Do you need a gazette at all?
This is the part no service company leads with, and it is printed on Odisha's own e-Gazette portal.
The portal instructs applicants not to apply for gazette publication where the change is an Aadhaar name update of these kinds, because under the UIDAI standard operating procedure dated 28 October 2021 a gazette is not required for them:

What UIDAI's own document list shows
You do not have to take this on trust. UIDAI publishes the list of documents it accepts for an Aadhaar name update, and a marriage certificate, a divorce decree and an adoption certificate each appear on it as proof in their own right. A gazette notification is on the same list, as one accepted option rather than the only one.
So for a marriage or divorce name update, the certificate you already hold does the job. Buying a gazette for that alone is buying a document the office was never going to insist on.
The portal's own guidance is to apply for a gazette notification only for a full name or first name change, the kind where one name is replaced by a different one rather than corrected.

Why does a gazette matter in the state that renamed itself?
Odisha knows exactly how much work a name change takes, because it took the state three years and two separate laws.
The province was carved out on 1 April 1936, the first Indian province created on a linguistic basis, marked every year as Utkal Divas. But the English spellings Orissa and Oriya were colonial approximations of how the words actually sound, and correcting them needed Parliament.
Here is the detail most write-ups get wrong. It was not one law, it was two, assented on the same day:
Orissa to Odisha
The Orissa (Alteration of Name) Act, 2011 (Act 15 of 2011). Passed by the Lok Sabha on 9 November 2010 and the Rajya Sabha on 24 March 2011, given Presidential assent on 23 September 2011, and brought into force on 1 November 2011. It substituted Odisha for Orissa, including in the proviso to Article 164(1) of the Constitution.
Oriya to Odia
A separate constitutional amendment: the Constitution (Ninety-sixth Amendment) Act, 2011, which substituted Odia for Oriya at entry 15 of the Eighth Schedule, also assented on 23 September 2011. It was introduced as the Constitution (113th Amendment) Bill, 2010, so pages quoting a 113th Amendment Act are quoting the bill number, not the Act.
Three years, both Houses of Parliament and two instruments, to fix a spelling. Your own correction moves considerably faster, and if it is only an Aadhaar entry, it may not need a gazette at all.
Odisha e-Gazette or the Central Gazette of India?
Both are real. The state route is fully online and takes payment after approval. The central route costs more and works everywhere.

Most states leave private citizens with no practical gazette route and push everyone to Delhi. Odisha does not. Its e-Gazette portal carries a dedicated Change of Name and Surname service, the whole application is filed online with the documents attached as a single PDF, and the sequence is unusually sensible: you apply, the application is examined, and only after approval do you pay the publication fee. The published gazette then downloads from the same portal.

How does the Odisha e-Gazette route work, step by step?

The affidavit, worded Odisha's way
Sworn on stamp paper before a notary. Odisha is specific: it must declare that you have changed your name or surname from the old name to the new name, and state the purpose of the change.
The notice, in the prescribed format
Published in a newspaper in the format the portal prescribes, with the complete original full page kept as proof, and two signed copies of the notice text prepared for the file.
One clean PDF, then pay
Everything is attached as a single PDF. Once the application is approved, the portal shows the publication fee, you pay there, and the gazette downloads from the same portal.
Step 1: prepare and notarise the affidavit
Get an affidavit drafted on stamp paper and sworn before a notary. The wording matters more here than in most states: the declaration has to name both the old and the new form of your name and say why the change is being made. Stamp paper and notary together usually cost Rs 100 to Rs 500, and notaries sit in every district headquarters. For a minor, the parent or legal guardian makes the declaration on the child's behalf.
Step 2: publish the notice in the prescribed format
Publish the notice in a newspaper following the portal's format, and keep the full page rather than a cutting. The usual combination is one Odia daily and one English daily, choosing editions that genuinely circulate where you live. Odia is the official language of the State under the Orissa Official Language Act, 1954, so an Odia notice is the natural choice for an Odisha file, whatever a copied template says about Hindi.
The prescribed wording runs along these lines: by virtue of an affidavit sworn on a stated date, the applicant, at a stated address, has changed their name from the old name to the new name, and will be known by the new name from now on. Two copies of that notice, signed by you, go into the application.
Step 3: apply online with the documents as a single PDF
File the application on the portal with the affidavit, the two signed copies of the notice, the original newspaper full page, and a KYC document such as Aadhaar or Voter ID showing your old name. The portal asks for the documents attached as one PDF, so assemble and order the scans before you start, and read every page back on screen. A file split across several attachments, or a page that will not open cleanly, is an avoidable delay.
Step 4: pay after approval, then download
Once the application is approved, the portal asks for the publication fee. You pay there, and after publication you download your gazette from the same portal. Because payment comes after approval on this route, a document problem costs you time rather than a non-refundable fee. That is the opposite of how the central route works, and it is worth knowing before you choose.

How does the Central Gazette route work from Odisha?
Four stages. Nothing here needs you to travel to Delhi, and nothing needs an agent to submit for you.
Step 1: affidavit and two newspaper notices
A notarised affidavit stating your old name, your new name, your father's or husband's name, your full Odisha address and the reason for the change. Then the same notice in two dailies that circulate where you live, one Odia and one English. Keep the complete original printed page of each. Two notices usually cost Rs 400 to Rs 4,000 depending on the titles and the edition.
Step 2: prepare the file for Delhi
The file contains the original newspaper pages, a signed undertaking that the facts are true, two copies of the prescribed proforma, a soft copy of the notice text, self-attested identity of the applicant and of one witness, two passport size photographs, and a request letter to the Controller of Publications. Keep every supporting document less than one year old.
Step 3: pay on BharatKosh, then post the file
The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, plus a charge per alias name. The Department of Publication revises these amounts each financial year, so confirm the current figure on deptpub.gov.in before paying, and note that the fee is not refundable. Do not send a demand draft and do not make a direct bank transfer. Post or courier the signed file to the Department of Publication, Civil Lines, Delhi 110054, or hand it in there. Applications are accepted from the applicant directly, not from agents.
Step 4: download from egazette.gov.in
Your notification appears in Part IV of the Gazette of India, in the weekly Saturday dated issues, about 30 to 45 days after the file reaches Delhi. Since October 2015 the Gazette has been digital only, so you download the PDF free from egazette.gov.in and it needs no further certification.

One difference between the routes changes how much a mistake costs you. On the state route you have not paid the publication fee when the application is examined, so a document problem costs time. On the central route the fee is not refundable, so an error in your own file means paying again. Is a birth certificate mistake a gazette matter in Odisha?
No, and this is the single most common thing people here are sold wrongly. If the error sits in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, through the body that issued the certificate: your Municipal Corporation, your municipality or NAC, or the gram panchayat.
A gazette notification will not change the entry in the birth register. The two documents live in different systems. The Civil Registration System portal is crsorgi.gov.in. Anyone pushing every birth certificate case into a gazette application is charging you for the wrong process. Where a case genuinely needs both, which happens when you want a new name going forward and a corrected record going backward, we say so and quote the two separately.

What fixes an Odia to English transliteration mismatch?
This is Odisha's most common real case. The same Odia name reaches English in different forms across decades of records: Bishnu and Vishnu, Sabyasachi and Sabyasachee, Mohapatra and Mahapatra, Behera with and without a trailing a. An old school certificate, a father's spelling on a land record and a newer Aadhaar entry rarely agree, because each was romanised by a different hand at a different time. To Government systems those are separate people.
Note the useful twist here. If the correction you need is only in Aadhaar, the state portal's own advisory says transliteration errors do not need a gazette, so start at the enrolment centre. If the mismatch runs through your board certificates, your bank and your passport, a gazette notification declaring one final spelling is still the cleanest fix, because it gives every office the same published form to follow instead of a judgement call.
Name change after marriage
A woman adding her husband's surname, or keeping her maiden name and recording it clearly, follows the same stages with the marriage certificate attached. After a divorce, attach the decree instead. Worth knowing before you spend anything: for an Aadhaar update after marriage or divorce, the certificate itself is accepted proof and the portal's advisory says a gazette is not required. Check what the office in front of you actually wants first.
Name change for a minor child
A parent or legal guardian applies on the child's behalf and makes the declaration in the affidavit. Attach the child's birth certificate or Aadhaar as age proof, and an identity document of the applicant showing them as father, mother or guardian. A legal guardian also attaches the supporting documents for that status. On the central route the minor fee applies, commonly Rs 1,700 with the usual revision caveat, and both parents signing avoids objections later.
