Name Change in Education Documents

The Government's own gazette application accepts your 10th and 12th certificate as proof of the name you are giving up. That one line tells you what an education document is for. It records the name you sat the examination under, and most boards will not rewrite it afterwards. What they will do is correct an error, and the two are not the same request.

A name change in education documents is usually a correction, not a change. Boards will bring an entry into line with the school record, within a deadline. A genuinely new name is different: CBSE will only carry it if the court order and gazette came before your result was published. Otherwise the certificate keeps the old name and the gazette is produced alongside it.

Can you change your name on a marksheet or certificate?

Almost always no, and the reason is more interesting than the refusal.

What is an education certificate actually for?

It is evidence of who you were when you sat the examination. Four Government sources say so, in four different ways.

People arrive at this subject assuming a marksheet is like an Aadhaar card: a record of your current identity that ought to be updatable. It is not. It is a record of an event, and the event has a date. Once you see that, every board's rule below stops looking arbitrary.

1. The gazette form asks for it as proof of the OLD name

The Department of Publication, which runs the Gazette of India, lists the documents it accepts as proof of the name you are giving up. On that list: “10TH 12TH EDUCATIONAL CERTIFICATE”. The Government's own name change machinery treats your marksheet as evidence of the name being abandoned, not as a document to be rewritten.

2. CBSE's timing rule only makes sense this way

A change of name is carried only if the court order and gazette predate the result. That is not bureaucratic fussiness. It is a record saying: this is what was true on the day, and the day has passed.

3. Recruiters are built around the old name staying

The Staff Selection Commission has a whole clause for a change of name after matriculation, listing the deed poll, affidavit, newspapers and gazette you produce. Nothing in it contemplates a reissued certificate. The framework assumes the certificate still says the old name.

4. Even a university that allows it keeps both names

Delhi University records a change of name as “changed name alias/nee earlier name”. It does not erase anything. It annotates.

And the clearest proof of all comes from the board that is most willing to help you. NIOS will record a genuine change of name after your result, which CBSE will not. But look at what it actually writes on the record: “CHANGE ALLOWED IN NAME OF LEARNER FROM ___ TO ___ ON (DATED ___) AS PER REQUEST OF THE CANDIDATE AND GAZETTE NOTIFICATION NO. ___ DATED ___.” Both names, the date, and the gazette number. Even the permissive board endorses rather than rewrites.
Which is the same principle as a birth certificate, for the same reason. There, Section 15 of the Registration of Births and Deaths Act requires a correction to be written in the margin without altering the original entry. Are you asking for a correction or a change?

CBSE defines both in one sentence, and the distinction runs through every board on this page.

The single question to answer before you do anything. Open the school's own record, not the marksheet. If the school register carries the name you want, you are asking for a correction, and you are on solid ground. If the school register carries the same version as the marksheet, you are asking for a change, and that is a different and much harder request at every board on this page. The school office can settle this in ten minutes and it decides everything that follows.
And do not describe one as the other. There is a temptation to call a change a spelling error because the correction route looks open. Boards verify against the original school records, which is exactly where the claim falls apart, and you will have spent the fee and the year finding out. The gazette route is not a punishment. It is the correct instrument, and it works for every institution at once rather than one board at a time.

What are the CBSE rules for a name correction or change?

Bye-Law 69.1, and one sentence in the revised rules that decides most cases.

What CBSE will correct, and what it wants to see

A correction is allowed to bring the entry into line with the school record or the List of Candidates the school submitted. The application is forwarded by the Head of Institution with three attested documents, and the bye-law names them precisely:

The admission form

The form filled in by the parents at the time of admission, attested by the Head of the institution.

The previous school's leaving certificate

The one submitted by the parents at the time of admission, attested.

The admission and withdrawal register

A true copy of the page where the entry was made in respect of the candidate, attested.

Notice what those three have in common. They are all contemporaneous with your admission. CBSE is not asking what your name is now. It is asking what the school wrote down at the time, and whether the certificate matches it.

And what CBSE will not do

The revised rules, in full: “Applications regarding changes in name or surname of candidates may be considered, provided the changes have been admitted by the Court of law and notified in the Government Gazette before the publication of the result of the candidate.”

Read the last clause twice. Not before you apply. Not within a year. Before the publication of your result. So a gazette notification obtained at twenty five, for a Class X certificate issued at fifteen, does not entitle you to a reissued certificate, however genuine the change and however good the paperwork. This is the sentence that ends most enquiries about CBSE, and knowing it now saves you a year and a thousand rupees.

Two useful details while you are here. CBSE does not require a newspaper advertisement for a name matter; newspapers appear in its rules for a duplicate certificate, which is a different application. And CBSE states that examination records prior to 1975 have been weeded out, so documents from before then cannot be verified by the Board at all. If your matter concerns a pre-1975 certificate, plan around that rather than into it.
CBSE has said this publicly, and it is worth repeating. In a press release of 14 August 2025, a CBSE Regional Office cautioned “against unauthorized sources circulating misleading information claiming to offer quick solutions for issuance of duplicate mark sheets, certificates, and document corrections”, and said all official information is available “exclusively through www.cbse.gov.in, regional offices, or verified channels”. Nobody can shorten Bye-Law 69.1 for a fee. If somebody offers to, that notice is about them.

Is the CBSE correction deadline really one year?

That is what the published rules say. But the picture is less tidy than most pages admit, and you deserve the real version.

Short answer

Work to one year. CBSE's revised rules, linked from its own corrections page, say a name correction “will be considered only within one year of the date of declaration of result”. Apply inside that window and the question never arises.

What the numbered bye-law says

Rule 69.1(ii) says an application for correction in name “may be considered any time” provided the three school documents are forwarded. For date of birth, Rule 69.2(iv) gives two years.

What the current published rules say

The revised rules give one year for both, and add for date of birth that “No correction whatsoever shall be made on application submitted after the said period of one year.”

Here is the honest part, and we would rather say it than pretend. The one year rule is the operative one and CBSE applies it. But the document carrying it is an undated, unnumbered PDF, while the instrument it displaces is a numbered bye-law that still reads “any time”. Note also that the absolute sentence, no correction whatsoever, sits under the date of birth heading rather than the name heading. None of that gets you a correction at thirty. What it does mean is that if you are just outside the window with a genuinely clerical error and complete school documents, it is worth applying and asking rather than assuming the door is bolted, and it is worth asking the Regional Office to put any refusal in writing.
The practical reading. Inside one year: apply, with the three school documents, through the Head of Institution. Outside one year, with a real error: apply anyway, expect a refusal, and have the gazette route ready. Outside one year with a genuine change of name: do not apply at all, because the timing rule closes it, and go straight to the gazette.

What does NIOS allow that CBSE does not?

A genuine change of name after your result. That makes NIOS materially the most permissive national board on this page.

The National Institute of Open Schooling separates the two requests exactly as CBSE does, defining a correction as fixing spelling or factual errors to make the record consistent, and a change as “addition, deletion, alteration or recording a name different from the name recorded in NIOS records”. What is different is that it entertains the second one.

The procedural fact that catches people out. NIOS states that revised corrected documents will be issued only after you have submitted the original documents carrying the incorrect details, meaning the marksheet, migration certificate, provisional certificate or final certificate, together with the fee. You surrender the originals to get corrected ones. So scan and photograph everything at full resolution before you post anything, send by tracked post, and check your admission and job timelines first. People part with original certificates and then need them a fortnight later for something unforeseen.
And budget for two fees, not one. NIOS says the correction fee is charged in addition to the fee for the revised document as per its own norms. Ask the regional centre for both current figures before you apply.
One inconsistency in NIOS's own material, flagged rather than smoothed over. Its public procedure page anchors the three year limit to the date of registration, while its rules document anchors a change of name to three years from the declaration of result. Both are NIOS published. Treat the rules document as governing a change and the web page as governing a correction, and confirm with your regional centre rather than relying on either alone.

How does CISCE handle a name correction?

Through your school, and around candidates who are still registered with it.

The Council for the Indian School Certificate Examinations conducts the ICSE at Class X and the ISC at Class XII. Its correction facility is built for candidates still inside the system: those appearing for the coming examination, those in the year below, and those whose confirmation of entry is pending. Its guidance to schools then states expressly that personal details cannot be changed for other categories of candidate.

Everything goes through the school

You do not deal with the Council directly. The school submits the correction through the Council's portal under the entry detail correction option, and the correction fee is paid online through the school. Your relationship with the school office matters more here than at most boards.

So the window is narrower than at CBSE

CBSE's window runs for a year after the result. CISCE's is framed around current candidature. If you or your child are sitting ICSE or ISC now, check the registration details today and fix anything wrong while the facility is open to you.

Duplicates are a separate and easier matter. If you have simply lost a document, a duplicate mark sheet, pass certificate or migration certificate is applied for online through the Council's website, and the Council's own material records that an affidavit is not required for a duplicate statement of marks. That is unusual and it saves a notary visit, so do not let anybody tell you otherwise.
Where our confidence is lower, and we will say so. The Council's own regulations and FAQ pages would not open to us during this research. What is above is drawn from CISCE's published guidance to schools and from our own research file, and the attestation standard in particular, which appears to reference a First Class Magistrate rather than a notary, is something to confirm with your school before spending money on the wrong kind of attestation. We would rather flag that than state it as settled.

How does UP Board correct a name on a marksheet?

Through the school, and on an affidavit. Its published checklist names no gazette at all.

The Uttar Pradesh Madhyamik Shiksha Parishad runs its corrections through a public service portal, listing services for issuance of a corrected certificate and issuance of a corrected marksheet. Its published checklists are unusually specific, and unusually light.

What the checklist asks for

An application countersigned by the school Principal, a transfer certificate countersigned by the District Inspector of Schools, an affidavit relating to the correct entries, a copy of the Class 9 or Class 11 registration card, and the candidate's identity document.

What it does not ask for

No gazette notification and no court order appear on the checklist. That is a materially lower bar than CBSE sets for the same kind of request, and it is worth knowing before somebody sells you a gazette you may not need for this board.

How long

The portal states 30 working days from the date of application for a corrected certificate or marksheet, against 15 working days for most of its other services.

The thing that stops most people before they start. The chain runs school Principal, then the District Inspector of Schools, then the Board's regional office, and you cannot jump it. The board's own registration instructions state plainly that online correction of a name is prohibited at the registration stage, and that after the last date for uploading data no correction of any kind in a student's particulars is acceptable. So the route is the school, not a login you go hunting for.
Ask the school to check the register first. This is the single most useful thing you can do, and it costs nothing. If the school's own register carries the name you want and only the marksheet is wrong, you are in the straightforward case. If the register carries the same version, you are asking the Board to depart from its source record, which is a different and harder application. Ten minutes in the school office tells you which one you are.
And where our confidence is lower. We could not find a published, numbered UPMSP regulation on name correction of the kind CBSE publishes as Bye-Law 69.1, nor a published correction fee, nor a published time limit for applying. What UPMSP publishes is the service, the checklist and the 30 working day timeline. Figures circulating elsewhere for a UP Board correction fee are not from UPMSP's own pages, so ask at the counter and treat quoted amounts with caution.

Can you change the name on a university degree?

There is no national rule. None. It is entirely your university's own ordinance, and they differ enormously.

We looked, and this is a negative finding rather than a search failure. We found no University Grants Commission regulation, circular or public notice dealing with the name recorded on a degree, a change of name after a degree is issued, or reissuing a degree in a new name. The UGC regulations on the grant of degrees govern when a degree is conferred, not what name is printed on it, and the specification of degrees notification governs nomenclature, meaning B.A. and M.Sc., not candidates. AICTE publishes procedures for changing the name of a course and of an institution, and nothing on students.

So anybody who tells you that UGC requires a particular document for a degree name change cannot show you the rule, because there is not one. The rule is whatever your university's statute says, and two real examples show how far apart they can be.

Two things to take from that table. First, ask your own university and nobody else, because the answer is genuinely local. Second, look at what the central university anchors to: the change made in your matriculation certificate. Universities treat the school certificate as the upstream document, which is one more reason the school board question on this page comes before the university one.
And note the alias construction, because it is the whole theme of this page again. Even a university that allows the change does not erase the old name. It records the new name as an alias of the earlier one. Your degree becomes a document that carries both, which is exactly what a gazette notification produced alongside an unchanged certificate achieves anyway, for a great deal less effort.

How do you correct a name in an education document, step by step?

Seven steps, and the first two happen at your old school rather than at any board.

Ask the school to check its own register

The admission register and the admission form. If they carry the name you want, this is a correction. If they carry the same version as the marksheet, it is a change. Everything below depends on which.

Work out which board and which window

CBSE runs to one year from your result. CISCE is framed around current candidature. NIOS gives three years. UP Board publishes a checklist rather than a deadline.

Collect the contemporaneous papers

The admission form filled in by your parents, the previous school's leaving certificate, and the page of the admission and withdrawal register. Attested by the Head of Institution. These three are the application.

Have the Head of Institution forward it

At CBSE and CISCE the application must come from the school, not from you. At UP Board it is countersigned by the Principal and then by the District Inspector of Schools.

Pay the correct fee, to the board

CBSE publishes Rs 1,000 for a correction in a certificate or marksheet. NIOS publishes Rs 100 for a correction and Rs 200 for a change, plus the revised document fee.

Scan everything before you surrender anything

NIOS issues corrected documents only after you post the originals back. Full resolution scans and photographs first, tracked post, and check your admission and job dates before you part with them.

Read the corrected document letter for letter

Before you leave or before you file it away. A new error on a reissued certificate is worse than the first one, because it looks settled and you have already spent the window.

If the answer is no, stop and switch

Do not appeal the same request three times. Move to the gazette alongside route, which is what the institution asking you for this will almost certainly accept.

One thing to settle before any of it: the exact final spelling. Whatever you ask a board to print should be letter for letter identical to what your Aadhaar, PAN, bank and passport will say. Boards give you one attempt inside a short window. Correcting a marksheet twice is not a thing you get to do.

When is a gazette alongside the certificate enough?

Nearly always. And this is the section that will save most readers a year and a fee.

Short answer

Where you have genuinely changed your name rather than found an error, the working arrangement is a gazette notification produced alongside the unchanged certificate. The certificate proves what you studied and when. The gazette proves that the person named on it is you. Employers, universities and passport offices deal with this pairing constantly.

This is not a workaround. It is what the system is built around, and you can see that in the way official bodies are organised. The Staff Selection Commission publishes a clause specifically for a candidate claiming a change of name after matriculation, listing the deed poll or affidavit, the two newspapers and the gazette notification to be produced. The whole clause assumes the matriculation certificate still carries the old name. If the expectation were a reissued certificate, that clause would not need to exist.

Put it in proportion. A CBSE correction is Rs 1,000 and a gazette is around Rs 1,100. They cost the same. The difference is not money, it is reach. The board correction fixes one certificate at one board, inside a window that may already have closed. The gazette links your two names for every institution at once, permanently, with no deadline. That is why this page keeps pointing at it.
And a note on the gazette documents, because it matters for this page. The Department of Publication requires the supporting documents in a gazette application to be not older than one year. That does not mean your marksheet must be recent. Your school certificate is accepted as proof of the old name whatever its age; the currency requirement applies to the identity documents proving who you are now. Read the guidelines before assembling the file.

What are the common mistakes on an education document name change?

Eight, and the first one is why most applications are refused.

Asking for a change and calling it a correction

Getting the gazette after the result and expecting CBSE to act

The rule wants it before the publication of the result. A gazette dated afterwards does not reopen the certificate, however genuine.

Never checking the school register

Ten minutes in the school office decides whether you have an easy case or a hard one. Almost nobody does this first.

Applying without the Head of Institution

At CBSE and CISCE the application comes from the school. One sent directly by a candidate is not the application the rule describes.

Posting NIOS originals before scanning them

You cannot get them back on request. Full resolution scans, photographs, tracked post, and check your dates first.

Believing a fee will shorten the rule

CBSE has issued a public caution about exactly this. Nobody can shorten a bye-law, and the people offering to are who that notice is about.

Assuming UGC has a rule for degrees

It does not. Ask your own university's examination branch, because the answer is genuinely local and varies enormously.

Fighting the board before asking the institution

The employer or university asking for “matching documents” will very often accept a gazette alongside. One email first.

And one that is really a matter of sequence. People correct the marksheet first because it feels like the root document, then discover Aadhaar and PAN still disagree and the marksheet window has closed. Settle the exact final spelling once, at the start, then work outward. A board gives you one attempt; the other records do not.

Why education comes so early despite being hardest to change. Every other record on this list can be corrected later, at your own pace, for a small fee. A board window closes and does not reopen. So if you are a student, or a parent of one, the marksheet is the item to check today, before anything else on the list, even though it is the one you are least likely to be thinking about.

How does a name correction work at your own state board?

CBSE is not the only board, and the state boards do not copy its rules. Each one runs its own correction counter, sets its own window and asks for its own paperwork. Boards do not hold your original name. The school does, in the admission and withdrawal register filled in when you joined. A board corrects a marksheet by matching it back to that register, which is why the first document every board asks for is a certified page from it, countersigned by the head of the institution. If the register itself carries the wrong spelling, fix that first. Nothing downstream can be corrected against a record that is already wrong.

One thing every board on this list has in common. None of them will print a genuinely new name on a certificate for an examination you have already sat. What they will do is correct an entry that never matched the school record in the first place. If your name has actually changed, the gazette notification is produced alongside the certificate, not instead of it.

What if it is your father's or mother's name that is wrong?

Same rule, same window, same evidence.

This is the single most common correction we are asked about, and people are often surprised that it is not treated as a smaller matter than their own name. CBSE Bye-Law 69.1 covers the name of the candidate and the name of the father, mother or guardian in the same clause. That means a parent's name gets the same treatment: it is a correction only where the certificate does not match the school admission record, it is subject to the same deadline, and the same three supporting documents are asked for.

The trap. A father who has himself changed his name, or who spells it differently on his Aadhaar than he did on your admission form twenty years ago, is not a correction case. The school register decides. If the register says one thing and his current records say another, the certificate keeps what the register says and his gazette notification is what links the two names together.

State boards take the same line. Where a state board form has a field for the father's name it is filled from the same register page, countersigned by the same head of institution. What differs between states is the fee and the number of copies, not the principle.

What do the board terms on this page mean?

Twelve definitions, each written to stand on its own.

Correction in name
In CBSE's own definition, correcting spelling, factual or typographical errors to make the certificate consistent with what is given in the school record.
Change in name
An alteration, addition or deletion that makes the entry different from the school record. At CBSE this requires a court order and a gazette notification predating the result.
Examination Bye-Laws
The CBSE rulebook governing examinations and certification. Rule 69.1 covers changes and corrections in name, and Rule 69.2 covers date of birth.
List of Candidates
The registration data a school submits to the board for its candidates, commonly shortened to LOC. The board's record is derived from it, which is why a correction is measured against the school record.
Head of Institution
The principal or head of the school, who must forward a correction application to the board. An application sent directly by a candidate is not the application the rule describes.
Admission and withdrawal register
The school register recording each pupil's entry and departure. A true copy of the relevant page is one of the three documents CBSE requires for a correction.
CISCE
The Council for the Indian School Certificate Examinations, which conducts the ICSE at Class X and the ISC at Class XII. Corrections are submitted by the school rather than by the candidate.
NIOS
The National Institute of Open Schooling, the national board for open and distance schooling, and the one board on this page that will record a genuine change of name after a result.
UPMSP
The Uttar Pradesh Madhyamik Shiksha Parishad, the UP Board. Its published correction checklist asks for an affidavit and school countersignature rather than a gazette.
Migration certificate
The certificate a board issues to let a candidate join another board or university. It carries the same name as the rest of the record, so a correction affects it too.
Alias entry
The way a university may record a changed name, written as the new name alias or nee the earlier one, so that the document carries both rather than replacing one with the other.
Gazette notification
The publication of a change of name in an official Government journal, with a date. For education documents it is generally produced alongside the certificate rather than causing the certificate to be reissued.

Do you need help with an education document name change?

For a clean correction inside the window, no. For working out whether you have a case at all, often yes.

The school's counter is yours. The application is forwarded by the Head of Institution, the documents are your school's own, and nobody can present them better than you and the school office together. The questions people search about a marksheet name change

Can you change your name on a 10th or 12th marksheet?

Rarely, and only inside a rule. CBSE will correct an entry to match the school record within one year of your result. It will carry a genuine change only where a court order and gazette were notified before the publication of your result. After that the certificate keeps the name you sat the examination under.

Why will a board not simply reissue it in my new name?

Because the certificate is a record of an event, not of your current identity. The Government's own gazette application accepts a 10th and 12th certificate as proof of the old name, which tells you exactly what role it plays. Even boards and universities that permit a change endorse it, printing both names.

What is the difference between a correction and a change?

CBSE defines it: a correction makes the entry consistent with the school record; a change makes it different from the school record. The first is proved by your school's own papers, the second by a court order and a gazette.

Which documents does CBSE want for a correction?

Three, all attested and all from the time of admission: the admission form filled in by your parents, the previous school's leaving certificate, and the page of the admission and withdrawal register. The application is forwarded by the Head of Institution, with a fee of Rs 1,000.

Which board is most willing to allow a change?

NIOS. It will record a genuine change of name after the result, within three years, on a gazette or a court order, for Rs 200 plus the revised document fee. It also requires you to surrender the originals before the corrected ones are issued, so scan everything first.

Does UP Board need a gazette for a marksheet correction?

Its published checklist does not name one. It asks for an application countersigned by the Principal, a transfer certificate countersigned by the District Inspector of Schools, an affidavit about the correct entries, the registration card and your identity document, with a stated timeline of 30 working days.

What does UGC say about changing the name on a degree?

Nothing. We found no UGC regulation, circular or notice on the name recorded on a degree. It is governed by each university's own ordinance, and those differ enormously, from a gazette plus two newspapers plus a magistrate's affidavit at one, to simply surrendering the original degree at another.

So what do most people actually end up doing?

A gazette notification produced alongside the unchanged certificate. The certificate proves what you studied and when; the gazette proves the person named on it is you. Ask the employer or university whether that satisfies them before you fight a board, because it usually does.

Can I change my name on my 10th or 12th marksheet?

Only inside a rule. CBSE will correct an entry to match the school record within one year of the declaration of your result, and will carry a genuine change of name only where a court order and gazette were notified before the publication of your result. After that point the certificate keeps the name you sat the examination under.

What is the difference between a correction and a change?

The numbered bye-law it displaces reads more generously, so if you are just outside the window with a genuinely clerical error and complete school documents it is worth applying and asking rather than assuming the door is bolted.

I got my gazette last year. Will CBSE reissue my certificate?

No. The rule requires the court order and gazette to have been notified before the publication of your result. A gazette obtained afterwards does not reopen the certificate, however genuine the change and however complete the paperwork. The gazette is instead produced alongside the certificate.

Does CBSE need a newspaper advertisement?

Not for a name matter. Newspaper advertisement appears in CBSE's rules in connection with a duplicate certificate, which is a separate application. For a correction the proof is the school's own records, and for a change it is the court order and the gazette.

What if my certificate is from before 1975?

CBSE states that examination records prior to 1975 have been weeded out and that such documents cannot be verified by the Board. Plan around that rather than into it, and expect the gazette produced alongside the certificate to be the practical route.

Which board will actually allow a change of name after the result?

NIOS. It permits a change of name post result within three years of the declaration of result, on either a gazette route or a court order route, for a fee of Rs 200 plus the revised document fee. It is materially the most permissive national board on this subject.

Does NIOS keep my original certificates?

Yes, in effect. NIOS states that revised corrected documents will be issued only after you have submitted the original documents carrying the incorrect details, meaning the marksheet, migration certificate, provisional certificate or final certificate. Scan and photograph everything at full resolution first, send by tracked post, and check your admission and job dates before you part with them.

How does ICSE or ISC handle this?

Through your school rather than directly with you, and the facility is built around candidates still registered with the Council. If you or your child are sitting ICSE or ISC now, check the registration details and fix anything wrong through the school while that window is open, because it is narrower than CBSE's.

Does UP Board require a gazette?

Its published checklist for a corrected certificate or marksheet does not name one. It asks for an application countersigned by the school Principal, a transfer certificate countersigned by the District Inspector of Schools, an affidavit relating to the correct entries, the Class 9 or Class 11 registration card and the candidate's identity document, with a stated timeline of 30 working days.

Can I do a UP Board correction myself online?

The route runs through the school. The Board's own registration instructions state that online correction of a name is prohibited at the registration stage, and that after the last date for uploading data no correction of any kind in a student's particulars is acceptable. The application is countersigned by the Principal and moves through the District Inspector of Schools.

The finding that shaped it. Four independent Government sources say the same thing in different ways. The Department of Publication accepts a 10th and 12th certificate as proof of the name being abandoned. CBSE will carry a change only where the gazette predates the result. The Staff Selection Commission publishes a clause built entirely around the matriculation certificate keeping the old name. And even the bodies that do allow a change endorse rather than erase, whether that is NIOS printing both names and the gazette number, or a university recording the new name as an alias of the old. An education certificate is an archive.

Two things we will not pretend about. First, the one year CBSE limit sits in an undated, unnumbered PDF, while the numbered bye-law it displaces still reads “any time” for a name correction and two years for date of birth. It is the operative rule and CBSE applies it, but we have said where it comes from rather than presenting it as a statute. Second, we found no UGC regulation at all on the name printed on a degree. That is a verified negative, not a search failure, and it means nobody can cite a national rule to you for a degree.

What we could not open. CISCE's own regulations and FAQ pages would not load for us, so the ICSE and ISC section is drawn from the Council's published guidance to schools and from our own research file, and the attestation standard there is flagged as something to confirm rather than asserted. Several CBSE circulars are scanned images with no readable text, so they are not quoted. And we found no numbered UPMSP regulation of the kind CBSE publishes, nor a published UP Board correction fee, so figures circulating elsewhere for that board are not repeated here.

What this reframes about our own product, honestly. We sell gazette notifications, and it would suit us to tell every reader that a board demands one. Most do not, and several ask for less. UP Board's checklist names no gazette at all. What is true is that where a name has genuinely changed, the gazette is the instrument that links the two names for every institution at once, permanently and with no deadline, which is a better argument than a requirement we would have to invent.
