Name Change in Passport
The Ministry of External Affairs keeps a named category for people who need a second passport purely to move a word from one box to another. That tells you how common the mistake is. A passport name change is a reissue with a new number, your existing visas do not survive it, and Tatkaal is barred outright. So this is the document to get right the first time.
How do you change the name in a passport?
The written answer is directly below in about sixty words, and the section after it explains the consequence most guides bury. If you would rather hear the whole thing explained once in Hindi before reading, start here.
How to Change Name in Passport पासपोर्ट में नाम कैसे बदलें
A name change in passport is a reissue under Change in Existing Personal Particulars. You get a new booklet with a new passport number, and the old one back with a stamp. Every visa in it becomes invalid and has to be applied for again. Tatkaal is not available and police verification is generally done. Update Aadhaar and PAN first, and decide the given name and surname split before you file.
What actually happens when you change your name on a passport?
Not an edit. A whole new passport, and the visas do not come with it.
At a glance
- It is a reissue, not a correction. New booklet, new passport number, a fresh ten year validity, and the old one returned to you cancelled with a stamp.
- Check whether yours is a MINOR change first. A spelling discrepancy that does not phonetically change the name is a separate, cheaper case needing only your old passport.
- Your visas do not survive it. A visa linked to the old passport becomes invalid and has to be applied for again. For most people this is the real cost.
- Tatkaal is barred for your own name and for a parent's. Passport Seva's exclusion list names “Any change in name” and “Change of father, mother or spouse name”. Adding a spouse name is the exception, and it is open under Tatkaal.
- Police verification is generally conducted for a name change, which is why the timeline stretches.
- The fee changed on 1 July 2026. A reissue is now Rs 2,500 for 36 pages and Rs 3,500 for 60, under the Passports (Amendment) Rules, 2026. Pages still saying Rs 1,500 are out of date.
- The Government's own booklet tells you to leave the surname blank if you do not use one, and that instruction is the root of the commonest passport problem Indians have abroad.
- There is a named reissue category for a person who has no surname and wishes to split the Given Name into Given Name and Surname. Categories are not created for rare problems.
- Moving a word you already have between the two boxes needs no gazette and no newspaper advertisements. It is still a reissue, though.
- A major name change needs three things, and the third one surprises people: the old passport, newspaper clippings or a gazette, and at least two public or school documents already issued in the new name.
- Do Aadhaar and PAN first. A mismatch can pause police verification or hold the file at the Regional Passport Office.
- Government and PSU employees have their own case, proved by a departmental gazette notification and a fresh identity certificate rather than newspapers.
- Whatever you put in those two boxes becomes your name on every visa ever issued against that passport.

- Sources disagree on how far a joint declaration replaces a registrar's certificate in every office. Confirm on Passport Seva for your own case rather than trusting any blog, this one included.
- Annexure C is the declaration used for a minor where one parent has not given consent, and a minor's application with Annexure C is also excluded from Tatkaal.
- Tatkaal is not available at Indian Embassies and Consulates at all, so applicants abroad plan on the ordinary timeline in every case.
- Changing a parent's name is its own case. Case E.14 asks for your old passport plus your parent's passport, or service, pension or property records showing they changed their name, or, if they have died, proof they changed it in their lifetime.
- The booklet defines a minor change in name as a “spelling discrepancy between Passport and documents which phonetically does not result in total change in name” and asks for document 5 alone, meaning the old passport and nothing else.
- For Government, public sector and statutory body employees the booklet asks for document 15, a gazette notification changing the name in the applicant's department, and document 16, a fresh identity certificate in the changed name.
- Annexure A applies to those employees, their spouse and their children up to 18, which catches families out routinely.
- A straightforward reissue runs about 7 to 15 working days. A major name change is a complex case and can take 30 days or more.
Is a passport name change a correction or a new passport?
A reissue. The office does not edit the booklet you already hold.
You apply for a reissue under Change in Existing Personal Particulars, and you receive a new passport with a new number. The old booklet is returned to you cancelled with a stamp. Nothing is corrected in place, and there is no version of this where the existing document is simply amended.
A new number, and a fresh ten years
An Indian mission's own FAQ puts it plainly: the new passport will have a new passport number, with a validity of 10 years. Five for a minor. Some widely read pages say the number does not change on a reissue. They are describing a renewal, which is a different thing.
The old one comes back to you
Stamped and cancelled. Keep it. It carries your travel history and, in some countries, visa evidence you may still need to show.
Which is why this is not a small errand
A reissue triggers police verification, excludes you from Tatkaal, and invalidates every visa in the old book. Worth one careful afternoon of planning.
What happens to your existing visas when the passport is reissued?
They do not come with you, and this is buried on almost every competing page.
So work out what you are giving up before you start. For plenty of people the answer is nothing at all and the change is trivial. For others it means re-applying for visas that took months, cost a great deal, and required an interview appointment that is not easy to get again. Neither answer is wrong. What is wrong is discovering it afterwards.
Count what is in the book first
Go through the old passport page by page and list every valid visa, its expiry, and what it cost you in time and money. That list is your decision.
Ask each country, not a blog
Some missions allow a valid visa to be transferred or annotated rather than re-applied for, and the rules differ by country. Ask the mission that issued it before you assume either way.
Time it around your travel
If a trip is booked, finish the trip on the current passport and change the name afterwards, rather than starting a reissue you cannot complete in time.
And do not travel on a mismatch
Until the new booklet is in hand, book tickets in the name on the passport you are actually carrying. A ticket that disagrees with a passport is a problem at the airline counter, not at the passport office.
Given name or surname: which box does each part of your passport name go in?
This one decision causes more second passports than any other, and it is free to get right in advance.
An Indian passport has two name fields: Given Name and Surname. A great many people put the whole of their name in the Given Name box and leave the Surname box empty, because that is how their name works and because nothing warns them not to.

Inside India nothing breaks. Outside India it breaks constantly
A surname is not mandatory on an Indian passport. But airlines, immigration systems and visa application forms almost all assume a surname exists. A blank surname field produces failures at exactly the moments you cannot afford them: a booking that will not accept the name, a visa form that rejects the entry, a boarding pass that does not match the passport.
If you have no surname, you are choosing one
Which is entirely normal in Kerala, parts of Tamil Nadu and the north east, and increasingly common everywhere. Some people expand a father's initial, some adopt a house or family name, some repeat the given name in both boxes. All three are used and all three are accepted.
Write it down before you type anything
Exactly what goes in Given Name and exactly what goes in Surname, letter for letter. What you type is what gets printed.
It follows you onto every visa
Whatever sits in those two boxes becomes your name on every visa ever issued against that passport, and on the airline records built from them.
Initials, Singh and Kaur too
Whether an initial is expanded, and which element sits in which field, is permanent in practice even though it is not permanent in law.
Is your passport name change a minor change or a major one?
The booklet treats them as two different cases, and one of them needs nothing but your old passport.
Almost every guide on this subject describes the major case and stops there. The instruction booklet actually lists two, and the cheaper one is defined in a single line that decides which side you are on.

Say it out loud. That is genuinely the test
If the passport and your other documents sound the same when spoken and differ only in how they are spelled, you are very likely in the minor case, and this is a far shorter and cheaper exercise than the internet will tell you. If the change alters how the name sounds, or adds or removes a part of it, you are in the major case whatever it feels like.

Do you need a gazette notification for a passport name change?
It depends entirely which of six cases you are in, and most people are not in the one that needs it.

What the instruction booklet actually says for a major name change
This is worth reading carefully, because it is more specific than any summary of it. The booklet lists Case E.5, “Major change in name”, and against it records three documents and one refusal.
Document 5
Your old passport in original, with a self attested photocopy of its first two and last two pages, including the ECR or Non-ECR page.
Document 13
“Clippings of two local newspapers OR the Gazette notification of the concerned State Government, as the case may be.” Note the word or. Most pages assert you need both.
Document 55
“At least two public or school documents issued in the desired or applied changed name to ascertain that the applicant has actually changed his name.”
If you married and have no marriage certificate
The position has eased. Annexure J is the “Joint Declaration in Lieu of Marriage Certificate”, listed in the booklet as document 56: a joint photo declaration signed by both husband and wife, carrying a self attested joint photograph, both full names, the address and marital status, Aadhaar numbers, voter identity and passport numbers where available, and the date, place and signatures of both parties. Reporting notes it particularly helps applicants in states where marriage registration is less common.

This is the one part of a passport name change that is treated more generously than the rest, and the video walks through both routes: the registered certificate, and the joint declaration for couples who never registered the marriage.

Can you use Tatkaal for a passport name change?
No, and it is on the Government's published exclusion list in those words.
It is worse than merely slower
In name change cases the system will not permit the Tatkaal upgrade at all, so applying that way risks refusal at the Kendra rather than a longer wait. Apply under the normal scheme from the start.
Tatkaal is why it exists
The scheme is for urgent cases where the personal particulars stay the same. A changed name is precisely the thing it excludes, because it is the thing that needs verifying.
And it does not exist abroad
Tatkaal is not available at Indian Embassies and Consulates at all, for any category. Applicants outside India plan on the ordinary timeline every time.
How do you change a father's or mother's name in a passport?
It is its own reissue case, and the proof it asks for is not about you at all.
This catches people out because it feels like a name change and is treated as a different thing. A passport prints your parents' names as well as your own, and correcting or changing one of those is Case E.14 in the instruction booklet, “Change of Father or Mother Name”. It is not the same case as changing your own name, and the documents are different.
What the booklet asks for
Against Case E.14 the booklet records your old passport, and then one of three things. Note that the proof is about your parent, not about you.
Your parent's own passport
In original, carrying the changed name, with self attested copies of its first two and last two pages including the ECR page. The cleanest route where it exists.
Or proof they changed it
“Service record, pension order or property documents showing that parents had changed their name.” Ordinary records, not a special certificate.
Or, if a parent has died
“Such proof that they had changed their name during lifetime.” The booklet provides for this expressly rather than leaving it to the counter.

What if you are a Government or PSU employee changing your name?
Your case is listed separately, and the proof comes from your department rather than from a newspaper.
The booklet gives a change of name for employees of Government, the public sector and statutory bodies its own row, and it does not ask for the newspaper clippings or the two public documents that a general applicant needs. It asks for your old passport plus two things from your employer.
Document 15
“Gazette Notification changing name in applicant's department.” The notification published within your own department, not a general gazette entry.
Document 16
“Fresh ID Certificate in changed name.” A new identity certificate from your employer, already carrying the new name.
And the three annexures that apply to you anyway
These are not specific to a name change, but they catch Government applicants out constantly and they are worth knowing before you book.
Annexure A, the Identity Certificate
The booklet says all Central Government employees, State Government employees, employees of statutory bodies and public sector undertakings, their spouse and their children up to the age of 18 are required to produce one. Spouses and children too, which surprises most people.
Annexure G, the No Objection Certificate
From your administrative office, where your department issues one rather than an identity certificate.
Annexure H, the Prior Intimation Letter
The letter to your own administrative office intimating that you are submitting a passport application. Used where a no objection certificate is not forthcoming.
What order should you do a name change in, with the passport last?
The passport goes at the end, and Document 55 is the reason why.
Decide the name and the split
Exact spelling, and exactly what goes in Given Name and Surname. Write it down. Everything downstream copies this.
Create the proof
The marriage certificate, the divorce decree, or the gazette notification with its newspaper notices, depending on your case.
Update Aadhaar

Then apply for the passport reissue
By now you hold the two public documents in the new name that Document 55 asks for, and Aadhaar and PAN already agree with your application.
Then re-apply for visas
Against the new passport number. This is the step to budget real time and money for.
And then the unhurried ones
Your bank records, the voter ID, the driving licence and your LIC policy. Nothing downstream waits on these, which is exactly why they get forgotten.
How do you apply for a passport name change, step by step?
Eight steps on the Passport Seva portal, and one of them is where the decision gets locked in.
Register and log in
On the Passport Seva portal, using the Regional Passport Office with jurisdiction over where you live.
Choose Reissue
Apply for Fresh Passport or Reissue of Passport, then Reissue. A name change is never a fresh application.
Select the right category
Change in Existing Personal Particulars, then the name option. Picking a spelling correction category for an addition or removal is a common and costly error.
Enter both names, in both fields
Old name and new name, exactly as they should be printed, with your decided Given Name and Surname split. What you type is what gets printed.
Declare the reason
Marriage: enter the spouse's name and tick the married section. A legal change: indicate the affidavit or gazette. Divorce: declare it.
Pay online and save the reference
An Application Reference Number is generated. Save it. It is how you track the file and how any query about it gets answered.
Book the appointment
At a Passport Seva Kendra or a Post Office Passport Seva Kendra, then print or save the slip. There is no entry without a valid booking.
Attend with originals
The online form may not ask for documents. The Kendra will. Take originals, not copies.
How long does a passport name change take?
Longer than a renewal, because the whole point of the exercise is the thing that has to be verified.
Expect police verification. It confirms your address and identity under the new name, and it is generally conducted where the name has changed rather than waived as it might be for a routine renewal. That is also why the timeline stretches.
Straightforward reissue
About 7 to 15 working days, where nothing about the file raises a question.
Major name change
Treated as a complex case. Around 30 days or more, particularly if the verification report is not clear.
Applying from abroad
Longer again, and no Tatkaal option at all at Embassies and Consulates.
Plus the visas
The step after. Budget for appointment waits and interview slots, which are frequently the longest part of the whole thing.
What does a passport name change cost?
Rs 2,500. And almost every page you will find still says Rs 1,500.
The fee changed. Under the Passports (Amendment) Rules, 2026, which amended the Passports Rules, 1980 with effect from 1 July 2026, passport charges rose across the board. A reissue for a change in personal particulars attracts the standard 36 page reissue fee. Pages still quoting Rs 1,500 and Rs 2,000 are giving the pre-July 2026 rates, which is why published guides appear to disagree with one another. They are not disagreeing. Most of them have not been updated.

A discount most people miss
A 10 per cent reduction is reported for children under eight and for senior citizens over sixty. Worth asking about rather than assuming.
Confirm before you pay
Fees are set by rules that changed in July 2026 and can change again. Check the current figure on the Passport Seva portal, which calculates it for your exact category, rather than trusting a table anywhere else.
What are the common mistakes on a passport name change?
Eight of them, and the first one costs an entire second passport.
1. Letting the counter decide the field split
And paying for a second passport later to fix it. This is the mistake the Ministry maintains a category for. Decide it yourself, in advance, in writing.
2. Not checking what happens to existing visas
Before filing. For somebody with a long validity visa this is the whole cost of the decision, and it is discovered far too late.
3. Applying under Tatkaal
Where the system will not permit the upgrade, so it risks refusal at the Kendra rather than merely a slower service.
4. Applying before Aadhaar and PAN show the new name
Which stalls the file, and also leaves you without the two documents in the new name that the booklet asks for.
5. Booking travel in the new name too early
Before the new booklet is in hand. The ticket has to match the passport you are actually carrying.
6. Choosing the wrong change category
Applying under a spelling correction when the change is an addition or removal of a name part. They are different cases with different proof.
7. Arriving at the Kendra with copies
Rather than originals. The online form may not ask for documents. The counter certainly will.
8. Assuming a blank surname is fine
Because it works in India. It does work in India. It is abroad that it fails, and by then the passport is printed.
How does a passport name change work for a minor?
The same reissue, with one extra annexure and the same Tatkaal bar.
Where both parents consent
An ordinary reissue under Change in Existing Personal Particulars, with the proof of the change and both parents' documents. The minor fee is Rs 1,750 for 36 pages since July 2026.
Where one parent has not consented
Annexure C applies, the declaration by the applicant's parent or guardian for issue of a passport to a minor when one parent has not given consent. It is a named form, not an improvisation.
And Annexure C excludes Tatkaal too
The Tatkaal exclusion list names a minor's application with Annexure C, giving divorced or separated parents as the example. So there is no fast route in these cases either.
Settle the split for the child as well
The Given Name and Surname decision is the child's for life, and it will follow them onto every visa and every university record abroad. See our minor or child name change guide.
Does a passport name change differ by state, or if you live outside India?
Not by state. It does differ abroad, and mostly for the worse.
One central process, every state
Passports are issued under a central Act through 37 passport offices, 93 Passport Seva Kendras and more than 440 Post Office Passport Seva Kendras. Your state changes which office has jurisdiction, not the rules, the fee or the proof.
Where the surname problem concentrates
Kerala, parts of Tamil Nadu and the north east, where a single name or an initial is the normal form. If that is you, the field split section is the part of this page that matters.
Applying from outside India
At the Embassy or Consulate with jurisdiction over where you live. The same reissue categories apply, processing takes longer, and Tatkaal is not available at missions at all.

- Annexure J
- The Joint Declaration in Lieu of Marriage Certificate, a joint photo declaration signed by both husband and wife. It is listed as document 56 and is the route by which a spouse's name may be added without a registrar's certificate.
- Annexure C
- The declaration by an applicant's parent or guardian for the issue of a passport to a minor where one parent has not given consent. A minor's application filed with it is excluded from the Tatkaal scheme.
- Tatkaal scheme
- The urgent passport service. It is not available for any change in name, for a change of father, mother or spouse name, for a change of gender, appearance or signature, or for a correction of date or place of birth, and is not offered at Indian missions abroad.
- Police verification
- The check confirming an applicant's address and identity through the local police. It is generally carried out where a name has changed rather than waived as for a routine renewal, and is the main reason the timeline stretches.
- ECR and Non-ECR
- Emigration Check Required status, printed on a specific page of the passport. A self attested copy of that page is asked for alongside the first two and last two pages when an existing passport is submitted.
- Application Reference Number
- The reference generated when a passport application is paid for online. It tracks the file and is what any later query needs.
- Gazette notification
- The publication of a change of name in an official Government journal, with a date. For a passport it is one of two accepted alternatives for a major change of name, the other being two newspaper clippings.

The questions people search about a passport name change
Is a passport name change a correction or a new passport?
A reissue. You apply under Change in Existing Personal Particulars and receive a new booklet with a new passport number. The old one is returned to you cancelled with a stamp. Nothing is edited in the passport you already hold.
What happens to my visas after a passport name change?
A visa linked to the old passport becomes invalid, and you have to apply again with the updated details. For anybody holding a long validity United States or Schengen visa this is the single biggest cost of the exercise. Some missions allow a transfer or annotation instead, so ask the country that issued it before you file.
Is a surname compulsory on an Indian passport?
No. The instruction booklet says that if you do not use a surname you should leave the Surname column blank and write your full name in the Given Name column. That is correct in India. Abroad it fails constantly, because airlines, immigration systems and visa forms nearly all assume a surname exists.
I have no surname. What should I put in the box?
Whatever you decide: an expanded father's initial, a house or family name, or the given name repeated. All three are used and accepted. It becomes your name on every visa issued against that passport, so decide it deliberately and write it down before you fill anything in.
Can I just move a word from Given Name to Surname?
Yes, and the Ministry has a named category for exactly that. It needs no gazette notification and no newspaper advertisements, because your name is not changing, only its arrangement. It is still a reissue, so it is a new booklet, a new number and the same visa consequence.
Is a passport spelling correction the same as a name change?
No, and the distinction is worth money. The booklet defines a minor change in name as a “spelling discrepancy between Passport and documents which phonetically does not result in total change in name”, and lists document 5 alone against it: your old passport. No gazette, no newspapers, no two public documents. Say both versions out loud. If they sound the same, you are probably in the minor case.
Can I use Tatkaal for a passport name change?
No. Passport Seva's published exclusion list names “Any change in name”, and the instruction booklet repeats “Cannot apply under Tatkaal Scheme” against the major name change row. In practice the system will not permit the upgrade, so applying that way risks refusal rather than a slower service.
What does a passport name change cost in 2026?
Rs 2,500 for a 36 page reissue and Rs 3,500 for 60 pages, since the Passports (Amendment) Rules, 2026 took effect on 1 July 2026. Pages still quoting Rs 1,500 and Rs 2,000 are giving the old rates. And the passport fee is rarely the real cost; re-applying for visas usually is.
Should I update Aadhaar before the passport?
Yes, and PAN too. A mismatch can pause police verification or delay the final print at the Regional Passport Office. There is also a documentary reason: a major name change needs two public documents already issued in the new name, and Aadhaar and PAN are the two most people can produce.

Do I need a gazette notification?
For a major change of name the instruction booklet asks for clippings of two local newspapers or the Gazette notification of the concerned State Government, as the case may be. Note that it is an alternative rather than both. For a surname change after marriage a marriage certificate or joint declaration is usually enough, and for a reversion after divorce the decree.
What is the document requirement nobody mentions?
Document 55: at least two public or school documents issued in the desired or applied changed name, to ascertain that the applicant has actually changed his name. The office wants proof you are using the new name, not merely that you declared it. This is why Aadhaar and PAN should be updated before the passport rather than after.
What if I have no marriage certificate?
Annexure J, the Joint Declaration in Lieu of Marriage Certificate, is a joint photo declaration signed by both husband and wife, listed as document 56. It carries a self attested joint photograph, both full names, address and marital status, Aadhaar and voter identity numbers, and the signatures of both parties. Sources differ on how far it substitutes for a registrar's certificate at every office, so confirm on Passport Seva for your case.
How do I remove a former spouse's name?
With a divorce decree, a death certificate, a re-marriage certificate, or a joint photo declaration, as applicable. Where a spouse's name is removed the field is simply left blank on the new booklet, with no mark or note. The passport does not narrate your circumstances.
Can I use Tatkaal for a name change?
No. Passport Seva's published list of categories not eligible for Tatkaal includes Any change in name, and separately Change of father, mother or spouse name. The instruction booklet repeats Cannot apply under Tatkaal Scheme against the major name change row. In practice the system will not permit the upgrade, so applying that way risks refusal at the Kendra rather than merely a longer wait.
Is police verification required?
Generally yes for a name change. It confirms your address and identity under the new name, and it is conducted rather than waived as it might be for a routine renewal. It is the main reason the timeline is longer than for a straightforward reissue.
How long does a passport name change take?
A straightforward reissue may run about 7 to 15 working days, but a major name change is treated as a complex case and can take around 30 days or more, particularly if the police verification report is not clear. Applying from abroad takes longer again. Plan on the longer figure.
What does it cost in 2026?
Rs 2,500 for a 36 page reissue and Rs 3,500 for 60 pages, since the Passports (Amendment) Rules, 2026 took effect on 1 July 2026. A minor's 36 page reissue is Rs 1,750. Should I update Aadhaar and PAN first?
Yes, and for two reasons. A name mismatch can pause police verification or delay the final print at the Regional Passport Office, with files going back for recheck without warning. And a major name change requires two public documents already issued in the new name, which for most people means Aadhaar and PAN.
Can I travel while the reissue is in progress?
Book travel in the name on the passport you are actually carrying. A mismatch between a ticket and a passport is a problem at the airline counter rather than at the passport office. Do not commit to international travel that depends on the new booklet until it is physically in your hand.
What do I take to the appointment?
Originals, not copies. Your existing passport with self attested copies of the first two pages, the last two pages and the ECR or Non-ECR page; your proof of the name change; the two public documents carrying the new name; address proof; and your appointment slip. There is no entry to the Kendra without a valid booking.
Is my case a minor change in name or a major one?
The booklet defines a minor change in name as a spelling discrepancy between the passport and your documents which phonetically does not result in a total change in name, and lists document 5 alone against it: your old passport and nothing else. No gazette, no newspaper clippings, no two public documents. Say both versions out loud. If they sound the same, you are likely in the minor case. If the change alters how the name sounds, or adds or removes a part of it, it is a major change whatever it feels like, and choosing the cheaper category gets the file sent back.
What about a minor's passport?
The same reissue applies, at Rs 1,750 for 36 pages. Where one parent has not given consent, Annexure C is the prescribed declaration, and a minor's application filed with Annexure C is itself excluded from Tatkaal. Where parents disagree about a child's name, that is a legal matter before it is a documentation one and belongs with a family lawyer.
I live abroad. Is it different?
The same reissue categories apply, but you apply at the Embassy or Consulate with jurisdiction over where you live, processing takes longer, and Tatkaal is not available at Indian Embassies and Consulates at all. Plan on the ordinary timeline in every case.
I am a Government or PSU employee. Is my route different?
Yes. The booklet gives that case its own row, asking for your old passport plus document 15, a gazette notification changing the name in your own department, and document 16, a fresh identity certificate in the changed name. It does not ask for the newspaper clippings or the two public documents a general applicant needs, so if your department has already published the change and reissued your identity card you may not need a public gazette at all. Annexure A, the identity certificate, applies to such employees and also to their spouse and children up to 18.
What is the single most important thing on this page?
Deciding what goes in the Given Name field and what goes in the Surname field, before the passport is issued. That decision is free in advance and costs a whole passport afterwards, which is why the Ministry maintains a category for people who need a second one purely to move a word between the two boxes.
