Why do Manipuri names break standard forms?
This is the section every other guide skips, and it is the reason most name files from this state exist at all.
In Meitei practice the family name is the yumnak, also called the sagei. Each yumnak belongs to one of the seven Yek Salai clans, Mangang, Luwang, Khuman, Angom, Moirang, Khaba Nganba and Chenglei, and researchers have recorded roughly 716 yumnaks in all. Names like Thoudam, Ningthoujam, Laishram, Sanasam and Konsam are yumnaks, and a family's genealogy can be traced through them.
Here is the part that matters for paperwork. In Meitei naming convention the given name is written after the family name, so the yumnak comes first. Every standard Indian form, and every foreign one, assumes the opposite: given name first, surname last. The moment a Manipuri name enters one of those systems, it can be split the wrong way, and the split then differs from office to office.
Layer on the Singh and Devi question and the mismatches multiply. The appended identifiers, Singh for men and Devi for women, came in with a later period; some families keep them, some drop them, and revivalists have substituted Meitei in place of Singh. The result is that one person can appear on their own documents in several forms:
How does one name split into several?

- The yumnak dropped entirely on a form that only had two name fields
- An older record romanised from the Bengali script, and a newer one romanised differently, giving spelling variants of the same yumnak
What does a gazette notification fix?
It lets you declare one exact written form of your name, in one exact order, with the identifier either kept or dropped as you choose, and every office afterwards works from that single declaration.
The choice is yours: nobody has to abandon a yumnak, and nobody has to keep an appended identifier they no longer use. What matters legally is that the form is fixed once, then reproduced letter for letter on the affidavit, both newspaper notices and the proforma. Decide it before anything is drafted, including whether the yumnak sits first or last on the record, because that decision is what every future document will inherit.
Why does a gazette matter in a state that changed its own script?
Manipur has been through a name and script change far bigger than anything on your documents.
Meiteilon, the state's language, was written for centuries in its own script, Meetei Mayek, known from coins and copper plate inscriptions going back many centuries. In the early eighteenth century, following King Pamheiba's conversion, the script was replaced by the Bengali alphabet. It took the twentieth century to bring it back: scholars agreed a reconstructed alphabet, schools began teaching it, and the Manipur Official Language (Amendment) Act, 2021 redefined Manipuri as the language written in Meetei Mayek, allowing Meetei Mayek and the Bengali script to be used together for a ten year transition. The Governor approved the amendment on 25 February 2021 and it was published on 10 March 2021.
Statehood arrived the same way. The North-Eastern Areas (Reorganisation) Act, 1971, enacted on 30 December 1971, raised Manipur from a Union Territory to a full state on 21 January 1972. The same Act made Meghalaya and Tripura full states and created Mizoram and Arunachal Pradesh as Union Territories.
Is there a gazette office in Manipur for a name change?
The honest answer, and the three claims circulating online that are simply wrong.

Manipur publishes a Government gazette, and it carries state notifications, orders and departmental matter. What it does not have is a public window where an individual files a personal name change. Anyone telling you that every applicant must physically submit an application to a gazette department inside Manipur is repeating a line that contradicts itself two sentences later, because the same pages then send you to the Central Gazette.
The honest position: for a name change that a passport office, UIDAI, a bank, a university or an employer outside the state will accept, you apply to the Central Gazette of India. The file goes by speed post from Imphal, Ukhrul or anywhere else, and distance costs you a few postal days and nothing more.

How does the name change procedure in Manipur work, step by step?
Five stages. Nothing on this list needs you to travel, and nothing needs an agent to submit for you.
Fix the exact form
Settle the order of the yumnak and given name, the spelling of each, and whether an appended identifier stays. Then draft and notarise the affidavit. Everything after this has to match it letter for letter.
Two newspaper notices
The same notice in two dailies, one Manipuri and one English, with the complete original printed page of each kept as proof, and the name in exactly the form used on the affidavit.

Step 1: what form should the name take, and what must the affidavit say?
Before drafting, settle the final written form: the order of the yumnak and given name, the spelling of each, and whether an appended identifier such as Singh or Devi stays. Then get an affidavit drafted on stamp paper stating your old name, your new name, your parentage, your full address in Manipur, and the reason for the change, and sign it before a notary. Stamp paper and the notary fee together usually cost Rs 100 to Rs 500. Everything after this document has to match it letter for letter, so this is the decision that carries the whole file.
Step 2: which newspapers, and in which languages?
Publish the same notice in two daily newspapers that circulate where you live: one Manipuri daily and one English daily. Manipuri, or Meiteilon, is the official language of the State under the Manipur Official Language Act, 1979, and English papers circulate widely, so that pairing is the natural one. A Hindi paper is the wrong instruction for Manipur, however many copied guides repeat it. The notice must carry your old name, your new name, your full address, your age, your parentage and the date of the affidavit, in exactly the form used on the affidavit. Keep the complete original printed page of each newspaper, not a cutting. Two notices usually cost Rs 800 to Rs 4,000.
Step 3: what goes into the Delhi file?
Your file should contain the original newspaper pages carrying both notices, a signed undertaking showing your old and new name with parentage and residential address and declaring the facts are true, two copies of the prescribed proforma, computer typed and not handwritten, signed and attested, a soft copy of the notice text as the department directs, a certificate signed by you declaring that the hard copy and soft copy contents match, self-attested identity proof of the applicant and of the witness, two passport size photographs, and a request letter to the Controller of Publications.
Keep every supporting document recent. The Department expects papers that are not older than one year.
Step 4: how do you pay the fee?
The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, with an additional charge per alias name if you publish aliases. The Department of Publication revises these amounts each financial year, so confirm the current figure on deptpub.gov.in before you pay. The fee is not refundable, and no demand draft is involved, whatever an older page tells you.
Step 5: where do you send it, and how do you get your copy?
Send the complete signed file by post or courier to the Department of Publication, Civil Lines, Delhi 110054. Speed post from Imphal works exactly as well as walking it in from a Delhi address, and costs Rs 50 to Rs 200. Applications are accepted from the applicant directly, not from agents, which is why an honest consultant prepares and checks your file end to end while you sign and send it.
Your notification then appears in Part IV of the Gazette of India. Physical printing and sale of hard copies ceased on 1 October 2015, so you open the relevant issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your own copy. It needs no further certification.
What documents are required for a name change in Manipur?

One more thing worth knowing before you commit. The Central Gazette fee is not refundable. If the file comes back because the yumnak was written one way on the affidavit and another way on a notice, you pay it again and wait again. That is the entire reason we settle the exact form and order in writing before anything is drafted.

- Gazette notification
- A formal announcement printed in the official journal of a Government. For a name change it is the document Aadhaar, PAN, passport offices, banks, boards and employers accept as legal proof.
- Central Gazette
- The Gazette of India, published by the Department of Publication in Civil Lines, Delhi. Accepted everywhere in India and by foreign missions, and the route open to a Manipur citizen.

What do you update after the gazette, and in what order?
The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Is a birth certificate mistake a gazette matter in Manipur?
No, and this is the single most common thing people here are sold wrongly. If the error sits in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that issued the certificate: the Imphal Municipal Corporation, your municipal council or nagar panchayat, or the local registrar in your district.
A gazette notification will not change the entry in the birth register. The two documents live in different systems. The Civil Registration System portal is crsorgi.gov.in. Anyone pushing every birth certificate case into a gazette application is charging you for the wrong process. Where a case genuinely needs both, which happens when you want a new name going forward and a corrected record going backward, we say so and quote the two separately.
Which special situations come up most in Manipur?

What happens when you leave the state?
This is when the name problem usually surfaces. A name that worked perfectly in Imphal gets split differently by a university portal in Delhi, an employer's HR system in Bengaluru or an airline booking, and suddenly a degree certificate and an Aadhaar entry disagree. The Central Gazette settles it nationwide, because Part IV is valid in every state, and the whole file can be prepared and sent from wherever you are. Decide the final form once, and make every future document inherit it.
Can you add, keep or drop Singh or Devi?
All three are ordinary choices, and the gazette records whichever you make. What causes trouble is not the choice itself but inconsistency across documents. If your school records carry the identifier and your recent ID does not, a gazette notification declaring the final form ends the argument for every office that comes later. Revivalists who substitute Meitei for Singh follow the same route: declare the final form, then update everything to match.
What changes after marriage in Manipur?
Practice varies, and the paperwork should follow the person's actual choice rather than an assumption. Some applicants change nothing, some add a spouse's yumnak, and both are ordinary. If you are changing anything, the same three stages apply with the marriage certificate attached. After a divorce, attach the decree instead. The gazette route works in both directions.
How does a parent apply for a minor child?
A parent or legal guardian applies on the child's behalf. The affidavit is sworn by the parent, the child's birth certificate is attached, and the minor fee applies, commonly Rs 1,700 with the same revision caveat. Both parents signing avoids objections later. The notification publishes in Part IV of the Gazette of India, not in any state gazette.
What changes for Government employees in Manipur?
Central Government employees follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so that the service book is updated alongside the gazette notification.
State Government employees should likewise inform their department rather than doing the gazette quietly. A service record that does not match the published name creates a second problem, usually at the pension or promotion stage, years after the change. What names does the law not allow, and what do you gain by doing it properly?
You may take almost any name you like. Almost.
Names that will not be accepted
- A name taken in order to hide your identity
- A name taken to escape a debt, a liability or a legal proceeding
- A name that is obscene or offensive
- A name containing punctuation marks or symbols
- A name that impersonates another person for gain
A change of name does not erase anything behind you. Your old records stay linked through the notification itself, which names both the old and the new name. That is the point of publishing it.
