Name Change in Driving Licence

Correcting the licence costs about Rs 200 and takes a couple of weeks. What most people miss is that the licence is not the only vehicle document carrying their name. The Registration Certificate, the insurance policy and the PUC all carry it too, and correcting one does nothing to the others. The mismatch surfaces at the worst possible moment, which is a claim.

How do you change your name on a driving licence?

The licence itself is the easy part. The three documents behind it are the job.

  • The RC correction expects a matching insurance policy, and the insurer expects the corrected licence. Do them out of order and you go round in a circle.
  • Changing your own name does not change a nomination. That is a separate instruction to each insurer, and it is missed constantly.

And they are interlocked, which is why the order matters

An RC name correction typically wants the original RC or smart card, an engine and chassis number imprint, and the insurance and latest PUC, and it helps considerably if the insurance copy already carries the new name. Meanwhile the insurer will want to see the corrected licence. Do these in the wrong sequence and you can go round in a circle for weeks.

1. The licence first

Cheapest, quickest, and the most widely accepted proof of the three. About Rs 200, and it gives you the paper the next step wants.

2. Then the insurer

Write with the new licence and your marriage certificate or gazette notification, and ask for a KYC update on the policy.

3. Then the RC

By which time you hold both the licence and the endorsed policy, which is exactly what the RTO asks to see.

If you do not own a vehicle, only the first row applies to you and this is a short, cheap job you can finish this week. The rest of this page is for people with a vehicle registered in their own name.

Why does a name mismatch on your licence matter?

Because it surfaces at a claim, and this warning comes from the industry that pays them.

An insurer's own guidance puts it plainly: a motor insurance policy is linked to both the driver and the vehicle, and where the driving licence carries one name and the policy another, “the claims team has to verify the mismatch before settling. This can delay payouts.” The same guidance advises updating the policy KYC once the new licence is issued, so that claims are not held up.

Correcting the licence fixes the licence. The RC, the policy and the PUC each need their own application.

That is worth sitting with. You will discover this after an accident, when you are least equipped to deal with paperwork and most in need of the money. It is not a refusal and it is not a penalty. It is a delay, at the moment a delay costs most, and it is entirely avoidable for about Rs 200 and a letter.

It is identity and address proof too

Banks, insurers and Government departments accept the licence as both. A name mismatch can hold up a loan application, a KYC refresh, or another document's processing.

And it is the document you carry

Of the four, the licence is the one actually in your pocket and the one produced on demand. It is the odd one to leave carrying a name you no longer use.

Does the Motor Vehicles Act require your licence to carry your legal name?

Not in the section everybody cites for it. We checked, and the citation is wrong almost everywhere.

The claim you will find on page after page, including an insurer's own guide: that Section 14 of the Motor Vehicles Act, 1988 requires your driving licence to carry your correct legal name, and that Section 177 penalises driving with incorrect details. Neither section says that.

What Section 14 actually is

It is headed “Currency of licences to drive motor vehicles”, and it does one job: it fixes how long a licence remains valid. A learner's licence for six months. A transport vehicle licence for five years, or three where hazardous goods are carried. Others by age band, running to age forty for a young applicant and five years for an applicant over fifty five. There is nothing in it about names.

What Section 177 actually is

It is headed “General provision for punishment of offences”. It is a residual provision that applies where no specific penalty is prescribed elsewhere in the Act. It is not a name offence, and quoting it as one implies a certainty that is not there.

And Form 1 is not a name change form either

You will see Form 1 cited in connection with a licence name change. Under the Central Motor Vehicles Rules, 1989, Form 1 is the declaration of physical fitness that accompanies a medical certificate. It has nothing to do with changing a name. On the portal the service you want is simply listed as Change of Name in DL.

So why bother, if no section commands it? Because the real reasons are practical and they are better reasons. A delayed insurance claim. A licence that will not serve as identity or address proof at a bank. An RC correction the RTO will not complete while your papers disagree. Those consequences are certain, and they do not need a section number to be worth avoiding. We would rather give you a real reason than a citation that does not survive being looked up.

Does a driving licence name change work the same in every state?

No, and this is the one page in the series where “check your own state” is honest advice rather than an evasion.

Aadhaar, PAN and the passport are administered by single national authorities, so the procedure is the same everywhere. Driving licences are not. They are administered state by state through Regional Transport Offices, so what you actually have to do depends on where your licence was issued.

Faceless is now widespread

More than twenty licence related services are now offered faceless, completed entirely online with Aadhaar e-KYC and no RTO visit.

But it is conditional

Faceless service depends on your Aadhaar details aligning with the driving licence record. If they do not agree, the automated route will not carry you, whatever your state offers.

And not every service, everywhere

Where a service is not enabled in your state, or the records disagree, expect an RTO visit for biometrics, a photograph and document verification.

The practical answer is simple. Start the application online. The portal will tell you fairly quickly whether it can be completed there or whether an appointment is required, and that is a faster way to find out than reading any list of states, including one on this page. Lists go out of date; the portal does not.

Two more state points worth knowing

Apply to the right RTO

The one that issued the licence, or the one where your last transaction was completed. Applying elsewhere is a routine and avoidable delay.

If your licence is not on Sarathi at all

The record may not have been migrated from the RTO to the portal yet. That is a matter for the RTO, and it is not something you can fix online however long you try.

How do you apply for a driving licence name change online?

Offline works too. Visit the RTO that issued the licence during working hours with the application, your documents and photographs, pay the fee and collect the acknowledgement receipt. Carry originals and photocopies; the RTO returns the originals after verification.
And you have to do this yourself. Only the licence holder may request the change, so it is not an errand to send somebody else on. If your state requires a visit, it is your biometrics and your photograph that are being taken.

What documents does a driving licence name change need?

Five items, and one rule that governs which version of the fifth you need.

Your original driving licence

The card itself. Take a photocopy as well; the RTO returns the original after verification.

Proof of the name change

A marriage certificate, a certified divorce decree, a gazette notification, or an affidavit, depending on your case.

Address proof

Aadhaar, passport, voter ID or a utility bill.

Identity proof

Aadhaar, PAN or passport. Carrying the name you are moving to, where you have it.

Passport size photographs

Recent ones. Some RTOs take a fresh photograph at the counter regardless.

And Aadhaar, aligned

The e-KYC step authenticates against your Aadhaar record, so the smoothest path by far is to have Aadhaar already showing the new name before you start.

The same test as everywhere else in this series: whatever you attach should show both the name currently on the licence and the name you want. Match the new name exactly to the supporting document, character for character.
Practice varies by RTO, and that is not a cop out. Many RTOs prefer a gazette notification for a full name change. For a change after marriage, the marriage certificate is normally sufficient. For a spelling correction, an affidavit with a school certificate is accepted in some places and not others. Ask your own RTO before assembling papers, because assembling the wrong pile twice costs more than one phone call. Put it in proportion. An Aadhaar update is about Rs 75, a PAN correction Rs 72 to Rs 107, a passport reissue Rs 2,500, and a voter ID correction is free. At around Rs 200, the licence is the cheap end of the list, and the cost of leaving it is a delayed insurance claim. This is not the step to economise on.

How do you update your insurance after a licence name change?

You write to the insurer. It does not happen by itself, and nobody tells you that.

Once the new licence is in hand, write to your insurer. Send a copy of the updated licence together with your marriage certificate or gazette notification, and ask for a KYC update on the policy.

Do not assume it happens automatically. It does not. The insurer holds its own record, entirely separate from the RTO's, and unless you tell them the policy will continue in the old name until renewal, and quite possibly beyond it. Renewal is an automated process that copies forward what is already on file.

Do all of them, not just the motor policy

Motor, health, life, and any policy where you are the proposer or a nominee. Each insurer holds a separate record and none of them talk to each other.

And a nomination is a separate instruction

Changing your own name does not change a nomination. If you are named as a nominee on somebody else's policy, that record needs its own correction, and this is missed constantly.

How do you change the name on a vehicle Registration Certificate?

A separate application on the Vahan side, and the one people forget entirely.

The RC correction is made on the Vahan side of Parivahan or at the RTO. It is not part of the licence application and nothing about correcting the licence starts it.

What an owner name correction commonly requires

The original RC or smart card

Plus identity proof carrying the name you want, and address proof matching the address already on the RC.

An engine and chassis number imprint

A pencil rubbing taken from the vehicle itself. This surprises people who expected a purely paper exercise.

Insurance and the latest PUC

Ideally with the insurance already endorsed with the new name, which is precisely why the insurer comes before the RC.

A notarised affidavit of the name change

And the gazette notification where there is one.

An application letter

And a lender's NOC, if hypothecated

Where the vehicle is under finance, expect the no objection certificate from the lender to be required as well.

A specific note where the RTO made the mistake, not you. If the error is theirs, a spelling wrongly entered at registration or by the dealer, take your identity proof, the original RC and a request letter explaining the error. It is treated as a correction of a data entry mistake rather than a change of name, which is a shorter and cheaper route, and dealer assistance is sometimes useful in getting it recognised as such. Establish which of the two you are before you gather anything.

Treat the last three as one push. Licence, insurer, Registration Certificate, done in that order over a couple of weeks. Each one supplies the paper the next one wants. Done out of order, you will find the RTO waiting for an endorsed policy while the insurer waits for the licence, and neither of them will tell you that is what is happening.

Eight of them, and the first one is the reason this page is not just about a licence.

1. Correcting the licence and stopping there

Assuming the RC, insurance and PUC follow. They do not. This is the single most common mistake on the whole subject.

2. Applying for the RC correction too early

Before the insurance is endorsed, when the RTO wants to see a matching policy. Then you wait, and reapply.

3. Not telling the insurer at all

And discovering the mismatch at a claim, when a delay costs most and you are least able to deal with it.

4. Starting before Aadhaar shows the new name

When the e-KYC step authenticates against it. Faceless service depends on the two records agreeing.

5. Assuming your state allows a fully online update

When it does not, or the reverse, and taking a day off for a visit you never needed.

6. Applying to the wrong RTO

Rather than the one that issued the licence or handled your last transaction.

7. Sending somebody else to apply

Only the licence holder may request the change. An agent cannot stand in for you at the counter.

8. Not checking the spelling before submitting

What you type is what gets printed. A second reading costs ten seconds; a reprint costs another Rs 200 and another fortnight.

What do the transport terms on this page mean?

Regional Transport Office
The state authority that issues driving licences and registers vehicles under the Motor Vehicles Act, 1988. Because licensing is administered state by state through these offices rather than by one national authority, the procedure for a name change genuinely varies.
Parivahan
The Ministry of Road Transport and Highways portal at parivahan.gov.in, the entry point for both licence services and vehicle services. Its Online Services menu leads to Driving Licence Related Services.
Sarathi
The driving licence side of Parivahan, operated per state. A name change is filed here under the service listed as Change of Name in DL, after selecting the state in which the licence was issued.
Vahan
The vehicle side of Parivahan, which holds registration records. A correction to the owner name on a Registration Certificate is a separate application made here or at the RTO, and is not part of a licence correction.
Registration Certificate
The document recording a vehicle and its registered owner, commonly shortened to RC and issued as a smart card. It carries the owner's name independently of the driving licence and has to be corrected separately.
Faceless services
Licence services completed entirely online with Aadhaar based electronic know your customer authentication and no visit to an office. More than twenty such services are offered, conditional on the Aadhaar details aligning with the driving licence record.
e-KYC authentication
The step in which the portal verifies an applicant against their Aadhaar record using a one time password sent to the registered mobile number. It is why the Aadhaar record should already carry the new name before a licence application is started.

How do I change my name on my driving licence?

Through the Parivahan portal: Online Services, then Driving Licence Related Services, select the state where the licence was issued, choose Services on DL, enter your licence number and date of birth, complete e-KYC authentication with an OTP to your registered mobile, then select Change of Name in DL. Or apply in person at the RTO that issued the licence.

What does it cost?

Reported at about Rs 200 for a change or correction of name, described by sources as uniform across the country, though another gives Rs 200 to Rs 500 depending on vehicle type and state. Confirm the exact figure with your RTO before paying.

Which RTO do I apply to?

The one that issued your licence, or the one where your last transaction was completed. If your licence details do not appear on Sarathi at all, the record may not yet have been migrated from the RTO to the portal, which is a matter for the RTO rather than something you can fix online.

Do I need a gazette notification?

For a full name change, many RTOs prefer one. For a change after marriage, a marriage certificate is normally enough. For a spelling correction, an affidavit with a school certificate is accepted in some places. Practice varies by RTO, so ask yours before assembling papers or buying anything.

Does correcting my licence also correct my vehicle's RC?

No. The Registration Certificate is a separate record held on the Vahan side of Parivahan and needs its own application, either online or at the RTO. This is the single most common misunderstanding on the subject.

Does it update my insurance?

No. Write to your insurer with a copy of the new licence and your marriage certificate or gazette notification, and request a KYC update on the policy. It does not happen automatically, and the policy will otherwise continue in the old name through renewal and possibly beyond.

Should Aadhaar be updated first?

Can I change my name and address together?

Some state portals allow both in the same session. This varies, so check what your state's Sarathi portal offers rather than assuming either way.

What about my father's name on the licence?

It follows the same route, selecting the relevant correction option on the portal, with an affidavit or birth certificate as support. Ask your RTO which it prefers, since practice varies.

Do I get a new licence number?

Does a nomination change when my name changes?

No. Changing your own name does not change a nomination, and if you are named as a nominee on somebody else's policy that record needs its own correction. It is a separate instruction to each insurer and it is missed constantly.

We traced where it comes from, and it is not a small blog. One of the pages making the claim belongs to an insurer. That is worth saying, because a reader is entitled to assume an insurance company has checked a statute before citing it. We have set out what the sections actually provide rather than repeating the claim, and we have replaced the missing legal argument with the real one, which is stronger anyway: a delayed insurance claim, a licence that will not serve as identity proof, and an RC correction the RTO will not complete while your papers disagree. Those consequences are certain and they do not need a section number.

A third citation we removed. Form 1 is sometimes cited in connection with a licence name change. Under the Central Motor Vehicles Rules, 1989 it is the declaration of physical fitness that accompanies a medical certificate. On the portal the service is simply listed as Change of Name in DL, and no special form number is needed to find it.

What we changed about the state position. Draft material named three states as offering faceless services. Rather than publish a list that dates, we have given the current shape of it: more than twenty licence related services are now faceless, completed online with Aadhaar e-KYC, conditional on the Aadhaar details aligning with the driving licence record. That condition is more useful than any list, because it tells a reader what to fix rather than what to hope for, and it is the reason this page puts Aadhaar first.

The finding this page is built around. A vehicle owner holds at least four documents carrying their name: the licence, the Registration Certificate, the insurance policy and the PUC. Correcting the licence touches none of the others. They are also interlocked, because an RC correction expects a matching policy and the insurer expects the corrected licence, so doing them out of order sends people round in circles for weeks. Almost every competing page treats the licence as the whole job. It is roughly a quarter of it.

And the commercial disclosure. The licence correction is a Rs 200 form, the insurance update is a letter, and the RC correction is an application you can make yourself once you know it exists, which is the main thing this page is for. Where advice earns a fee is upstream: settling the exact final form of the name, establishing whether a gazette is genuinely needed, and getting Aadhaar right first, since the e-KYC step authenticates against it and that record allows only two name changes in a lifetime with no refund on a rejected attempt.
