How do clan names and the mother's line affect a gazette file?

This is the section every other guide skips, and it matters more here than anywhere else in India.

The Khasi, Jaintia and Garo communities are matrilineal. Descent, inheritance and the clan name pass through the mother, and children carry the mother's clan name rather than the father's. The Khasi clan is the Kur, and marriage outside your own clan is the rule. Among the Khasi the youngest daughter, Ka Khadduh, traditionally holds the ancestral property and the responsibilities that come with it, and the Garo have their own version through the clan estate. This is a living system that shapes families across the state, not a historical footnote.

Now look at the paperwork. Affidavit formats, newspaper notice wording and gazette proformas used across India ask for the applicant's father's or husband's name, because they were written for a patrilineal default. That mismatch is where Meghalaya files go wrong. It shows up in a few recurring ways:

Where the friction actually appears

  • A form field asks for the father's name while your records and clan name follow your mother's line, and the two documents then disagree
  • A school certificate records the clan name in one form and a later Aadhaar entry records it in another, or drops it entirely
  • A child of an inter-community marriage carries the mother's clan name at home but a father's surname on some document, and no office reconciles them
  • Someone moving out of the state finds that systems elsewhere read the clan name as a middle name, or split it wrongly

How a careful file handles it

The fix is not to abandon the customary name. It is to decide the exact final written form of the name you want on record, spell and order it identically on the affidavit, on both newspaper notices and on the proforma, and let the gazette notification declare it once for every office to follow.

Where a form insists on a father's name field and your actual identity runs through the mother's clan, the affidavit should be drafted to state your parentage accurately and declare the name change clearly, rather than forcing your family into the wrong box. A well-drafted affidavit carries both truths without contradiction. That is what a careful drafter is actually for.

To be clear about what this page is not saying. Nothing here suggests anyone should change a customary name, and this page takes no position on the ongoing social conversation about matriliny in Meghalaya. The only point is practical: standard forms assume a father's surname, your records may not, and a gazette notification is the tool that settles which written form goes on official record.

Why does a gazette matter in a state that was named before it existed?

Meghalaya's own name arrived decades before the state did, and making it official took two Acts of Parliament.

The geographer S. P. Chatterjee coined the name in 1936, from the Sanskrit for abode of clouds. It took another thirty-six years to attach that name to a state. First the Assam Reorganisation (Meghalaya) Act, 1969 created an autonomous state inside Assam, effective 2 April 1970. A state within a state, an arrangement with no earlier example in Indian federalism. Then the North-Eastern Areas (Reorganisation) Act, 1971, enacted on 30 December 1971, granted full statehood, and Meghalaya was born on 21 January 1972 with Shillong as its capital. The same Act made Manipur and Tripura full states and created Mizoram and Arunachal Pradesh as Union Territories. The whole movement was peaceful and constitutional.

And the pattern has not stopped. On 27 April 2026 the Governor promulgated the Meghalaya Official Languages Ordinance, 2026 under Article 213(1) of the Constitution, declaring English, Khasi and Garo the official languages of the State and repealing the Meghalaya State Language Act, 2005. English continues in all civil and criminal courts.

Notice how that change became official. The Ordinance was published in the Extraordinary Gazette of Meghalaya. A state's own languages did not become official because the Cabinet agreed or the news reported it. They became official when the notification was published. Your name works on exactly the same principle, and it takes weeks rather than decades.

Is there a gazette office in Meghalaya for a name change?

The honest answer, and the three claims circulating online that are simply wrong.

Meghalaya does publish a Government gazette. It comes out through the Printing and Stationery Department, whose Directorate has been in Shillong since 1982, with a Branch Press at Tura from 1983 and a Branch Press at Jowai from 2011. The department describes itself as a serving department for Government offices, and what the gazette carries is Government business: notifications, orders and departmental matter sent in by departments. There is no public window where a private citizen files a personal name change.

So for a name change that a passport office, UIDAI, a bank, a university or an employer outside the state will accept without argument, Meghalaya residents apply to the Central Gazette of India. The file goes by speed post, and geography costs you nothing: an applicant in Nongstoin follows exactly the same steps as one living in Delhi.

Second, that the notice should be published in all major national newspapers. Two dailies that genuinely circulate where you live is what the file needs. How does the name change procedure in Meghalaya work, step by step?

Five stages. Nothing on this list needs you to travel, and nothing needs an agent to submit for you.

Settle the written form

Decide the exact spelling, spacing and order of the new name before anything is drafted, including where the clan name sits. Everything after this has to match it letter for letter.

Affidavit, then notices

Sworn before a notary, then the same notice in two dailies, one English and one Khasi or Garo, with the complete original printed page of each kept as proof.

Proforma, undertaking, soft copy with a matching-contents certificate, identity of applicant and witness, photographs, fee on BharatKosh, then post it.

Step 1: prepare and notarise the affidavit

Get an affidavit drafted on stamp paper stating your old name, your new name, your parentage, your full address in Meghalaya, and the reason for the change, then sign it before a notary. Stamp paper and the notary fee together usually cost Rs 100 to Rs 500, and notaries sit in the district headquarters.

Decide the exact written form of the new name before this document is drafted. Where your identity runs through the mother's clan and the form expects a father's name, this is the document that has to state your parentage accurately while declaring the change clearly. Get that right here and the rest of the file follows it.

Step 2: which newspapers, and in which languages?

Publish the same notice in two daily newspapers that circulate where you live: one English daily and one in your local language, Khasi for the Khasi and Jaintia hills or Garo for the Garo hills. Under the Meghalaya Official Languages Ordinance, 2026, English, Khasi and Garo are the official languages of the State, so those are the natural and accepted choices. A Hindi paper is the wrong instruction for Meghalaya, however many copied guides repeat it, and you can now point at a dated Ordinance rather than argue about preference.

The notice has to carry your old name, your new name, your full address, your age, your parentage and the date of the affidavit. Keep the complete original printed page of each newspaper, not a cutting. Two notices usually cost Rs 800 to Rs 4,000 depending on the titles and the edition.

Step 3: what goes into the Delhi file?

Your file should contain the original newspaper pages carrying both notices, a signed undertaking showing your old and new name with parentage and residential address and declaring the facts are true, two copies of the prescribed proforma signed and attested, a soft copy of the notice text as the department directs, a certificate signed by you declaring that the hard copy and soft copy contents match, self-attested identity proof of the applicant and of the witness, two passport size photographs, and a request letter to the Controller of Publications.

Keep every supporting document recent. The Department expects papers that are not older than one year, so an affidavit or a newspaper page from an earlier abandoned attempt will sink the file.

Step 4: how do you pay the fee?

The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, with an additional charge per alias name if you publish aliases. The Department of Publication revises these amounts each financial year, so confirm the current figure on deptpub.gov.in before you pay. The fee is not refundable, whether the file is published or returned. Do not arrange a demand draft and do not make a direct bank transfer, because that route closed years ago.

Step 5: where do you send it, and how do you get your copy?

Send the complete signed file by post or courier to the Department of Publication, Civil Lines, Delhi 110054. Speed post from Shillong or Tura works exactly as well as walking it in from a Delhi address, and costs Rs 50 to Rs 200. Applications are accepted from the applicant directly, not from agents, which is why an honest consultant prepares and checks your file end to end while you sign and send it.

Your notification then appears in Part IV of the Gazette of India. Physical printing and sale of hard copies ceased on 1 October 2015, so you find your issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your own copy. It needs no further certification.

About the Rs 999 offers that dominate Meghalaya search results. The Central Government fee alone is commonly Rs 1,100, so an all-inclusive Rs 999 gazette is not possible. Such offers are usually an affidavit sold as a gazette, or a price that quietly excludes the Government fee. Ask two questions before paying anyone: which gazette, and does the price include the fee paid on BharatKosh.

One more thing worth knowing before you commit. The Central Gazette fee is not refundable. If the file comes back because the clan name was written one way on the affidavit and another way on a notice, you pay it again and wait again. That is the entire reason we settle the written form in writing before anything is drafted.

Plan for 3 to 7 weeks from the first phone call to a notification you can download. Distance adds a few postal days at most, so a file from Baghmara is not meaningfully slower than one from Delhi.

There is no official expedited option. Treat any promise of faster publication for an extra charge as a warning about the seller, not a service. If an admission, a visa appointment or a joining date is behind your file, begin 3 to 7 weeks ahead instead of paying for speed nobody can actually sell you.

The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Is a birth certificate mistake a gazette matter in Meghalaya?

No, and this is the single most common thing people here are sold wrongly. If the error sits in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that issued the certificate: the Shillong Municipal Board, your town committee, or the local registrar in your district.

A gazette notification will not change the entry in the birth register. The two documents live in different systems. The Civil Registration System portal is crsorgi.gov.in. Anyone pushing every birth certificate case into a gazette application is charging you for the wrong process. Systems elsewhere may read a clan name as a middle name, split it wrongly, or reject an application because a school certificate and an Aadhaar entry disagree.
