To change your name in Noida, make a notarised affidavit, publish the change in two newspapers, one Hindi and one English, then submit the prescribed file to the Department of Publication at Civil Lines, Delhi 110054, with the fee paid through BharatKosh. Delhi is one Metro ride away and the Department accepts applications in person, so you can hand the file in yourself. Publication in Part IV follows in about 30 to 45 days. There is no Noida Nagar Nigam and no gazette office in the city.
What does the name change procedure in Noida involve?
Three careful stages, and two local facts that trip people up. The stages are the same everywhere in India: affidavit, newspaper notices, then the file. The local facts are that Noida has no municipal corporation, so a page telling you to visit the Noida Nagar Nigam is naming a body that does not exist, and that your documents may say Gautam Buddha Nagar where you say Noida.
A Gazette notification is a formal announcement of your name change printed in the official journal of the Government of India. Once it carries a date and a Part IV entry, passport offices, UIDAI, banks, boards, universities and employers treat it as the legal record of your new name. An affidavit on its own is the start of the change, not the finish.

Why is this city named after a committee?
Most cities are named after a founder, a river, a temple or a fort. Noida is named after an office.
NOIDA stands for New Okhla Industrial Development Authority. The city came into administrative existence on 17 April 1976, created under the Uttar Pradesh Industrial Area Development Act, 1976, and the planned township took the initials of the authority that built it. Its neighbour repeated the pattern, becoming Greater Noida under its own development authority.
Then there is the district. Noida sits inside Gautam Buddha Nagar, in Meerut division, which is a different name entirely. So a resident can quite reasonably say they live in Noida while their electricity bill, their voter record and their school certificate say Gautam Buddha Nagar. Both are correct. They are just different levels of the same address.
Is there a Noida Nagar Nigam?
No. This is the section that will save some readers a wasted morning.
Ghaziabad has a Nagar Nigam. Faridabad has a Municipal Corporation. Delhi has the MCD. Noida has none of these. The city is governed by the Noida Authority, a statutory authority under the Uttar Pradesh Government, constituted under the UP Industrial Area Development Act, 1976, headed by a Chairman with a Chief Executive Officer running daily operations. Greater Noida is run by its own authority from Knowledge Park. There is no municipal corporation for Noida.
So when a page tells you to make a correction at the Noida Nagar Nigam office, or to submit something at the concerned municipal corporation office of Noida, it is naming a body that does not exist. You cannot visit it, and nobody there is waiting for your file.
What this changes for a gazette name change
Nothing. Your file was never going to a local body in the first place. A personal name change is published in Part IV of the Gazette of India by the Department of Publication in Delhi, and that is true whether your city has a corporation, an authority or neither.
So if a guide has sent you looking for a municipal office for this, it has confused two different processes as well as inventing a body.
What it changes for a birth certificate
A great deal. In most Indian cities the municipal corporation is exactly the body you would approach for a birth record correction. In Noida there is no such body, so the usual advice does not apply.
The district administration says where to go instead, and the next section gives the addresses. Get this right before you spend anything, because it is the most common wrong turn in this city.
Where do birth certificate corrections actually go in Noida?
If the problem is a wrong name on a birth certificate rather than a name you want to change going forward, this is a different process, and in this city it has a specific address.
The Gautam Buddha Nagar district administration lists the locations for birth certificate services as the CMO Office in Sector 38 for Noida, Alpha-1, C Block Market for Greater Noida, and the various Nagar Panchayats, Nagar Palikas and common service centres across the district. That is where a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969 is handled. The national portal is crsorgi.gov.in.
Can I hand my gazette file in myself from Noida?
Yes, and from here it is genuinely easy. This is the one thing about a Noida name change that no competing page tells you.
The Department of Publication's published guidelines say it plainly: "Application either submitted personally or sent by Post/ Courier only will be entertained. No other channel is permissible viz Agents, Advocates, etc." The first half of that sentence is your advantage. Civil Lines is in north Delhi, and Noida is connected directly into the Delhi Metro network, with the Aqua Line linking Noida and Greater Noida into it. From Sector 18, Botanical Garden or Sector 62 the office is a straightforward journey with one interchange. Most people can go in the morning and be back at work by the afternoon.
Why go rather than post
- Nothing is lost in transit. A file that never arrives is discovered only weeks later, with the fee already paid and non-refundable
- Obvious gaps are caught at the counter. A missing photograph, an unsigned proforma or a cutting where a full page was needed is better found on the spot
- You keep the acknowledgement. Dated proof of submission in your own hand is worth the trip on its own
- The publication cycle is unchanged either way, so this buys certainty rather than speed

Step 1: fix the exact name, then notarise the affidavit
Decide the exact spelling, spacing and initials of your new name before anything is drafted, because everything after this copies from it. Then get an affidavit drafted on stamp paper stating your old name, your new name, your father's or husband's name, your full address in Noida and a clear reason for the change, and sign it before a notary. Stamp paper and notary together usually cost Rs 100 to Rs 500.
Step 2: publish in two newspapers, one Hindi and one English
Publish the same notice in two dailies that genuinely circulate in Noida, one Hindi and one English. Delhi editions and UP editions both circulate here, so you have real choice and it is worth taking more than one quote. The notice must carry your old name, new name, full address, age, father's or husband's name and the affidavit date, worded exactly as the affidavit reads. Keep the complete original printed page of each newspaper, not a cutting, with the date clearly visible. Two notices usually cost Rs 800 to Rs 4,000.
Step 3: prepare the file for the Department of Publication
Per the Department's published guidelines your file should contain:
- The original newspaper pages carrying your notices
- A signed undertaking showing your old and new name with father's or husband's name and residential address, declaring the facts are true
- Two copies of the prescribed proforma, computer typed and not handwritten, signed and attested, with the details of two witnesses
- A CD containing the print matter in MS Word, without the witness portion. For an adult applicant the guidelines say to type the old name in place of the signature; for a minor, the guardian's name
- A certificate signed by you declaring that the hard copy and soft copy contents are similar
- Self-attested photocopy of identity proof of the applicant and each witness
- Two self-attested passport size photographs
- A request letter to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054, along with the requisite fee
Keep every supporting document recent. The guidelines state that the documents must not be older than one year.
Step 4: pay the fee through BharatKosh only
The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor resident in India. Where an adult adopts a name of another religion without changing religion the published guidelines show Rs 1,100 plus Rs 250, that is Rs 1,350. For applicants living abroad the guidelines put it at Rs 3,500 for an adult and Rs 5,100 for a minor. The Department revises these amounts, so confirm the current fee on deptpub.gov.in before paying. It is non-refundable, and no demand draft is involved.
Step 5: submit in person or by post, then download
Submit the complete file at the Department of Publication, Civil Lines, Delhi 110054, in person on a working day, or by post or courier if that suits you better. Your notification then appears in Part IV of the Gazette of India, in weekly Saturday dated issues, about 30 to 45 days later. Since hard copies ceased on 1 October 2015, you open the relevant issue on egazette.gov.in, search the PDF for your old or new name, and download the whole gazette as your own copy. It needs no further certification, and nobody should charge you to fetch a public record.

The words that appear on every name change website, in language people actually use.
- Gazette notification
- A formal announcement printed in the official journal of a Government. For a name change it is what Aadhaar, PAN, passport offices, banks, boards, universities and employers accept as legal proof. It is not a court order and needs no lawyer.
- Department of Publication
- The Central Gazette office, at Civil Lines, Delhi 110054, a subordinate office of the Ministry of Housing and Urban Affairs. One Metro journey from Noida.
- Controller of Publications
- The officer heading the Department of Publication. Your request letter is addressed to this officer. There is no Controller of Publications in Noida or anywhere in Uttar Pradesh.
- Part IV
- The section of the Gazette of India carrying notices from private people rather than from Government. Part IV belongs to the Central Gazette only; a state gazette has its own parts.
- Noida Authority
- The New Okhla Industrial Development Authority, a statutory authority under the Uttar Pradesh Government created by the UP Industrial Area Development Act, 1976. It administers the city in place of a municipal corporation, and it has no role in a name change.
- Gautam Buddha Nagar
- The district Noida sits in, in Meerut division. Documents may carry either name, and both are correct; what matters is using one form consistently across your papers.
- Affidavit
- A written statement you swear is true, signed before a notary. It states the old name, the new name, parentage, address and the reason for the change. It is the start of the process, not the finish.
- Proforma
- The prescribed application format the Department requires, computer typed in duplicate and signed by you and two witnesses, whose self-attested identity proofs are enclosed with the file.
- Matching-contents certificate
- A short certificate signed by you declaring that the contents of the hard copy and the soft copy on the CD are similar. It is a listed requirement, not an optional extra.
- Personal submission
- Handing the file in at the counter yourself. The guidelines allow an application submitted personally or sent by post or courier, and nothing else, so agents and advocates cannot file it for you.
- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969. In this district the administration lists the CMO Office in Sector 38 for Noida and Alpha-1, C Block Market for Greater Noida. Not a gazette matter.
- BharatKosh
- The Non-Tax Receipt Portal at bharatkosh.gov.in, the only accepted channel for the gazette fee. Demand drafts were discontinued.
- e-Gazette portal
- egazette.gov.in, where published Central issues are searched and downloaded free. It is an archive, not a place to file an application.
- Deed poll
- A British instrument for changing a name. India does not use it, and no Indian office will ask you for one.
What do you update after the gazette, and in what order?
The gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

Which special situations come up most in Noida?
Four cases, and the first is more common here than anywhere else in the NCR.
Students from other states
Noida and Greater Noida host a very large student population drawn from across India. A student arrives with a school certificate issued in one state, gets a local address proof, opens a bank account, and at some point applies for a passport or a first job. That is when a name written one way at home and another way here becomes a problem.
Two practical points. First, you do not have to travel home to fix it: a Central Gazette notification is valid in every state and supports a correction application to your home board or university wherever it sits. Second, sequence it early. Doing this in your final semester, with a placement or a visa deadline approaching, is how people end up paying for speed that does not exist.
Corporate, IT and media professionals
The sectors around 62, 125 and 135 and the Film City cluster generate a steady stream of name mismatches surfacing at employment background checks, international travel and client onboarding.
The sequence that works is gazette, then Aadhaar, then PAN and bank, then the passport re-issue, then employer and any visa records against the new passport. Doing it out of order means repeating steps, and a background check rarely leaves room for that.
Name change after marriage
The same three stages apply, with the marriage certificate attached, and reverting after a divorce follows the same route with the decree attached. If you keep using your existing name and nothing on paper changes, you do not need a gazette at all, and no court order is involved either way.
A minor child
A parent or legal guardian applies on the child's behalf, with an undertaking signed by the guardian and the child's birth certificate attached. The minor fee applies, commonly Rs 1,700 with the same revision caveat, and both parents signing avoids objections later. School admission is the usual trigger here, so allow the full timeline.
What changes for Government employees in Noida?
Central Government employees follow the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so that the service book is updated alongside the gazette notification.
Uttar Pradesh Government employees should likewise inform their department rather than doing the gazette quietly. Ask your establishment branch one thing before you spend anything: which gazette they want on the record, and in what order. A service record that does not match the published name creates a second problem, usually at promotion or pension, years later. Send us any departmental circular and we build the file around it.
What names does the law not allow, and what do you gain by doing it properly?
You may take almost any name you like. Almost.
Names that will not be accepted
- A name taken in order to hide your identity
- A name taken to escape a debt, a liability or a legal proceeding
- A name that is obscene or offensive
- A name containing punctuation marks or symbols
- A name that impersonates another person for gain
A change of name does not erase anything behind you. Your old records stay linked through the notification itself, which names both the old and the new name. That is the point of publishing it.

What mistakes get Noida applications rejected?
Every one of these is avoidable, and the fee is not refundable.
