What does changing your name legally in Chennai actually involve?
A Gazette notification is a formal announcement of your name change printed in the official journal of a Government. That does not make it the right route for everyone. A state gazette is a state record. The city was renamed before the law caught up
Chennai's own renaming has a detail worth knowing, because it shows exactly how these things actually work.
On 17 July 1996 the city was officially renamed from Madras to Chennai, a name traced to Chennapattinam and to Chennappa Nayaka, the Nayak ruler from whose family the East India Company obtained the town in 1639. The formal instrument that rewrote every instance of Madras to Chennai in the laws applicable to the state, the City of Madras (Alteration of Name) Act, 1996, received the Governor's assent later that year, and provided for the change to take effect on a date specified by the state Government.
Read that sequence again. The city was already Chennai before the Act that renamed it was signed. This is not sloppiness; it is how the machinery works. The formal instrument records and completes something, and the effective date is whatever the instrument says it is, not the day somebody first used the new name.
The state had done the same thing twenty-seven years earlier, when Madras State became Tamil Nadu on 14 January 1969, timed to fall at Pongal. A state, then a city, each renamed by legislation with a date written into it.
Why the Chennai state route costs so little
This deserves to be stated plainly, because guides routinely quote Chennai applicants thousands of rupees without mentioning that an alternative exists.
The Government of Tamil Nadu's Stationery and Printing Department states on its own services page that, on request from the public, notifications regarding change of name, change of religion and similar matters are published in the Tamil Nadu Government Gazette. It supplies the proforma free from its office at 110 Anna Salai, and its published procedure lists the enclosures it wants without asking anywhere for a newspaper page.
No prior newspaper advertisement
Almost every other route in India requires one or two advertisements, which typically cost Rs 800 to Rs 4,000. The department's published procedure for this route does not ask for one. Some people still place a notice for their own comfort, but on the department's own list it is a choice rather than a requirement.
Postal charges included
Both figures the department states are described as including postal charges, so the published notification reaches you without a further trip or fee. Five gazette copies are supplied with the notification, and further copies come from the Publication Depot.
A weekly publication day
Applications submitted Monday to Friday are published in the next Wednesday's gazette. That is a short, predictable cycle compared with the Central route's 30 to 45 days.

The two fee figures, and why we are not going to pick one for you
The department's page states both of these, in this order: a sum of Rs 750 is collected, including postal charges, for notifications regarding change of name, change of religion and similar matters; and, after noting that change of name is now also published in Tamil, that the fee for change of name is Rs 150, including postal charges.
Initials, and what they stand for
This is the single most common reason people in this city need a gazette, and it is worth getting right, because the decision is permanent in practice.
Tamil naming traditionally places initials before the given name, standing for a father's name, a village or a house name. R. Kumar. S. Lakshmi. K. M. Rajan. Inside Tamil Nadu everybody reads these correctly and nobody is confused.
Outside, and increasingly inside computerised systems, they break. Passport forms, visa applications, foreign universities, Gulf employment contracts and airline bookings all want a given name and a surname in separate fields, and an initial is neither. So the initial gets expanded one way on a passport application and another way on a degree certificate, or dropped entirely on an Aadhaar record, or read as a middle name by a foreign system. Each version then looks like a different person during verification.
And the same discipline covers Tamil to English spellings
The same name has legitimately reached English in more than one form across decades of records: Lakshmi and Latchumi. Karthik and Karthick. Krishnan and Krishnaan. Neither version is wrong; transliteration has never been standardised. What causes the problem is having two of them across your own documents, because a verification system comparing them sees two people.

Decide the exact name, then prepare the affidavit
Settle the exact spelling, spacing and expansion of initials before anything is drafted, because everything after this copies from it. Then prepare an affidavit on non-judicial stamp paper stating your old name, new name, father's or husband's name, address and the reason for the change, signed before a notary. You swear the affidavit yourself. The two-witness requirement belongs to the Central proforma, not to this.
Obtain and fill the proforma
The change of name proforma is supplied free by the Assistant Director (Publication), Directorate of Stationery and Printing, 110 Anna Salai, Chennai 600002. Complete it exactly as your affidavit reads, letter for letter. If you were born outside Tamil Nadu, enclose a duly certified copy of your Ration Card, Passport, Voter Identity Card or a Residential Certificate from the Tahsildar, which the department specifically requires in that situation.
Submit and pay
Submit the completed proforma with your affidavit, identity and address proof, photographs and any case-specific enclosure. - Affidavit
- A written statement you swear is true, signed before a notary. You swear it yourself. Witnesses belong on the Central proforma, not on the affidavit.
- Expansion of initials
- Writing out in full what an initial stands for. Since a passport form needs a given name and a surname in separate fields, the expansion you declare becomes the name on every visa issued afterwards.
- Transliteration
- Writing a name from one script into another. It is an ordinary source of variation here, because a Tamil name written in roman letters can come out in more than one correct form, and no standard governs which.
- Matching-contents certificate
- A short certificate signed by you declaring that the contents of the hard copy and the soft copy are the same. A listed Central requirement, not an optional extra.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the Central gazette fee. Demand drafts were discontinued.
- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, through the Greater Chennai Corporation or whichever body registered it. Not a gazette matter.

What will a gazette notification not do for you?
This is where most disappointment comes from, so it is worth being blunt.
A gazette notification is a dated public record of your declaration. It is strong evidence and most institutions accept it. What it does not do is silently rewrite anything. Every one of these still runs its own process, with the gazette as the proof you bring:
School, board and university records
A spelling or an initial on a school or college certificate that does not match the Aadhaar is a very common starting point here. The board or university runs its own correction process and decides the outcome. Ask which gazette they accept before choosing a route, since state institutions often accept the state notification, and that answer alone could save you the Central fee.
Birth and death certificates
A Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that registered it, which within the city is the Greater Chennai Corporation. A gazette does not touch it.
Passport, visa and overseas records
The passport is a re-issue application in its own right, and overseas documents follow the passport rather than the gazette. A state notification, while perfectly lawful, is a state record, so for anything abroad the Central route is the one that travels.
Aadhaar, PAN, bank and service book
Each has its own update process and its own form. The gazette is what you produce at each one, and each takes its own time.
Marksheets, education documents and a parent's name
These are the corrections Chennai applicants ask about most, because a school or degree certificate is usually the oldest document in the set and the one every employer and university checks. In each case the institution runs its own process and decides the outcome; the gazette supports the application. Ask which gazette they accept first, because a state institution accepting the state notification can save you the Central fee entirely.

My birth certificate has a mistake. Do I need a gazette?
Usually not. If the error is in the birth certificate itself, a spelling wrong at registration or a detail entered incorrectly, that is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. Arrange that before you go rather than discovering it at the counter. It is not a barrier, simply a document to have ready.
Religious conversion cases
Where the matter involves a conversion or reconversion, the department asks for the original certificate issued by the Religious Authority, or a certified copy, to be sent with the proforma. Adoption and divorce cases
A change following an adoption needs a duly certified copy of the registered adoption deed. A change following a divorce needs a duly certified copy of the judgment. Both are listed by the department alongside the proforma.

Name change after marriage
The same stages apply, with the marriage certificate attached. If you keep using your existing name and nothing on paper changes, you do not need a gazette at all.
Minors
A parent or legal guardian applies on the child's behalf, attaching the child's birth certificate. On the Central route the minor fee applies, commonly Rs 1,700 with the usual revision caveat, and Rs 5,100 for a minor abroad. Both parents signing avoids objections later.
Are you a Government employee?
Then you have a step most guides leave out. Central Government employees follow Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through your own department, so the service book is updated alongside the gazette rather than years behind it. The draft route is closed. Payment is on bharatkosh.gov.in only, and never to a Controller of Publications in Chennai, because that officer is in Delhi.

Not for the state gazette route. The department's published procedure is proforma-based and does not list a prior advertisement among the enclosures. The Central Gazette does require them, and two is the settled practice, one Tamil and one English.

When will my notification be published on the state route?
An application submitted Monday to Friday is published in the next Wednesday's Tamil Nadu Government Gazette, and five gazette copies are supplied with the notification. Because postal charges are included in the fee, the copy is sent to you.
My name is all initials. How do I handle a passport?
Decide the exact expanded form first, including which part sits in the given name field and which in the surname field, declare it in the gazette, then update Aadhaar and apply for the passport re-issue in that form. Use the Central route, because Part IV is what a passport office and every embassy afterwards will recognise.
I was born outside Tamil Nadu. Does that change anything?
Yes, one thing. The department asks you to enclose a duly certified copy of your Ration Card, Passport, Voter Identity Card or a Residential Certificate from the Tahsildar with the proforma. Arrange it before you travel to the office.
