Puducherry changed its own name through the Gazette in 2006
A fact almost every name change website skips, and it explains why the Gazette carries the weight it does.
Until 2006 the Union Territory was called Pondicherry, the French spelling of the Tamil words putu and ceri, meaning new village. Parliament passed the Pondicherry (Alteration of Name) Act, 2006, which is Act 44 of 2006, and the new name Puducherry took effect on 1 October 2006 through notification S.O. 1627(E) dated 28 September 2006, published in the Gazette of India.
So when you publish your own change of name in the Gazette of India, you are using the same legal instrument that renamed the whole territory. That is what gives a Gazette notification its standing. Once it is printed, every office, from the passport office to your bank branch in Karaikal, works from the published record.
Two Gazettes explained: the Puducherry Gazette and the Central Gazette of India
This is the first real decision, and picking wrong costs you money because the fee is not refundable.
The Puducherry Gazette
Puducherry has an official gazette with a history no other Indian territory can match. It is published by the Directorate of Stationery and Printing at the Government Central Press, Thattanchavady, Puducherry 605009. Its roots go back to French administrative bulletins of the 1820s, and after the transfer of the territory it carried the title La Gazette de l'Etat de Pondichery. Today the Directorate publishes it in Tamil and English. The Ordinary Gazette appears every Tuesday, alongside a Supplementary Gazette and two Extraordinary series.
The Directorate publishes its own change of name procedure. Notices are submitted to the Section Holder, PPC Section, Government Central Press, Thattanchavady (Post), Puducherry 605009, telephone 0413-2252610, and the Directorate states that a change is published within about three weeks of a complete submission. The charge is set by word count rather than as a flat fee, which is why it works out far cheaper than the Central route.
The Central Gazette of India
The Gazette of India is published by the Department of Publication under the Ministry of Housing and Urban Affairs. Personal name change notices appear in Part IV. It is the notification that is accepted in every state and Union Territory, by foreign missions, and by the passport office. For most people in Puducherry this is the route that matters, because the new name has to work outside the territory as well as inside it.

Step by step name change procedure in Puducherry
Five stages, in this order. Nobody can skip one for you, and doing them out of order is the most common cause of a returned file.
The affidavit
An affidavit on non-judicial stamp paper stating your old name, your new name, your father's or husband's name, your full address in Puducherry and the reason for the change. You sign it before a notary public or oath commissioner. Stamp paper and notary together usually cost Rs 100 to Rs 500.
The newspaper notice
The same wording published in two daily newspapers that circulate where you live, one in the regional language of your district and one in English. Keep the complete original printed page of each, including the masthead and the date. A cutting is not accepted.
The Gazette notification
The complete file goes to the Department of Publication in Delhi for the Central Gazette, with the fee paid through BharatKosh. Once printed in Part IV, you download the PDF from egazette.gov.in, and that PDF is your legal proof.
Step 1: prepare and notarise the affidavit
The affidavit is short, but everything else copies from it. It carries your old name, your new name, your father's or husband's name, your full address and the reason for the change. It is sworn before a notary or oath commissioner, not before witnesses and a gazetted officer, which is a mistake several websites repeat. If your new name is spelt one way in the affidavit and another way in the newspaper, the file comes back. For a minor, the parent swears the affidavit. For a change after marriage, the affidavit names the maiden name, the married name and the date of marriage.
Step 2: publish the notice in two newspapers
Two papers, two languages, identical wording. This is where Puducherry needs local knowledge, because the four districts sit in three different language zones. The full district by district list is in the next section. The advertisement must carry your old name, your new name, your full address, your age, your father's or husband's name and the date of the affidavit. Two notices together usually cost Rs 800 to Rs 4,000 depending on the paper and the edition.
Step 3: assemble the Central Gazette file
Your file for the Department of Publication should contain:
- The complete original newspaper page carrying your notice
- A signed undertaking that the facts stated are true
- Two copies of the prescribed proforma, signed by you and attested
- A soft copy of the notice text, in the form the Department currently asks for
- Self-attested photo ID of the applicant and of the witness
- Two passport size photographs
- A request letter addressed to the Controller of Publications
Supporting papers should be recent. The Department expects documents that are not older than one year, so an affidavit or a newspaper page from three years ago will not carry the file.
Step 4: pay the fee through BharatKosh only
The fee is paid only through bharatkosh.gov.in, the Government's Non-Tax Receipt Portal. It is commonly Rs 1,100 for an adult and Rs 1,700 for a minor. If you also publish alias names, an extra amount applies for each alias. The Department of Publication revises these amounts each financial year, so confirm the current figure on deptpub.gov.in before you pay. The fee is not refundable.
Do not send a demand draft. The demand draft and direct bank transfer routes were discontinued years ago, yet many older web pages, including some agent sites, still tell you to attach one. If a website asks you to draw a demand draft in favour of a Controller of Publications in Puducherry, that page is out of date twice over: the payment method is closed, and there is no Controller of Publications in Puducherry.
Step 5: submit the file and download your notification
Send the complete file by post or courier to the Department of Publication, Civil Lines, Delhi 110054, or hand it in there. Applications are accepted from the applicant directly rather than from agents, which is why an honest consultant prepares and checks your file end to end and you sign and send it. Once processed, your change appears in Part IV of the Gazette of India. Since October 2015 the Gazette has been digital only. You download your notification free from egazette.gov.in and that PDF needs no further certification. No paper copy is posted to you, so ignore anyone promising an original certificate by courier.
Which newspapers count in your district?
Puducherry is four districts spread across three language zones. This is the single most Puducherry-specific part of the whole process, and it is where copied national guides get it wrong.

What you can change is equally broad: the full name, the spelling of an existing name, or just the surname. The affidavit states exactly what the old full name was and exactly what the new full name will be, so a partial change is handled the same way as a complete one.

The Central Gazette fee is also not refundable. If the notification prints with an error that came from your own file, you pay the fee again for a correction notice. That is exactly why we confirm the spelling in writing and refuse to rush a file with an unresolved question in it.

- Registrar correction
- A correction to a birth or death record under Section 15 of the Registration of Births and Deaths Act, 1969, made by the municipal body that issued the certificate. It is not a Gazette matter.
- Deed of change of name
- A formal deed used mainly by Government employees and by applicants abroad, executed and routed through the department or attested by the Indian mission.
- Self-attestation
- Signing your own photocopy to confirm it matches the original. Gazette files ask for self-attested copies of your identity document and your witness's.
After the Gazette: update your records in this order
The Gazette is the middle of the journey, not the end. Doing this in the wrong order turns a four week job into a four month one.

A birth certificate mistake is not a Gazette matter
This is the single most common thing people in Puducherry are sold wrongly. If the mistake is in a birth certificate, a wrong spelling, a wrong parent's name or a missing child's name, the fix is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. You apply to the body that issued the certificate: the Puducherry Municipality, Ozhukarai Municipality, Karaikal Municipality, Mahe Municipality or Yanam Municipality, or the commune panchayat for your area.
A Gazette notification will not change the entry in the birth register. The two documents live in different systems. The Civil Registration System portal is crsorgi.gov.in. Agents who push every birth certificate case into a Gazette application are charging you for the wrong process. Where a case genuinely needs both, which happens when you want a new name going forward and a corrected record going backward, we say so and quote the two separately.
Special situations in Puducherry
Four cases we see constantly here, including one that almost no general website even mentions.
Name change after marriage
A woman adding her husband's surname, or choosing to keep her maiden name and record it clearly, follows the same three stages. The marriage certificate is attached as supporting proof. If you are reverting after a divorce, attach the decree instead. The Gazette route works in both directions, and a marriage certificate on its own does not change your name in Government records.
Name change for a minor child
A parent or legal guardian applies on the child's behalf. The affidavit is sworn by the parent, the child's birth certificate is attached, and the minor fee applies, commonly Rs 1,700 with the same revision caveat. Both parents signing avoids objections later. Where only one parent signs, a custody or guardianship order is needed.
French-era names and spelling mismatches
Puducherry's French history lives on in its names. Many families carry French given names and surnames, and the same name often appears with different spellings across Tamil, French and English records. One document says Marie Selvam, another says Mari Selvam, a third adds an initial. A Gazette notification is the cleanest way to fix one final spelling and make every office work from it. This is one of the most common cases we handle for applicants from this territory.
Applying from abroad
Puducherry has a large diaspora, including many families in France. An applicant abroad executes the deed and has it attested by the Indian Embassy or Consulate, then applies to the Central Gazette. Budget around Rs 7,500 to Rs 9,000, and the same free download from egazette.gov.in works from anywhere in the world.
If you are a Government employee in Puducherry
Your process has an extra layer. Central Government employees follow the route set out in the Ministry of Home Affairs Office Memorandum No. 190016/1/87-Estt.(A) dated 12 March 1987: a deed of change of name is executed and routed through the department, so the service book is updated alongside the Gazette.
Employees of the Puducherry administration should tell their own establishment section before they spend anything, and ask one question: which Gazette will be accepted on the service record. What the law does not allow, and what you gain by doing it properly
You may take almost any name you like. Almost.
Names that will not be accepted
- A name taken in order to hide your identity
- A name taken to escape a debt, a liability or a legal proceeding
- A name that is obscene or offensive
- A name containing punctuation marks or symbols
- A name that impersonates another person for gain
A change of name does not erase anything behind you. Your old records stay linked to you through the Gazette notification itself, which names both the old and the new name. That is the point of publishing it.

Can I do the name change fully online?
Partly. The fee is paid online through BharatKosh and you download the final notification online, but the affidavit needs notarisation in person and the signed file goes to Delhi by post, courier or by hand.
Is there a Central Gazette office in Puducherry?
No. The only Central Gazette office is the Department of Publication, Civil Lines, Delhi 110054. The Directorate of Stationery and Printing at Thattanchavady publishes the Puducherry Government's own gazette, which is a separate publication.
Is Pondicherry the same as Puducherry for a name change?
