and the name on every visa issued against it. Settle it on the affidavit, reproduce it identically in the newspaper advertisement and on the application, and check the spacing as carefully as the spelling. On the Central route the fee is not refundable, so a file that reads one way in one place and another way elsewhere costs both the money and the weeks.

Which language should the newspaper advertisement be in?

Mizo or English. Not Hindi, whatever the template pages say.

A great many name change pages for the north east carry the sentence that you must publish one advertisement in the regional language Hindi and another in English. That sentence is copied from a Delhi template and it is simply wrong for this state. Under the Mizoram Official Language Act, 1975, Act 3 of 1975, the Mizo language is the language to be used for the official purposes of the territory, and the Act separately provides that English may be used for all or any official purposes. On 22 June 2021 the General Administration Department went further and circulated that all departments and offices should issue both the English and the Mizo versions of Government instruments, notifications and office memoranda, on the reasoning that a single language leaves the content liable to be not fully understood.

What to do in practice. Publish in a daily that genuinely circulates where you live. In Mizoram that means a Mizo daily, an English daily, or one of each if you want to be thorough. For a Central file, keeping at least one English advertisement is sensible, so the Department of Publication in Delhi can read the matter without needing a translation. Keep the complete original printed page with the date visible, not a cutting.

Five claims about Mizoram that are wrong

Each of these is on a page ranking today, and each one costs somebody time or money.

A Mizoram page that is actually about Noida

One site's gazette page for this state carries Mizoram in the title and then talks about Noida throughout the body, telling readers that in its online name change service in Noida they need not visit a Government office. The same failure appears on that publisher's Meghalaya and Manipur pages, which suggests one template with the state name swapped in the heading and nothing else checked.

A ministry that does not exist

The same page credits the Gazette to a Ministry of Home and Urban Affairs. There is no such ministry. The Department of Publication is a subordinate office of the Ministry of Housing and Urban Affairs. Another page describes the Central process as running through a Directorate of Government Printing and Stationery, which is a state level title, not the Central authority.

Advertise after the gazette

A gazette offices page tells readers to publish advertisements after the gazette for passport purposes. That reverses the sequence. The advertisement is public notice of an intended change, and its proof goes into the gazette application. Publish first, apply second.

Rs 5,000 to Rs 7,000, or Rs 999

One page puts the approximate cost of a legal name change in India at Rs 5,000 to Rs 7,000, which is not a Government charge at all. At the other end, Rs 999 packages appear here as everywhere, when the Central Government fee alone is commonly Rs 1,100. Both numbers are marketing, not fees.

A demand draft in favour of a Controller in Mizoram

Older pages, including earlier versions of our own network's pages, instruct a demand draft of Rs 1,100 drawn in favour of the Controller of Publications, Mizoram. Two errors in one line. The Central fee is paid only through BharatKosh, and there is no Controller of Publications in Mizoram. That officer heads the Department of Publication in Delhi.

Regional language Hindi

Template pages tell Mizoram readers to advertise in the regional language Hindi. Mizoram's official language legislation names Mizo, with English permitted, and the state's own circular asks for Government material in English and Mizo. A Hindi advertisement helps nobody here.

One more worth knowing, because it is about who may file. The Department of Publication's published guidelines state that an application submitted personally or sent by post or courier only will be entertained, and that no other channel is permissible, naming agents and advocates. So if a service tells you it will hand your Central file in at the counter for you, it is describing something the rules do not allow. What an honest service does is prepare and check the complete file, which you then sign and send yourself, and track it to publication.

Mizoram Gazette or the Central Gazette: which one does your case need?

Many states leave private citizens with no practical state route. Mizoram does not.

How to choose, honestly. If your records sit inside Mizoram, the state deed is the local instrument and the office is in Aizawl rather than Delhi. Step 1: fix the exact name, then notarise the affidavit

Get an affidavit drafted stating your existing name, the name you are adopting, your parentage and your address including locality and town, then sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500. Settle the exact spelling and spacing at this stage, because everything after this copies from it, and on this route the affidavit text is what gets printed.

Parentage and locality are part of the published record here. Mizoram identifies people by locality within a town, and published deeds name the parentage, including where a parent has passed away. Write both the way they appear on your other documents, and keep them consistent, because an office matching two records later will be reading exactly these lines.

Step 2: publish the newspaper advertisement

Publish the change in a daily that genuinely circulates where you live. Mizo and English are the languages in use here, and the wording must match the affidavit exactly. Keep the complete original printed page with the date visible, since the office will want to see it, and a cutting is easy to dispute. One advertisement usually costs Rs 400 to Rs 2,000. The advertisement comes before the gazette application, not after, whatever a widely shared guide says.

Step 3: apply to the Controller, Printing and Stationery Department

Submit your application with the affidavit, the newspaper proof, identity and address proof and photographs to the Printing and Stationery Department, Government of Mizoram, whose site is printingstationery.mizoram.gov.in. The department publishes and issues the gazette through the Controller, and printing is done at the Mizoram Government Press in Aizawl. Confirm the current form, submission method and charges with the office before travelling, particularly from Lunglei, Saiha or Lawngtlai.

Step 4: publication and keeping your copy

Once processed, your Deed Changing Name is published in the Mizoram Gazette, in a numbered issue carrying a volume, the day and the date, and it becomes part of the department's own archive, which is searchable by subject, time and department. Download or obtain the entry and keep it safely. Every office you approach afterwards will want its own copy, so make several printouts rather than fetching a fresh one each time.

What sends a state file back. Usually a format mismatch, unclear newspaper text, or affidavit content that does not match the advertisement. Checking the format with the department before submitting saves a round trip, and that phone call is far cheaper than a second journey to Aizawl.

The Central Gazette route, step by step

For a passport, a visa, a central Government job, a bank in another state, or anything abroad.

Step 1: the affidavit and the newspaper advertisements

The same affidavit works. For a Central file the settled practice is two advertisements in dailies that circulate where you live, with English a safe choice for at least one so the Department can read the matter without difficulty. Keep the complete original printed page of each, not a cutting, with the date visible. Two advertisements usually cost Rs 800 to Rs 4,000.

Step 2: prepare the file for Delhi

Per the Department's published guidelines the file contains: the original newspaper pages; a signed undertaking with your old and new name, parentage and residential address; two copies of the prescribed proforma, computer typed and attested, with the full details of two witnesses; a CD containing the print matter in MS Word without the witness portion; a certificate signed by you declaring the hard and soft copies match; self-attested identity of the applicant and each witness; two passport size photographs; and a request letter to the Controller of Publications. Keep every supporting document less than one year old.

Step 3: pay through BharatKosh only

The Central fee is paid only through bharatkosh.gov.in, commonly Rs 1,100 for an adult and Rs 1,700 for a minor, with an additional Rs 250 where an adult adopts a name of another religion without changing religion. The Department's guidelines state the fee varies each financial year and varies from case to case, so confirm the current amount on deptpub.gov.in before paying. It is not refundable, and no demand draft is involved, despite what several older Mizoram pages still instruct.

Step 4: send the file and download your notification

Send the complete file by post or courier to the Department of Publication, Civil Lines, Delhi 110054. Speed post from Aizawl works as well as walking it in, though allow extra days each way from the southern districts. Applications are entertained only from the applicant, which is why an honest consultant prepares and checks your file while you sign and send it. Your notification then appears in Part IV of the Gazette of India, in weekly Saturday dated issues, about 30 to 45 days after the file reaches Delhi. Since hard copies ceased on 1 October 2015, you open the issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your own copy. It needs no further certification.

Doing both is common when a passport is involved. The state deed is what a Mizoram department or board will recognise; the Central notification is what a passport office and a foreign mission look for. The same affidavit and the same advertisement serve both, so running them together costs the second application rather than a whole second process.

About that CD. Plenty of guides call it a myth, and plenty of others describe it loosely as a soft copy. The Department of Publication's published guidelines for change of name still list a CD containing the print matter in MS Word, without the witness portion, together with a signed certificate that the hard and soft copies match. So prepare it for the Central file. What you can ignore is the separate claim that you need a digital signature CD, which is a different thing entirely.
What you genuinely do not need: a demand draft, and certainly not one drawn in favour of a Controller of Publications in Mizoram, because no such officer exists here; a deed poll, which is a British instrument the Indian process does not use, and which is a different thing from the Mizoram Deed Changing Name; a Hindi advertisement; a court order for an ordinary change; or a tatkal or expedited fee, because neither route sells one.

Neither route sells expedited publication. A promise of faster Government processing for a higher fee is describing a company's own turnaround, not the Controller's or the Department's schedule. If a passport appointment, a visa interview or a joining date is behind your file, begin several weeks ahead. A format mismatch or unclear newspaper text can send a state file back for correction, which adds a full cycle.

What do the gazette terms actually mean?

The words that appear on every name change website, and the Mizoram ones, in language people actually use.

Gazette notification
A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof. It is not a court order.
Deed Changing Name
The heading under which personal name changes are published in the Mizoram Gazette and indexed in the department's archive. Ask for it by this name at the office and when searching.
Mizoram Gazette
The official journal of the Government of Mizoram, published in regular and Extra Ordinary editions, carrying RNI No. 27009/1973 and Postal Regn. No. NE-313(MZ).
Controller, Printing and Stationery Department
The Mizoram officer who publishes and issues the state gazette. The footer of every issue reads that it is published and issued by the Controller, Printing and Stationery Department, Government of Mizoram.
Mizoram Government Press
The Government press at Aizawl where the Mizoram Gazette is printed, as stated on the issues themselves.
Central Gazette
The Gazette of India, published by the Department of Publication in Civil Lines, Delhi 110054. Accepted across India and by foreign missions.
Part IV
The section of the Gazette of India carrying notices from private people rather than from Government. Part IV belongs to the Central Gazette only, and a state gazette has its own numbering.
Controller of Publications
The officer heading the Department of Publication, at Civil Lines, Delhi 110054. There is no Controller of Publications in Mizoram, so no demand draft should ever be drawn in favour of one here.
Affidavit
A written statement you swear is true, signed before a notary. On the Mizoram route it matters twice over, because the published deed reproduces the affidavit text itself.
Proforma
The prescribed application format the Department of Publication requires on the Central route, computer typed in two copies and signed by you and two witnesses, whose identity proofs are also enclosed.
Single name
A name recorded without a separate surname. Common and unremarkable in Mizoram, but treated as an incomplete record by many passport, visa and airline systems outside it.
Deed poll
A British instrument for changing a name. India does not use it. A Mizoram Deed Changing Name is something different: a published state gazette entry, not a private English deed.
BharatKosh
The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central Gazette fee. Demand drafts were discontinued.
Registrar correction
A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued it. Not a gazette matter.

What do you update after the gazette, and in what order?

The deed or notification is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Keep several printouts. Every office wants its own copy, and a board or a bank will rarely accept a phone screen. Print a stack once and stop paying for reprints.

Is a birth certificate mistake a gazette matter in Mizoram?

No. If the error sits in a birth certificate, whether it is a wrong spelling, a wrong parent name or a missing child name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued the certificate. The Civil Registration System portal is crsorgi.gov.in.

A gazette entry or a deed can support the file, but it does not rewrite the certificate itself, and anyone who pushes every birth certificate case into a gazette application is charging you for the wrong process. The Registrar route is usually both cheaper and faster.

The same applies to board, university and land records. Each follows its own correction process. A gazette supports the application, and for a single name applicant it is usually essential, but the issuing body decides the outcome and charges its own fee.

Which special situations come up most in Mizoram?

Four cases we see constantly.

Students and professionals leaving the state

Mizoram has exceptionally high literacy, and a great many young people study or work outside it. That is where a single name first meets a form that insists on a surname, usually at a university portal, an employer's HR system or a passport counter. The Central Gazette settles it nationwide, because Part IV is valid in every state and recognised by embassies, and the whole file can be prepared and posted from wherever you are.

Board and university records

A name on a school or board certificate that does not match a later identity document is a very common starting point. The board or council runs its own correction process, and the gazette or deed supports that application rather than replacing it. Ask which one they accept before choosing a route, since state records often accept the state deed, which is the closer office.

Name change after marriage

Practice varies here, and the paperwork should follow the person's actual choice rather than an assumption. If you are changing anything, the same stages apply with the marriage certificate attached, and a divorce follows the same route with the decree attached. If you keep your existing name and nothing on paper changes, no gazette or deed is needed at all, and no court order is involved either way.

A minor child

A parent or legal guardian applies on the child's behalf, attaching the child's birth certificate and the parent's identity proof. On the Central route the minor fee applies, commonly Rs 1,700 with the usual revision caveat, and both parents signing avoids objections later. Nobody has to be eighteen to have their name changed.

Two problems that look alike but are not. A wrong name is a gazette matter. A mistake in a birth certificate is a Registrar correction under Section 15 and not a gazette matter at all. Getting this wrong at the start is the most expensive mistake on this page, because you can spend a non-refundable fee and six weeks on the wrong process entirely.

What changes for Government employees in Mizoram?

Central Government employees follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so that the service book is updated alongside the gazette notification.

State Government employees in Mizoram should likewise inform their department rather than doing the gazette quietly. It is worth knowing that published Mizoram deeds frequently name the applicant's post and department in the heading itself, which tells you the department is expected to be in the loop from the start. Ask your office one thing before you spend anything: which gazette they want on the record, and in what order. Send us any departmental circular and we build the file around it.

Do not do the gazette quietly and tell your office later. A published name that your service book does not carry is harder to fix than the original mismatch was, and it surfaces at exactly the moment a pension or a promotion is being processed.

What names does the law not allow, and what do you gain by doing it properly?

You may take almost any name you like. Almost.

Names that will not be accepted

  • A name taken in order to hide your identity
  • A name taken to escape a debt, a liability or a legal proceeding
  • A name that is obscene or offensive
  • A name containing punctuation marks or symbols
  • A name that impersonates another person for gain

A change of name does not erase anything behind you. Your old records stay linked through the published entry itself, which names both the old and the new name. That is the point of publishing it.

What you gain by doing it legally

  • Official recognition that every department works from, public or private
  • One exact written form that Aadhaar, PAN, bank, board and passport records all follow
  • A given name and surname split that foreign systems can read the same way Indian ones do
  • An entry that sits in a searchable Government archive, so a lost copy is not a lost record
  • No lawyer and no court order needed, because this is an administrative process

What mistakes get Mizoram applications rejected?

Every one of these is avoidable, and on the Central route the fee is not refundable.

In the file itself

  • Spelling or spacing that differs between the affidavit, the advertisement and the application. On the state route the affidavit text is what gets printed, so it has to be right
  • Parentage or locality written differently across documents, when both appear in the published entry
  • Submitting cuttings instead of the complete original newspaper page with the date visible
  • Documents older than one year in the Central file, or a handwritten proforma where a typed one is required
  • Missing the witness details or their identity proofs on the Central proforma

Wrong route, or bad advice

  • Publishing the advertisement after the gazette application instead of before it, on the advice of a guide that has the order reversed
  • Letting a form clerk decide how your single name splits into given name and surname, instead of declaring the form yourself
  • Booking a Hindi advertisement because a template page said regional language Hindi
  • Arranging a demand draft instead of paying the Central fee on BharatKosh
  • Travelling to Aizawl from a southern district without confirming the current form and charges
  • Taking a birth certificate error to the gazette instead of the Registrar under Section 15
  • Expecting the deed or gazette to update school, service or land records by itself
The single biggest cause of rejection is inconsistency. Pick one exact written form, the spacing included, and put it on every paper: the affidavit, the advertisement, the state application and the Central proforma. Everything else on this list is avoidable by reading twice.

Should you do it yourself or take professional help?

The judgement worth paying for sits earlier than the paperwork: deciding how your name should be written so that it survives a passport form, a visa application and a foreign database, and choosing the route that matches where the name has to work. That decision is permanent in practice, because every document afterwards inherits it. You can compare the whole range of name change services before deciding.

The Department of Publication entertains applications only from the applicant, personally or by post or courier, and its guidelines rule out agents, advocates and touts by name. What does the state route cost?+
Ask the Controller's office. No reliable public figure was available, and the numbers quoted on private websites for this state, such as a generic Rs 500 to Rs 1,500 for state gazettes, range widely with no source. A number on a private website is not worth relying on at the counter.
Which language should the newspaper advertisement be in?+
Mizo or English, whichever paper genuinely circulates where you live. The Mizoram Official Language Act, 1975 makes Mizo the language for official purposes and allows English, and a General Administration Department circular of 22 June 2021 asked departments to issue Government instruments and notifications in both. Does the newspaper advertisement come first?+
Yes. The advertisement is published before the gazette application, and its proof goes into the file. Any guide telling you to publish advertisements after the gazette has the sequence reversed, and following it will cost you a round.
I have a single name with no surname. Is that a problem?+
Not in Mizoram, but it is outside it, because passport and visa forms demand a surname field and different systems resolve a single name differently. Foreign rules have tightened too: from 21 November 2022 passengers with a single name on their passport were not permitted to travel to or from the UAE on tourist or visitor visas, with an exception for residence permit holders whose name appeared in both the first name and surname columns. Check current rules with the airline and mission, and fix one written form deliberately rather than letting each form split your name for you.
Should I adopt a clan name as a surname?+
That is entirely your choice. Some people do so precisely so that forms have something to place in the surname field; others keep a single name and simply fix the spelling once. Both can be recorded. What causes problems is not choosing at all, and letting four different clerks choose four different ways.
Is the Mizoram Gazette valid outside the state?+
It is a lawful state record, and it is often exactly what a Mizoram department or board wants. Offices outside Mizoram and foreign authorities look for Part IV of the Gazette of India. If your new name must work everywhere, use the Central Gazette, or do both.
How do I pay the Central Gazette fee?+
Only through bharatkosh.gov.in, the Non-Tax Receipt Portal. Demand drafts and direct transfers are no longer accepted, and none should be made out to a Controller of Publications in Mizoram, because no such officer exists here. The fee is non-refundable.
Who runs the Central Gazette?+
The Department of Publication, Civil Lines, Delhi 110054, a subordinate office of the Ministry of Housing and Urban Affairs. A Directorate of Government Printing and Stationery is a state level title, so a page describing the Central process that way is mistaken, and there is no Ministry of Home and Urban Affairs at all.
Will I get a printed Central Gazette copy by post?+
No. Hard copies ceased on 1 October 2015. You download the PDF free from egazette.gov.in, and it needs no further certification. Nobody should charge you to fetch a published gazette.
Does a deed or gazette update my school certificate automatically?+
No. The board or council runs its own correction process, and the gazette is the proof you bring to it. The same applies to service books and land records. Ask which gazette they accept before choosing a route, since state records often accept the state deed.
How do I change my minor child's name?+
A parent or legal guardian applies with the child's birth certificate attached and the parent's identity proof. On the Central route the minor fee, commonly Rs 1,700, applies with the usual revision caveat. Both parents signing avoids objections later.

Yes, on the Central route. The whole file moves by post and Part IV is valid everywhere in India and recognised by embassies. Family at home can send it, but the papers must carry your own signature, because the Department entertains applications only from the applicant.
Are the Rs 999 offers real, and can I pay extra to publish faster?+
No on both counts. The Central Government fee alone is commonly Rs 1,100, so Rs 999 all-inclusive is arithmetically impossible for that route, and the Rs 5,000 to Rs 7,000 figure on one widely shared page is not a Government charge either. Neither route sells expedited Government processing; a company can only speed up its own paperwork.
